ACKNOWLEDGEMENT
On behalf of AAS Team and people of Pakistan, we would like to acknowledge the efforts,
technical, moral and financial support of Asian Health Institute (AHI) Japan, in the execution of
PCLDC 2015 in Pakistan and building strong partnership with AAS Pakistan, especially the AHI
founder Dr. Kawahara Hiromi, General Secretary Ms. Kagumi Hayashi, and Ms.SHIMIZU
Kyoko, Training staff in charge of International course and projects in Nepal and Cambodia, at
Asian Health Institute.
I would also like to thank the AAS board members for their personal involvements and input to
make this course impact oriented, the volunteers, for their tired less efforts, interest and strong
commitment with the PCLDC, the facilitators especially Mr. Francis Ruffi Sardar, for his
creativity and making this course in the real sense a ‘participatory course’, the field exposure
host organizations such as Dr. Altaf H. Tariq, Homeopathic Medical Association of Pakistan, Mr.
Khalid Mayo and Ms.Sumera, the people who interacted with PCLDC 2015 participants and
shared their very sensitive and heart touching stories, that strengthen the commitment of
participants to work with most marginalized groups of the society.
We would also like to acknowledge the great contribution of Dr. Noor ul Zaman Rafiq, Board
member of AAS, for his very proactive and supportive participation and key note address and
Fr. James Chanan OP for his motivational comments at the closing ceremony address, and

Introduction
This is a narrative report of the 2nd Participatory Community Leadership Development Course
(PCLDC) organized by AAS Pakistan in partnership with Asian Health Institute (AHI), Japan, to
build the capacity of community development workers in Pakistan, and to promote participatory
approaches/strategies in capacity building program of community development workers in
Pakistan.
This report highlights the efforts of PCLDC 2015 organizing committee in the organizing of
PCLDC 2015, and the proceedings of PCLDC 2015 from 22nd May 2015 to 31st May 2015. It
also reflects the pre and post activities of PCLDC 2015, by the organizing team and AHI team.
The report has four parts;

The project proposal for PCLCDC 2015 were written and sent to AHI on 24th October
2015, it was approved in November 2015 from AHI.

Day 1
Opening ceremony
Proceedings:
Prayer: PCLDC 2015 was started with the prayer of Rev.Fr. Marcus Daniel OP, in his prayer
he highlighted the importance of community services, with reference of teachings of Jesus
Christ, how He focused in His life focused the marginalized groups of the society.
pay a tribute to him for his great services for the humanity in Asia, a candle vigil was
organized. Ms.Kyoko San, from AHI shared her views about Dr. Kawahara Hiromi, his
vision, mission and role in Asian countries. Mr. Hector Nihal Director AAS also shared his
experience of visiting Dr. Kawahara Hiromi, he said that he was an inspirational personality
for many young people, his philosophy to build the capacity of young Asian community
leaders is being followed by many people in Asia who are the Alumni of ILDC. He said
PCLDC is also an offshoot of his philosophy in Pakistan, to build the capacity of young
community leaders in Pakistan. He appreciated his great contribution and paid tribute by
lighting of candles in front of his picture. Rev. Fr.Marcus OP was invited to say special
prayer for his soul and the people of Asia, who have lost their great leader.
Welcome & Keynote address: Dr.Noor ul Zaman Rafiq Vice Chairman of AAS, welcomed
all the guest of honours, PCLDC participants from allover Pakistan, Ms. Kyoko San, from
Japan and thanked them for their support and contribution in organizing of the PCLDC
program in Pakistan.
In his keynote address he highlighted the importance of the
need of trained community development workers, he said,
the community leadership has a specific role in their
communities and organizations, but unfortunately they lack
the basic knowledge and skills to address the community
issues in their organizations and communities.
Unfortunately their has been no such facility available at
low-cost to address the needs of community development
workers. He hoped that PCLDC will fill this gap, and
participants be fully benefited with this opportunity being
provided to them. He appreciated the role of AAS and AHI
for offering such great opportunity to the community
development workers in Pakistan.
Introduction of Participants: - Ms.Irum Javed and Maria Goretti Kiran presented light
as a symbol of learning, light, guidance and sharing of PCLDC 2015. Each Participant
pas on green mango and came forward for his/her/him personal and organization’s
introduction, by lightening a match stick, as he/she burns the matches stick, she/she
speaks until it burns out, they shared their name, organizations, city and their role in their
organizations.
Introduction of AHI: Ms. Kyoko- San gave a power point presentation of the AHI its
history, its vision and working principals with people in Asia. She described the mission
of Dr. Kahawara the founder of AHI, “to empower to local people to address their local
issues”. She also shared about ILDC of AHI annual program and its participatory
approach, its principals and characteristics. She said ILDC has been a mean to mobilize
community development workers around Asia, to play their due role in the betterment of
people who are in great need, and PCLDC 2015 is also a continuation of the philosophy
of AHI in Pakistan.
Introduction of AAS Pakistan: Mr. Hector Nihal Director AAS, gave a brief introduction
of AAS by stating its vision, mission and goal, and main programs, he said that AAS’s
basic philosophy of working with people, is “Empowerment of People to struggle for their
Rights”, so AAS facilitate the marginalized groups of the society in their empowerment
process to organize them to struggle for their rights. PCLDC 2015 is part of this process
to facilitate community development workers to play their due role in the empowerment
of people with whom they are involved at grass root level.
He shared the process, objectives and main content of the PCLDC 2015 with the
participants, introduced facilitators and their role during the course.
To ensure the proactive participation of participants the following groups were formed
that spouse be replaced by other persons on
daily bases;

