1. CONSIDERATIONS FOR PRELIMINARY EIA STUDY


The proposal for the EIA study presented in this proposal is to meet the
requirements outlined in CHAPTER 5 of the Handbook of Environmental
Assessment Guidelines issued by the DOE. The EIA study will be review of the
comprehensive study of the likely impacts the proposed development will have
on the environment, which includes the physical, biological, chemical and human
components. Based on the information about the site, the principal focus of the
EIA study will be to examine the following:
a. Geotechnical considerations with respect to slope stability and protection to
prevent soil erosion and landslides ;
b. Soil erosion and sedimentation arising from site clearing and earthworks
activities ;
c. Drainage management with specific reference for the prevention of flooding ;
d. Water quality management with consideration to the contribution of soil
sediment and sewage to the receiving streams ;
e. Impacts of increased traffic volume affecting existing road systems in the
area ;
f. Impact of noise arising from construction activities and traffic within
development area and its surroundings ;
g. Surrounding land use and land use compatibility issues, arising from the
proposed development relative to the other developments and land uses in
the area ; and
h. Flora and fauna survey.

2. SCOPE OF WORKS
The scope of works for the EIA study will be in accordance with guidelines issued
by the DOE. The EIA report to be prepared will follow the general format
contained in CHAPTER 5 of the EIA Handbook.

2.1 Environmental Impact Assessment Study

The scope of the EIA study will be as follows:


2.1.1 Update of Environmental Legislations
An update of the information relating to the main environment and related
legislations will be made. These include changes to standards for air emissions,
noise, vibration and wastewater discharge.
2.1.2 Update Review of Literature
Review of literature relevant to the EIA study will be made particularly with
respect to recent studies in the vicinity of the project. Literature to be reviewed
include structure and local plan reports, baseline studies or ecological resources
and other natural resources in the area; water quality, air quality and noise
studies; as well as local studies related to social characteristics of the study area.
2.1.3 Description of Existing Environment
A description of the existing environment will be made based on Information to
be collected from field investigations, secondary sources and from the Project
Proponent and or his consultants on the project. Based on the data collected,
graphic overlays for topography and hydrology, existing land use and cadastral
data will be prepared.
Description of the existing environment will be undertaken for the sectors of land
use, air and water quality, noise and vibration, meteorology, hydrology and
drainage, geology and soils, social characteristics, road infrastructure and utilities,
and ecology. Primary and secondary data will be gathered for the purpose.
Field and associated work to gather such information are as follows:

i. Field Investigations
Field investigations of the project area will be undertaken and will include
the following:
a) Surrounding land use – an assessment of the land use within the
project area and its surroundings (within a radius of about 1 km) will
be made. The assessment will include visual impacts and related
aesthetic issues ;
b) Settlements and residential property – identification of settlements
and residential property within and surrounding the project area,
which are likely to be impacted upon the development ;
c) Topography and drainage – this will be examined to determine likely
path of drainage, flood records, and river catchments affected by
any discharges ;

d) Ecological status – Assessments of the ecosystems will be made.


No detailed investigation of flora and fauna is deemed necessary
but observations be made from reconnaissance visits ;
e) Environmental pollution – the sources of environmental pollution will
be identified and the sources and contribution to ambient levels of
pollutants will be made, based on monitoring to be undertaken ;
f) Baseline environmental quality – environmental quality monitoring in
the project will be need to be assessed. The includes :
Air Quality – Monitoring for Total Suspended Particulate (and PM 10
where needed) is to be undertaken at 3-4 sites to provide baseline
data for the study.
Noise – Background environmental noise (daytime and night time)
measurements will be made for various locations in and around the
project site. At least 3-4 stations are identified.
Water quality – Monitoring of major streams/ocean likely to be
affected by the proposed development where there is no information
available.
g) Flora and fauna survey.
ii. Supporting Studies and information
The following supporting studies are required to be made available for the
EIA study and will be sourced from the owner or its consultants. These
studies are not included within the cost indicated in the Financial Proposal.
a. Geological and Geotechnical investigations – covering geology,
geological structures (such as faults, joints, folding), soil type and
soil particle analysis, geophysical characteristics of the project site,
slope treatment and stabilization.
b. Topographical survey of the project site – contour survey with
contours at spatial intervals of not more than 3 meters but preferred
to be at 2 m or better. The digital data (in 3-dimension) should
preferably be available.

