PREQUALIFICATION BID
FOR

TSGENCO- (4X270MW) BTPS – Construction of new Ash pond with earthen embankment at
BTPS, Manuguru, Bhadradri Kothagudem District.

1. The work of “(4X270MW) BTPS – Construction of new Ash pond with earthen
embankment at BTPS, Manuguru, Bhadradri Kothagudem District” is to be executed
under this contract and to complete strictly as per the programme given in the specification.
No extension of time beyond contract period stipulated in the specification can be given under
this contract except for reasons contributing to the delay for which the contractor is not
responsible.
2. Registration and Similar works:
The bidder should be registered as Special Class (Civil) Contractor in State/Central Govt or
State/Central PSU etc., (or) firm registration certificate issued by the State Governments /
Public sectors / Government undertakings. Registration under process shall not be
acceptable.

3. Technical Requirement:
a. Similar work experience:

The Bidder should have experience in execution of similar works such as Construction /
Raising of Ash dykes / reservoirs/formation of embankment with earth / ash having value of
works not less than Rs. 16.40 Crore (including reinforcement steel & cement) or Rs.16.10
Crore (excluding reinforcement steel & cement) with the following minimum qualification in
any one year during the last five financial years i.e.2012-13 to 2016-17.
Experience in execution of Construction / Raising of Ash dykes/ reservoirs/formation
of embankment with earth/ash only will be considered. Experience of works executed
other than above will not be considered.

b. Prime Quantities:
i. Formation of Embankment with earth: 1,41,000 Cum
ii. Earthwork excavation in all types of soils:25,000 Cum
iii. Supply & spreading of Sand Blanket / Sand Chimney: 24,000 Cum
OR
i.Supply, laying of HDPE Geomembrane lining in Ashpond/Reservoirs etc., 2,41,700
Sqm

ii. The bidder shall possess and deploy the following minimum machinery, within 30 days from
the date of Letter of Intent. Copies of Ownership documents/lease agreement documents
shall be enclosed with prequalification bid

a. Excavators/Poclains --- 3 Nos


b. Tippers --- 10 Nos
c. Concrete mixers --- 3 Nos
d. Shuttering materials --- 500 Sqm
e. Dozers --- 2 Nos
f. Rollers(Vibratory) --- 2 Nos

The sub-contractor experience as per G.O.Ms.No. 94, Dt. 01.07.2003 also will be
considered subject to issue of experience certificate by the concerned department
officials.

No weightage will be given on previous experience as per G.O.Ms.No. 94, Dt. 01.07.2003.

No other clauses and sub-clauses/conditions of G.O.Ms.No. 94, Dt. 01.07.2003 are applicable for
calculating eligibility criteria other than the prescribed /stipulated for eligibility criteria/conditions
for this work as per NIT. The tenderer should upload only attested experience certificates in respect
of construction / raising of Ash dykes/ reservoirs/formation of embankment with earth/ash. The
experience certificates should clearly indicate financial year wise break up for value of work done
along with quantities of various items of construction/raising of Ash dykes/ reservoirs/formation
of embankment with earth/ash etc., as mentioned above. Experience certificates without these
details will not be accepted and the tender will be considered as incomplete.

The tenderer should upload only attested experience certificates in respect of similar nature of
works. The experience certificates should clearly indicate financial year wise break up
for value of work done along with quantities. Experience certificates without these details
will not be accepted and the tender will be considered as incomplete.

The bidder shall possess and deploy the total equipment necessary, within 15 days from the
date of Letter of Intent.
4. Joint Venture:
The bidder can also form joint venture with the Special Class Civil contractors who have valid
registration in State/Central Governments / Public Sectors / Government undertakings
throughout the country. The registration under process shall not be acceptable.

The joint venture firms will also be acceptable on production of Joint venture agreement for the
purpose of this work only.
In case of joint venture, the prime member should have a valid registration and the total
members in the joint venture should not be more than three. The share of the prime member of
joint venture group should be more than 50%. The eligibility criteria will be considered on the
basis of combined resources. The lead partner should meet at least 50% of eligible criteria on
similar work and prime quantities

4. Financial Requirement:
Liquid asset/ credit facilities/ solvency certificate (not older than 12 months from the date of
availability of tender specification on e-procurement platform) from any Indian Nationalized
Banks/scheduled banks of value not less than Rs 8.05 Crores should be uploaded.
5. General Terms & Conditions

i) The details and certificates are to be furnished as per NIT and tender specification.

ii) The bidder is subjected to be disqualified and liable for black listing and forfeiture of
EMD if he is found to have misled or furnished false information in the forms/
statements/ certificates submitted in proof of qualification requirements.

iii) Even while execution of work, if found that the contractor had produced false/ fake
certificates of experience he will be liable for black listing and the contract will be liable
for termination and liable for forfeiture of EMD and all the amounts due to him.
iv) Time is the essence of the contract. Those bidders who can complete the work within
18 (Eighteen) months can only tender for the subject work.

6. The bidders shall furnish copy of registration certificate (Registered with Central/ State Govt.
Departments or Central/ State Govt. PSUs / undertakings, Registration under process shall
not be acceptable), their previous experience (completed works of Central/State Govt.
Departments or Central/ State Govt. undertakings), copy of solvency certificate/ Credit
facilities/ Liquid assets and other relevant particulars. The tenderer shall also furnish copies
of certificates of Registration of EPF, ESI, GST. All the certificates/ enclosures shall be attested
by a Gazetted officer.

7. TSGENCO does not entertain any request for release of advance payment for the work.
8. In opening the tenders, the Part-I i.e., Pre-qualification Bid only will be opened first. In case,
the qualifications, the experience and other requirements are found to be inadequate after
examination of Part-I (Pre-qualification Bid), Part-II i.e., Price Bid will not be opened. Only
those tenders which contain the full information and which comply with the requirements
regarding technical and financial qualifications, experience and equipment etc., will qualify
for opening of Part-II i.e., Price Bid. In this regard, the decision of TSGENCO is final.

9. The percentage on ECV quoted by the tenderer in Part -II i.e., Price Bid shall be firm till the
completion of work.
10. Part -II i.e., Price Bid, in respect of qualified tenderers only will be opened on the dates
notified. If Part -II i.e., Price Bid, after opening, is found to contain deviations from the
information furnished in Part -I, the tender is liable to be rejected.

11. The bidders should invariably upload the statement showing the list of documents etc., in the
“e” market place in support of their Technical bids. The bidder should load scanned copies of
all relevant certificates. The bidder shall sign on all the statements, documents, certificates,
uploaded by him, owning responsibility for their correctness / authenticity. The Department
shall carry out the technical bid evaluation solely based on the uploaded documents, receipt
of online payment & BG towards EMD in the e-procurement system and open the price bids
of the responsive bidders. The Department will notify the successful bidder for submission of
original hard copies of all uploaded documents, receipt of online payment & BG towards EMD
including solvency certificate, EPF, ESI, GST etc prior to issue of LOI. In respect of construction
equipment available with contractor, he must indicate which of the available equipment he
proposes to mobilize for the work. The details of the owner ship of equipment are also to be
furnished in Pre-qualification Bid. Statements that the contractor will hire the equipment
from other agencies after award of work will not be entertained and such tenders are liable
to be rejected.

12. The tenderer should attend/depute a responsible representative at the time of opening of
Pre-qualification bid who can furnish/clarify/note down and furnish, the particulars missing
if any to enable to process the tender quickly, avoiding any correspondence to the extent
possible.

NOTE: Certificates from the concerned organization should be produced whenever


required in support of the particulars given.

I/We do hereby tender and, if this tender be accepted to undertake to execute the work of
“BTPS(4x270MW)- Construction of new Ash pond with earthen embankment at BTPS,
Manuguru, Bhadradri Kothagudem District” as shown in the approved drawings and as described
in the specifications deposited in the office of the Executive Director/ Civil/ Thermal, TSGENCO,
Vidyut Soudha, Hyderabad-500082, with such variations by way of, alterations or additions to, and
omissions from the said work and method of payment as are provided for in the “Conditions of
Contract” at the Estimated Contract Value (ECV) PLUS (or) MINUS % or such other sum as may
be arrived at under the clause of the standard preliminary specification relating to“ Payment on lump
sum basis or final measurements at unit prices”.

I/We agree to execute the work when the lump sum payment under the terms of agreement is varied
by payment on measurement quantities.

I/We agree to keep the offer in this tender valid for a period of 180 days from the date of opening
of tender and not to modify the whole or any part of it for any reason within the above period. If the
tender is withdrawn by me/ us for any reason whatsoever, within the validity period, the earnest
money deposited by me/ us will be forfeited to TSGENCO.

I/ We hereby distinctly and expressly declare and acknowledge that before the submission of my/
our tender, I/ We have carefully followed the instructions in the tender notice and have read the APSS
and the Preliminary specifications therein and the APSS Addenda volume; and that I/ We have made
such examination of the contract documents and of the plan, specifications and quantities, and of the
locations where the said work is to be done, and such investigation of the work required to be done,
and in regard to the materials required to be furnished so as to enable me/us to thoroughly
understand the intention of the same and the requirements, covenants, agreements, stipulations and
restrictions contained in the contract and in the said plans and specifications and distinctly agree that
I/ We will not hereafter make any claim or demand upon the TSGENCO based upon or arising out of
any alleged misunderstanding or misconception or mistake on my/our part of the said requirements,
covenants, agreements, stipulations restrictions and conditions.

If my/our tender is accepted, the earnest money shall be retained by the TSGENCO as security for the
due fulfillment of this contract. If upon written intimation to me/us by the Executive Director/
Civil/Thermal/ TSGENCO, I/We fail to attend the said office before the end of the period specified on
such intimation the tender will not be considered and if, upon intimation being given to me/us by the
Executive Director / Civil/ Thermal of acceptance of my/our tender, I/We fail to make the additional
security deposit or to enter into the required agreement as defined in clause 5 of the detailed
tender conditions, then I/We agree to the forfeiture of the Earnest money; Any notice required to
be served on me/us here under shall be sufficiently served on me/ us personally or forwarded to
me/ us by post (registered or ordinary) or left at my/our address given herein. Such notice if sent
by post be deemed to have been served on me/us at the time when in due course of post, it would
have been delivered at the address to which it was sent.

I/We fully understand that the written agreement to be entered into between me/us and the
TSGENCO shall be the foundation of the rights of both of the parties and the contract shall not be
deemed to be completed until the agreement has first been signed by me/us and then by proper
officer authorized to enter into contracts on behalf of TSGENCO.

I/ We am/ are professionally qualified and my/our qualifications are given below.

I/We will employ at my/our own cost at least Two Graduate Engineers and Two Diploma Engineers
on the work on full time basis and see that they are available at work site during working hours and
also whenever required by the Engineer-in-Charge to take instructions and for arranging efficient
and expeditious execution of work to the satisfaction of the Engineer in charge. In case, I/We fail to
employ the above mentioned technical staff, I am/We are agreeable for the recovery towards such
default to be made from my/our invoice at the rate of Rs.30,000/- (Rupees Thirty Thousand Only)
per month or part thereof.

The TSGENCO directs that in the case of both Lump sum and K2 contract of Rs. 50,000/- and above in
value, the contractor irrespective of his class shall be required to employ the personnel as follows on
the concerned works at his own cost whether technical skill is required or not.
Cost of Work Scale of Technical staff

The appointment of staff shall be on full time basis and they shall be available at the work site
whenever required by the Engineer-in-charge to take instructions. The contractor shall deploy the
required technical personnel in addition to the above as per actual needs and as directed by the
Engineer-in-charge.

In case of failure of the contractor to employ technical Staff as above, the recovery shall be made from
his invoice at the following rates.

I/We have accepted the rate of progress i.e., the programme of work as envisaged in this tender
specification.

DETAILED TENDER NOTICE

1. Tenders for the work of " BTPS- (4X270MW) – Construction of new Ash pond with
earthen embankment at BTPS, Manuguru, Bhadradri Kothagudem District” should be in
the prescribed form which can be obtained from ‘e’ procurement platform from the date of
electronic publication up to the time and date indicated in the tender notice. The intending
bidders shall enroll themselves on the ‘e’ procurement market-place
www.eprocurement.telangana.gov.in. Those contractors who register themselves in the ‘e’
procurement market place can download the tender schedules free of cost. The bidder shall
authenticate the bid with his digital certificate for submitting the bid electronically on e-
procurement platform and the bids not authenticated by digital certificate of the bidder
will not be accepted on the e-procurement platform following the G.O.Ms.No.6, I.T&C
Department, dated. 28.02.2005.

The intending bidders can download tender specification and submit their tenders online at
e-procurement market place viz., www.eprocurement.gov.in. The tender forms can be
downloaded up to 4.30 PM on 19.02.2018. Bids can be submitted up to 5.00 PM on
19.02.2018.

The Pre-qualification Bids will be opened through e-procurement platform by the


Superintending Engineer/ Civil/ Thermal Designs-II on 20.02.2018 from 3.00 P.M onwards
in his chambers, Room No.158, Vidyut Soudha, Hyderabad-500 082 and the Price Bids will be
opened on 02.03.2018 from 3.00 P.M onwards as per NIT. If the tender opening day
happens to be a holiday the tenders will be opened at the same timings mentioned above on
the next working day. The tenderers or their authorized agents are expected to be present at
the time of opening of tenders.

Intending bidders can contact office of the Executive Director/ Civil/ Thermal / TSGENCO/
Vidyut Soudha, Hyderabad - 500 082 for any clarification/ information on any working day
during working hours.

The bidders who desires for participating in e- procurement shall submit their Technical bid/
Price bid etc., in the standard formats prescribed in the tender documents, displayed at “e”
market place. The bidders should invariably upload the statement showing the list of
documents etc., in the “e” market place in support of their Technical bids. The bidder should
load scanned copies of all relevant certificates. The bidder shall sign on all the statements,
documents, certificates, uploaded by him, owning responsibility for their correctness /
authenticity. Responsibility for correctness of the information submitted in the online bid lies
with bidder. If any information furnished in the bid is proved to be false at a later date, the
bid will not only be rejected but the bidder will be BLACKLISTED.

All the bidders shall invariably upload the scanned copies of BG in e-procurement system and
this will be the primary requirement to consider the bid as responsive.

The Bidder shall authenticate the bid with his digital certificate for submitting the bid
electronically on e-Procurement Platform and the bids not authenticated by Digital certificate
of the bidder will not be accepted on the e-Procurement platform.

The Department shall carry out the technical bid evaluation solely based on the uploaded
documents, BG towards EMD including solvency certificate, EPF, ESI, GST, experience
certificates, IT returns etc in the e-procurement system and open the price bids of the
responsive bidders.
The Department will notify the successful bidder for submission of original hard copies of all
uploaded documents, BG towards EMD including solvency certificate, EPF, ESI, GST,
experience certificates, IT returns etc prior to issue of LOI.
The successful bidder shall invariably furnish the original BG towards EMD,
Certificates/Documents of the uploaded scanned copies, solvency certificate, EPF, ESI, GST
registration certificates etc to the Tender Inviting Authority before issue of LOI either
personally or through courier or post and the receipt of the same within the stipulated date
shall be the responsibility of the successful bidder. The Department will not take any
responsibility for any delay in receipt/non-receipt of original BG towards EMD,
certificates/documents, from successful bidder before the stipulated time. On receipt of
documents, the Department shall ensure the genuinity of the BG towards EMD and all other
certificates documents uploaded by the bidder in e-procurement system in support of the
qualification criteria before issue of LOI.
If any successful bidder fails to submit the original hard copies of uploaded
certificates/documents, BG towards EMD within the stipulated time or if any variation is
noticed between the uploaded documents and the hard copies submitted by the bidder, the
successful bidder will be suspended from participating in the tenders on e-procurement
platform for a period of 3 years.
The e-Procurement system would deactivate the user ID of such defaulting bidder based on
the trigger/recommendation by the Tender Inviting Authority in the system. Besides this, the
department shall invoke all processes of law including criminal prosecution of such defaulting
bidder as an act of extreme deterrence to avoid delays in the tender process for execution of
the work. Other conditions as per tender document are applicable.
2. The bidder has to furnish the following statutory requirements along with the bid.
a)Income tax PAN No.:
The contractor shall furnish copy of Permanent Account Number (PAN) card and copy of
latest income tax returns submitted along with the proof of receipt.

b) Insurance:
The contractor shall comply with the statutory labor rules and regulations i.e. EPF, ESI etc as
may be as applicable and shall furnish the returns and information as may be specified from
time to time. Under takings by the contractor for submission of statutory requirements in due
course or before concluding of agreement is not acceptable. LOI shall be issued only after
receipt of all documents regarding statutory documents. Agreement will not be concluded
without above statutory norms.

c) Goods and Services tax(GST):


Only the GST registered firms are eligible to participate in the tender. GST as applicable as on
date shall be indicated separately in each invoice. The applicable GST shall be paid to the
concerned department by the tenderer. The tenderer should also furnish the proof of
registration under GST along with relevant HSN/SAC code from the Commercial tax
department.

d) The contribution to the corpus fund of National Academy of Construction, Hyderabad


component at 0.1% of the invoice amount shall be added in each invoice of the contractors
and the same will be recovered and remitted to the concerned department

e) The contribution to the State Mineral Exploration trust (SMET) fund component at 2% on
seigniorage fees shall be added in each invoice of the contractors and the same will be
recovered and remitted to the SMET fund Account as per the G.O Ms. No.71, Ind Com(M.I)
Dept, dt.30.11.2016a and T.G.O.O No.490/16/CE/C/Hydel&GS/2016; 16.02.2017

f) Technical bid evaluation of the tenderers would be done on the certificates/ documents
uploaded towards qualification criteria furnished by them.