Session facilitation
Pre Test;
Pre test exercise was facilitated by Mr. Rufi, he
shared with participants a prescribed form and
asked the participants to fill it with 15 to 20
minutes, with the objective to asses the basic
knowledge about community development issues, skills and terminologies. That was
compiled and used as a reference point for the facilitators and post test of PCLDC 2015,
conducted at the end of the PCLDC 2015. The finding of pre and post test are included
as an annexure;
Vote of Thanks:-Mr. Hector Nihal, director AAS thanked all the participants, Rev. Fr. Marcus
Daniel OP, Dr.Noor ul Zaman Rafiq, Dr.Haji Hanief, Kyoko San and AAS team for their sharing

Session I:
Key Note address by ;
Dr.Razaq Yaqoob, from USA, was invited to share his views about leadership and role of
community development workers in a global perspective. He gave a power point
presentation, and highlighted the following points such as;
Session II:
Review of PCLDC Course Content; Mr. Hector Nihal had a presentation of Participatory
Community Leadership Development Course (PCLDC) process, philosophy, principals and
objectives, to involve the participants and get their input in the final content of PCLDC
objectives, he divided participants into two groups and asked them to review;
PCLDC 2015 Objectives;
At the end of the PCLDC 2015 participants will be able to;
Articulate, explore and present their ideas and point of view about different issues
Understand the complexity and root causes of the poverty, community development
issues, problems, linkages between peace health and development and role of community
development workers
Find means and options to address the community development issues in their local
context
Session III:
Facilitation guidelines;
Mr. Francis Ruffi, shared a facilitation guideline with all the participants to prepare their
sessions and presentations as per their topics. The following points were finalized;
Mr. Hector Nihal & Mr. Francis Ruffi will be part of the participant’s facilitation team, to
support them and provide them the technical support.
Daily each team will prepare their presentation as per their topics
Each member of PCLDC it is compulsory to take part in the facilitation process.
Participants are expected to support the facilitation team that they can give their
maximum input.
Session IV:
Self Awareness:
Learning objective; Participants are able to know themselves and explore their personal
strengths, weakness, opportunities and threats, and its
link with their work
Session V:
Organizational Presentations:
Learning Objectives: To know and understand their
organization as well as their role in their organization
Process:- The participants prepared the presentation of
their organization and within 15 minutes each gave their
presentation focusing on the following points;
Organizations name, Vision, mission and major
activities
Role of each participants in their organizations
The participants gave their presentation by using different
tools such as power point presentation, charts, and role
play. This process helped the participants to know their
organization more in detail and their purpose of being in
the PCLDC.
Session VI:
Basic Questions for PCLDC;
Learning Objective: To know and understand the purpose of being part of PCLDC 2015
Process: The facilitator the participants to write down a statement that could be their basic
question for being in the PCLDC, the purpose of being in PCLDC and what really they want
to learn from PCLDC. Each participant wrote this statement on the chart and pasted it own
the wall. That helped the participants to find out why they have joined the PCLDC and what
really they want to know and learn from this course. They felt it a good exercise to determine
their objectives for themselves.
Session VII:
Feedback;
The session was facilitated by Ms. Siama & Ms. Kinza, they used different tools to review
the whole day activities.
Conclusion: The participation of Dr.Razaq Yaqoob, from USA, in PCLDC was a very good
contribution, it gave participants an opportunity to interact with a person who had
international exposure of leadership, and he highlighted that leader is for service to others.
Participants jointly finalized the content and objectives of PCLDC 2015, in a participatory
way, that was a very good experience. With the help of different exercise participants
identified their leadership qualities and areas of improvement, the participation and
involvement of participants were encouraging for organizers of PCLDC 2015.