2.1.4 Project Descriptions


A description of the project will be made based on information to be
sourced from the Project Proponent and/or its consultants. The
description will outline the project concept, the components of the project,
the development approach; operational information about the
development and associated facilities; and environmental control systems
likely to be applied.
The following are information that will be sourced from the Project
Proponent and/or its consultants:
Information as schedule of project development, layout plan, components
of development; site clearing and earthworks plan, rock blasting location
and extent (where required), construction plan, transportation
requirements, design and specifications for associated supporting

infrastructure as roads, drainage, sewerage, water and energy


requirements; and worker numbers and facilities.

2.1.5 Prediction and Evaluation of Impacts


Quantification of the environmental impacts will be made using
acceptable prediction methodologies. The prediction of impacts will focus
on soil erosion, geotechnical concerns, air quality, water quality, noise,
drainage and flood, waste management and traffic. Based on the present
knowledge of the proposed development, an environmental risk
assessment is deemed not necessary.
The evaluation of impacts will be made against established standard and
criteria made under the Environmental Quality Act, 1974 and its
subsidiary legislation. Emission limits with respect to pollutants not
defined within the Environmental Quality Act or it subsidiary legislations
will be based on values set by the DOE or such other criteria generally
accepted by the DOE. Criteria of health and safety applicable to human
population will be used for the evaluation of impacts for air, noise and
water.

2.1.6 Mitigation/Control Measures


Analyses of mitigation and control measures for the adverse
environmental impacts predicted and the determination of significant
residual issues and their impacts will be made. Recommendations for
environmental pollution control and management of environmental
impacts will be made based on discussions with the Owner and
professional judgments based on known applications of technology for
the control of pollutants. Particular attention will be paid to:
a. Noise prevention;
b. Protection of air quality (from fugitive emissions);
c. Treatment and disposal of sewage and other waste waters;
d. Management of slopes;
f. Safe disposal of biomass and residues;
g. Management of traffic;
h. Application of zoning and buffering to minimize land use
incompatibility; and
i. Flora and Fauna Survey.

2.1.7 Environmental Management and Protection Planning


An outline of the scope of the environmental protection and management
plan required for the project will be presented. Monitoring requirements
and further studies that would help enhance the development and
minimize environmental impacts will be identified and this information will
provide the basis for the formulation of the Environmental Management
Plan (EMP) for the project.

3. REPORTS AND REPORT FORMAT


The following are reports to be prepared:
a. 2 copies of the Draft EIA report will be submitted to the owner for
comments prior to finalization.
b. 20 (twenty) copies each of the Final EIA report, will be prepared for
submission to the DOE and additional 3 (three) copies will be for the
owner.

4. WORK PROGRAMME AND SCHEDULE


The EIA study and the preparation of the draft EIA report are estimated to take
about 10-12 weeks. The timeframe may be shortened depending on the
availability of information about the project and supporting studies that are
necessary for the study.
The final EIA report will be submitted to the DOE within 3 days of final approval
of the Draft report by the owner, provided that no major changes to the report is
required.

5. LIAISON WITH DOE AND OTHER AUTHORITIES


The scope of the services will include liaison with the DOE in respect of the
approval of the EIA report to be submitted. Other agencies to be consulted will
include the State Land Office, Local Councils, Public Works Department,
Drainage and Irrigation Department, DOE Terengganu and Headquarters,
Department of Town and Country Planning and other state agencies for planning
and development.

The amount quoted is based on the scope of work presented above.

NOTE:
a. Above costs are based on the assumption that all relevant plans, calculation and drawings
pertaining to the project and necessary for the EIA report, are available from the Owner
and/or its consultants at no additional cost.
b. Costs do not include surveys for primary data collection except for those identified in 3.1.3
(i) of the Scope of Work. Detailed survey of property and population affected by the
project (if any) is not within the scope of this study.
c. Costs associated with other supporting studies/surveys listed in 3.1.3 (ii) are not included.
Supporting studies include soil, geological & geotechnical investigations, contour survey
and Traffic Impact Assessment Study (TIA) are presumed to be made available for the
EIA study at not additional costs. (Note: It will be necessary to consult with the consultants
responsible for the above studies).
b. Costs include follow-up action with the DOE up till the stage of approval or decision by the
DOE on the EIA report submitted.

Terms of Payment

Upon signing of contract (mobilization fee) 30%
