EXECUTIVE SUMMARY
The application has been done for M/s. SAHIL STONE CRUSHER for the Environment
Clearance of lease area 00-42-00 hectare by Mr. Rajeshbhai Maganbhai Chovatiya
Proprietor of the Existing mining of Black Trap Mineral located at Survey No: 92, Block
No: 91 paiki, At: Umarjhar, Tal: Umarpada, Dist: Surat, Gujarat. Office of the applicant
is located at 11, Sai Appartment, Rajpipla Chowkdi, Tal: Ankleshwar, Dist: Surat.

Some facts about the mining lease:-

I. This is a Existing Black Trap mining project.

II. Our Lease No: GAC/QL/RENEW/371, 07/4288 on dated: 04/07/2008 which is


validated up to: 31/07/2010. We have applied for Lease renewal application in
Geology and Mining department, Surat.

III. Blasting shall be involved in this project. Application for explosive license from
Petroleum and Explosives Safety Organization (PESO), (Formerly Department of
Explosive) will be applied after getting EC from SEAC, Gandhinagar and
permission from the Geology and mining department, Surat.

IV. Black Trap mining shall be done only is lease area as provided by the Geology
and mining department.

V. Approximately 20 Nos. of workers shall get employment opportunity.

IX. The lease area is located between the 21°28'03.46" N Latitude and 73°21'44.25"
E Longitude.

X. Existing production of Black Trap is @ 60,000 MT/Year.

XI. Water consumption will be 5.00 KL/Day. Out of 5.00 KL/Day, 1.00 KL/Day will be
required for domestic purpose and 4.00 KL/Day for sprinkling purpose. Source of
water will be Bore Well located in our crushing plant which is nearer to our
mining activity.

XII. There shall be no any industrial water consumption and wastewater generation
from the Existing project.

XIII. There shall be no any permanent power requirement for the Existing project.
Approximately 40 L/Day Diesel is required only for the mining machinery i.e.
excavator, compressor which will be brought from nearby diesel pump.

XIV. Overburden & rejected mineral materials will be the waste material which will be
generated during mining. No such solid waste or hazardous waste shall be
generated from mining. Only overburden and rejected materials (soil/stone) shall
be generated. It shall be used for refilling of low lying area or for paving roads.

XV. There is no any National Park, Forest, Wild Life Sanctuary, Eco Sensitive Area
and notified industrial area are presented within 15 km radius of the project.

CHAPTER – 1

INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

1.1 IDENTIFICATION OF THE PROJECT AND PROJECT PROPONENT

 This is a Existing project of Black Trap mining.

 The project name is M/s. SAHIL STONE CRUSHER which is located at Survey
No: 92, Block No: 91 paiki, At: Umarjhar, Tal: Umarpada, Dist: Surat, Gujarat.

 Category of project – B

 The Existing Lease area – 00-42-00 hactare

The applicant Mr. Rajeshbhai Maganbhai Chovatiya is a Proprietor of this black


trap mining project. Resident of the applicant is located at Correspondence Add:
11, Sai Appartment, Rajpipla Chowkdi, Tal: Ankleshwar, Dist: Surat.

Our Lease No: GAC/QL/RENEW/371, 07/4288 on dated: 04/07/2008 which is


validated up to: 31/07/2010. We have applied for Lease renewal application in
Geology and Mining department, Surat.

BRIEF DESCRIPTION OF NATURE OF PROJECT.

 Black Trap mining is a practice to extract Black Trap, mainly through blasting in
Black Trap/Rocks area in an open pit mining. Black trap is a raw material for the
kapchee, greet like construction material. In the construction business black trap
plays an important role.

 Black trap is mineral present as stone benches. The height and thickness of bench
is vary with place to place. The average thickness of the overburden is around
2.00 to 3.00 meters. The Over Burden or waste will be stacked separately and
temporarily for ultimate dispose off by means of backfilling and also for covering
the mine area. Black Trap is Existing to be excavating mechanically with blasting.
The over burden/ waste is Existing to be backfilled in worked out areas. It is
Existing to produce Black Trap at 60,000 MT/Year.

