On behalf of AAS Team and people of Pakistan, we would like to acknowledge the efforts,
technical, moral and financial support of Asian Health Institute (AHI) Japan, in the execution of
PCLDC 2015 in Pakistan and building strong partnership with AAS Pakistan, especially the AHI
founder Dr. Kawahara Hiromi, General Secretary Ms. Kagumi Hayashi, and Ms.SHIMIZU
Kyoko, Training staff in charge of International course and projects in Nepal and Cambodia, at
Asian Health Institute.

I would also like to thank the AAS board members for their personal involvements and input to
make this course impact oriented, the volunteers, for their tired less efforts, interest and strong
commitment with the PCLDC, the facilitators especially Mr. Francis Ruffi Sardar, for his
creativity and making this course in the real sense a ‘participatory course’, the field exposure
host organizations such as Dr. Altaf H. Tariq, Homeopathic Medical Association of Pakistan, Mr.
Khalid Mayo and Ms.Sumera, the people who interacted with PCLDC 2015 participants and

participants to work with most marginalized groups of the society.

We would also like to acknowledge the great contribution of Dr. Noor ul Zaman Rafiq, Board
member of AAS, for his very proactive and supportive participation and key note address and
Fr. James Chanan OP for his motivational comments at the closing ceremony address, and
Rev. Fr. Marcus Daniel OP for his facilitation in logistical arrangements, and the kitchen staff of
Iben-e-Mariam House, for their hospitality, moral support and providing the environment of
learning to the participants of the PCLDC 2015.

Introduction
This is a narrative report of the 2nd Participatory Community Leadership Development Course
(PCLDC) organized by AAS Pakistan in partnership with Asian Health Institute (AHI), Japan, to
build the capacity of community development workers in Pakistan, and to promote participatory
approaches/strategies in capacity building program of community development workers in
Pakistan.

This report highlights the efforts of PCLDC 2015 organizing committee in the organizing of
PCLDC 2015, and the proceedings of PCLDC 2015 from 22nd May 2015 to 31st May 2015. It
also reflects the pre and post activities of PCLDC 2015, by the organizing team and AHI team.
The report has four parts;

 Project proposal process

The project proposal for PCLCDC 2015 were written and sent to AHI on 24th October
2015, it was approved in November 2015 from AHI.

 Formation of PCLDC 2015 Organizing Committee


For the organizing of PCLDC 2015, a organizing committee was formed based on the
following members;
o Mr.Francis Ruffi, Facilitator
o Mr.Hector Nihal, Facilitator
o Ms.Maria Goretti Kiran, program facilitation/reporting
o Ms.Ramna Karishma, program facilitation/report
o Ms.Sehrish Dildar, logistical arrangements
o Mr. Kashif, Logistical agreement

 PCLDC 2015 Planning meetings;


Four meetings of PCLDC facilitators were held to discuss and finalize the following
points;
o Process of Training Need Assessment (TNA)
o Conduct TNA for PCLDC 2015
o Develop selection criteria of PCLDC 2015 participants
o Prepare a draft content of PCLDC 2015 based on the TNA findings
o Develop and send PCLDC 2015 invitation letter
o Sharing of PCLDC 2015 program planning with AHI Team
o On 18th May 2015 a meeting was held at AAS office with Ms. Kyoko San, the PCLDC
2015 facilitators and members of organizing team participated in the meeting. Mr.
Hector Nihal & Mr. Francis Ruffi shared with her the details of the program, such as
the objectives, content, daily schedule, role and responsibilities of team members as
well as the list of participants and their confirmation status. Based on the suggestion
of Ms. Kyoko San, some points were added in the content and ensured the
participatory philosophy and strategy of PCLDC 2015.