3. Each tenderer shall invariably upload the required registration, experience certificates,
solvency, Income tax returns, EPF, ESI, GST registration, JV agreement and insurance coverage
for the workmen. In case of proprietary or partnership firm, it will be necessary to produce
the certificates afore mentioned for the proprietor or proprietors and for each of the partners,
as the case may be.

4. Earnest Money Deposit:


Each bidder must pay Earnest Money Deposit of Rs.97,60,677/- i.e., (i)Rs. 1,00,000.00 (Rupees
One Lakh Only) to be paid through net banking, NEFT/RTGS/Credit Card/Debit Card in the e-
Procurement platform and (ii) balance amount of Rs. 96,60,677/- (Rupees Ninety Six Lakh
Sixty Thousand Six Hundred and Seventy Seven Only) by way of BG from any Nationalized
/ reputed scheduled banks acceptable to TSGENCO in favour of the Executive Director/Civil
/Thermal/TSGENCO /Vidyut Soudha/ Hyderabad while submitting their bids. The validity of
B.G shall be for a minimum period of six months with a claim period of 6 months. The B.G shall
not bear any interest. The period of validity of BG shall be extended by the contractor from time
to time till the B.G. is returned. The EMD will not be received in the form of direct cash/cheque.
While furnishing the bids online, the bidders have to furnish a soft copy of the BG while uploading
the tender. However, the department will notify the successful bidder for submission of original
hard copy of BG towards EMD prior to issue of LOI.

The Earnest Money will be retained in the case of successful tenderer and will not carry any
interest. It will be dealt with as provided in the tender.

i. Tenderers are not permitted to withdraw their or his offer once made for a period of 180
days after the opening of the tenders and in the event of such tenderers withdrawing
their tenders within 180 days after opening of tenders they will be suspended from
participating in the tenders on e-Procurement platform for a period of 3 years.
ii. During the above mentioned period no plea by the tenderer for any sort of modifications
of the tender based upon or arising out of any alleged misunderstanding or
misconceptions or mistake or for any reason will be entertained.

5. When a tender is to be accepted, the tenderer whose tender is under consideration shall, attend
the office of the Executive Director / Civil/ Thermal/ TSGENCO, before the end of the period
specified by written intimation to him. If the tenderer fails to attend the office before the end of
the period specified, his tender will not be considered. He shall forthwith upon intimation being

given to him by the Executive Director/ Civil/ Thermal/ TSGENCO of acceptance of his tender,
attend the office of the Superintending Engineer/ Civil/ Construction/BTPS/ Manuguru/
Bhadradri-Kothagudem District and sign an agreement in the proper departmental form for the
due fulfillment of the contract. The contractor is bound by the specifications of APSS and terms
and conditions stipulated in this specification.

5.1 In addition to the EMD, the balance amount of total up to 5% of the value of contract shall be paid
by the reputed successful tenderer as security deposit by way of Bank Guarantee from
Nationalized/reputed Scheduled banks acceptable to TSGENCO as per proforma appended at the
time of entering into the agreement. The above security deposit shall be furnished within fifteen
(15) days from date of receipt of award. Further, 5% of the value of work done will be recovered
from the running invoice as retention amount for the due fulfillment of the contract.
The Security deposit (including EMD) & retention amount will be refunded to the
contractor after satisfactory completion of 24 months performance guarantee period as
all defects shall have been made good according to the true intent and meaning thereof.
These amounts will not bear any interest.

The guarantee period commences from the date of completion of the work in all respects
satisfactorily.

5.2 Failure to enter into the required agreement or to make the security deposit as defined in the
above paragraphs shall entail forfeiture of the earnest money deposit. The written agreement to
be entered into between the contractor and TSGENCO shall be the foundation of rights of both
the parties and the contract shall not be deemed to be complete until the agreement has first
been signed by the contractor and then by the proper officer authorized to enter into contracts
on behalf of TSGENCO.
5.3 The work shall be commenced from the dates specified by TSGENCO, otherwise EMD will be
forfeited.

If the successful tenderer fails to sign the agreement or otherwise commit default, the
TSGENCO shall have the right to recover damages according to law apart from forfeiting
the earnest money deposit.
5.4. Corporate Debt Restructuring (CDR)
1. The bidders who have applied for /availed Corporate Debt Restructuring (CDR) in the last
five (5) financial years 2012-13,2013-14,2014-15,2015-16 and 2016-17 are not eligible to
participate in the bid.
2.In this regard, a certificate by registered Chartered Accountant shall be uploaded. The
certificate issued by the Chartered Accountant shall be in the current financial year.

6. The tenderer shall examine closely the APSS and also the standard preliminary specifications
contained therein, and sign the divisional office copy of the APSS and its addenda volume in token
of such study before submitting his tender offer. He shall also carefully study the indicative
drawings and additional specifications and all the documents which form part of the agreement
to be entered into by the accepted tenderer. The APSS and other documents connected with the
contract such as specifications, plans, descriptive specification sheet regarding materials etc., can
be seen at any time between 11.00 a.m. and 5.00 p.m. on all working days in the office of the
Executive Director/ Civil/ Thermal/ TSGENCO, Vidyut Soudha, Hyderabad-500082.

7. The tenderer's attention is directed to the requirements for materials under the clause 'Materials
and Workmanship' in the 'Preliminary Specifications'. 'Materials conforming to the ISS' shall be
used on the work, and the tenderer shall quote his percentage accordingly.

8. Every tenderer is expected, before quoting his percentage less/excess on ECV value on the
estimated rates, to inspect the site of the proposed work. He should also inspect the quarries
and satisfy himself about the quality and availability of materials. The names of quarries etc.,
where from certain materials are to be obtained are given in the descriptive specification sheet
or Schedule ’B’. The best class of materials to be obtained from the quarries or other source
defined shall be used on the work. In every case, the materials must comply with relevant
standard specification. Samples of materials as called for in the standard specifications or in
these tender conditions, or as required by the Executive Engineer, in any case shall be submitted
for the Executive Engineer's approval before the supply to site of work is begun. If the
contractor, after examination of the source of materials defined in the descriptive specification
sheet is of opinion that materials complying with the standard specifications of the contract
cannot be obtained in quality or sufficient quantity from the source defined in the descriptive
specification sheet, he shall so state clearly in his tender that where from he intends to obtain
materials subject to the approval of the officer authorized by the TSGENCO.
If further necessary information is required, the Executive Engineer in charge or
Superintending Engineer /Civil /Construction/BTPS/Manuguru, Bhadradri
Kothagudem District, will furnish such information.
The TSGENCO will not, however, after acceptance of a contract rate, pay any extra charge for
lead or for any other reason, in case the contractor found later on to have misjudged the
materials availability.

Attention of the tenderer is directed to the Standard Preliminary Specifications regarding


payment of seigniorage, local cess, tolls including other statutory charges etc.

9. The tenderer's particular attention is drawn to the sections and clauses in the standard
preliminary specifications dealing with: -
1. Test, inspection and rejection of defective materials and work;
2. Carriage;
3. Construction Plant;
4. Clearing up during progress and for delivery;
5. Accidents;
6. Delays;
7. Particulars of payment.
The contractor should closely peruse all the specifications, clauses which govern the percentage
which he is tendering.

10. A bill of quantities accompanies this tender schedule. It shall be definitely understood that
TSGENCO does not accept any responsibility for the correctness or completeness of this
schedule and that this schedule is liable to alterations/ omissions, deductions or additions at
the discretion of the Executive Engineer-in-charge or as set forth in the conditions of contract.
The tenderer will, however, base his lumpsum tender on this schedule of quantities. The
estimated rates by the Department for each item are furnished in the schedule.

The bidder has to furnish his overall percentage either ‘+’ or ‘-’ i.e. excess or less on ECV
Value. The bidder needn’t indicate individual item rates for each and every item listed
in Schedule.

11. No alteration which is made by the tenderer in the contract form, the conditions of contract,
approved drawings, specifications or quantities accompanying the tender will be recognized
and if any alterations are made, the tender will be considered void.

12. The tenderer should work out his own overall percentage either ‘+’ or ‘-’ i.e., excess or less on
ECV value.

13. Price Variation: No price variation will be allowed on accepted rates under any
circumstances required if any or what so ever for materials and labour. The excess or less
percentage over the Estimated contract value (ECV) quoted by the contractor shall be firm and
binding upon the contractor till the work is completed. The quoted percentage less/excess on
ECV value shall be binding on the tenderer even for award of part work.

14 ISSUE OF CEMENT AND REINFORCEMENT STEEL AT FREE OF COST TO THE


CONTRACTOR AT SITE STORES:

(I) The tenderers shall quote their rates and amounts excluding the cost of cement and
reinforcement steel as these materials will be issued free of cost to the contractor from
TSGENCO stores situated in the project site, on submission of indemnity bond for an
equivalent value of these materials at their prevailing market rates.

(II) The contractor shall use the materials issued by TSGENCO exclusively for execution of works as
per the approved drawings and specifications under the contract. The quantity of cement and
reinforcement steel materials shall include the allowable wastages, if any, as per specification.
Excess consumption, if any, over and above such quantities will be charged to the contractor at
the rates specified below:

a. Cement

III. Conditions for issue of cement:

a. The wastage / scrap materials shall include all left over materials like melting scrap, other un-
usable and useful cut-pieces. All such scrap must be accounted for and returned to TSGENCO
by the Contractor.

b. All accountable wastage / scrap or unused surplus materials shall be returned to TSGENCO
stockyard free of cost by the Contractor.

c. There shall be a limit on the maximum quantity of cement that would be available with the
Contractor at any point of time. The quantities shall be worked out by the Engineer-in-Charge
in consultation with the Contractor. With each requisition for materials, the Contractor shall
furnish the details of materials required, job for which required, last stock balance, actual
consumption of materials for the work done and further projection of material required for the
work programmed. The quantum of material to be issued by TSGENCO will then be decided by
the Engineer in charge. The Contractor shall be responsible for the safety, maintaining quality
and quantity of the material drawn from TSGENCO.

d. The waste materials including un-usable scrap, usable and un-usable surplus material shall
be promptly returned by the Contractor to the TSGENCO at the location as directed by the
Engineer in charge or Stores and receipt obtained for accounting purposes. Periodic
reconciliation of materials issued and actual consumption with reference to construction
drawings shall be carried out on monthly basis and if excess consumption beyond contract
provisions is found, recovery shall be promptly affected from the running account invoice of the
Contractor at the rates specified in the contract.

e. The cement shall be stored by the Contractor in suitable covered stores well protected from
atmospheric effects. The stores shall be locked jointly by the Contractor and TSGENCO’s
representatives. Each time when material is issued for consumption, the transaction shall be
jointly signed by the representative of TSGENCO and the Contractor in the register maintained

for the purpose. TSGENCO reserves the right to inspect the Contractor’s cement stores at any
time.

f. The materials like cement shall be issued only after ensuring that the Contractor has adequate
covered storage facility within the site.

g. Empty cement bags need not be returned by the Contractor. A Rate of Rs. 2/- per bag plus
Sales Tax for jute bags and Re. 4.50 per bag plus Sales Tax for HDPE bags will be recovered from
the Contractor’s invoice.

h. The reinforcement steel less than three meter will be taken back by TSGENCO as scrap.

i. The cost of materials supplied by TSGENCO for execution of works within main plant
boundary walls shall be secured by an indemnity bond in the prescribed proforma by the
contractor. The indemnity bond shall cover the total value of cement issued by TSGENCO to the
contractor. In case of the works executed outside the main plant boundary, the materials shall
be secured by the Contractor by submission of the bank guarantee from a nationalized bank for
the amount equivalent to the value of materials supplied. Materials will be issued only on
furnishing Bank Guarantee.

15. Period of contract: 18 Months (Eighteen Months)

Guarantee period/ Defect liability period: Two years from the actual date of completion in
all respects.

16. Programme of work

The attention of the tenderer is directed to the contract requirements as to the time of beginning
the work, the rate of progress and the dates for the completion of the whole work and its several
parts.

The programme of work to be done from time to time is indicated below. However, the
Executive Engineer-in-charge of the work will decide the priority of various items of work and
their location and direct the successful tenderer for execution so as to complete the entire work
as required. The date of commencement of this programme will be the date on which the
site is handed over to the Contractor. The agreement shall be concluded before the site is
handed over to the contractor or before he draws any materials.

Further, it shall also be noted by the tenderer, if on any account, the work gets dislocated due
to the site being not available for work on any day or due to any other reason not attributed to
contractor, it is not binding on the TSGENCO to pay any compensation to the contractor, but the
corresponding extension of time will be granted to the contractor.

The construction programme for the works envisaged in the specification is indicated below:

Note: The periods entered in column (2) for the purpose of defining the rate of progress may be
altered by the Engineer-in-charge or appropriate authority authorized by TSGENCO to suit the
requirements of project completion.

If, due to any other reason beyond the control of the contractor, the progress is slow during any
period indicated above, the same shall be made up in subsequent periods and the programme
shall be complied within minimum possible time.

The Executive Engineer in-charge shall direct the sequence and pace of the parts of the work
and the contractor shall comply with them. Payment will be effected as per actual work
completed and based on the approved mode of payment.

17. Penalty: Action as per clause 60 and 61 of APSS will be taken by the Executive Engineer
in-charge if the contractor fails to adhere to the above programme of work.

“Due to whatsoever reasons, if the work gets extended beyond the contract period, an
amount equivalent to 5% of the Running Account invoice will be recovered in the
extended period of contract and release or forfeiture of this in part or full will be dealt
as per the approval of the competent authority of TSGENCO. “

18. No part of the contract shall be sub-let without written permission of the Executive
Director/Civil/Thermal nor shall transfer be made by the power of attorney authorizing others
to receive payment on the contractor's behalf. However, the contractor can sublet up to a
maximum of 50% of contract value with the prior approval from Executive
Director/Civil/Thermal/Vidyut Soudha/TSGENCO. The sub-contractor shall also have the
credentials of eligibility criteria as prescribed in the detailed tender notice.
,
19. The Executive Director/Civil/Thermal or other sanctioning authority reserves the right to
reject any tender in full or part or all the tenders without assigning any reason there for. The
quoted percentage shall be binding on the tenderer even if the Executive Director
/Civil/Thermal awards part of the work.

20. Preference in the selection from among the tenderers will be given, other things being equal, to
those who are themselves professionally qualified or who undertake to employ qualified men
at their cost to look after the work, who have got experience in similar works and enough
equipment. The tenderer should therefore state in clear terms whether they are professionally
qualified or whether they undertake to employ technical staff and if so, to give their professional
qualifications or of the staff to be employed and their experience etc. In case the selected
tenderer is one who has undertaken to employ technical staff under him, he should see that one
of the staff is always at site of the work during working hours, personally checking all items of
work and paying extra attention to such works as may demand special attention.