1.2 NEED FOR THE PROJECT AND IMPORTANCE TO THE COUNTRY

 The Mining project falls in the area of the Surat district, Guajrat. As industrial
growth and infrastructure growth is going on day by day in Gujarat, there is huge
requirement of concrete or kapchee that plays a very crucial role in any developing
countries. These black trap should be transfered to stone crushing plant for
making different size of kapchee.

1.3 DEMAND AND SUPPLY GAP

 As infrastructure growth and infrastructure growth is on peak in Gujarat, there is a


huge demand of Black Trap as a raw material (To be used by stone crusher
company). There is a marginal gap between demand and supply.

1.4 EXPORT POSSIBILITY

 Black trap extract from the mining will be transferred to the stone crushing unit.

1.5 DOMESTIC/EXPORT MARKET

 Black trap extract from the mining will be transported to the nearby stone crushing
unit. No export is Existing.

1.6 EMPLOYEMENT GENERATION (DIRECT & INDIRECT) DUE TO THE


PROJECT.

 About 15 staff members including labors directly and approximately 5 persons will
be engaged indirectly in this Existing Black Trap mining project. Thus total 20
person will get employment including directly or indirectly. Considering 5 people in
a family, total 20 x 5 = 100 person will be benefited and shall depend on the
mining activities of this mining lease area.

PROJECT DESCRIPTION

2.1 TYPE OF PROJECT (including Interlinked and Interdependednt projects, if


any)

 This is a Existing Mining project for production of mineral Black Trap from the
lease, having an area of 00-42-00 hectare.

2.2 LOCATION (MAP SHOWING GENERAL LOCATION, SPECIFIC LOCATION


AND PROJECT BOUNDARY & PROJECT SITE LAYOUT) WITH
COORDINATES.

 The entire project area is 00-42-00 hectare. The area break up in the following

 Existing Project is located at Survey No: 92, Block No: 91 paiki, At: Umarjhar, Tal:

 Short view is attached as per Annexure – 4 of Form – I application.

 The lease area is located between the 21°28'03.46" N Latitude and 73°21'44.25" E
Longitude.

2.3 DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF


SELECTING THE EXISTING SITE, PARTICULARLY THE ENVIRONMENTAL
CONSIDERATION GONE INTO SHOULD BE HIGHLIGHTED.

 The mining is Existing in the lease area only for excavation of mineral Black trap
and overburden/soil layer.

2.4 SIZE AND MAGNITUDE OF OPERATION

 Existing project is Black Trap Stone quarry project in a lease area of 00-42-00
hectare which is Existing to produce Black Trap @ 60,000 MT/Year by opencast
mining.

2.5 PROJECT DESCRIPTION WITH PROCESS DETAILS (A SCHEMATIC


DIAGRAM/FLOW CHART SHOWING THE PROJECT LAYOUT, COMPONENTS
OF THE PROJECT ETC. SHOULD BE GIVEN)

 Manufacturing process with flow diagram is attached as per Annexure – 6 of


Form – I application.

2.6 REGIONAL GEOLOGY

Umarjhar Village and Umarpada Taluka falls in Surat district of Gujarat State.

RAW MATERIAL REQUIRED ALONG ESTIMATED QUANTITY, LIKELY SOURCE,


AND MARKETING AREA OF FINAL PRODUCTS MODE OF TRANSPORT OF RAW
MATERIAL AND FINISHED PRODUCT.

 This is a Existing project for mining of Black Trap and mining shall be done by
blasting. So only Explosive Material shall be used as Raw Material for blasting
Purpose. No another major Raw Material is required.
 Raw Material shall be obtained after getting permission from Petroleum and
Explosives Safety Organization (PESO).
 Final product shall be marketed in Mandvi, Zankhvav, Ankleshwar etc.
 The Final Product will be Black Trap which will be transported directly by road
through Tractor or Truck to the Stone Crushing Unit Located in the nearby Area.

2.7 RESOURCE OPTIMIZATION/RECYCLING AND REUSE ENVISAGED IN THE


PROJECT, IF ANY, SHOULD BE BRIEFLY OUTLINED.

