NOTE TO STUDENTS

This Workbook follows the instructor’s presentation. It is designed to allow you to

make notes in the margin as the presentation proceeds. It is also designed to act as
your reference after the course is finished.

Throughout this workbook there are many quotes and references to specific test
methods and acceptance criteria of the B&PVC. Much of this information may vary
depending on the Code Edition and Addenda. This workbook is not intended to be
used as a substitute reference for the ASME Boiler & Pressure Vessel Code
(B&PVC) for work activities. It is intended to serve only as a learning supplement and
general reference for course participants in order to describe responsibilities of
manufacturing, fabrication, and examination personnel in the nuclear industry.

MODULE 1: TITLE

[TEXT – ARIAL 11 PT] U.S. federal law places certain requirements on the
construction, maintenance & operation of nuclear power plants. These requirements
are typically authored or endorsed by the Nuclear Regulatory Commission (NRC) and
described in Article 10 of the Code of Federal Regulations (CFR). Some of the key
regulatory requirements that MFE personnel need to know about are the requirement
for reporting significant conditions adverse to quality to the NRC, the requirement for
construction in accordance with ASME B&PVC Section III, and the requirements for a
compliant quality program. These responsibilities will be discussed in this module.

7
MODULE 2: TITLE

Module 1 described the general programmatic requirements for MFE personnel

working on nuclear plants as required by U.S. federal regulations and ASME NQA-1.
NQA-1 applies to the siting, design, construction, operation, and decommissioning
activities of nuclear facilities.
Module 2 will discuss additional requirements that apply specifically to the design,
construction, stamping, and over-pressure protection of items for use in nuclear
plants & spent fuel containments. These requirements are described in ASME
B&PVC Section III, Sub-section NCA.
The following discussion will focus on articles of interest to MFE personnel.

[TEXT BOX EXAMPLE] It is important to understand that

NQA-1 applies in general to the siting, design, construction,
operation, and decommissioning of nuclear power plants.
Section III-NCA applies to design, construction, stamping, &
over-pressure protection activities.