21. A tenderer submitting a quotation which the tender accepting authority considers excessive
and/or indicative of the insufficient knowledge of current prices or definite attempt at
profiteering will render himself liable to be debarred permanently from tendering or for such
periods as the tender accepting authority may decide. The tender percentage should be based
on the controlled price for material, if any, fixed by the Government or the reasonable price
permissible for the tenderer to charge a private purchaser under the provisions of clause 8 of
Hoarding and Profiteering Prevention Ordinance, 1943 as amended from time to time and on
similar principles in regard to labour and supervision in the construction.

22. The form of contract will be lumpsum.

23. The tender shall be valid for acceptance for a period of not less than 180 days from the date of
opening the tenders. Tenders giving validity of less than 180 days are liable to be rejected.

24. Supplemental Items:


The contractor is bound to execute all supplemental items beyond 10% of agreement quantity,
deducible from similar items in the original agreement and new items that are found essential,
incidental and inevitable during execution of main works, at the rates to be worked out as
detailed below.

a. Fixation of rates for items of work in excess of quantities in Schedule-A Bill of


Quantities of tender

The percentage less/ excess on ECV value quoted by the tenderer shall hold good upto 10% of
quantity over those given in Bill of Quantities. Approval of competent authority is to be obtained
for execution of quantities in excess of 10% beyond agreement quantity and supplemental items
and new items.

For all items of work which are in excess of 10% over and above the quantities shown in
Schedule-A Bill of Quantities of the tender, the rate payable for such excess quantities shall be
either tender rates or SS rates for the items plus or minus overall tender percentage accepted
by the competent authority whichever is less. The SS rates means the rates with which the
estimate is prepared for comparing the tenders.

b. Supplemental items directly deducible from similar items in the original agreement

The rates shall be derived by adding to or subtracting from the agreement rates of such similar
items, the cost of the difference in quantity of material or labour between the new item and the
similar item in the agreement worked out with reference to the schedule of rates adopted in the
sanctioned estimate with which the tenders were compared plus or minus overall tender
percentage.

c. New Items:

i. Similar items, the rates of which cannot be directly deduced from the original agreement.

ii. Purely new items which do not correspond to any item in the agreement.

The rate shall be estimate rate plus or minus overall tender percentage.

Note: The term estimate rate used in (i) and (ii) above means the rate in the sanctioned estimate
with which the tenders were compared or if no such rate is available in the estimate, the rate
derived with reference to the schedule of rates adopted in the sanctioned estimate with which
tenders are compared.

d. Addition of provision towards importation of labour, labour amenities, dewatering etc.,


in working out supplemental items:

In respect of new items, the case has to be considered on its merits and provision for
importation of labour, labour amenities, dewatering etc., has to be fully justified.

If the new item is in substitution of an old item which allowed for importation of labour, labour
amenities, dewatering etc., those factors may be taken into account in computing the
substituted items also at the same rates at which they were originally provided.

25. The contract is liable for cancellation if either the contractor himself or any of his employee is
found to be a Gazetted officer of the Government or TSGENCO, who retired from service and
had not obtained the permission from the Government or TSGENCO for accepting the contract
or employment within a period of 2 years from the date of his retirement.

26. The contractor will at all times duly observe the provisions of employment of Children Act XXVI
of 1938 and any re-enactment or modification of the same and will not employ or permit any
persons to do any work for the purpose or under the provisions of the said act. The Contractor
shall agree to indemnify TSGENCO from and against all claims/penalties which may be suffered
by TSGENCO or any person employed by the Department by reason of any default on the part
of the Contractor in the observance and performance of the provisions of the Employment of
Children Act, XXVI of 1938, or any re-enactment or modification of the same.

27. The contractor shall indemnify TSGENCO against all claims which may be made under the
Workmen's Compensation Act or any statutory modification thereof or rules there under or
otherwise for or in respect of any damage or compensation payable in consequence of any
accident or injury sustained by any workmen engaged in the performance of the business
relating to this contract.

In all cases of personal injury to workmen employed by a contractor on this work for which the
contractor is liable to pay compensation under the 'Workmen's Compensation Act', he shall pay
the prescribed medical fee to the Medical Officer for issue of 'C' & 'D' forms as prescribed, failing
which the said fee will be paid to the Medical Officer by the Department and recovery effected
from the contractor's invoice.

28. Preliminary specifications of APSS except clause 73 shall apply to all agreements entered by the
contractor with TSGENCO and shall form an inseparable condition of the contract. The tenderer
is expected to examine closely the relevant specifications of the APSS and the special
specifications and ISS before submitting his tender offer. In respect of variation in quantities of
different items, additions, deletions, methodology in execution, additional time required for
execution that may fall beyond the powers of the Executive Director and any other matter, the
same shall be referred to the concerned Director who will take a decision or refer the same to
appropriate authority (GOO No. 270/GM (Admn)/2003, Dt. 24-07-03).

29. a) Scaffolding and gangways will have to be arranged by the contractor at his own cost, whenever
they are considered desirable or necessary by the Executive Engineer-in-Charge of the work to
facilitate the work.

b) Dewatering, if necessary, has to be done by the Contractor to suit the requirement of the work.

The rate quoted in BOQ shall be inclusive of dewatering charges and no separate payment will
be made on this account.

30. The tender offer shall be based on the assumption that contractor will procure all the machinery
and equipment required for execution of the work.

31. Necessary arrangements have to be made by the contractor at his own expense towards hutting,
accommodation, drinking water supply, health and sanitary arrangements and other amenities
for the workers required as per the relevant rules and to the satisfaction of the Public Health
authorities and the Executive Engineer in Charge and land required for the purpose will have
to be provided by the contractor at his cost.

32. The successful bidder shall invariably furnish the original BG towards EMD,
Certificates/documents of the uploaded scanned copies to the Tender Inviting Authority before
issue of LOI either personally or through courier or post and the receipt of the same within the
stipulated date shall be the responsibility of the successful bidder. The Department will not take
any responsibility for any delay in receipt/non-receipt of original BG towards EMD,
certificates/documents, from successful bidder before the stipulated time. On receipt of
documents, the Department shall ensure the genuineness of the BG towards EMD and all other
certificates documents uploaded by the bidder in e-procurement system in support of the
qualification criteria before issue of LOI.

33. All correspondence after opening of the tender shall be made with the Executive Director /Civil/
Thermal, TSGENCO, Vidyut Soudha, Hyderabad-500082.

TENDERER'S AND CONTRACTOR'S CERTIFICATE

a) I/We expressly state that I/we will be bound by the conditions of PS to APSS and that
the contract shall be deemed to be concluded on the receipt of letter of acceptance. If
thereafter we do not sign the contract or otherwise commit default, the TSGENCO will
be at liberty to forfeit the earnest money and recover damages in accordance with
law.

b) I/We hereby declare that I/we have perused in detail and examined closely in the APSS
all clauses of preliminary specifications and have either examined all the standard
specifications for items for which we tender, before we submit such tender and we
agree to be bound by and comply with all such specifications for all agreements which
we shall execute in the TELANGANA STATE POWER GENERATION CORPORATION
LIMITED. We have signed here below in acknowledgement thereof.

c) I/We certify that I/we have inspected the location of the proposed work before quoting
our percentage, we have also inspected the quarries and network of roads and satisfied
ourselves about the quality, availability and transport facilities for stone, sand etc.,
through the net work of available roads and path-ways, required for the work and
verified the correctness of the leads statement.

d) I/We am/are prepared to furnish detailed data in support of all our quoted percentage,
when called upon to do so without any reservations.

SECTION - I

SUPPLEMENTAL CONDITIONS TO THE PRELIMINARY SPECIFICATIONS TO THE APSS

The following conditions shall also be followed in addition to those mentioned in P.S. to the A.P.S.S.

1. DATA AND DRAWINGS TO BE FURNISHED BY THE CONTRACTOR

The contractor shall furnish the following information to the Executive Engineer for approval
within the time stipulated against each item from the date of handing over of site to the contractor
for starting the work of or otherwise stated.

i) Layout plan of construction plant and equipment for the execution of the work which
the contractor proposes to adopt at site within 2 weeks from the date of issue of the
Letter of Intent by TSGENCO to the Contractor.

ii) a) Prior to the commencement of the work, the contractor shall submit to the Executive
Engineer for approval, drawings or prints in triplicate showing the location of stores,
buildings, staff housing facilities, if any, roadways, unloading facilities and storage yards
etc., which he propose to put up at the site.

b) Any changes in the approved layout will be subject to further approval.

c) Detailed schedule for each working season, showing the programme proposed to be
achieved month by month for each major item and get the same approved. The
Executive Engineer is further empowered to ask for more detailed schedule or
schedules, say week by week for any such item or items, and the contractor shall supply
the same as and when called for, without any reservation whatsoever.

d) The contractor shall furnish every month or at any intervals as may be desired the
progress schedules in the form of progress charts, statements and reports as may be
approved by the Executive Engineer.

e) The contractor shall maintain proper charts and details regarding machinery,
equipment, labour, technical personnel and other matters as may be specified by the
Executive Engineer. He shall further submit returns in proforma and details as may be
specified by the Executive Engineer from time to time.

2. SAMPLES OR DESCRIPTIVE DATA:

a) Samples or descriptive data of materials requiring approval shall be submitted by the


contractor to the Executive Engineer sufficiently in advance, before the use of such
materials, to permit inspection and testing. The samples shall be properly marked to
show the name of the materials, manufacture, and place of origin and place where to be
used etc.
b) Failure of any sample to pass specified tests will be sufficient cause for refusal to
consider any further samples from the same source.

3. FUNCTIONING OF THE CONTRACT

The contractor shall carryout all directions and orders issued by the Executive Engineer
connected with the work and shall communicate with him regarding all matters pertaining to
the contract.

4. CONTRACT INCLUDES ALL NECESSARY OPERATIONS

The contractor is to include the whole of works whether permanent or temporary which are
described in or implied by the contract documents, which may be inferred to be obviously
necessary for the efficiency, stability and completion of the permanent works, also the
performance of all other operations and the supplying of all materials and things described in
or implied by the contract documents which may be deemed desirable or required for the
completion in all respects of the above works to the entire satisfaction of the Executive
Engineer and all such matters shall be deemed to be included in the contract.

Works shown in the approved drawings and not mentioned in the specifications or described
in the specifications without being shown in the drawings shall nevertheless be held to be
included in this contract, in the same manner as if they had been expressly shown in the
approved drawings and described in the specifications also.

5. CONTRACTOR TO RESTORE PLANT

Upon completion of the contract, the contractor shall deliver to the Executive Engineer in
Charge all plant, which may have been lent or hired to him and make good all damages which
may have occurred to them except such as shall be certified by the Executive Engineer in-
Charge to be caused by fair wear and tear in the execution of works.

6. OTHER CONTRACTS FOR THE WORK:

Should the TSGENCO enter into other contracts for specified items of the corporate work,
each contractor shall co-operate with others to the fullest extent and shall allow each other
every facility and co-ordination for execution of their works simultaneously and satisfactorily
as intended in the designs, specifications and drawings. Should there be dispute or
disagreement between the contractors for any cause whatsoever, the same shall be referred
to the Executive Engineer whose decision regarding the co-ordination, co- operation, and
facilities to be provided by any of the contractors to the others shall be final and binding on
all parties and such a decision shall not vitiate any contract nor absolve the contractor of his
responsibilities under the contract.

7. a) DEPARTMENTAL SUPPLY OF MATERIALS:

The contractor shall submit his requirements of materials well in advance and his indents must
be commensurate with actual needs. The TSGENCO will be responsible for the supply of only
such materials and only to such an extent according to availability and at such rates as may be
specified in the Schedule-C. Delay in the supply of such stores, due to any reasons whatsoever
shall not entitle the contractor to claim any compensation, but the Executive Engineer in Charge

will on the written application of the contractor, give such an extension of time as he deems
reasonable. Any other materials or stores, required for bonafide use on works, available with
the Department, may be issued by the Executive Engineer in Charge at the book rate or market
rate on the date of issue whichever is higher plus centages and GST.

In case, materials issued to contractor departmentally are left over unused due to short use or
excess or any other cause, the materials will be taken back if returned in good condition at the
same issue rates at which they were supplied by the TSGENCO. If the materials are not returned
or not in the opinion of the Executive Engineer in Charge of the work in a fit condition for use,
they will be treated as sold to the contractor, and will be dealt with as provided for in clause 14
of detailed tender notice of this specification.

Unused full rods and cut pieces of steel rods of 3.0 m and above in length will be taken back by
the Department at the Departmental stores at issue rate.

b) DEPARTMENTAL SUPPLY OF MACHINERY ON HIRE


Subject to the availability, TSGENCO may supply machinery, tools and plants on hire basis to
the tenderer for use in the execution of works. The hire charges fixed as per the rules in force
from time to time in TSGENCO are binding on the tenderer. The acceptance of machinery, if any,
available with TSGENCO, on hire is optional to the tenderer.

8. CONTRACTOR TO KEEP INVENTORY OF PLANT, MACHINERY, MATERIALS ETC.

The contractor shall prepare and maintain an inventory of all materials taken from stores,
Plant purchased or hired for use or employment or for any of the purposes of this contract
and such inventory or a copy thereof shall at all times be available for inspection by the
Executive Engineer.

9. PROTECTION OF WORKS

The contractor shall during the progress of work properly cover up and protect the work and
plant and materials placed at his disposal or acquired for him by the TSGENCO, from injury
by exposure to the weather and shall take every responsible, proper and timely precautions
against accident or injury to the same from any cause and shall be and remain answerable
and deemed liable for all accidents or injuries thereto until the same be or deemed to be taken
over by the TSGENCO, such damages or injuries, which may arise or occasioned by the acts or
omissions of the contractor or his workmen or sub- contractors and all losses and damages
to the works or such plant and materials arising from such accidents or injuries as aforesaid
shall be made good in the most complete and substantial manner by and at the sole cost of
the contractor and to the satisfaction of the Executive Engineer-in-charge.

If the Executive Engineer considers that the work or materials or plant advanced by the
TSGENCO is not sufficiently protected by the contractor he shall be entitled to arrange for such
protection at his discretion and recover the cost thereof from the contractor.

10. MATERIALS, TOOLS AND PLANT BROUGHT ON TO THE SITE OF WORK

All the materials, tools and plants of the contractor brought to and delivered upon the site for
purpose of this work shall, from the time of their being so brought, be deemed to be in the
possession of TSGENCO to be used for that purpose only and shall not on any account be
removed or taken away by the contractor or any other person without the express permission
in writing of the Executive Engineer, but the contractor shall nevertheless be solely liable and
responsible for any loss or destruction thereof or damage thereto.

11. PERSONNEL OF THE CONTRACTOR

a) The contractor shall, at all times, maintain on the work staff of qualified engineers and
Supervisors of sufficient experience of similar other jobs to assure that the quality of work
turned out shall be as intended in these specifications and they shall be present at the work
spot during working hours and at the times of inspection by the departmental officers, all
orders and directions given to such supervision or other staff of the contractor shall be
deemed to have been given to the contractor. Further, the Executive Engineer may, by due
notice, desire a higher ranking member of the supervisory staff of the contractor to be present
and the contractor shall comply with such requisitions. The contractor shall also maintain at
the work, works manager of sufficient status and experience and duly authorize him to deal
with the aspects of the day to day work. All communications or commitment by this Works
Manager shall be considered binding on the contractor.

b) The contractor shall supply to the Executive Engineer details of the name, qualifications
and experience in regard to all supervisory staff employed by the contractor and notify
change when made and satisfy the Executive Engineer regarding the quality and sufficiency
of the staff thus employed.

c) The Executive Engineer will have the unquestionable right to ask for change in the quality
and number of the contractor’s supervisory staff and to order removal from the work and any
connection therewith of any such staff. The contractor shall comply with such orders and
effect replacement to the satisfaction of the Executive Engineer.

d) The contractor shall not, without written authorization, permit entry on site of work of
any person except authorized agents of the TSGENCO or the contractor's staff and labour
directly engaged on, in connection with the work.

