APPLICATIONS OF VALUE ENGINEERING

Value Engineering is the systematic way of reducing the costs involved in construction of
projects while maintaining the superior quality of the resulting product. In a quest to offer
something unique and better than their competitors, builders try to use high-grade raw material
of construction. This only adds exorbitant costs to the process but the end result is not very
satisfactory.

a. Mannik and Smith Professional Office Building

Walbridge was selected to perform design-build services on the Mannik and Smith
Professional Office Building. MSG offers a full array of consulting services for both the public
and private sectors including, but not limited to Civil/Structural Design and Permitting,
Construction Engineering, Cultural Resources, Environmental, Geotechnical, Landscape
Architecture, Planning/Funding Strategies/Grant Writing, Program Management and Surveying.

reduce site disturbances, utilized
local materials to minimize effects of
transportation on the environment,
and recycled construction waste.
Systems were created to manage
storm water, reduce light pollution,
reduce water use throughout the
facility and optimize energy. An
indoor air-quality management plan
was utilized, preventing residual indoor air quality issues and protecting on-site workers. In
addition, low emitting materials were used. The project is registered with the USGBC, and
intends to pursue LEED® certification.

Walbridge has presented a method to assist in designing sustainable buildings. The


Value Engineering approach and a database of available systems with classification of how
each system complies with the different sustainability factors are proposed to be used during
the system's selection process. The key issue is to update the database on a regular basis with
new and improved systems and materials.

 Take a holistic, life-cycle approach to planning, design, costing, construction, and


maintenance and building management.
 Maximize the reuse and redevelopment of existing built infrastructure and consider non-
building service delivery options.
 Maximize the use of passive design principles, for example natural daylight, natural
ventilation, solar and thermal mass.
 Design any modification work for ease of future adaptability.
 Maximize the use of existing, renewable, recyclable resources and locally sourced
resources.
 Minimize waste to landfill from construction, modification/refurbishment and maintenance
activities.
 Minimize air pollution/emissions from buildings, for example ozone depleting substances
(Chlorofluorocarbons (CFC) and Hydro chlorofluorocarbons (HCFC)), greenhouse
warming gases (Carbon Dioxide (CO2) and oxides of Nitrogen (NOx)) and Volatile
Organic Compounds (VOCs).
 Minimize resource consumption, for example materials, water and energy in the
operation of the building.
 Minimize impact on the environment and preserve/support/re-establish physical viability,
biodiversity and natural ecosystems.
 Monitor and review strategies established to minimize the environmental impact during
design, construction, maintenance, demolition and deconstruction activities.

d. Flyover in CapeTown South Africa

A Flyover in Cape Town South Africa constructed without traffic disruption. This shows a Value
Engineering in terms of methods and processes. Value engineering is used to solve problems
and identify and eliminate unwanted costs, while improving function and quality. It is about
taking a wider view and looking at the
selection of materials, plant,

equipment and processes to see if a more cost-


effective solution exists that will achieve the same
project objectives.

e. Lamnyong Bridge Indonesia


A research was done under the bridge of Lamnyong Bridge doubling construction in Banda
Aceh, by providing the most economical costs but still meet the strengthen requirements
specified or without losing the value and function of the building. The scope of this research is
limited to the implementation cost of under Lamnyong Bridge construction structural works, such
as: foundation, bridge abutments and pillars works. The method used in this research is value
engineering method that is analysis oriented to evaluate the function of construction
project planning of the work. This analysis has a systematic and focused approach in evaluating
the object being surveyed. The objective of this study is to apply value engineering to
the
construction implementation method of concrete conventional bridge construction.
Applying value engineering, the following results are obtained:

Alternative 1: Early design cost in pile foundation work is 72,486,508,196.71 IDR. After applying
value engineering by replacing all foundations to precast concrete pile foundation, it is obtained
the alternative cost become 40,616,598,222.56 IDR. The saving cost achieved is
31,869,909,974.15 IDR.

Alternative 2: Early design cost is 72,486,508,196.71 IDR. After applying value engineering by
replacing all foundations to pile drill foundation, it is obtained the alternative cost
become 41,699,143,562.9 IDR. The saving cost achieved is 30.787.364.633,81 IDR.

Alternative 3: Early design cost is 72,486,508,196.71 IDR. After applying value engineering by
replacing all foundations to precast concrete pile foundation, and pillar 5 and pillar 6 are
replaced with pile drill foundation using steel cassing that has the function to protect the
foundation from the water so it is obtained the alternative cost become 41,243,208,716.9
IDR. The saving cost achieved is 31,243,299,479.77 IDR. Table 3 below shows the value
engineering results to the three alternatives.
Criteria ranking to see the value difference in value engineering recapitulation results. From the
table above can be shown that the best alternative is alternative 1 by replacing all work items in
foundations using precast concrete pile foundation.

a. BOW Building System

Built-To-Order Web (BOW) Building System is a system developed by Bow Moreno, a civil
engineer and geodetic engineer who is the owner of Bow C. Moreno Construction
(www.bowbuildingsystem.com) and has been practicing value engineering for more than 20
years. Bow Building System is basically utilizing steel system made of angular bars transformed
into “built up steel columns and beams” with an equal strength of I-beam but lesser in cost.

BOW Building System is one of the most innovative construction methodologies in the present
time. It is a result of a long time research and hard study of how constructions nowadays can be
done in a "faster, stronger & economical" way without sacrificing the generic strength of a
structure. It is basically a Steel System, particularly made of angular bars, which are
transformed into "built up steel columns & beams" with an equal strength of I-Beam but lesser in
cost. Considering the cost of construction nowadays, BOW Building System is the best reliable
alternative anyone can get.

“I was able to develop the BOW building system in my quest to sort out prices of construction
materials in various combinations and assessing their total optimum value to a homeowner
building his or her own house at the least possible time and cost,” the engineer explained.
Moreno has succeeded in designing a system that can build and finish a 72-square-meter, 24
foot-high, two-story townhouse with spacious attic in just 12 days and for only less than
P680,000.

“In fact, a client was able to save at least P1 million for his two- story residence at Mission Hills
in Antipolo City while another saved at least P2 million for a two-story residential house with
basement at Ayala Alabang Village. On a much bigger project, another client was able to save
at least P5 million for a five-story hotel building while another is set to get savings of P3 million
for a multi-story project
located in Subic.

Bow C. Moreno Construction’s built-to-order web (BOW) building system is about building
structures done in a much faster, stronger and economical ways.

Engineer Bow Moreno suggests the following:

• Use steel for columns, beams and rafters as it will reduce the size of foundations by at least 30
percent because steel framing system reduces the total weight of a building by at least 40
percent. Moreno explained that the lighter the building the smaller the foundation and the
smaller the foundation the lesser the cost.

• In structural steel framing using the BOW building system, the form works and scaffolding
which usually use plywood and coco lumber will be dramatically reduced by at least 80 percent
compared with the conventional system.

• The BOW building system is faster to implement thereby reducing the cost of labor.
Construction time is also reduced by at least 35 percent, which means the homeowner gets to
move in much earlier or if it is a commercial building, the owner could recoup the investment
much earlier.

• The BOW building system no longer uses expensive bolts and base plates on concrete
pedestals.

• With the BOW building system, the depth of beams and sizes of steel columns are reduced
dramatically, thus will make a structure spacious and beautiful. – Charles E. Buban, Philippine