2. PCLDC 2015 PROCEEDINGS


The PCLDC 2015 started on 22nd May 2015 with the opening ceremony, and continued till
31st May 2015, at Iben-e- Mariam House, Pak Arab Society, Ferozpur Road, Lahore, with
the proactive participation of PCLDC 2015 participants, technical guidance of Ms.Kyoko
from AHI, Japan and participatory facilitation by the lead facilitators. The following were the
key characteristics of PCLDC 2015;
o A tribute to founder of AH Dr.Khawara
o Key philosophy of the PCLDC 2015 was a participatory approaches and methodologies
o Proactive participation of participants to conduct sessions, taking initiatives in different
tasks and responsibilities
o Daily review of the session by organizing team, facilitators team and representatives
from participants.
o Developed Plan of Actions by participants to utilize their learning of PCLDC 2015

Day 1
Opening ceremony

 Moderator, Irum Javeed & Maria Goretti Kiran


Time: 4:00 pm to 6:30 pm
 Objectives:- To welcome participants, introduce PCLDC 2015, its objectives,
process and methodology.

 Proceedings:
 Prayer: PCLDC 2015 was started with the prayer of Rev.Fr. Marcus Daniel OP, in his prayer
he highlighted the importance of community services, with reference of teachings of Jesus
Christ, how He focused in His life focused the marginalized groups of the society.

 A Tribute to Dr. Kawahara Hiromi, The


organizing team of PCLDC 2015 received a sad news about the
death of Dr. Kawahara Hiromi the found of AHI, they decided to

pay a tribute to him for his great services for the humanity in Asia, a candle vigil was
organized. Ms.Kyoko San, from AHI shared her views about Dr. Kawahara Hiromi, his
vision, mission and role in Asian countries. Mr. Hector Nihal Director AAS also shared his
experience of visiting Dr. Kawahara Hiromi, he said that he was an inspirational personality
for many young people, his philosophy to build the capacity of young Asian community
leaders is being followed by many people in Asia who are the Alumni of ILDC. He said
PCLDC is also an offshoot of his philosophy in Pakistan, to build the capacity of young
community leaders in Pakistan. He appreciated his great contribution and paid tribute by
lighting of candles in front of his picture. Rev. Fr.Marcus OP was invited to say special
prayer for his soul and the people of Asia, who have lost their great leader.

 Welcome & Keynote address: Dr.Noor ul Zaman Rafiq Vice Chairman of AAS, welcomed
all the guest of honours, PCLDC participants from allover Pakistan, Ms. Kyoko San, from
Japan and thanked them for their support and contribution in organizing of the PCLDC
program in Pakistan.
In his keynote address he highlighted the importance of the
need of trained community development workers, he said,
the community leadership has a specific role in their
communities and organizations, but unfortunately they lack
the basic knowledge and skills to address the community
issues in their organizations and communities.
Unfortunately their has been no such facility available at
low-cost to address the needs of community development
workers. He hoped that PCLDC will fill this gap, and
participants be fully benefited with this opportunity being
provided to them. He appreciated the role of AAS and AHI
for offering such great opportunity to the community
development workers in Pakistan.
 Introduction of Participants: - Ms.Irum Javed and Maria Goretti Kiran presented light
as a symbol of learning, light, guidance and sharing of PCLDC 2015. Each Participant
pas on green mango and came forward for his/her/him personal and organization’s
introduction, by lightening a match stick, as he/she burns the matches stick, she/she
speaks until it burns out, they shared their name, organizations, city and their role in their
organizations.

 Introduction of AHI: Ms. Kyoko- San gave a power point presentation of the AHI its
history, its vision and working principals with people in Asia. She described the mission
of Dr. Kahawara the founder of AHI, “to empower to local people to address their local
issues”. She also shared about ILDC of AHI annual program and its participatory
approach, its principals and characteristics. She said ILDC has been a mean to mobilize
community development workers around Asia, to play their due role in the betterment of
people who are in great need, and PCLDC 2015 is also a continuation of the philosophy
of AHI in Pakistan.

 Introduction of AAS Pakistan: Mr. Hector Nihal Director AAS, gave a brief introduction
of AAS by stating its vision, mission and goal, and main programs, he said that AAS’s
basic philosophy of working with people, is “Empowerment of People to struggle for their
Rights”, so AAS facilitate the marginalized groups of the society in their empowerment
process to organize them to struggle for their rights. PCLDC 2015 is part of this process

to facilitate community development workers to play their due role in the empowerment
of people with whom they are involved at grass root level.