12. USE OF SITE

a) The contractor will be permitted to use the site without any charge and all lands required
for the permanent occupation of the works. He will also be allowed during the period of his
contract the use of any other lands in the vicinity of the works as and when the Executive
Engineer may consider such use to be necessary for the bonafide purpose of the works subject
to availability. The contractor shall not commence any operation on such lands except with
prior approval of the Executive Engineer.

b) All areas of operation including those for his staff and labour colonies, handed over to the
contractor shall be cleared and handed back in good condition to the Executive Engineer,

except areas under works constructed as per this contract or those for which specific
approval has been obtained from the Executive Engineer. The contractor shall make good to
the satisfaction of the Executive Engineer any damage or alterations made to areas which he
has to hand over back or to other property or land handed over to him for purposes of this
work.

c) Temporary structures may be erected by the contractor for storage sheds, offices, etc. for
non-commercial use on the land handed over to him at his own expense and with the
permission of the Executive Engineer as regards thereto. At the conclusion of the work, the
structures should be dismantled and the site cleared and handed over to the department.

d) Accommodation:

For use of contractor and his employees, the contractor shall have to provide for
accommodation, water supply, drainage and other facilities for himself and his employees at
his own cost. The department will as far as practicable make available suitable land in the
vicinity of the site for such purposes, as herein above mentioned.

In matters of layouts, spacing, water supply, drainage, medical facilities etc., to be provided
by the contractor, the contractor shall be bound to carry out the instructions of the Executive
Engineer in Charge of the work, or the Health Officer as may be issued from time to time.

The contractor shall be responsible for maintaining good orders in his camp and on his work
and to that he shall employ several officers and watchmen or other persons as required.
Unauthorized or undesirable persons shall be excluded from the camp and the work.

If in the opinion of the Executive Engineer in charge of the work, any employee or agent of the
contractor misbehaves or causes destruction in the execution of the project work or
otherwise makes himself un-desirable, the contractor shall on receipt of the instructions to
do so, remove him from the premises forthwith.

e) Temporary structures:

The contractor shall provide at his own cost all temporary structures, cement go-downs,
workshops, shelters etc., as may be necessary and maintain them in good and safe condition.

f) The contractor shall preserve all existing vegetation such as trees on or adjacent to the site
which does not interfere with the construction as determined by the Executive Engineer. The
contractor shall take all possible precautions in felling trees authorized for removal to avoid
any unnecessary damage to vegetation and trees not to be felled and to structures under
construction or to workmen and shall be responsible for any damage if it occurs in such
operation.

All produce from cutting of trees shall be the property of TSGENCO/Government and shall be
stacked and placed at the place specified by the Executive Engineer. No claim shall be made
for such cutting and stacking of trees by the contractor.

g)The contractor shall not unnecessarily or for use of fuel cut any trees, brush wood, grass or
other vegetation or shall set fire thereto without the written permission of the Executive
Engineer. When such permission has been given, the contractor shall take necessary
measures to prevent damage and preventing of fire spreading to surrounding property and
shall be responsible for any such damage if caused.

h)Any standing trees or other materials which the contractor may have to remove to clear the
lands shall be removed as directed by the Executive Engineer and handed over to the
Executive Engineer in neat sizeable stocks at the boundaries of the areas or as may be directed
by the Executive Engineer in Charge.

i)The lands shall be, herein before mentioned, handed over to the Executive Engineer after
the completion of the work under this contract. Also no land shall be held by the contractor
longer than the Executive Engineer shall deem necessary and vacate and return the land
which the Executive Engineer may certify as no longer required by the Contractor, for purpose
of the work.

13. ACCURACY OF LINES, LEVELS AND GRADES

a) The levels shown in the drawings are based on the standard B.M's established near
the workspot. All levels, drawings, survey reference marks shall be based on the
standard B.M. unless otherwise directed by the Executive Engineer.

b) The contractor shall provide at his expense all templates, pillars, stakes, equipment,
materials and labour for establishing the gridlines and pillars and shall be responsible
for their maintenance during the whole period of construction. These shall be laid out
with prior approval of, and check by the Executive Engineer. No base line or branch
or reference marks shall be used as reference lines, mark or level for the work without
prior approval of the Executive Engineer. The contractor shall maintain a certified
copy of such approved bench marks and levels and shall not remove any of the
approved B.M.s without prior approval of the Executive Engineer.

c) The contractor shall layout the work from those reference lines and shall be
responsible for the correctness of all measurements and levels in connection
therewith notwithstanding the fact that the same might have been checked by the
departmental staff.

d) In case of any deviation or discrepancy during execution of line or level as set out by
the departmental officers in Charge, contractor shall make good the discrepancy at his
own cost and without any extra compensation for the additional work involved. The
Executive Engineer shall further have the unquestioned right if need be, to rectify the
discrepancies and recover the costs from the contractor as he may consider
reasonable.

14. SAFETY MEASURES

The contractors shall take all necessary precautions for the safety of workers and in preserving
their health while working in such jobs as require special protection and preventive steps. The
following are some of the measures listed but the same are not exhaustive and the contractor
shall add to and augment these precautions on his own initiative where necessary and shall
comply with the directions issued by the Executive Engineer in this behalf from time to time,
and at all times.

i) Providing protective foot wear to workers in site situations like mixing and placing of
mortar or concrete in places where the work is done under too much wet conditions.
ii) Taking necessary steps towards training the workers concerned on the machinery
before they are allowed to handle them independently and taking all necessary
precautions in and around the areas where machines, hoists and similar units are
working.

15. PATENT RIGHT


In the event of any claim or demand being made or action being brought against TSGENCO for
infringement of letter of patent, registration or design or trade mark in respect of any machine,
plant, materials or a method of using or working by TSGENCO of such machine, plant, materials
or things belonging to the contractor, he shall indemnify TSGENCO against all costs and
expenses arising from or incurred by reason of any such claim provided that TSGENCO shall
notify the contractor immediately after any claim is made, and that the contractor shall be at
liberty, if he so desires with the assistance of TSGENCO if required but at the contractor's
expense, to conduct all negotiation for the settlement of the same or any litigation that may arise
there from and provided that no such machine, plant, materials or things shall be used by the
TSGENCO for any purpose or any manner other than that for which they have been supplied by
the contractor and specified under this contract.

16. FUEL STORAGE TANKS

The storage of gasoline (petrol and other fuel oil or other inflammable materials) shall conform
to the regulations for such storage issued by the State and Central Governments. Fuel storage
tanks above ground of a capacity in excess of 1360 litres shall not be located within the camp
area nor within 900 metres of any building or habitation.

17. PROGRESS SCHEDULE

a) The contractor shall furnish within two weeks of receipt of Letter of Intent a progress schedule
in quadruplicate including the date of start, the monthly progress expected to be achieved and
the anticipated completion date of each major item of work to be done by him, also indicating
the date of procurement and setting of materials, plant and machinery.

The schedules shall be practicable of achievement towards completion of the whole work in the
time limit and in keeping with the rate of progress specified in the tender notice and shall have
the approval of the Executive Engineer. Further dates for the progress schedule shall be kept up
to date. In case it is found subsequently necessary to alter this schedule, the contractor shall
submit in good time a revised schedule incorporating the necessary modifications proposed

and get the same approved by the Executive Engineer. No revised schedule shall be operative
without such acceptance in writing.

b) The Executive Engineer shall have at all times the right, without any way vitiating this contract
or forming grounds for any claim, to alter the order of the works or any part thereof and the
contractor shall after receiving such directions, proceed in the order directed. The contractor
shall also revise the progress schedules accordingly and submit four copies of the revised
schedule to the Executive Engineer within 7 days of the Executive Engineer's direction to alter
the order of work.

c) The contractor shall furnish sufficient plant, equipment and labour and shall work such hours
and shifts as may be necessary, to maintain the progress on the work as per the approved
progress schedule. The working and shift hours shall comply with all TSGENCO regulations in
force.

18. SPEED OF WORKS

The contractor shall at all times maintain the speed of works to conform to the latest operative
progress schedule but the Executive Engineer may at any time in writing direct the contractor
to slow down any part or whole of the work for any reason (which shall not be questioned)
whatsoever and the contractor shall comply with such orders of the Executive Engineer. The
compliance of such order shall not entitle the contractor to any claim or compensation. Such
order of the Executive Engineer for slowing down the work will, however, be duly taken into
account while granting extension of time that may be requested by the contractor.

19. EXTRA ITEMS


The contractor shall before the 15th day of each month submit in writing, to the Executive
Engineer a statement of extra items, if any, that he may have executed during the preceding
month failing which the contractor shall not be entitled to claim any payment.

20. CONTRACT DOCUMENTS AND MATTERS TO BE TREATED AS CONFIDENTIAL

All documents, correspondence, decisions and other items concerned with the contract shall be
considered as confidential and restricted matter by the contractor and he shall not divulge or
allow access thereto any unauthorised person.

21. BREACH ON THE PART OF TSGENCO NOT TO ANNUL CONTRACT

No breach or non-observation on the part of the TSGENCO of any of the agreements contained
herein shall annul this contract or discharge the contractor from the observance and
performance thereof or any part thereof but on application from the contractor and in the
unfettered discretion of the Executive Engineer, an extension of time may be given to the
contractor in respect of such breach or non- observance by the TSGENCO.

22. COMPENSATION AND PENALTY

All such recoveries from the contractor by way of penalty under any of the conditions of this
contract shall be considered as reasonable compensation for the use of the TSGENCO without
reference to the actual loss or damage sustained.

23. JURISDICTION

For the purpose of this agreement, all the transactions shall be deemed to have taken place
within the State of Telangana and the courts in Hyderabad or Secunderabad shall have
jurisdiction over the matters arising under or out of this agreement.

No suit or either legal proceedings shall be instituted elsewhere or other than courts in
Hyderabad and Secunderabad.

24. LABOUR CONDITIONS


a) The contractor shall comply with the labour rules and regulations as may be current
and shall furnish the returns and information as may be specified from time to time.

b) The contractor shall, as far as possible, obtain his requirements of all workers through
the nearest employment exchange. No person below the age of 15 years shall be
employed as labourer.

c) The contractor shall pay fair and reasonable wages (whether or not such wages are
controlled by any laws existing at the time) to the mazdoors employed by him for the
work. In the event of any dispute arising between the contractor and his workers on
the grounds that the wages paid are not fair and reasonable, the dispute shall, in the
absence of legal or other relief to the workers, be referred to the Executive Engineer
who shall decide the same. The decisions of the Executive Engineer shall be conclusive
and binding on the contractors but such decision or any other decision in this behalf
that the contractor's workmen may obtain by recourse to law or other legal means
available to them shall not, in any way, affect the conditions in the contract, regarding
payments to be made by the TSGENCO.

d) While employing skilled or un-skilled labourers, the contractor shall give first
preference to the persons, certified to him by the Executive Engineer or his duly
authorised representatives as persons who are adversely affected by other TSGENCO
projects, displaced persons of the submersible villages, if any, due to this project and
bound to pay such persons wages not below the minimum which TSGENCO may have
fixed in this behalf.
e) The contractor shall provide reasonable facilities to the satisfaction of the Executive
Engineer for the labour employed by him where no such natural facilities exist. The
usual facilities are weatherproof shelters for rests and meals, supply of wholesome
drinking water, facilities for women workers, suitable residential accommodation,
recreational and cultural activities, general sanitation and health measures etc.

f) The implementation of any or all provisions of this clause shall in no way entitle the
contractor to claim any compensation over and above the rates provided in the contract.

g) The contractor shall comply with the statutory labour rules and regulations i.e., EPF, GIS
etc., as may be current and shall furnish the returns and information as may be specified
from time to time.

h) The contractor is deemed to be the principal employer in respect of the contract labour
engaged by him in execution of various piece rated works or other wise and contractor
shall be responsible to pay both the EPF contributions payable by him as a principal
employer and also on behalf of the contract Labour employed to the PF authorities
concerned in independent PF account number held by him.

i) It shall be the responsible of the contractor to remit PF subscription of both on behalf


of employer and contract labour engaged and shall submit the returns and maintain all
records/ registers and meet all other expenses to the EPF authorities, as required under
EPF and MP act 1962.

j) The contractor shall produce the copy of independent PF code number, proof of proper
insurance policy covering all the labour to the engaged in such work/ works to the field
officials concerned prior to commencement of work.

k) The invoice of the contractors for the works executed will be passed only on receipt of
copies of PF remittances made by the contractor to the concerned PF authorities in the
independent PF code number held by respective contractors. The copies of insurance
premium paid covering the labour engaged by him against each of works contract also
shall be produced to field officials concerned enabling them to regulate invoice
submitted.

25. CONSTRUCTION OF THE CONTRACT

The contract shall in all respects be constructed and operated as contract as defined in the
Indian Contract Act, 1872 and all payments to be made there under shall be made in 'Rupees'
unless otherwise specified.

26. TAXES, DUTIES, TOLLS AND SEIGNIORAGE:

The contractor shall, unless otherwise specially stated in the tender notice and subsequently on
this basis in the contract, be responsible for payment wherever payable of all import duties,
octroi duties, seigniorage, quarry fees etc. on all materials and articles that he may use
Seignorage and local cess charges payable on the materials used by the tenderer in the work
will be recovered at rates fixed by competent authority from time to time from the
contractor's invoice and the same will be remitted to Mines & Minerals Department.

All taxes (except GST, labour cess), duties seignorage along with 2% over seigniorage charges
towards SMET fund and local cess charges etc, payable to the Govt./Quasi Govt. Bodies at the
rates as on the date of opening of tender are deemed to be included in the quoted prices.
Seigniorage & cess will be recovered at rates fixed by competent authority from time to time
from the contract invoice. Statutory variations in the applicable rates or newly introduced
taxes/duties, Seignorage and local cess will be to TSGENCO's account subject to the condition

that the work has to be completed as per the time schedule stipulated in the
contract/agreement. The payment of GST is the responsibility of the contractor. The item rates
are exclusive of EPF, GIS, GST & labour cess.

Only the GST registered firms are eligible to participate in the tenders.

The % less/ excess on ECV quoted for the subject work shall be excluding of GST, EPF, ESI and
labour cess.

The bidder shall clearly mention the quoted percentage less/excess on ECV is excluding GST.
Further, the bidder has to mention the applicable rate of GST and contract will be finalized,
evaluated duly considering the applicable GST rate.

In case GST registered bidder has quoted GST rate as zero (0)/Nil rate/ exempted category or
not mention the applicable GST, the quoted price shall be considered to be inclusive of GST as
applicable.

In case of bid received from the dealer who is under composition scheme, the same fact has to
be clearly mentioned in the bid document and the dealer shall not be eligible for reimbursement
of GST on the supplies made under the contract.

Notwithstanding anything contrary contained in the contract/purchase order, supplier is


entitled for payment, always subject to issuance of valid "Tax Invoice" (in case of registered
dealer and payment of applicable GST to the credit of appropriate government.

TSGENCO shall deduct applicable tax deducted at source under GST laws at the applicable rates,
wherever applicable & TDS as per income tax act.

GST as applicable as on date of execution will be paid extra. However the contractor has to
submit the Invoice as per GST Act. EPF, ESI and labourcess will be reimbursed by TSGENCO on
production of proof of remittances made and subject to the satisfaction of Engineer-in-Charge.

TSGENCO will not reimburse any excess payment made by the contractor towards EPF, ESI, &
labourcess due to mis-interpretation of law or any other reason.

No GST will be collected from the contractor for the materials supplied by the TSGENCO at free
of cost.

The contribution to the State Mineral Exploration Trust (SMET) fund component at 2% over
seigniorage charges shall be recovered from each invoice of the contractor and remitted to
SMET fund account as per the GO. Ms. No. 71, Ind & Com(M.I) Dept., Dt. 30.11.2016 & Lr No.
8304/MR(SMET)/2016, Dt. 17.12.2016.

Notwithstanding anything contained in Section 10 of the Indian Tariff Act, of 1894, the rates for
item involving the use or supply of articles obtained by the contractor from outside India shall
remain unaffected by any changes that may be introduced in the Customs duties.

Any increase in taxes and duties during the contract period shall be to TSGENCO’s account. If
there is any decrease in taxes and duties, credit shall be given to TSGENCO to that extent.