Day 3: Leaderships
Session I: Leadership
Learning Objective:- To help the participants to understand and explore the concept and
role of leader and different leadership skills.
Process:-The facilitators asked participants, what do they want to know and learn about
leadership. The following expectation were raised by the them;
o How to motivate community
o I want to learn about leadership
o How to b good leader
o What are the responsibilities of the good leader?
o How to become an effective leader
o I want to learn the qualities of the leader
o Leadership skill, types of leader.
The facilitator’s team divided groups and took different topic for facilitation. They used
different tools, and group dynamic exercise to address the expectations of the participants
by defining the leaders, knowing the characteristics, qualities, types, skills and role of leader
in the community. The following case study was used for in-depth understanding;
Case Study; A case study of a “king and his three sons”, the king asked his three sons to
bring water from neighbor country for his people through a canal, who will do best he will be
given the kingdom. The story highlights the different types, and characteristics of a leader.
The youngest son was selected as a king because he has the following qualities;
Qualities of Leader: Self-confident, mature, reliable, Decision maker, good behavior,
attitude, educated, good listener, responsible, active, helpful, calm and kind.
Types of Leadership: lazy Leader, Responsible Leader, Selfish
Conclusion:- The leadership concept, characteristics, types and role of leader was
highlighted through different group dynamic exercises. Participants also got the opportunity
to explore their personal leadership qualities and skills while participating in different
activities proactively.

Session II:
Communication Skills:
With the power point presentation and role play facilitators
held the participants to understand;
o What is communication
o Types of communication such as verbal & non verbal
o Communication skills such as;
o Speaking
o Probing
o Listening
o Motivation
o Mobilization
o Different Group dynamic exercises were used by the facilitators, such as;
Drawing face of a person, a non verbal communication; participants were
asked to draw a parts of the face, and pasting it on the chart to complete the
face.
Passing on a message; Hurdles in communications; a message exercise
was done, such as a message was given to one person, and asked him/her
to pass it own to another person, and when it reached to the last person, the
core messaged was changed. It highlighted the message that messenger
needs to adopt a responsible behavour,
Drawing a picture by following the leader
How attentively we follow the directions, exercise to complete the task
assigned by team leader, the participants did not followed the direction, and
just started doing the task.
At the end participants realized that communication is very important skill that is required by
a community development worker.
Conclusion: The participants were able to understand the social analysis and different
communication skills to be used in their daily and professional life.

At the end all participants were invited to write down their personal and organizational
commitments to play their individual and organizational commitments to accomplish the
MDGs, as it is the last year. The following commitments were shown by the participants.

