Haryana KVIB functions are defective, adopting wrong mechanism of intolerance with
double standards, needs immediate publication of White Paper, terminating services of SO
(L&R) along with all other Black Sheep’s of the system because accepting wrong
procedures, SAO & AO served in subordination of a non SAS, third class SO (L&R) of the
Board, against their dignity, where as I was placed under suspension up to 5-4-1984 without
any reasons - charge sheets, increasing subsistence allowances from 50 to 75 % after 6
months, rejecting sickness - fitness, issued by recognized Hospital & Medical Practitioners,
were proved to be genuine by the Commissioner of Faridabad Police but leave on Medical
grounds were rejected since 4-3-2013 to 1-5-2013, why Board Authorities are kept
undecided appeals against CE orders, mishandling the deduction of 9031/- holding
accountable in gross negligence in supervision along with stopping the release of gratuity
portion, dropping two charge sheets with apology, which have no materials, accepting
appeal against the rejection of medical leave & releasing 9031/- with interest.

Most respectfully showeth,
Kindly refer to the Indian Audit & Accounts Department, Office of the Principal Accountant General (Audit), Haryana,
Plot No. 5, sector 33-B, Chandigarh, letter No. ES-ll/WM/HKVIB/2019-20/598 dated 1-10-2019 read with the ES-
ll/WM/HKVIB/2019-20/716 dated 20-11-2019, through which supplied me some documents, which are claimed to be
amended up to October 1983, whereas it was asked to supply HKVIB Act along with amendments since 1-2-1969 but
required documents were not supplied, which seems to be is gross negligence in the supervision of the functioning of the
Board, besides it Cabinet Secretariat, constituted a committee read with the Instructions of Chief Secretary, Haryana, to
upload legislative Act with Rules & Regulations, on India Code portal, along with the official website of the Haryana
Khadi & Village Industries Board.
Whereas:
Haryana Khadi & Village Industries Board published its legislative documents without replacing Punjab with
Haryana with many more blunder mistakes, whereas its Member & Secretary, also appointed quoting wrong
sections, besides it Section Officer (Legal & Recovery), employee of the Board, allowed to record Board of
Directors minutes & proceedings, as Secretary of the Board, violating Board Act, keeping in view duties &
functions of the Section Officer (Legal & Recovery), which is duty bound to advice on legal provisions before
taking decisions at the level of Chief Functionary of the Board besides it Section Officer (Legal & Recovery), on
behalf of Chief Functionary of the Board, executed memorandum of understanding adopted unlawful mechanism,
how it’s possible to executed legal documentation as on 1-4-2014, procuring legal papers on 26-6-2014 but it was
done by Section Officer (Legal & Recovery) of the Board with many irregularities, adopting double standards.

Please find attached here with amended legislation of the Board for consideration, whereas Board officials adopting
wrong mechanism towards replacing Punjab with Haryana, constituted a Committee, its agenda needs immediate
attention, ensuring 7th pay Commission benefits to all retired officials of the Board as arrears with interest.
Prayers:
1. Upload legal documentation on India Code along with official website of the Board.
2. Legalize all proceedings, recalling all minutes - proceedings as recorded by the Section Officer (Legal &
Recovery), as Secretary, holding responsible - penalized the concerned tainted persons, accountable for unlawful
activities.
3. White Paper on the functioning of the Board, on the eve of Golden Jubilee of the Board.
4. Any orders deems fit.

Shri Shekhar Vidhyarthi, IAS, CE of the Board: Gross Negligence in supervision.
Greetings,
Kindly refer to your office letter No. HRB/Admn/3953 dated 23-7-2019 with letter No. HRB/Consignment
Agency/Agreement/2014-15/7919 dated 17-9-2014.
It is humbly submitted, that:
1. India Non Judicial e-Stamp, bearing No. IN-DL71142635553316M, confirmed to be purchased on 26-Jun-
2014 but General Agreement under article 5, executed before many months as on 1-4-2014 by Section Officer
(Legal & Recovery), which is totally illegal, shameful to Raj Krishan Sharma, who misguided his superiors, in
fact execution date was wrongly shown with hidden interest, damage to KVIB reputation & credibility.
2. As per Section 13 of the Board Act, execution by a third class Non SAS Section Officer (Legal & Recovery) is
also wrong because he is not entitled to do so, misappropriation as Secretary of the Board because as per law, he
can’t be a Secretary to the Board to record BoD minutes & proceedings.
3. Agreement executed for 2014-15, can’t be treated In order, all transactions - business - service charges earned
are unlawful.
Whereas above said position is a very serious violation of law, set procedure, breach of seniors trust by a person,
holding Section Officer (Legal & Recovery), seems to his education degree may be bogus, which needs
immediate vigilance scanner.