Any increase in taxes/duties after the contract period shall be to contractors account. If there is
any decrease in taxes/duties credit shall be given to TSGENCO to that extent.

The TSGENCO will not however be responsible for payment of any other tax made by the
contractor under misapprehension of law.

27 CONTRACTOR'S RISK AND INSURANCE

Clause 50 of the PS to APSS will be effective subject to the following modifications


The words 'work executed', occurring in line-1 of the above clause will also include 'work under
execution'.

28. DELAYS IN COMMENCEMENT OR PROGRESS OR NEGLECT OF WORK AND FORFEITURE OF


EARNEST MONEY, SECURITY DEPOSIT AND WITHHELD AMOUNTS

Clause 60 & 61 of the PS to APSS will remain effective.

29. COVERING OF WORK


The contractor shall give not less than five days notice in writing to the Executive Engineer of
the work which is proposed to be covered up or placed beyond the reach of measurement so
that the measurement may be taken before the work is covered up or placed beyond the reach
of measurement and shall not cover up or place beyond the reach of measurement any work
without the written consent of the Executive Engineer. If any work is covered up or placed
beyond reach of measurements without such notice having been given or consent obtained, the
same shall be uncovered at the contractor's expense and in default thereof no payment or
allowance shall be made for such work or for materials with which the same was executed.

30. TERMS OF PAYMENTS AND CERTIFICATES

Clause 68 of the PS to APSS states as follows:


Payments and Certificates:

Payment will be made to the contractor on submission of invoice with matching parameters
of GST registration number, invoice number, invoice date, invoice quantity, invoice amount
etc., under the certificate to be issued at reasonably frequent intervals by the Executive
Engineer or by the sub-divisional officer. Within 14 days of the date of each certificate, an
intermediate payment will be made by the Executive Engineer or the Sub-divisional officer of
a sum equal to 92 ½% (96 ½% in the case of contractors who have lodged the standing
security deposit of Rs.50,000/-) of the value of work, as so certified and the balance of 7 ½%
(3 ½% in the case of contractors who have the standing security deposit) will be withheld
and retained as a security for the due fulfillment of the contract. Under the certificate to be
issued by the Executive Engineer or the Sub-divisional officer on the completion of the entire
works the contractor will receive the final payment of all the moneys due or payable to him
under or by virtue of the contractor except earnest money Deposit retained as security and a
sum equal to 2 ½ per cent of the total value of the work done, provided there is no recovery
from or forfeiture by the contractor to be made under clause 60. The amount with held from
the final invoice will be retained under “deposits” and paid to the contractor together with
the earnest money Deposit retained as Security after a period of six months as all defects shall
have been made good according to the true intent and meaning thereof. However in the case
of works like conveyance of Materials, supply of materials, silt clearance where the fixation of
observation period is not necessary, the deposit amount could be refunded after the work is
completed in accordance with the terms of the agreement.

No certificate of the Executive Engineer or the Sub-Divisional officer shall be considered


conclusive evidence as to the sufficiency of any work or materials or correctness of
measurements to which it relates, nor shall it relieve the contractor from his liability to make
good defects as provided by the contractor. The contractor, when applying for a certificate,
shall prepare a sufficiently detailed invoice, based on the original figures of quantities and
rates in the contract- Schedule A- to the satisfaction of the Executive Engineer, to enable the
Executive Engineer or the Sub-Divisional Officer to check the claim and issue the certificate.
The certificate as to such of the claims mentioned in the application as or allowed by the
Executive Engineer or the Sub-Divisional Officer shall be issued within fourteen days of the
application. No application for a certificate shall be made within fourteen days of a previous
application.

In calculating the amount of each item due to the contractor in every invoice submitted for
payment under this contract, fractions of below five paise shall be omitted and five paise or
over shall be reckoned as ten paise. In calculating the total on each invoice amounting to Rs
25 or more under this contract, fractions of less than a half Rupee shall be disregarded and
half a rupee and over shall be reckoned as one rupee.

Clause 68 of the PS to APSS applies with the following modifications.

a) for the 92.5% occurring in line 4 of the above clause read as 95%
b) for 7.5% occurring in line 6 of the above clause, read as 5%
c) Description with in brackets deleted.
d) for "earnest money------------work done" occurring in lines 11 to 12
read as follows:

"Earnest money deposit & Security deposit retained as security and a sum equal to
5% of the total value of work done retained in the invoice ".

e) for the words 'six months' occurring in line 15 of the above clause read "twenty four
months"

f) the words “fourteen days of the date of each certificate” occurring in line 3 & 4 of
above clause in PS to APSS read as “30 days from the date of submission of invoice
by the contractor and where there is no detailed invoice, the date of certification
of the claim by the concerned Executive Engineer in complete shape duly
following TSGENCO procedures in vogue.

31. RECOVERIES

Recoveries due from contractor shall be made from invoice approved for payment every month
or at other periods, when the invoice are prepared for various items in the following order of
priorities and extents:

i) Penalty in full, if levied.

ii) Expenditure, if any, incurred by TSGENCO on the contractor's behalf on labour


or materials in full;

iii) Charges on account of supplies of materials like cement, steel etc. actually used
upon various items of work invoiced for;
iv) Hire charges of machinery, if any;

v) Other recoveries;
vi) Recovery of advance and secured payments or payments for preliminary works
in full or installment due, if the same may have been allowed.

Outstanding recoveries, if any, shall be made from the succeeding invoice with the provision
that the outstanding payment for any item shall for purpose of recovery, be added to the same
item for recovery in the aforesaid succeeding invoice.

32. ARBITRATION

All or any disputes or differences arising out of or touching the order based on this specification
shall be decided by a panel of arbitrators as detailed below: -

There shall not be any reference of disputes, the value of which is above Rs. 50,000/- to
arbitration. The parties shall approach the competent Civil Courts having jurisdiction, if any
such disputes shall arise.

33. MATERIALS TO BE FURNISHED BY THE CONTRACTOR

The contractor will be required to procure all the materials necessary for completion of the
work, except the materials indicated in Schedule - C. The contractor will be required to handle
all these materials. The cost of the materials should include the cost of handling and hauling.

34. ASSISTANCE IN PROCUREMENT OF PRIORITIES, PERMITS, LICENCES OR OTHER


FACILITIES ETC.

The Superintending Engineer/ Civil/ Construction/BTPS/Manuguru/Bhadradri Kothagudem


District, on request by the contractor, will, if in his opinion the request is reasonable and is in
the interest of the work and its progress, assist the contractor in procurement of necessary
licences for obtaining necessary plant, machinery or materials not available locally.

The Department will also assist the contractor in securing priorities for deliveries, transport
etc. where such are needed. The TSGENCO will not however be responsible for the
non-availability of any of the above facilities or delay in this behalf and for claims either in cost

or time on account of such failures or delays and the contractor is not entitled for any claim
against TSGENCO.

35. DRAWINGS

The drawings enclosed to the specifications are for tender purpose only and are only indicative
of the nature of work included in this contract. The actual detailed construction drawings shall
be issued to the successful tenderer after the work is awarded. However, all the drawings
required for the execution of the entire work included in this contract shall be issued form time
to time for various works as per programme and priorities fixed by the Engineer in-charge and
depending on the actual progress of work. Immediately after award of work, the contractor
shall give programme indicating therein any particular or special sequence in which he would
like to carry out the work under this contract. However, the decision of the Engineer in-charge
on such programme and sequence of construction shall be final and binding on the contractor.
In case, work is delayed due to delays in issue of construction drawings, the contractor shall be
given suitable extension of time as may be decided by the Engineer in-charge. However, the
contractor shall not be entitled to any type of claim whatsoever on this account.

36. SUPERVISION, SKILLED & UN-SKILLED LABOUR

The contractor shall provide supervising engineers sufficiently technically qualified and
experienced. The Chief Supervising Engineer of the contractor or his agent shall have full
powers as the representative of the contractor to enter into negotiations at site in regard to the
execution of the contract.

37. The clause 69 of PS to APSS is deleted. The following may be read in its place.

“Whenever the withheld amount reaches Rs.1,000/- or a multiple thereof, the contractor may,
at his option deposit with the Executive Engineer an equal amount in sum of Rs.1,000/- or
multiples thereof in any of the forms of interest bearing securities recognized for the purpose
by A.P. Public Works Accounts Code or and subject to the provisions therein contained or a B.G.
of a Nationalized bank in which case the equivalent withheld amount shall be paid to him
forthwith".

The contractor will be permitted to exercise the option in this clause, subject only to the
condition that the rate of progress contained in the Articles of Agreement is properly
maintained.

Note: In case of contradiction between the clauses included in this specification and the
clauses of PS to APSS the former will prevail over the latter and is binding on the tenderer.

SECTION – II

SITE CONDITIONS

1.00 LOCATION AND GENERAL DESCRIPTION:

1.01 The Site: The plant site is located at 10Km from Manuguru town and 20Km from
Manuguru Railway Station.

2. SITE CONDITIONS:
Before submitting the tender, the tenderer shall familiarize himself with the site
conditions.

1.14 Approach Roads


The contractor shall, at his own cost construct and maintain any additional approach
roads or access roads on the site of work as he may deem necessary and as approved
by the Executive Engineer in charge and shall allow the free use of the same by the
Department.

1.15 Water for Construction


The contractor will have to make his own arrangements at his own cost for arranging
supply of water for construction and treated potable water to his employees/workers.
He shall have to take all measures required for the purification of water in accordance
with the general rules and regulations of the Public Health Department. Suitable
arrangements shall be made by the contractor for drainage of rain and other water
around his colony and work spots to the satisfaction of the Executive Engineer-in-
charge and Public Health Department.

1.16 Power for Construction


The contractor will have to make his own arrangements at his own cost for arranging
required supply of Power for Construction.

1.17 Clearing up the site


During the maintenance, the contractor shall keep the work site and storage areas used
by him free from accumulations of waste materials or rubbish and before completing
the works the contractor shall, at his own cost remove or dispose off in a manner
satisfactory to the Executive Engineer in-charge, all temporary structures, waste and
debris, and shall fill all holes in the ground and restore the lands to their original stage
( as far as practicable) and leave the entire premises in a neat and tidy condition of
cleanliness as the Executive Engineer may direct.

1.18 Utilities and Amenities


The utilities and amenities mentioned herein above shall be available on the terms and
conditions specified or as may be in force from time to time subject to availability.
TSGENCO will attempt to maintain these services un-interrupted but no claim or
compensation shall be made against TSGENCO for any break downs, interruptions,
stoppage, reductions, accident etc.

1.19 Dump Areas


1.19.01 Materials obtained for the work shall be dumped in the areas as indicated by the
Executive Engineer from time to time. The contractor shall form and maintain access
roads, drainage and diversion of nallahs as necessary at his own expenses.

1.19.02 The use of the land under the dump areas and the access roads shall be free of charge.

1.20 Other Contractors


1.20.01 In the matter of dumps, access roads, drainage, diversions and the like, the contractor
shall take into consideration the needs and requirements of other contractors, if any,
working in the vicinity. Further, the contractor shall not make or cause disruption,
discontent or disturbance to the work, labour or arrangements etc., of other contractors
in neighbouring and the projet localities.

1.20.02 Any action by the contractor which the Executive Engineer in his un-questioned
discretion may consider as infringement of the above code would be considered as a
breach of the contract conditions and the Executive Engineer may take such action as
he may deem fit against the Contractor and the action taken shall be considered as final
and binding on the contractor.

SECTION-III
RULES FOR PROVISION OF HEALTH & SANITARY ARRANGEMENTS TO WORKERS

Rules for the provision of health and sanitary arrangements for workers shall be applicable to all
classes of workers.

The contractor's special attention is invited to clauses 37,38,39 and 51 of PS to the APSS and he is
requested to provide at his own expenses the following amenities to the satisfaction of the Executive
Engineer in-charge.

1. FIRST AID:

At the work site, there shall be maintained in a readily accessible place, first aid, appliances and
medicines including an adequate supply of sterilized dressing and sterilized cotton wool. The
appliances shall be kept in good order. They shall be placed under the charge of a responsible person
who shall be readily available during the working hours.

2. DRINKING WATER:

a) Water of good quality fit for drinking purposes shall be provided for the workers on a scale of
not less than 15 litres per head per day.

b) Where drinking water is obtained from an intermittent public water supply, each work shall be
provided with storage tank where such drinking water shall be stored.

c) Every water supply storage shall be at a distance of not less than 15 meters from any latrine, drain
or other source of pollution. Where water has to be drawn from an existing well, which is within such
proximity of any latrine, drain or other source of pollution, it shall be properly chlorinated before
water is drawn from it, for drinking. All such wells shall be entirely closed in and be provided with a
trap door which shall be dust and water proof.

d) A reliable pump shall be fitted to each well, the trap door shall be kept locked and opened only for
inspection or cleaning which shall be done at least once a month.

3. WASHING & BATHING PLACES :

Adequate washing and bathing places shall be provided separately for men and women. Such
places shall be kept clean and well drained. Bathing or washing should not be allowed in or near any
drinking water well.

4. LATRINES & URINALS:

Latrines and urinals shall be provided within the premises of work site and residential areas
separately in an accessible place on the following scale or on the scales so directed by the Executive
Engineer-in-charge in any particular case.

If women are employed, separate latrines and urinals, screened with from those for men, shall be
provided on the same scale.

Except in work sites provided with water flushed latrines connected with water borne sewage
system, all latrines shall be provided with receptacles and dry earth system which shall be cleaned
at least four times daily and at least twice during working hours and kept in a strictly sanitary
conditions. The receptacles shall be tarred inside and outside, at least once an year.

The excreta from the latrines shall be disposed off at the contractor's expense, in out way pits
approved by the local Public Health Authority. The contractor shall also employ adequate number of
scavengers and conservancy staff to keep the latrines and urinals in a clean condition.

The latrines and urinals shall be constructed and maintained as per the rules of local Public Health
department.

5. SHELTERS DURING REST :

At the work site there shall be provided free of cost, two suitable sheds, one for meals and the other
for rest for the use of workers.

6. CRECHES :

At every work site at which 80 or more women workers are ordinarily employed, there shall be
provided two huts of suitable size for the use of children, under the age of 3 years belonging to such
women. One hut shall be used for infants games and play and the other as their bed room. The huts
shall be constructed on a standard not lower than the following.

i) Thatched roofs.

ii) Mud floors and walls

iii) Planks spread over the mud floor and covered with matting.

The use of the huts shall be restricted to children, their attendants and mothers of the children.

7. CANTEENS :

A cooked food canteen on a moderate scale shall be provided for the benefit of workers if it is
considered expedient.

8. SHEDS FOR WORKERS:

The contractor shall provide at his own expense, sheds for housing the workers. The sheds shall be
on a standard not less than the cheap shelter type to live in which the workers in the locality are
accustomed. A floor area of about 2 M x 1.5 M for two persons shall be provided. The sheds are to be
in rows with 1.5 M clear space between the roofs if conditions permit. The workers, camp shall be
laid in units of 400 persons, each unit to have a clear space of 12 M on each side.

SPECIAL CONDITIONS OF CONTRACT


1.00. General.

1.01. The work 'Special Conditions' shall be understood to cover all elements effective in
determining unit prices such as availability of materials, price of materials, quantity and quality
of available labour and their cost, or every other factors whatsoever, of major or secondary
importance which has to be accounted for in quoting prices.

1.02. For the work covered by the Technical Specifications (Section IV) the bidder shall quote his
percentage less/excess on ECV value based on the Bill of quantities (Schedule 'A') in words and
figures.

Said percentage less/excess on ECV value shall bind on the bidders and shall include any expense
whatsoever in connection with the delivery of materials at field site, the use of tools and equipment,
cost of technical staff and labour and every other charge connected with and incidental to the
complete and through execution of work.

1.03. The bidder shall make at his own risk and cost, before submitting his tender, all surveys he
might consider necessary and he may carryout any market survey or technical enquiry he might
required to check either the suitability of available materials or the site conditions, soil conditions
etc. Permission to visit site will be granted to those bidders who have to be participate in bidding.

No escalation in the rates will be considered for cost of materials, labour or for what so ever reasons.