 Introduction of PCLDC 2015;


Mr. Hector Nihal, Director AAS, and team leader of PCLDC 2015 Organizing Committee,
Alumni of ILDC 2013 of AHI gave a brief introduction of PCLDC 2015, he said we are
proud to conduct the PCLDC 2015 after the successful impact of PCLDC 2014. He
shared the basic philosophy, approach and implementation strategy of PCLDC and its
characteristics such as;

principals, approaches and
strategies
 Participants are focus of the
course, they are the learners
and facilitators
 Proactive participation of
participants is a key to
success of PCLDC 2015
 Strong, specific and clear
POA (Plan of Actions) at the end of PCLDC 2015 is mandatory and it reflects the
success of the PCLDC 2015

He said PCLDC 2015 is based on the Philosophy of Dr.Kahwara and Changes


philosophers Loa Tzu, who said; “Go to the people,…..”,

He shared the process, objectives and main content of the PCLDC 2015 with the
participants, introduced facilitators and their role during the course.

 Fears & Expectations:


With the group dynamic exercise participants were asked write their expectation on
yellow mango and fear on the pink flame. After sharing it in a large group, they were past
on a chart in the shape of tree expectations and fears on lamp (Dia) about the PCLDC,
which are described below;

To ensure the proactive participation of participants the following groups were formed
that spouse be replaced by other persons on
daily bases;
 Moderator for the day
 Daily recap
 Daily Time management
 Session facilitation

 Norm for PCLDC 2015;


The session was facilitated by Ms.Maria, and
with the help of brainstorming technique the
following norms were set by the participants for
PCLDC 2015.

 Pre Test;
Pre test exercise was facilitated by Mr. Rufi, he
shared with participants a prescribed form and
asked the participants to fill it with 15 to 20
minutes, with the objective to asses the basic
knowledge about community development issues, skills and terminologies. That was
compiled and used as a reference point for the facilitators and post test of PCLDC 2015,
conducted at the end of the PCLDC 2015. The finding of pre and post test are included
as an annexure;

Vote of Thanks:-Mr. Hector Nihal, director AAS thanked all the participants, Rev. Fr. Marcus
Daniel OP, Dr.Noor ul Zaman Rafiq, Dr.Haji Hanief, Kyoko San and AAS team for their sharing
and participation in PCLDC 2015 and look forward for their proactive contribution of ideas and
expertise in the PCLDC 2015.

DAY 2: self awareness & personality development

 Session I:
 Key Note address by ;
Dr.Razaq Yaqoob, from USA, was invited to share his views about leadership and role of
community development workers in a global perspective. He gave a power point
presentation, and highlighted the following points such as;

 Who can be a leader


 Leadership issues & challenges
He said leader is to serve, and a good leader is a good facilitator.

 Session II:
 Review of PCLDC Course Content; Mr. Hector Nihal had a presentation of Participatory
Community Leadership Development Course (PCLDC) process, philosophy, principals and
objectives, to involve the participants and get their input in the final content of PCLDC
objectives, he divided participants into two groups and asked them to review;
 PCLDC 2015 Objectives;
At the end of the PCLDC 2015 participants will be able to;
 Articulate, explore and present their ideas and point of view about different issues
 Understand the complexity and root causes of the poverty, community development
issues, problems, linkages between peace health and development and role of community
development workers
 Find means and options to address the community development issues in their local
context

 PCLDC 2015 Course content


After the group discussion they made their presentation, there was no much changes in
the PCLDC 2015 Learning objectives, where as some
changes and amendments were made in the course
content and the following content was finalized by the
participants;
 Self Awareness and personality development
 Leadership skills;
o Social Analysis tool & skills
o Communication skills
o Planning & Management skills
 Global perspective of Development special
focus on MDGs & SDGs
 Community Development concept, process &
role of community development worker
 Peace & Development, Role of NGO worker as peace builder
 Community project proposal development and management
The finalized topics were pasted on the wall, and participants were asked to select their
topic of choice and write their names to be the facilitator of these topics, which was done by
the participants, at the end the list of topics and facilitators, was finalized.

