CONTINUING PROFESSIONAL
DEVELOPMENT LAW: Pros and Cons.
I. Introduction
With today’s changing world, professional competence needs to be maintained, and it
is imperative that all professionals should be aware of the need to update and expand his or her
knowledge and skills. Failure on the part of the professional to accept this responsibility could
result in inadequate delivery of work and the neglect of training opportunities. Due to this, the
Professional Regulatory Commission (PRC) with the congress enacted a law The Republic Act
No. 10912, known as the Continuing Professional Development Act of 2016 (CPD Law). It is
an act which requires CPD as mandatory requirement for the renewal of Professional
Identification Card (PIC).
Continuing Professional Development or CPD refers to the inculcation of advanced
knowledge, skills and ethical values in a post-licensure specialization or multidisciplinary field
of study, assimilation into professional practice, self-directed research and/or lifelong learning.
As stated by this act (Sec.10) CPD was made mandatory requirement in the renewal of the
PICs of all registered and licensed professionals under the regulation of the PRC
(www.gov.ph/RA10912.2016).
This study seeks to investigate the effects of CPD Law on Filipino professionals and to
correlate CPD to public interest.

II. Body
CPD Law is a form of motivation to professionals for the continuous growth and
advancement of their very own fields. This law promote and upgrade the practice of
professions in the country by sanctioning professionals to be involved in competence and
qualifications development programs such as seminars and trainings in order to renew their
PIC every three years. The expected end result is for them to grow vertically in their respective
professions.
All professionals seek growth in their respective professions whether they are
practicing professionals or not they desire to enhance their capability and knowledge on their
professions. However, CPD’s provision on Article III Sec.10 CPD as mandatory requirement
in the renewal of Professional License and Accreditation System for the Practice of
Professions, is not practical and burdensome to professionals who are outside the country and
those who are unemployed registered professionals who do not have access on accredited
trainings of PRC. The aforementioned professionals will have to travel or seek for CPD
accredited centers just to be able to renew their PIC’s for the accredited CPD providers are
limited and not all regions has an accredited CPD provider.
While it is benevolent to reacquire continuous education among professionals, the
problem lies with the extravagant even exorbitant expenses shouldered by professionals.
Attending trainings and seminars are costly in itself, an employee who seeks to have license
renewed will need hefty amount of money to pay and an additional expenses for themselves
just to attend CPD related activities. Given that some professionals who earn only an exiguous
amount of salary, this salary might be too little to pay for costly expenses required by CPD
thus amounting to additional burden on their list. CPD becomes a handsome business for other
organizations providing trainings or workshops in exchange of certain amount. The goal of
this law will be served better if implemented in such a way that will not cause burdensome to
our professionals.
However, CPD is a key lifelong responsibility of practitioners to maintain
competencies requiring ongoing performance review and self-assessment. The creation and
use of CPD’s should be specific on its goals and implement accredited activities in every region
to meet meaningful continuing education.
III. Conclusion
Therefore, CPD must be reviewed and a further study should be conducted in order to
protect the interest of the registered professionals. The said law shall be imposed upon
practicing professionals and not to those who are not currently practicing their professions.
Also, those who are practicing their professions in other countries the CPD law must not be
mandatory to renew their PRC ID card.