 No optimization/recycling and reuse envisaged in the project.

2.8 AVAILABILITY OF WATER ITS SOURCE, ENERGY/POWER REQUIREMENT


AND SOURCE SHOULD BE GIVEN.

 Water consumption will be 5.00 KL/Day. Out of 5.00 KL/Day, 1.00 KL/Day will be
required for domestic purpose and 4.00 KL/Day for sprinkling purpose. Source of
water will be Bore Well located in our crushing plant which is nearer to our mining
activity.
 Diesel will be used for running mine machinery, Excavator and Compressor. Total
Diesel consumption shall be 40 L/Day. Diesel will be brought from nearby diesel
pumps. No another power is required for the project.

2.9 QUANTITY OF WASTE TO BE GENERATED (LIQUID AND SOLID) AND


SCHEME FOR THEIR MANAGEMENT/DISPOSAL.

 Overburden & rejected mineral materials will be the waste material which will be
generated during mining. There is no such waste or hazardous waste shall be
generated from mining. Only overburden and rejected materials (soil/stone) shall
be generated. It shall be used for refilling of low lying area or for paving roads.

SITE ANALYSIS

3.1 CONNECTIVITY

 The existing project site is well connected with all the infrastructure i.e. telephone,
fax, road, railway, airport, etc.

 The nearest railway station is Zankhvav which is @ 4.82 km in WSW direction


from project site.

 The nearest airport is Surat which is @ 74.56 km in SW direction from project site.

 The nearest city is Umarpada which is @ 12.66 km in SE direction from project


site.

 Also the school, collages, hospital, etc are available within the 15 km radius from
the project site.

3.2 LAND FORM, LAND USE AND LAND OWNERSHIP.

 The entire lease area is 00-42-00 hactare.

 The total lease area will be used for the Black Trap mining.

 Mr. Rajeshbhai Maganbhai Chovatiya is a Proprietor of this Existing mining area.


Lease application copy is attached- Annexure-1

 A copy of 7-12 documents and NA is attached as per Annexure – 7 of form – I


application.

3.3 TOPOGRAPHY (ALONG WITH MAP)

 Topography of the area is plain terrain.

 Kindly refer Google map for topo sheet attached as per Annexure – 1 of Form – I
application.

 3.4 EXISTING LAND USE PATTERN (AGRICULTURE, NON-
AGRICULTURE, FOREST, WATER BODIES (INCLUDING AREA UNDER CRZ),
SHORTEST DISTANCES FROM THE PERIPHERY OF THE PROJECT TO THE
PERIPHERY OF THE FORESTS, NATIONAL PARK, WILD LIFE SANCTUARY,
ECO SENSITIVE AREAS, WATER BODIES (DISTANCE FROM THE HFL OF
THE RIVER), CRZ IN CASE OF NOTIFIED INDUSTRIAL AREA, A COPY OF
THE GAZETTE NOTIFICATION SHOULD BE GIVEN.

 The Existing land is Non Agriculture. A copy of 7-12 documents and NA of land is
attached as per Annexure – 7 of Form – I application.

 There is no any National Park, Forest, Wild Life Sanctuary, Eco Sensitive Area
and notified industrial area are presented within 15 km radius of the project.

CHAPTER – 4

PLANNING BRIEF

4.1 PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES,


TRANSPORTATION ETC) TOWN AND COUNTRY PLANNING/DEVELOPMENT
AUTHORITY CLASSIFICATION.

 It is a mine project hence mining of Black Trap shall be carried out. The production
of Black Trap is Existing at around 60,000 MT/Year. Transportation of Black Trap
shall be done to the Stone Crushing Unit through road by covered Tractors and/or
trucks.

 Other facilities such as power, transportation and communication, social


infrastructure facilities are locally available near project site.

4.2 POPULATION PROJECTION

 The project is small in magnitude. No influx of population is expected as labor


shall be hired from nearby area and/or local villages.