1.04 The contractor shall note that the scope of work and the quantity of individual items of work
may vary to any extent (on the plus or minus side) as necessary during execution. The contractor
shall be bound to execute all the works including above variation in quantity of individual items and
extra items or additional items of work shall be executed by him as per the relevant clauses of the
contract. In awarding the work against the subject specification to the contractor, the TSGENCO
reserves the right to take out of the scope of the contract part of the work. The contractors shall have
no claim for loss of profit sustained because some portions of the original contract have been
allocated elsewhere, nor will this be reason for the contractors to increase/decrease the percentage
for the remaining portion of the contract which he shall fulfill in accordance with the contract.

The preliminary estimated quantities given in the schedule 'A' are not to be taken as binding figures
and they may vary to any extent. These quantities have been provided only for the purpose of
providing a comparison of various proposals and to give bidder approximate information as to the
amount of work to be performed. The total value of work actually carried out shall be measured and
paid for.

1.05. The bidder shall submit with his tender the list of plant, equipment and personnel he will be
employing for this to complete the work well within the scheduled completion time. The bidder shall
also submit a detailed 'working schedule' showing the sequence of every separate job to the date of
its scheduled completion. The bidder should submit a bar chart showing estimated employment of
labour, skilled and unskilled and a detailed list of Engineers and other qualified staff the contractors
will employ for the proper performance of work.

The contractors shall submit along with the bid general plan showing the following details for the
approval of TSGENCO.

a) Labour quarters including sanitary services etc.,


b) Contractor's field office.
c) Store for contractor's materials.
d) Garrage and parking place for his trucks and machines.
e) System of movement of machines, trucks, Cars, labour inside the field as well as to go in and
out of the construction sites.
f) Any other details and data necessary to give a general idea of his own arrangement and
organization in the field.

1.06. Technical Specifications.

Technical specifications for major items are described in section IV of this document. For those items
which may not be covered under Section IV, the Contractors shall follow CPWD/State PWD
specification/ APSS/ Indian Standard Specifications (latest edition) with the approval of the
Engineer. If for any item of work detailed specifications are not indicated either in the Technical
Specifications or CPWD/ State PWD/APSS then, the work shall be carried out as per the instructions
of Engineer-in-charge.

1.07. Special Notes.

The contractor shall be responsible for any delay and damage except due to force majeure reasons
which are generally beyond their control and for this full justification elaborating such
circumstances shall be furnished by them.

1.08 The contractor shall be under no liability whatsoever for damage or destruction to the work
or temporary work or materials and equipment or to property or like which is due to acts of God,
earthquake, lightening, gale, typhoon, storm, hurricane, or act of any Government or Strikes or
Lockouts or converted action of workmen or civil War (Whether declared or not) or sabotage
explosion, Civil commotion, Police action, revolution, epidemics etc., destructive artesian conditions,
nuclear fusion, or Radio active disturbances etc., which they have no control and directly or
indirectly affecting the operation of the contract.

1.09 The contractor has to provide insulation for electrical cables if found necessary.

1.10 The contractor shall quote percentage less/excess on ECV value.

1.11 The ECV value includes cost and conveyance of all materials, labour, tools & plant, leads &
lifts, seigniorage, cess etc., as applicable complete for finished item of work, but excluding the cost of
cement which will be issued by the Department at free of cost at departmental stores

The seigniorage along with 2% on seigniorage fees towards SMET fund etc., will be recovered from
the invoices of the contract and will be remitted to the concerned Department. The labour cess will
be added and recovered from the invoice of the contractor and will be remitted to the concerned
department.

The contribution to the State Mineral Exploration Trust (SMET) fund component at 2% on
seigniorage fees will be recovered from each invoice of the contractors and remitted to SMET fund

account as per the GO. Ms. No.71, Ind Com (M.I) Dept, Dt:30.11.2016 and T.G.O.O
No.490/16/CE/C/Hydel & GS/2016, Dt: 16.02.2017

1.12 The percentage less/excess on ECV value quoted for subject work shall be excluding EPF, GIS,
GST & Labour cess. TSGENCO will reimburse upto a maximum of Rs. 50,22,687.71 (Rupees Fifty
Lakhs Twenty Two Thousand Six Hundred Eighty Seven and paise Seventy One Only) towards
EPF & GIS and Rs.48,30,338.55 (Rupees Forty Eight Lakh Thirty Thousand Three Hundred
Thirty Eight and paise Fifty Five Only) towards labour cess on production of proof of actual
remittances made and subject to the satisfaction of Engineer-in-charge that the said contribution
done is only for the workers employed on this work. TSGENCO will not reimburse any excess payment
made by the contractor for EPF, GIS and labour cess due to misinterpretation of law or any other
reason.

2.00. For tenders quoted abnormally less i.e. more than 25%, additional security deposit in the form
of DD from nationalized banks/ Schedule banks or BG obtained from any nationalized bank/reputed
Scheduled bank acceptable to TSGENCO at 5% of Estimated Contract value(ECV) shall be furnished
by the contractor invariably before issue LOI. The period of validity of B.G shall be for a minimum
period of six months. This amount shall not bear any interest. On successful completion of the work,
this amount will be returned to the contractor. The period of validity of BG shall be extended by the
contractor from time to time till the B.G. is returned.

In case contractor fails to maintain the specified rate of progress and to complete the work at their
quoted rates, this amount will be forfeited by TSGENCO.

GENERAL CONDITIONS OF CONTRACT

1.0 DEFINITION & INTERPRETATIONS:

In these general conditions of contract the following terms shall have the meanings assigned to them
except where the context otherwise required.

1.01 “OWNER/CORPORATION means TELANGANA STATE POWER GENERATION CORPORATION


LIMITED and shall include their legal representative, successors and permitted assignees.

1.02 The “Contractor “ means the individual or firm or company whether incorporated or not, under
taking for execution of works and shall include legal representatives of such individual or
persons composing such firms or unincorporated company successors of such firms or company
as the case may be, and permitted assignees of such individual or firm or company.

1.03 “Contract” means the notice inviting tender, the tender and acceptance there of and the formal
agreement, if any, executed between Telangana State Power Generation Corporation Limited
and the contractor together with the documents referred to therein including those conditions
with appendices and any special conditions, the specifications, designs, drawings, schedule of
quantities with rates and amounts and schedule of rates. All these documents taken together
shall be deemed to form one contract and shall be complementary to one another.

1.04 The “Engineer-in-charge” means the engineering officer appointed by the corporation or his duly
authorized representative who shall direct, supervise and be in charge of the works for the
purpose of this contract.

1.05 “Work” means the works to be executed in accordance with the contract.

1.06 “Specifications” means the specifications forming a part of the contract for materials and works
for the execution of the contract and as amplified, added or specified by special specifications, if
any.

1.07 “Site” means the lands and or other place on, under on or through which the work is to be
executed under the contract including any other lands or places which may be allotted by the
corporation or used for the purpose of the contract.

1.08 “Letter of Award” shall mean the official notice issued by the OWNER notifying the contractor
that his tender has been accepted.

1.09 “Guarantee period” shall mean the period during which the contractor shall remain liable for
repair of any defect of the works performed under the contract.

1.10 Where the context so requires, words imparting the singular only also include the plural and
vice-versa.

1.11 Heading & marginal notes to those General conditions shall not be deemed to form part thereof
or be taken into consideration in the interpretation or construction there of or of the contract.

1.12 All the documents pertaining to the contract including specifications, schedules correspondence
etc., shall be written in English language.

2.0 CONTRACTOR TO INFORM HIMSELF THE FOLLOWING:

2.01 The contractor shall be deemed to have carefully examined all contract documents to his entire
satisfaction. If he shall have any doubt as to the meaning of any portion of the contract
documents, he shall, before signing the contract, set forth the particulars thereof and submit
them to the corporation in writing in triplicate, in order that such doubts may be removed. The
corporation will provide such clarification as may be necessary in writing to the contractor. Any
information otherwise obtained from the corporation or the ENGINEER shall not in any way
relieve the contractor of his responsibility to fulfill his obligations under the contract.

3.0 DISCREPANCES AND ADJUSTMENT OF ERRORS:

3.01 If there are varying or conflicting provisions made in any documents forming part of the contract,
the Executive Director / Superintending Engineer shall be deciding authority with regard to the
intention of document.

3.02 Any error in description, quantity or any omission there from shall not vitiate the contract or
release the contract from the execution of the whole or any part of the works completed therein
according to the specification or from any of his obligations under the contract.

3.03 If on check, there found to be differences, between the percentage less/excess on ECV value given
by the contractor in words and figures by him in the Schedule of quantities and general summary
the same shall be adjusted in accordance with the following rules.

a) In the event of a discrepancy between description in words and figures quoted by a


tenderer, the description in words shall prevail.

b) The under signed does not bind himself to accept the lowest or any tender. The
undersigned reserves the right to reject any or all tenders without assigning any reason.

c) Persons tendering must acquaint themselves and satisfy as to the physical conditions
prevailing at the site.

d) No telegraphic/Fax offers will be entertained and TSGENCO Ltd will not consider any
postal delay.

e) TSGENCO reserves the right of deleting any or all items of the works mentioned in the
schedule without assigning any reasons thereof. The tenderer will not be eligible to claim
any sort of compensation in this regard.

f) The contractor shall provide to his workmen the required safety appliances including
protective clothing and guards such as helmets, safety shoes, hand gloves, masks, safety
belts etc., for working in Hazardous areas which shall be identified by the Engineer-in-
charge.

g) The contractor will be required to work either in hot or cold areas, near machines in
operation otherwise involving special care on part of the contractor to see that the work
is carried out with safety to the men and machines and without hampering the working
of the concerned departments of the corporations.

4.0 SUBLETTING OF WORKS

4.1 The contractor shall not assign or sublet the contract or any part thereof, allow any persons
to become interested therein in any manner whatsoever without the special written
permission of Executive Director/Civil/Thermal. The contractor can sublet only up to a
maximum of 50% of contract with the prior approval of Executive Director/Civil/Thermal.
Any breach of this condition shall entitle the corporation to rescind the contract and also
render the contractor liable for payment to corporation in respect of any loss or damage
arising or ensuring from such cancellations. The permitted subletting of work by the
contractor shall not establish any contractual relationship between the sub-contractor and
corporation and shall not relieve the contractor of any responsibility under the contract. In
the event of sufficient dues not being available to reimburse corporation for the expenditure
incurred by it for the above contractor shall reimburse corporation for the same.

If the tenderer desire to sublet a part of the work, the tenderer should submit the same at the
time of submitting of tenders itself giving the name of the proposed sub-contractors along
with the details of his qualifications and experience.

5.0 ELECTRICAL SAFETY REGULATIONS:

5.01 In no circumstances shall the contractor interfere with the fuses and electrical equipment
belonging to the TSGENCO or other contractors. Before the contractor connects and electrical
appliances to any Board or Socket belonging to other contractors or TSGENCO shall:

a) Satisfy and obtain permission of the Engineer-in-charge to that effect.


b) No electrical cable used by the contractor will be disturbed without prior permission.
c) No weight of any description will be imposed on any such cable and no ladder or equipment will
rest against or be attached to it. No work shall carry or any live equipment without PERMIT TO
WORK.

6.0 FIRE PROTECTION:

6.01 The work procedures that are to be used during the execution of work shall be those, which
minimize fire hazards to the extent practicable. Combustible materials, combustible waste and
rubbish shall be collected and removed from the site at least once in a day. Fuel oil, volatile or
flammable materials shall be stored away from the work areas in safe containers. All the
materials such as working drawings, documents etc., which are combustible but essential for the
works to be executed shall be protected against combustion resulting from welding sparks,
cutting, flanges and other similar fire sources, while doing welding, gas cutting work at elevated
levels all care should be taken to protect sparks falling down by providing suitable coverage to
avoid free fire and ensuring safety to personnel working in neighborhood.

7.0 SECURITY:

7.01 The tenderer/Contractor shall have total responsibility for all equipment and materials in his
custody, loose, semi-assembled and/or erected serviced overhauled by him at site. The
Tenderer/Contractor shall make suitable security arrangements including deployment of
security personnel to ensure the protection all materials, equipment and works from theft, fire,
pilferage and any other damages and loss.

8.0 DEFECT LIABILITY:

8.01 The contractor shall be responsible to make good and remedy at his own cost within such a
period as may be stipulated by the Engineer-in-charge any defect observed during the course of
execution or which may develop or may be noticed before the expiry of the period mentioned in
the Guarantee clause on intimation of which has been sent to the contractor within seven days
of expiry of the said period by a letter sent by hand or Registered post.

9.0 GUARANTEE

9.1 The contractor shall guarantee that all items executed by him shall be free from all defects and
workmanship. In case of any defects noticed in workmanship during the defect liability period
of Twenty four (24) months after the completion of the work, the contractor shall have to arrange
immediate replacement/rectification free of charges without any financial obligation to
TSGENCO.

9.2 TSGENCO shall also be entitled to recover any losses direct or indirect incurred due to non-
fulfillment of contractual commitment in this regard.

10.0 URGENT WORKS

10.1 If any urgent work (in respect where for the decision or Engineer-in-charge is final and binding)
becomes necessary and the contractor is unable or unwilling at once to carry it out the Engineer-
in-charge may by his own or other people, carry it out as he may consider necessary if the urgent
work is such as a contractor is liable under the contract to carry out at his expense. All expenses
incurred on it by the corporation shall be recoverable from the contractor and be adjusted or set
off against any sum payable to him.

11.0 PRECIOUS OBJECTS, RELICS, OBJECTS OF ANTIQUITY ETC:

All gold, silver, oil, minerals, archeological and other findings of importance, trees or other
materials of any description and all precious stones, coins, treasures, relics, antiquities and
other similar things which may be found in or antiquities and other similar things which may
be found in or up on the site shall be the property of the owner and the contractor shall
preserve the same to the satisfaction of the owner and from time to time deliver the same to
such person or persons as owner may from time to time authorise or appoint to receive the
same.

SECTION –IV
TECHNICAL SPECIFICATIONS

1. GENERAL
The specifications for various works should confirm to the relevant clauses of the APSS, Earth
manual of USBR and also to the special specifications included in the tender schedule. If there
is any difference between them, the special specifications will be applicable. If for any item of
work, detailed specifications are not indicated either in the technical specifications or in the
APSS and Earth manual of USBR then that work shall be carried out as per the instructions of
Engineer-in-charge. The execution of work and tests to be conducted during construction and
on the materials shall confirm to the latest relevant I.S codes.

2 TEST OF MATERIALS AND WORKS:

At any time the TSGENCO official or the Engineer-in-charge deem it necessary for purpose of
acceptance of any work done by the contractor, test or analysis shall be performed according
to work shall be carried out in accordance with the IS specification as far as applicable and if
no IS specification is applicable, in accordance with any other standard method prescribed by
the TSGENCO.

Such tests shall be carried out either in the field laboratory (Should be established by the
contractor at his own cost) or in any nearby testing place to be approved by the TSGENCO.
Works for such tests shall include all materials required during execution of work. Contractor
shall arrange all such tests to the satisfaction of the TSGENCO at his/her own cost.

All expenses for all the tests and analysis mentioned above including expenses for transport
of materials to Laboratories etc., shall be borne by the contractor. The quoted rates shall be
inclusive of the above costs.

3 SCOPE OF WORK:

In general broad scope of work consists of “TSGENCO-BTPS- (4X270MW) – Construction


of new Ash pond with earthen embankment at BTPS, Manuguru, Bhadradri
Kothagudem District”.

The work shall complete in all respects under this specification shall include but not limited
to the following.

1. Clearing thick jungle growth ( less than 50 percent of open space ) including bushes upto
300 mm / parthenium and other weeds including burning or disposing off the same etc.,
complete item of work as directed by the Engineer-in-Charge.

2. Cutting of trees, including cutting of trunks, branches and removal of stumps & roots, refilling,
compaction and stacking of useful material by manual means with all lifts as per Technical
Specification Clause 201MORD / MORTH. complete item of work as directed by Engineer-in-
Charge.

