Land Suitability Analysis for Relocation Sites Selection using GIS and AHP: A case study in
Legazpi City.
Survey Questionnaire:
In this study, Geographic Information System (GIS) and Analytic Hierarchy Process (AHP)
will be used to determine the factors to be considered and where are the potential Relocation Sites
in Legazpi City.
The Analytical Hierarchy Process (AHP) is the most widely used among Multi Criteria
Decision Making (MCDC) methods. This method is an organized way to make decisions and
collect relevant information by taking into consideration all the important factors, to derive priority
scales, and use it to make a pairwise comparison between two alternatives (Saaty, 2008).
The researcher will create a questionnaire which is based on AHP. The researcher will
consult nine experts in rating each criterion. The rating is using Saaty scale of 1 to 9 that defines
from equal importance to extreme importance between the two comparatives.
The factors that will be considered by the researcher in determining potential relocation
sites are (1)Safety, (2)Zoning, (3)Geographic Attribute (Slope), (4)Accessibility and (5)Service.
Under the criterion Safety are the sub-criteria (a) safety from Flood, (b) safety from landslide and
(c) safety from Mayon Volcano Hazards (Lahar flow and Lava Flow) and (d) Storm Surge Hazard.
Under the criterion Accesiibility are the sub-criteria proximity to (a) Road, (b) School, (c) Market
and (d) Hospital. Under the Criterion Service are the sub-criteria (a) Water Service and (b)
Electricity Service.

May we ask your help to weigh the importance of the criteria we have identified in selecting a
suitable relocation sites? The criteria identified will be the factors considered in determining the
suitability of an area. We will be using Analytic Hierarchy Process pairwise comparison in
evaluating the weight of each criterion.
SAFETY Criteria means that the relocation site should not be vulnerable to Flood, Landslide,
Volcanic and Storm Surge Hazards
ZONING Criteria means that the relocation should consider the land use of the area.
GEOGRAPHIC ATTRIBUTE Criteria means that the relocation site should consider the slope of
the area.
ACCESSIBILITY Criteria means that the relocation site should be near or accessible to major
roads and health care facilities
SERVICE Criteria means that the relocation site should have water connection service.