 About 15 staff members including labors directly and approximately 5 persons will
be engaged indirectly in this Existing Black Trap mining project. Thus total 20
person will get employment including directly or indirectly.

ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)

4.3.1PHYSICAL INFRASTRUCTURE

 The road facility is already available which shall be used and maintained. The
labour requirement shall be drawn from the nearest villages, which shall also be
trained as per requirement. Other requisite infrastructure as transport of mine
labours is available by way of jeep, two-wheeler. Medical facility i.e. first aid is
available at project site. Private Clinic & Hospital, Government Dispensary is
available within 15 km of the project site.

4.3.2SOCIAL INFRASTRUCTURE

 About 15 staff members including labors directly and approximately 5 persons will
be engaged indirectly in this Existing Black Trap mining project. Thus total 20
person will get employment including directly or indirectly. Primary infrastructure
like road, water, phone, etc are easily available in nearby area.

4.4 AMENITIES/FACILITIES

 An office-cum-store shall be constructed near working area. Water is required for


drinking purpose as well as for domestic, sprinkling and plantation. Source of
water will be Borewell.

 First aid box with all necessary materials will kept all time in the office building for
minor injury.

CHAPTER – 5

EXISTING INFRASTRUCTURE

5.1 INDUSTRIAL AREA (PROCESSING AREA)

 An office-cum-store will be constructed at mine area for primary necessities.

5.2 RESIDENT AREA (NON PROCESSING AREA)

 No residential area is Existing. Workers are available in nearby area.

5.3 GREEN BELT

 To improve the environment of the area it is Existing to plant 40 trees along


periphery of the mine.

5.4 SOCIAL INFRASTRUCTURE

 This project shall providing employment oppertunity for about 15 people directly
and indirectly, employment shall be generated for providing about 5 persons
which are shopkeepers, mechanic, drivers, transporters etc. The lessee will be
responsible for social benifits like water, health care measures, educational
benifits, promotion of culture & religious activities.

5.6 DRINKING WATER MANAGEMENT (SOURCE & SUPPLY OF WATER)

 Water consumption will be 5.00 KL/Day. Out of 5.00 KL/Day, 1.00 KL/Day will be
required for domestic purpose and 4.00 KL/Day for sprinkling purpose. Source of
water will be Bore Well located in our crushing plant which is nearer to our mining
activity.

5.7 SEWAGE SYSTEM

 0.8 KL/Day Sewage shall be generated from the domestic purpose only which is
disposed through soak pit/septic tank system.

5.8 INDUSTRIAL WASTE MANAGEMENT

 No Industrial waste will be generated from the Existing project.

5.9 SOLID WASTE MANAGEMENT

 Overburden & rejected mineral will be the waste material which can be generated
during mining. The waste accumulated shall Existing to be backfilled in the worked
out area and a part of the waste material is Existing to be taken away by nearby
villagers for masonry works, road repair/construction at no cost. It is Existing at the
end of the life of mine the waste available in the area shall be spared all around
the water reservoir. A few quantities of waste stone shall be set all around the
rainwater accumulation. This shall strengthen the banks of the rainwater
accumulated and shall be used for plantation after spreading soil over it.

5.10 POWER REQUIREMENT

 Power shall be required only for running the machines, involved in it. Diesel shall
be used as fuel and shall be purchased from the local suppliers. No another power
is required for this project. Mining activities shall be done is day time only.

CHAPTER – 6

REHABILITATION AND RESETTLEMENT(R&R PLAN)

No R&R plan is required as no displacement of people is Existing for the mining project.

CHAPTER – 7

PROJECT SCHEDULE AND COST ESTIMATES

7.1 Likely date of start of construction and likely date of completion (time
schedule for the project to be given)

 This is a Existing Black Trap mining project. There is no such construction activity
is required for this project. Only a small office is required when operation shall be
occurred. The application shall be made for the lease approval. After getting
Environment Clearance from SEAC, they will start work for setting of office.

CHAPTER – 8

ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION)

8.1 CONCLUSION

 In the interest of mineral development infrastructure boom and improving the


social conditions of the local habitants, this Existing project should be allowed after
considering all the environmental aspects.
