Introduction
Traffic Congestion has been a growing problem in the Philippines. Cebu city continues to
suffer from the worsening traffic problem, and without any concrete solutions, commuters and
businesses incur losses. Kenneth Cobonpue, Central Visayas Regional Development Council
chair points it as Cebu’s biggest problem. While the city continues to solve the problem by
making underpass and overpass infrastructure, the Japan International Cooperation Agency has
proposed that cebu does not need this, but needs to improve its traffic system and make it more
efficient. It has been reported that traffic congestion in Metro Cebu has resulted in at least P1.1
Billion in economic losses a day, according to a study conducted by the Japan International
Cooperation Agency. Based on the 2015 Global Satisfaction conducted by Waze, Metro Manila
has the worst traffic on Earth. Coupled with the 2015 Census of population by the Philippine
Statistic Authority, Metro Manila was listed as being one of the densest areas of the world.
Emerson Carlos, MMDA assistant general manager, mentioned that Metro Manila had at least
2.5 million registered vehicles. There is an inadequate transportation system, ranging from
infrastructure, road network, railway system, to urban planning and expansion. It has been
reported that Metro Manila only has 1km of road per 424 vehicles. Even with the number coding
scheme, truck ban ordinances, U-turn scheme, rotunda schemes, and clearway schemes, the
problem still persists without any clear indication of being solved.
The Problem
• The current solutions in place to resolve traffic congestion are not adequate and sufficient
• There are more effective ways to solve traffic congestion as compared to those currently
in place
• The need for proper observance of traffic laws and regulations by pedestrians and
motorists
Action Plan
3 MAIN SOLUTIONS
• Infrastructure development-focuses on different projects to better enhance travel time in
traffic congested areas such as NAIA Expressway, Skyway Stage 3, NLEX-SLEX
Connector, Cebu-Cordova Link Expressway (CCLEX), Metro Cebu Expressway, Bus
Rapid Transport and MRT Extension
• Efficient Public Transportation-this focuses on the use of new and road worthy public
transport vehicles and phasing out of old dilapidated vehicles which could prove harmful
to the commuting public
• Rural Development-this focuses on development of provincial areas to minimize the
flocking of people in already overcrowded cities
Conclusion
Traffic congestion is indeed a thorn at society’s side and the best way to combat this is
through change in ourselves as a society of pedestrians and motorists by holding our public
officials to a higher standard in implementing their policies and by following simple traffic rules
and regulations.