 Session III:
 Facilitation guidelines;
Mr. Francis Ruffi, shared a facilitation guideline with all the participants to prepare their
sessions and presentations as per their topics. The following points were finalized;
 Mr. Hector Nihal & Mr. Francis Ruffi will be part of the participant’s facilitation team, to
support them and provide them the technical support.
 Daily each team will prepare their presentation as per their topics
 Each member of PCLDC it is compulsory to take part in the facilitation process.
 Participants are expected to support the facilitation team that they can give their
maximum input.

 Session IV:
 Self Awareness:
Learning objective; Participants are able to know themselves and explore their personal
strengths, weakness, opportunities and threats, and its
link with their work

The facilitators used the following exercise to help the


participants to know themselves and understand their
strengths and gray areas;
 SWOT Analysis
 Johari Window
The facilitators described the terminologies of SWOT, and
Johari Window, its purpose and how and when it is used
by the community development workers.

 Session V:
 Organizational Presentations:
 Learning Objectives: To know and understand their
organization as well as their role in their organization
 Process:- The participants prepared the presentation of
their organization and within 15 minutes each gave their
presentation focusing on the following points;
 Organizations name, Vision, mission and major
activities
 Role of each participants in their organizations
The participants gave their presentation by using different
tools such as power point presentation, charts, and role
play. This process helped the participants to know their
organization more in detail and their purpose of being in
the PCLDC.
 Session VI:
 Basic Questions for PCLDC;
 Learning Objective: To know and understand the purpose of being part of PCLDC 2015
 Process: The facilitator the participants to write down a statement that could be their basic
question for being in the PCLDC, the purpose of being in PCLDC and what really they want
to learn from PCLDC. Each participant wrote this statement on the chart and pasted it own
the wall. That helped the participants to find out why they have joined the PCLDC and what
really they want to know and learn from this course. They felt it a good exercise to determine
their objectives for themselves.

 Session VII:
 Feedback;
The session was facilitated by Ms. Siama & Ms. Kinza, they used different tools to review
the whole day activities.

Conclusion: The participation of Dr.Razaq Yaqoob, from USA, in PCLDC was a very good
contribution, it gave participants an opportunity to interact with a person who had
international exposure of leadership, and he highlighted that leader is for service to others.
Participants jointly finalized the content and objectives of PCLDC 2015, in a participatory

way, that was a very good experience. With the help of different exercise participants
identified their leadership qualities and areas of improvement, the participation and
involvement of participants were encouraging for organizers of PCLDC 2015.

 Session I: Leadership
 Learning Objective:- To help the participants to understand and explore the concept and
role of leader and different leadership skills.

 Process:-The facilitators asked participants, what do they want to know and learn about
leadership. The following expectation were raised by the them;
o How to motivate community
o I want to learn about leadership
o How to b good leader
o What are the responsibilities of the good leader?
o How to become an effective leader
o I want to learn the qualities of the leader
o Leadership skill, types of leader.

The facilitator’s team divided groups and took different topic for facilitation. They used
different tools, and group dynamic exercise to address the expectations of the participants
by defining the leaders, knowing the characteristics, qualities, types, skills and role of leader
in the community. The following case study was used for in-depth understanding;
Case Study; A case study of a “king and his three sons”, the king asked his three sons to
bring water from neighbor country for his people through a canal, who will do best he will be
given the kingdom. The story highlights the different types, and characteristics of a leader.
The youngest son was selected as a king because he has the following qualities;
 Qualities of Leader: Self-confident, mature, reliable, Decision maker, good behavior,
attitude, educated, good listener, responsible, active, helpful, calm and kind.
 Types of Leadership: lazy Leader, Responsible Leader, Selfish
 Conclusion:- The leadership concept, characteristics, types and role of leader was
highlighted through different group dynamic exercises. Participants also got the opportunity
to explore their personal leadership qualities and skills while participating in different
activities proactively.