Session I:
Field Exposure guidelines:
Learning Objective: At the end of exercise participants will be able to know and
understand the purpose, need of community analysis and tools required for community
analysis.
Process: To understand the issues of the community, the participants were divided in the 4
groups as per their interest. The following guidelines were given to each group to use their
skills for community analysis;
o To identify the problems and issues of the each community
o Each group will visit each community and find out the following questions;
o What are the basic characteristics of visited community
o Identify the basic problems and issues of each community
o What facilities available in their communities

The finding of the exercise was that participants did not follow any procedures of
town development, and human behavours of personal interest and greediness were
obvious from the overview of the map of Rufi Town. The Rufi Town was developed
without planning and with basic life facilities, such as water, electricity, and proper
roads.
In the second step facilitator asked the

What is a community development
Community development is a process, in which members of the community
jointly bring socio economic changes in their lives through improvement, in
their community infrastructure, basic facilities and life style.
participants had to give the sound of animal to find the companion. In this way the entire
group was divided in small groups. The following groups were formed; (a) Cat (b) Dog
(c) Duck (d) Cow
They were asked to press each other’s hand to show their power, there was not dialogue
among themselves to discuss their issues.
She had a power point presentation on “Role of NGO Workers as Peace builder”, the
following points were highlighted and discussed;
Nature of Contemporary conflicts,
Understanding of chronic structural problems & globalization and its effects in the
society
JUSTPEACE, Peace with Justice,
She also presented a case study of Ms. Deddette, an AHI
alumnus, who says, “Even when people are conflicting, they
can sit together, participate & collaborate when they discuss to
solve daily common problems like health issues. Through
community development works,
She provides people who are conflicting to discuss together,

Each group was asked to -------,participants felt it is Easy to Say but Hard to Do.
She is providing a space for dialogue, so, Community Development and Peace building
are tow wheels, and NGOs workers are daily peace builders.
In the 2nd step facilitator divided the participants in small groups and asked them to develop
their small project based on the project cycle, such as organizing a small trip. It was shared
with the participants that the objectives of the project should be SMART;

Comments by Participants;-
o Mr. Faizan and Ms. Salma PCLDC participants;
They represented participants and shared their views about the PCLDC 2015, they said,
this is the first time we have felt the real meaning of participatory, we experience the
participation of each one of us, the participants who were reluctant in the beginning, now
they are confident, no more hesitation. They appreciated the role of AAS and AHI for
providing them this opportunity, it was an excellent experience to be part of PCLDC
2015, and the facilitators Mr.Francis Ruffi and Hector Nihal, for providing them the
opportunity to be a facilitators, that has helped us how to plan and facilitate a session,
we are really grateful.
Vote of Thanks;
Mr. Hector Nihal, director AAS, on behalf of AAS Team thanked the AHI, AHI Board , team
and especially Ms.Kyoko San, for providing AAS this opportunity to host this important
event. It has given AAS a new dimension, spirit and experience of international workshop.
We the people of Pakistan appreciate the commitment of AHI and spirit of Dr. Kahwara for
building local leadership in Asian countries. He also appreciated and thanked the facilitator
Mr. Francis Rufi, who had made PCLDC in real sense a participatory training and shared lot
of participatory tools for the empowerment of community development workers. The
participants of the workshop, with their proactive participation and strong commitment
PCLDC 2015 has become a successful event. He also thanked Fr. Marcus Daniel OP, and
his team for providing the learning environment for the participants and organizers of
PCLDC 2015. Last but not the least the AAS for their tireless efforts in logistical
arrangement for PCLDC 2015, for making it a successful event.

On 3rd of June 2015 an evaluation meeting was held at RASTI office Islamabad, the following points
were discussed;

provinces of Pakistan, a mix group, Christians Muslims and from different
cultures.
o Ms.Kyoko San! Appreciated the AAS Team and facilitators for making the
PCLDC 2015 a successful event, in line with AHI spirit of participatory