3. Clearing the area for raising of ash pond bund by uprooting the jungle including grass, bushes,
shrubs, saplings and trees of girth upto 300mm, removal of stumps and disposal of

unserviceable materials by burning and burying including cost and conveyance of all
materials, labour charges, tools and tackles, hire charges of T&P, all leads and lifts and all
other incidental charges etc., complete for finished item of work as directed by the Engineer-
in-charge.

4. Stripping of soil with machinery to an average depth of 200 mm and depositing on the
upstream side away from the proposed bund with all leads and lifts including removal of
vegetation, all labour charges and equipment etc., complete for finished item of work as
directed by Engineer-in-charge at site.

5. Supply and spreading of well graded sand for laying sand filter media below the rock-toe and
along the slopes of rock toe as per specifications, drawings and as directed by Engineer in
charge including cost and conveyance of all materials, all labour charges for laying,
densification and seignorage charges etc., complete for finished item of work and as directed
by Engineer-in-charge.

6. Supply and spreading of HBG metal for specified size i.e., 6-20mm size & 40mm size HBG
metal for laying filters as directed by Engineer in charge and as per specifications, drawings
including cost and conveyance of all materials, labour charges for laying, taxes, seigniorage
charges etc., complete for finished item of work as per specifications and as directed by
Engineer-in-charge.

7. Supply and spreading of 75mm to 450mm HBG metal/stone and stone chips from approved
quarry for formation of rock toe as per the drawing including cost and conveyance of
metal/stone , all labour charges , all leads and lifts/delifts, seigniorage charges etc., complete
finished item of work as per specifications and as directed by Engineer-in-charge.

8. Supply and spreading of well graded sand for laying of horizontal sand filter media as per
specifications, drawings and as directed by Engg. in charge including cost and conveyance of
all materials, all labour charges for laying, densification and seignorage charges etc., complete
for finished item of work as per specifications and as directed by Engineer-in-charge..

9. Supply and spreading of well graded sand for laying of vertical sand filter media as per
specifications, drawings and as directed by Engg. in charge including cost and conveyance of
all materials, all labour charges for laying, densification and seignorage charges etc., complete
for finished item of work as per specifications and as directed by Engineer-in-charge.

10. Rough stone dry packing for toe drain with rough stone of hard granite variety 225mm thick
including cost and conveyance of materials, all labour charges, leads, lifts/de lifts, taxes,
seigniorage charges etc., complete for finished item of work and as directed by Engineer-in-
charge.

11. Excavation and Deposition of overburden soil which is not suitable for construction of
embankment in ash pond area and disposal up to lead 4 km, as per departmental specification
and including all operational charges of machinery, all labour charges with all leads and lifts
and incidental charges etc., complete for finished item of work as directed by Engineer-in-
charge.

12. Formation of embankment with the contractor own earth from approved burrow area for
bund raising as per specifications, drawings including cost of earth, all leads and lifts and
labour charges. And also Charges of equipment for excavation, loading, transportation,
unloading, spreading in layers of not exceeding 200mm thick (loose), removal of roots and
undesirable materials, breaking clods and sectioning including scarifying the previous
compacted layer compaction to 150mm thick to proctor density of 98% at OMC with vibratory
roller of 7-11T capacity, roller allowance, formation of approaches and ramps, watering,
trimming of side slopes to designed section etc., complete and as directed by Engineer in
charge.

13. Formation of embankment using approved soil excavated from the ashpond area of TSGENCO
for bund raising as per specifications, drawings including all leads and lifts and labour
charges. And also including Charges of equipment for excavation, loading, transportation,
unloading, spreading in layers of not exceeding 200mm thick (loose), removal of roots and
undesirable materials, breaking clods and sectioning including scarifying the previous
compacted layer compaction to 150mm thick to proctor density of 98% at OMC with vibratory
roller of 7-11T capacity, roller allowance, formation of approaches and ramps, watering,
trimming of side slopes to designed section etc., complete and as directed by Engineer in
charge.

14. Excavation in all kinds of soils by mechanical means for well and barrel foundations, toe
drains, catch water drains etc including setting out, construction of shoring and bracing,
removal of stumps and other deleterious material and disposal upto a lead of 50m,dressing
of sides and bottom and back filling in trenches with excavated suitable material as per
departmental specification and drawings including all operational charges of machinery, all
labour charges with all leads and lifts and incidental charges etc., complete for finished item
of work as directed by Engineer-in-charge.

15. Supply and filling of sand in foundations in layers as per standard specifications including cost
& conveyance of all materials to site, all labour charges with all leads & lifts, watering and
other incidental charges etc complete as directed by the Engineer-in-Charge.

16. Laying P.C.C (1:4:8) using 40 mm HBG Metal for levelling course including cost and
conveyance of all materials, labour charges, curing and consolidation and all leads & lifts etc,
complete for finished item of work as directed by the Engineer at site. (Cement will be issued
by department at free of cost at KTPS V Stage Dept. stores, Paloncha).

17. Cutting, bending and placing in position of reinforcement steel including cost of binding wire,
transportation, all labour charges all leads & lifts etc., Complete for finished item of work and
as directed by the Engineer-in charge. (Reinforcement Steel will be issued by the Department
at free of cost at KTPS V Stage Departmental stores).

18. RCC M- 25 Design mix corresponding to Table 9 of IS 456 using 20mm to 12mm size well
graded machine crushed hard granite metal (coarse aggregate) from approved quarry
including cost and conveyance of all materials like cement, fine aggregate (sand), coarse
aggregate, water etc., to inside ash pond upto well & barrel and including seigniorage charges.
Sales & other taxes on all materials including all operations, incidental and labour charges
such as machine mixing, laying concrete, curing etc., complete but excluding cost of cement
and reinforcement steel and its fabrication charges for finished item of work, including

centering, shuttering. Complete for finished item of work and as directed by Engineer-in-
charge. (Cement and reinforcement steel will be issued by the department at free of cost at
KTPS V Stage Dept. stores).

19. Supply and Fabrication and erection of MS vent pipe of 250 mm dia with flanges, dummy
plates, cutting, welding and placing in position, drilling holes, providing G.I bolts and nuts,
washers, cost and conveyance of all materials such as structural steel, oxygen, acetylene,
electrodes, hire charges of machinery, painting with two coats with red oxide primer etc.,
complete for finished item of work and as directed by Engineer-in-charge..

20. Supply and fixing of water stopper of 310mm width including cost and conveyance of water
stopper,labour charges for fixing and other incidental charges , leads and lifts etc complete
for finished item of work as directed by the Engineer-In-Charge.

21. Providing brick Masonry in CM(1:5) using fly ash bricks of size 230x110x75mm for
construction of Drains etc. including cost and conveyance of all materials, labour charges,
including all leads & lifts, average head lead upto 100m, all taxes, seigniorage charges, curing
etc., except cost of cement complete for finished item of work as directed by Engineer-in-
charge. (Cement will be issued by the department at free of cost at KTPS V Stage Dept. stores)

22. Supply, laying and fixing of 600 mm dia.RCC NP2 class socket and spigot hume pipes
conforming to BIS 458/2003, in position including cost and conveyance of pipes, jointing
pipes with jute and cement mortor,lifting and laying to the required gradient and true to
alignment, labour charges, taxes, T&P, all leads and lifts, incidental charges etc., complete for
finished item of work as per standard specifications and as directed by the Engineer-in-
Charge.

23. Plastering with CM(1:4) 12mm thick for brick work including cost and conveyance of the all
material except the cost of cement which will be issued by the dept. at free of cost, all labour
charges for mixing, curing, seigniorage charges etc., with all leads and lifts/delifts complete
for finished item of work as directed by Engineer-in-charge. (Cement will be issued by the
department at free of cost at KTPS V Stage Dept. stores).

24. Supply and spreading of well graded sand to a 50 mm thickness below the 1000 Micron HDPE
Sheet in prepared ash pond floor area as per specifications, drawings including cost and
conveyance of all materials, all labour charges for laying, densification and seignorage charges
etc., complete for finished item of work and as directed by Engineer-in-charge.

25. Supply and spreading of Clay soil of 250 mm thickness and compacted to achieve finally
200mm thick below sand layer prepared ash pond floor area as per specifications, drawings
including cost and conveyance of all materials, all labour charges for laying, densification and
seignorage charges etc with a lead of 4 Km., complete for finished item of work and as directed
by Engineer-in-charge.

26. Supply , laying and jointing the HDPE 1000 Micron sheets (Geo Membrane) over the prepared
bed in pond floor as per standard specications including cost and conveyance of materilas,
labour charges for fixing , over lap material cost etc complete for finished item of work as per
drawing and as directed by the Engineer-in-Charge.

4.00 TIME OF COMPLETION AND WORK SCHEDULE:

4.01 The tenderer shall carefully read the instructions as outlined below, understand its
implications in terms of financial and time elements. He shall ensure that all instructions are
fully complied with, without any extra claim whatsoever.

4.02 Work covered under this specification shall be completed in all respects within 18 months
including mobilization period from the date on which the site (premises) is handed over to
the Contractor.

4.03 Time is the essence of the contract. Contractor's particular attention is drawn to the fact that
the time schedule for completion of this contract is extremely tight for the volume of work
involved. It is essential that the Contractor strictly adheres to work schedule suggested in
"Programme of works" given below, or to a schedule mutually agreed upon between the
contractor and the Owner / Consultant, keeping in mind that the total time of 18 months
for the completion of works cannot be exceeded.

4.04 The Contractor shall within two weeks on receipt of Letter of Intent submit to the Owner for
his approval a detailed work schedule along with detailed PERT and BAR charts showing how
he proposes to carry out the work at the required rate specifically mentioning time period
as well as date of completion and such approved schedules must be strictly adhered to by the
Contractor. The Schedules shall be reviewed periodically with the Owner/Consultant to
ensure that the completion date will be met and to initiate all corrective steps such as
mobilizing additional resources in terms of labour, materials, equipment, tools and plant,
night work etc. at no extra cost to the Owner to achieve any accelerated progress at any time
to the extent required to adhere to the completion dates.

The Owner reserves the right to revise the work schedule at his discretion in order to meet
the completion date and to suit the project requirements and such alterations shall not
entitle the Contractor to any extra payment.

4.05 The Contractor should furnish fortnightly progress reports and photographs in colour and in
triplicate to the Engineer/ Consultant within 3 days in the following format.

4.06 If the Contractor fails to furnish the fortnightly progress reports and photographs in time, the
Engineer shall arrange for photographs at the risk and cost of the Contractor and the running
payment shall be stopped till submission of such reports.

4.07 The Contractor shall make all necessary arrangements at site including provisions of
necessary access roads from the nearest approach roads to the storage yard and further to
the site of work, within one month of the date of award of contract, mobilize labour,
materials, and to maintain necessary numbers of machinery and equipment and operators
to guarantee the required rate of progress of work for the timely completion of the contract
in accordance with the agreed work schedule.

4.08 The Contractor shall not construct his stores, office sheds and demarcations without
getting the prior written permission from the Executive Engineer-in-charge and also the
date of final completion of works shall be considered as the date when the Contractor will
demolish all his temporary structures for stores, office sheds and labour colony, hutments
etc., and clear the debris and hand over the area in original good condition

5.00. DRAWINGS:

The drawings enclosed to the specifications are for tender purpose only and are only indicative
of the nature of work included in this contract. The actual detailed construction drawings shall
be issued to the successful tenderer after the work is awarded. However, all the drawings
required for execution of the entire work included in this contract shall be issued from time to
time for various works as per programme and priorities fixed by the Engineer in-charge and
depending on the actual progress of work. Immediately after award of work, the contractor shall
give programme indicating therein any particular or special sequence in which he would like to
carry out the work under this contract. However, the decision of the Engineer in-charge on such
programme and sequence of construction shall be final and binding on the contractor. In case,
the work is delayed due to delays in the issue of construction drawings, the contractor shall be
given suitable extension of time as may be decided by the Engineer in-charge. However, the
contractor shall not be entitled to any type of claim whatsoever on this account.

6.00. SURVEYING AND INVESTIGATION:

The Contractor shall make his own survey of the site, layout and establish baselines, bench marks
and grades for all work areas including soil conditions in order to fully determine the site
conditions as they exist at the time of bidding. Any soil report available with the Department
may be inspected by the contractor. No extra claim due to the bidder's inadequate knowledge of
the site conditions shall be entertained at any stage.

7.00 CLEARING JUNGLE GROWTH:

Clearing thick jungle growth ( less than 50 percent of open space ) including bushes upto 300
mm / parthenium and other weeds including burning or disposing off the same etc., complete
item of work as directed by the Engineer-in-Charge.

MODE OF PAYMENT:
The payment shall be made for finished item of work in Square meters (Sqm)

8.00 UPROOTING, STRIPPING AND COMPACTING:

Scope: Clearing the area for raising of ash pond bund by using dozer for uprooting the jungle
including grass, bushes, shrubs, saplings and trees of girth upto 300mm, removal of stumps etc
and disposal of unserviceable materials by burning and burying.

Stripping Ash/soil to an average thickness of 150mm and depositing on upstream side away
from the proposed bund including removal of vegetation with dozer.

Compacting the soil/Ash surface after stripping to proctor density of 98% at OMC with vibratory
roller of 7-10 T capacity as per standard specifications.

MODE OF PAYMENT: The unit rate for Uprooting, stripping and Compacting the soil/Ash
surface shall be for 1 Square metre

9.00. FORMATION OF ROCK TOE:

9.01 This specification covers the supply of materials and formation of rock toe to the bunds as shown
in the drawings.

The contractor shall furnish all labour, equipment and material required for the complete
performance of the work and directed with the drawings and as described herein and as
directed by the Engineer-in-charge.

9.02 MATERIAL:

Rock toe shall be strengthened from ground level with rock/stone material consisting of sound,
durable and well graded hard broken rock/stone of granite variety obtained from approved
quarries and shall be of approved quality prior to being transported to the areas of placing. The
materials shall range in size from 75 mm to 450mm. All bushes roots or other perishable
material shall be removed from the existing rocktoe before spreading and shall be transported
to the disposal area.

9.03 PLACING:

The placing of rock shall be directed to obtain a stable toe. The rock toe shall be constructed so
that smaller rock fragments shall be placed adjacent to the filter of embankment and the larger
rock fragments near the outer edge of the toe. Key stones of bigger size shall be provided at
suitable locations as directed by Engineer-in-charge.

The rock toe shall be hand placed, spread and roughly leveled in layers with a limitation in level
variation not greater than 50 mm in each layer, in order to maintain a reasonably uniform surface
and to ensure that the completed rock toe will be stable and does not contain any large voids.
The voids between the bigger stones in each layer after rough leveling shall be filled with rock
fragments of smaller size not less than 75mm. The exposed surfaces of the rock toe shall be neatly
finished so as to conform to the designed levels and slopes as shown in the drawing.
Contamination of the rock with finer materials from any other zones shall be avoided.
Accumulations of soil caused by contaminations shall be removed which shall be in accordance
with the USBR Earth manual.

Rock material shall not be dumped directly against any concrete or masonry structures, but shall
be hand placed in layers.

9.04 MEASUREMENT:

All linear measurements shall be in metres and volumes worked out in cubic metres both of
which are corrected to second place of the decimal.

9.05 MODE OF PAYMENT:

The payment shall be done on the basis of cubic metres for finished item of work.

10.00 SAND FILTER:

10.01 SCOPE:

This specification covers laying of sand filters i.e horizontal and vertical in Ash bund. Graded sand
filter shall be laid as per drawings on the slopes and bottom of rock toe to be formed. The
thickness shall be as specified in the drawing. The contractor shall furnish labour and materials
required for the complete performance of the work as per the drawings and as directed by
Engineer-in-Charge.

10.02 VERTICAL SAND FILTER:

10.03 GENERAL:

This section covers the specifications for providing vertical sand filter in the bund as per the
drawing released for construction.

10.04 MATERIAL :

The material to be provided shall be well graded sand satisfying the following criteria.

1. D15 of filter
D85 of base material = 5 or less.

2. D15 of filter
D15 of base material = Greater than 5

The grain size curve of the filter shall be roughly parallel to that of the base material.

The material shall be free from vegetation, roots, organic matters and any other objectionable
matter as directed by ENGINEER-IN-CHARGE.

10.05 PLACEMENT OF MATERIAL :

Suitable material shall be transported to the construction site by the contractor at his own cost.