 Session 1: Orange Day


A bright future, future without violence against women &
On July 2012
girls, was celebrated by the participants lead by Ms.Salma
Bukhari, she described the purpose of celebrating orange the Secretary-
day. The participants and organizers of the PCLDC
appreciated the initiative of Ms.Salma. each participants General's UNiTE
made the commitments to reduce and stop violence
against women and girls in our communities. It gave to End Violence
participants an opportunity to reflect on their situation of
women and girls in their communities. against Women

 Session II: Leadership skills campaign


 Learning objective: To help the participants to explore their different leadership skills and
tools for community development process in their communities. proclaimed every
 Process; The facilitators were divided into two teams and helped the participants to
understand and explore their following leadership skills and tools;;

The facilitator gave a orientation about the concept and purpose of the following tools and
skills to help the participants to explore their personal skills and practice them during the
PCLDC, focusing on the following components;;
 What is social analysis & communication skills,
 Why and when it is used

 Social Analysis; The participants were divided into


5 groups and they were asked to analyze the
following structures of the society;
 Social
 Cultural
 Religious
 Political
 Economical
Each group was asked to identify the basic issues and problems being faced by the society.
After the group work each group prepared a presentation and presented it using different
tools such as charts, role play and posters.

 Session II:
 Communication Skills:
With the power point presentation and role play facilitators
held the participants to understand;
o What is communication
o Types of communication such as verbal & non verbal
o Communication skills such as;
o Speaking
o Probing
o Listening
o Motivation
o Mobilization

o Different Group dynamic exercises were used by the facilitators, such as;
 Drawing face of a person, a non verbal communication; participants were
asked to draw a parts of the face, and pasting it on the chart to complete the
face.
 Passing on a message; Hurdles in communications; a message exercise
was done, such as a message was given to one person, and asked him/her
to pass it own to another person, and when it reached to the last person, the
core messaged was changed. It highlighted the message that messenger
needs to adopt a responsible behavour,
 Drawing a picture by following the leader
 How attentively we follow the directions, exercise to complete the task
assigned by team leader, the participants did not followed the direction, and
just started doing the task.

At the end participants realized that communication is very important skill that is required by
a community development worker.

 Conclusion: The participants were able to understand the social analysis and different
communication skills to be used in their daily and professional life.

DAY 5: GLOBAL PERSPECTIVE OF DEVELOPMENT

 Learning Objective: To have a critical analysis of global situation, its social development
actors, and its impact in the society.
 Process: The facilitators team had a meeting to discuss the topic, and divided the following
topics among themselves, used different tools and methodologies to facilitate the learning
among PCLDC participants.;

 One team presented the 8 MDGs by writing each MDGs on a Chart and asked the

The facilitator presented a power point
presentation on 12 SDGs, (Sustainable
Development Goals), to highlight the Post MDGs
situation and global agenda of social development.
The United Nations summit for the adoption of the
post-2015 development agenda will be held from
25 to 27 September 2015, in New York and
convened as a high-level plenary meeting of the
General Assembly.

 Personal Commitments by Participants on MDGs;

At the end all participants were invited to write down their personal and organizational
commitments to play their individual and organizational commitments to accomplish the
MDGs, as it is the last year. The following commitments were shown by the participants.

 Learning Objective: To understand the process and actors involved in the


community development process and role of community development workers.
 Process;- A group dynamic exercise was done by the facilitator. He asked the
participants that piece of land is available in Lahore for Rufi Town, and asked them
to develop it. It was interesting to note that Ruffi Town was developed as a slum.

The finding of the exercise was that participants did not follow any procedures of
town development, and human behavours of personal interest and greediness were
obvious from the overview of the map of Rufi Town. The Rufi Town was developed
without planning and with basic life facilities, such as water, electricity, and proper
roads.
In the second step facilitator asked the

Community development is a process, in which members of the community
jointly bring socio economic changes in their lives through improvement, in
their community infrastructure, basic facilities and life style.

To conduct community analysis, identify the basic issues and problems of the
community, mobilize and organize community members on community issues
and problems, prioritize community problems and issues, identify key
stakeholders and struggle to solve them with community participation.

