The Departments of Secretariat are informed that the Chief Secretary,

Government of Andhra Pradesh has conducted a meeting in his chambers on
14.10.2019 at 12-00 Noon with concerned Secretaries on preparation of
Annual Calendar for recruitment. During the above mentioned meeting, the
Chief Secretary instructed the Secretary to Government (Services) to send the
categories of posts of regrouping of the Services to the concerned
Departments and obtain their views on the inclusion of the posts in the groups
and the same may be furnished at the time of follow up meeting to be
conducted by the Chief Secretary on 20.11.2019.

Accordingly, a copy of Report of the Andhra Pradesh Public Service

Commission on Regrouping of various posts is enclosed.

Therefore, all the Spl. Chief Secretaries / Prl. Secretaries / Secretaries

of the Departments in Secretariat are requested to furnish their views on the
above mentioned regrouping of posts at the time of meeting to be held by the
Chief Secretary on 20.11.2019.

REPORT

1). Re-grouping of Services - A committee, is constituted to prepare the

proposals, verified all the recruitments which have been taken up by the Service
Commission since last several years. There are about 267 categories of posts in
various Departments of the State. In order to minimize the number of notifications,
all these categories of posts are divided into 06 Groups as detailed below;

i. State Civil Services-A

ii. State Civil Services-B
iii. State Medical Services
iv. State Engineering Services
v. State Teaching Services
vi. State General Services

2). The above Regrouping is done based on the categories of posts,

qualifications and pay scales. The details of regrouping of the posts are listed in
annexure-I to VI. It is suggested that, there should be interviews for all the posts
which fall under State Civil Services-A and State Teaching Services.

3). Annual Calendar - The Committee observed that, there was an

abnormal delay in notifying the vacancies due to non receipt of concurrence of
Finance Department in Government. Continuous recruitment and avoidance of
delay is possible for the Commission only when the Heads of Departments furnish
the indents of the vacancies well in advance to the Commission with prior
approval of the Finance Department. The Departments should take up advance
action to enable the Commission to plan and streamline their entire recruitment
process systematically in order to have an annual calendar

4). The following procedure may be followed by the Heads of Departments

right from the stage of estimation of vacancies:
• All the Heads of Departments shall submit the list of anticipated vacancies
in the ensuing financial year by 30th November of the Financial year to
the Administrative Department of Secretariat.
• The Administrative Departments of Secretariat shall examine the proposals
of Heads of departments and make their recommendations to Finance
Department by 31st December of the financial Year.
• The Finance Department shall scrutinize and accord sanction/clearance
for filling up of vacancies department wise by 31st January of the
Financial year. The Finance Department shall inform department wise
sanction of the posts to Heads of Departments and as well as APPSC.
• Heads of Departments shall submit an indent showing the details of
vacancies, posts sanctioned by the Government (fresh/carry forward
vacancies) to APPSC by 28th February of financial year.
• Calendar of recruitments shall be prepared by APPSC by 31st March of
the current financial year.

5). Academic cell - Though setting of Question Papers and preparation of

Keys are entirely the subject of the examiners (Professors from various
Universities), yet the Commission is targeted for the lapses committed by the
Examiners.

To overcome the above problems and to plug the loopholes, it is

imperative now to have an academic cell (counsel) in the Commission's Office,
consisting two professors (belonging to Science and Humanities faculties) to
advise the Commission on the matters relating setting of Question Papers, liaison
with professors of various universities across the country, and publishing of final
keys.

The main functions of the academic cell shall be as follows:-

(a)To identify and provide panels of good subject experts / Professors from
various Universities for setting question papers making question banks
etc.,

(b)To identify and provide panel of suitable moderators to verify the

correctness of answer keys of various direct recruitments.
(c) To ensure publication of correct keys to ensure justice to all aspirants.

The Commission's is of the opinion , that Government may depute two

eminent professors belongs to Science and Humanities faculties, working in the
universities such as Sri Venkatewara, Tirupathi, Andhra university,
Visakhapatnam, Acharya Nagarjuna university, Guntur, Etc.
6). Controller of Examinations -
It is noticed that several complaints are
being received on mistakes in the question paper, translation of questions from
one language to another language and delay in publishing keys/results. Though
the Commission is trying to minimize such mistakes, still a few mistakes are
occurring in question papers, translation of questions into other language and
delay in publishing keys and results. This is due to over burden on the Secretary
as he is already occupied with the work of administrative matters etc. In order to
avoid such mistakes and delay in publishing results, the services of Academic
Advisors at the level of Professor/Associate Professor on Deputation/Hire is
required to assist the Secretary immediately. Apart from the above to bring
focus to examination system, so that it remains error free and quality
maintained,

Commissions like Kerala Public Service Commission etc. the

The post of Controller of Examinations proposed to be sanctioned by the

Government in the cadre of All India Services Officers / Group-I Officers /
Professor of a University on deputation basis to oversee the Examination process
under administrative control of the Secretary, A.P.P.S.C.

7). The procedure involved in conducting exams right from issue of

notifications, receiving applications, identifying and finalizing the exam centers
and generation of hall tickets at one level, on the other hand conducting of
examinations on-line/off line mode, uploading the initial key, revised key,
general rank list etc., is being followed. Most of the work is being implemented
by using computer systems. The present computer network system,
maintenance of web portal system etc. needs to be strengthened to meet the
work load.

8). Legal Cell - It is also noticed that the Commission is receiving number
of Legal cases from the aspirants. Due to these Legal cases, the recruitment
process is getting delayed and in some cases, they are admitted at the time of
declaration of the final selections. Therefore, it is necessary to appoint Legal
Advisor to monitor the Legal matters starting from issue of Notifications to final
selection of the candidates and other legal matters related to Commission's
Office. The Legal Advisor may be taken on deputation from Government.

9). IT Cell - A separate detailed proposal will be submitted establish IT Cell

in the Commission's office.