 Session: VI: MID Term Evaluation:


 Objective: To get the participants feedback about the process, content and
methodology of PCLDC 2015 at the mid of PCLDC.
 Process: The facilitator explained the purpose of midterm evaluation, luation
with the help of a graph, based on the following points;
How much their expectations has been met until now, what they have gain until
now, any suggestions for improvements with group slogans.

 Conclusions: Field exposure reflection, presentation and mapping exercise was


useful process to understand the issues and problems of community and role of
community development workers. Mid term evaluation helped the participants to

They were asked to press each other’s hand to show their power, there was not dialogue
among themselves to discuss their issues.
She had a power point presentation on “Role of NGO Workers as Peace builder”, the
following points were highlighted and discussed;
 Nature of Contemporary conflicts,
 Understanding of chronic structural problems & globalization and its effects in the
society
 JUSTPEACE, Peace with Justice,
She also presented a case study of Ms. Deddette, an AHI
alumnus, who says, “Even when people are conflicting, they
can sit together, participate & collaborate when they discuss to
solve daily common problems like health issues. Through
community development works,

Each group was asked to -------,participants felt it is Easy to Say but Hard to Do.

She is providing a space for dialogue, so, Community Development and Peace building

proposal writing.
 Process; The facilitator shared with the participants about the process and content of

 Session II:- Closing Ceremony:-


 Process: The following were the key activities of the closing ceremony;
 Presentation of POAs:- Participants presented their POAs to the participants and guest of
honours. It was highly appreciated by guest of honours, because the POAs showed the
learning of participants of PCLDC, it highlighted the continuation of PCLDC 2015 even at the
closing of PCLDC 2015. The participants and organizers of the PCLDC 2015 gave a
constructive feedback for the gray areas of POA and appreciated them for their interest and
commitment.

 Certificate Distribution Ceremony:-


The certificate of participation in PCLDC 2015 was given to all participants by Chief Guest
Rev.Fr. James Channan OP, Guest of Honours Dr. Altaf H.Tariq, Rev. Fr. Marcus OP and

They represented participants and shared their views about the PCLDC 2015, they said,
this is the first time we have felt the real meaning of participatory, we experience the
participation of each one of us, the participants who were reluctant in the beginning, now
they are confident, no more hesitation. They appreciated the role of AAS and AHI for
providing them this opportunity, it was an excellent experience to be part of PCLDC
2015, and the facilitators Mr.Francis Ruffi and Hector Nihal, for providing them the
opportunity to be a facilitators, that has helped us how to plan and facilitate a session,
we are really grateful.

o Rev.Fr. James Chanan OP, he gave a closing address of PCLDC
2015, he also shared his personal effort for the promotion of
interfaith harmony and peace in Pakistan and around the world. He
appreciated the efforts of AHI and AAS in promotion of young

development and peace building. He offered his full support and
cooperation to promote peace in the country.

o Dr. Altaf H. Tariq: Founding member of AAS and president of


HMAP;- He congratulated the participants for completing the
PCLDC 2015, and being member of AAS team as a part of AAS
PCLDC 2015 Alumni. He appreciated the efforts of AHI
representative Ms. Kyoko, Mr. Francis Rufi and Mr. Hector Nihal
for being a good facilitators, and preparing our young generation to become and
good community development workers.

o Ms. Kyoko Shimzu, AHI,


She appreciated the partnership of AAS and AHI, and thanked AAS for being a
wonderful partner; she highly appreciated the proactive participation, for their
initiative in different activities. She said I am impressed by the facilitation of Mr.
Francis Ruffi and Mr. Hector Nihal, and I am confident that they can successfully
implement the PCLDC. She hoped that all the participants of PCLDC 2015, will be a
good resource for their community and organization.

He said this is a 2nd year of PCLDC and I am really impressed by its demand and
need in the community. I feel that it is a good platform to fill the gap to address the
need of community development workers at grass root level. He appreciated the
efforts of AAS & AHI for providing this opportunity to young people at grass root
level. He said I am proud to be part of this process.