The thickness of vertical sand filter shall be as shown in the drawing.

The material shall be placed in the bund in continuous horizontal layer of thickness not
exceeding 200 mm. Before placing the material on compacted layer, the previously compacted
layer shall be scarified by a suitable equipment to have proper bond between two layers.

The water content of the material shall be equal to its optimum moisture content.

10.06 COMPACTION :

The material shall be compacted to a relative density of 70 % by suitable compacting equipment.


In those parts of the structure inaccessible to the compacting equipment, around and in contact
with structures, and in proximity to the structures where the compacting equipment will not be
permitted to operate, compaction shall be carried out by mechanical tampers of approved type.
The tamping shall be such that it shall produce compaction equal to the specified as above.

Tests shall be carried out to determine the minimum and maximum dry density of borrow sand
material as per IS code. Whenever there is change in borrow material, these tests shall be carried
out.

Field density tests shall be carried out in compacted layers as per IS Code method (Sand
replacement method). At least one test shall be carried out for 500 m3 of fill, or once in a shift.

10.07 INSPECTION AND TEST

Inspection of the borrow material and compacted layers etc., shall be in accordance with 10.05
&10.10.4.

10.08 MEASUREMENT AND PAYMENT

CONTRACTOR shall carry out survey at no extra cost during the progress of the work for
progress payments, as directed by ENGINEER-IN-CHARGE from time to time. These levels shall be
checked by ENGINEER-IN-CHARGE and thereafter properly recorded.

11.00 HORIZONTAL AND SLOPED FILTERS:

11.1.1 Material: The filter material shall consist of clean, sound, well graded sand. The sand shall be
free from debris, organic matter and other deleterious matter. All materials required for sand
filter layer shall be obtained from approved quarries.

The foundation shall be cleared and stripped in accordance with APSS No.308, before laying the
bottom layer of filter material. Sand shall be laid in layers of 150mm, saturated with water and
compacted to 70% relative density by tamping. Water as found necessary shall be sprinkled
before compaction. Care shall be taken to ensure that sand and coarse aggregate do not get
mixed up both at the time of placing and during compaction. In the case of filter to be laid on
slopes, the filter shall be raised along with adjoining coarse aggregate filters and shall be
properly compacted by plate vibrators. In order to avoid contamination of the sand filter with
adjoining coarse aggregate filters, the top of sand filter shall be kept slightly higher than the
adjacent coarse aggregate filter level and any contaminated portion shall be scraped and
removed before adding the new layer.

11.1.2 MEASUREMENT:
All linear measurements shall be in metres and volume shall be worked out in Cubic metres both
of which are corrected to second place of the decimal.

11.1.3 PAYMENT FOR FILTERS:

The unit rate for laying sand filter shall be for the finished items and will mainly consist of the
operations, collecting including cost and conveyance of material, loading, unloading ,stocking,
spreading and compaction and picking out unsuitable materials. Payment shall be made as
per the respective cross sections measured after formation as per the “released for construction”
drawing. The unit for sand filter shall be cubic metres as specified in the schedule.

12.00 GRADED COARSE AGGREGATE FILTERS:

This specification covers laying of horizontal filters underneath the rock toe to be raised and on
the slopes of rock toe. Coarse aggregate of 6 mm to 25 mm size and 40 mm size of HBG stone
shall be used for laying filters on slopes and bottom of rock toe to be constructed.

12.1 GRADED COARSE AGGREGATE FILTERS FOR ROCK TOE:

12.1.1 ON SLOPES:
The coarse aggregate used for filter shall be of HBG metal. The HBG metal shall be obtained from
approved quarries of sizes 6 to 25 mm (each 25% quantity &mixed together) , 40 mm and shall
be used in layers for formation of graded filters. These filters shall be laid simultaneously with
sand filter. Graded coarse aggregate filters shall be laid down as shown in the drawings and as
directed by Engineer-in-charge. The contractor shall furnish all labour, materials etc., for laying
filters.

12.1.2 HORIZONTAL FILTERS TO BE LAID ON PREPARED GROUND:

The coarse aggregate used for filter purpose shall be of HBG metal. These materials shall be
obtained from approved quarries. Coarse aggregate consisting of HBG metal of size 40mm, 6
to25mm , (each 25% quantity &mixed together) and shall be used in layers for formation of
graded filters. No particles, disintegrated rock shall be permitted to be used. The filter materials
shall consists of clean, sound, and well graded crushed rock. The materials shall be free from
debris, organic matter and other deleterious material. Filter material shall be compacted to 70%
relative density by any approved method as directed by Engineer-in-charge.

13.00 CONSTRUCTION OF BUND:

13.01 GENERAL

Formation of embankment with the contractor own earth/using approved soil excavated
from approved burrow area/ash pond area for bund raising as per specifications, drawings
including cost of earth, all leads and lifts and labour charges. And also Charges of equipment
for excavation, loading, transportation, unloading, spreading in layers of not exceeding
200mm thick (loose), removal of roots and undesirable materials, breaking clods and
sectioning including scarifying the previous compacted layer compaction to 150mm thick to
proctor density of 98% at OMC with vibratory roller of 7-11T capacity, roller allowance,
formation of approaches and ramps, watering, trimming of side slopes to designed section
etc., complete and as directed by Engineer in charge.

maintained free of vegetable growth during the progress of work. Suitable approach shall be
prepared for transporting the borrow soil, at the contractor’s cost.

b) CONSTRUCTION SITE:

The existing soil bed for formation of bund shall be leveled, rolled, cleared of all vegetation, roots
and other objectionable matter and shall be stripped to a depth of 200 mm. Excavated material
shall be deposited in low lying areas as directed by Engineer-in-Charge.

13.03 MATERIALS:SOIL

The soil for laying shall be obtained from the borrow areas.The material to be used for the
construction shall be free from vegetations, roots, organic matters and any other objectionable
materials as specified by ENGINEER-IN-CHARGE.

13.04 TRANSPORTING THE MATERIALS:

All necessary arrangements shall be made by the CONTRACTOR to transport the material from
the borrow areas to the construction site at his own cost. The CONTRACOR shall have
sufficient necessary equipment, machinery etc., to transport the materials. Contractor’s rate
for construction of bund shall include site preparation, excavation of borrow area, transport of
the materials to the construction site etc.,

13.05 FIELD LABORATORY:

To ensure strict quality control, the CONTRACTOR shall set up a fully equipped field laboratory
at his own cost, capable of conducting relevant tests on soil. All the equipment shall be
calibrated to the complete satisfaction of the ENGINEER-IN-CHARGE before any test is
conducted. The expenses towards setting up and operating the field laboratory are deemed to
be included in the item rates in the schedule ‘A’.

13.06 PLACING THE MATERIAL:

No vegetation, roots, organic matter and any other objectionable material as specified by
Engineer-in-Charge shall be placed in the fill.

Materials of approved quality shall be delivered for the fill at uniform rate and the sufficient
quantity to permit a satisfactory construction. successive loads shall not track each other on
top of the bund and unnecessary concentration of travel tending to cause deep ruts,
laminations or uneven compaction shall be avoided. Before a new layer is deposited, existing
objectionable unevenness in the surface of any lift shall be removed and the surface of the lift
shall be scarified to a depth not exceeding 75 mm and roughened by rolling disking, or
ploughing in order that a bond maybe obtained with the material to be super-imposed. If the
compacted surface of any layer of earth is too wet, to give proper compaction of the layer to be

placed thereon, it shall be removed, allowed to dry or be worked with barrow, scarifier or any
other suitable equipment to reduce moisture content to the required amount, and then it shall
be recompacted before next succeeding layer of earth fill material is placed.

The transported material shall be placed on the compacted surface to a loose thickness of 200
mm soil in each layer.

The CONTRACTOR shall do field laboratory tests to determine the optimum moisture content
and its maximum dry density for the material collected from different borrow zones at his own
cost.

The moisture content of the spread material shall be equal to its optimum moisture content
(OMC). If it is less than its OMC, then additional moisture shall be added preferably at borrow
pit itself. If the moisture content is more than its OMC, then it shall be dried up to its OMC
before laying on compacted surface.

The material shall be deposited starting from the lowest portion of the foundation in rows
approximately parallel to the axis of the bund and spread into uniform layer. Loads shall be
dumped and spaced such that the process of spreading shall produce thickness of spread layer
not exceeding the thickness mentioned above before compaction.

The bund shall be brought up in approximately and shall be maintained with a cross section
for drainage having side slopes not exceeding 1 in 2.5.

13.07 COMPACTION:

GENERAL:

The loosely spread material shall be compacted by suitable compacting equipment as


mentioned below to achieve the required compaction. Filling material shall be spread in layers
not exceeding thickness specified. Addition of water shall be by means of sprinklers. All
compaction shall be done under controlled condition. Field tests shall be carried out in
presence of ENGINEER-IN-CHARGE to determine the compacted density. Vibratory rollers of
7-11 T capacity shall be used to compact soil layers. The number of passes required to achieve
the required density equal to 98 % of maximum dry density (Proctor test as per American
Association of State High way Officials) shall be assessed at site in presence of ENGINEER-IN-
CHARGE and the same shall be followed. If the compacted density at particular zone comes
less than the required, then the CONTRACTOR shall do additional more number of passes in
the zone so that it reaches the required density.

In case of earth/ash, rolling shall be commenced from the outer edge and progress towards
center. Compaction shall be done to the required standards.

All precautions shall be taken by the CONTRACTOR and he is responsible to protect the bund
during construction period. Any portion of the bund which is damaged due to rain or in any
other way, the same shall be repaired to the specification at his own cost. The TSGENCO will
not pay any extra payment for the same.

The earth fill shall be properly shaped and trimmed to the slopes as shown in the drawing. In
those parts of the structure inaccessible by the roller equipment, compaction shall be done by
mechanical tampers. Rollers will not be permitted to operate within one metre from concrete
structures, R.R. Masonry structures and all fill within this distance shall be spread in layers
not more than 100 mm loose thickness. The moisture content of the material and amount of
tamping shall be such as to produce the degree of compaction equal to specified for rolled fill.

Field tests shall be carried out on compacted layers, as required by the ENGINEER-IN-CHARGE,
by the CONTRACTOR at his own cost. Field density tests by core cutter method as per
IS code (IS 2720, Part XXIX) or any other method specified by Engineer-in-charge shall be
carried out. In general, one field density shall be conducted for every 500.00 cum of fill, with
at least one test per shift. Contractor’s rate shall be deemed to include all such tests and no
separate payment will be made for the same.

In case the compacted density found in field tests is less than the required then more number
of passes shall be done in the relevant zones to the satisfaction of ENGINEER-IN-CHARGE.

Prior to placing each layer, previously compacted layer shall be scarified to a depth not greater
than 75 mm to have bonding between both layers. The construction methodology for the
formation of total bund shall be furnished by the contractor immediately after award of works
and got approved by Engineer-in-charge.

13.08 CONSTRUCTION OF JOINTS:

A construction of joint shall mean a compacted fill surface made to a slope exceeding the slope
of bonding surface but not exceeding 1 vertical to 3 Horizontal. A bonding surface shall mean
a compacted fill surface made to slope not exceeding 1 vertical to 3 Horizontal.

Prior to placing a layer of fill material against previously placed fill at any construction joint,
the surface materials at the joint shall be cut back horizontally to a distance sufficient to
accommodate a layer of the fill material to be placed, but in any event, to horizontal distance
of one metre in excess of that required to expose a dense face of the previous placed and
compacted fill and in height equal to the thickness of the layer to be placed.

All loosened and dried soil from the surface of the construction joint shall be removed or
reconditioned for use. Prior to placing each layer on the freshly exposed surface, such surface
shall be scarified if necessary. The freshly placed fill at construction joints shall be placed and
compacted as specified except that the rolling pattern of the compaction equipment shall be so
adjusted in the region of the joints that compaction shall be carried over the edge of the newly
placed fill into the previously placed fill by a minimum of one metre measured horizontally.

No cutting back is required at bonding surface, but all loose material shall be removed from
the surfaces before placing new material.

13.09 TRIMMING:

The compacted bund shall be shaped and trimmed according to the typical Section shown in
the drawings. Trimmed material found suitable for construction shall be used and the

remaining shall be deposited in low lying area as directed by ENGINEER-IN-CHARGE.


Trimming the sides to the required slope as per drawing shall be done by the contractor during
the progress of work and completion of work. No separate payment shall be made for
trimming the bund. The Contractors rate for construction of bund deemed to include all such
activities.

13.10 INSPECTION, FIELD TESTS:

It is necessary to maintain a through check on the quality of fill materials delivered to the bund
and that the data and in-situ properties of the materials after compaction be obtained for
comparison. To achieve these objectives, a programme of field testing and inspection shall be
planned to effect quality control as approved by the ENGINEER-IN-CHARGE.

13.10.1SCOPE OF TESTING AND INSPECTION REQUIRED:

Field control of fill materials will require visual and laboratory checks. The checks on the
effectiveness of placement and completion procedures will require to be made by field density
tests at prescribed intervals. The control shall be both on the method, type and / or on an end
result basis.

13.10.2 BEFORE COMPACTION:

Materials delivered to the fill shall be visually examined and their properties estimated by way
of inspection. These checks shall include:

BORROW AREAS:

i) Excavation of borrow areas shall be limited in extent and depth as directed by Engineer-in-
charge.

ii) Estimation of moisture content of material by visual examination and feel.

iii)Samples shall be taken for laboratory analysis in case of soil is of different characteristics.

These inspection checks shall be supplemented by sampling materials at prescribed minimum


intervals and by testing the samples in the laboratory for gradation and moisture content.

b) CONSTRUCTION SITE:
i) Water content tests shall be carried out in the field laboratory while placing the fill
materials.
ii)Moisture content shall be controlled by adding water or aerating the soil according to
laboratory test results.
iii)It shall be ensured that the methods of dumping, spreading and moisture conditions are
such that it results in reducing segregation and variation of moisture content to a
minimum

13.10.3 TESTS DURING COMPACTION:

It is intended that the checks on operations during compaction shall verify:

a) that the layer thickness of the materials is as specified.


b) that the fill is compacted by the specified number of passes of the specified
machinery.
c) that no excessive rutting, weaving or scaling of the fill occurs during compaction.

13.10.4 TESTS AFTER COMPACTION:

The condition of the fill after compaction shall be observed and recorded particularly with
respect to rutting or weaving. However, the properties of materials after compaction shall be
determined primarily by field density tests. Routine tests on samples taken from constructed
embankments shall include, grain size distribution and Atterberg’s limits, besides density
tests.

13.10.5 REPORTS:

Day to day progress records of embankment placing operations and field control test records
shall be made during construction so that a complete description of materials in any portion
of the embankment shall be available. The records shall be maintained on forms specified for
the purpose and countersigned by the Engineer-in-charge.

13.11 PROTECTION & MAINTENANCE:

GENERAL:

During the progress of work, the bund shall be maintained in the satisfactory manner until
final completion. Any material that is lost by weathering causes shall be suitably and properly
replaced. The contractor has to make drainage arrangement for disposal of rain water,
seepage water etc., at his/her own cost during the construction. No extra cost will be
paid on this account. The quoted rate is inclusive of the same.

13.12 PROVISION FOR THE LONG TERM SETTLEMENTS:

While forming the earthern embankment provision shall be made to maintain the top of bund
at designed elevation a due allowance of 2(two) percent of the vertical height shall be made to
allow for settlement without any extra payment.

13.13 MEASUREMENT:
Existing levels shall be jointly recorded before commencement of work and during
construction for making progress payments. The contractor shall carry out survey/ take levels
for which no extra cost will be paid.

Measurement for all the materials in the various zones going into formation of the bund will be
worked out on volumetric basis. The volume of sand to form sand filter as per the drawing will
be deducted from the volume of bund material, for the payment of bund material.

13.14 PAYMENT:

The rate for embankment shall be one cubic metre of compacted section.

The unit rate in the schedule shall include the following:

a) Excavation of approved type of soil in approved borrow areas.


b) Removal of unsuitable materials.
c) Loading into trucks and conveyance, unloading the earth on the embankment.
d) Breaking clods and removal and disposal of remaining unsuitable materials.
e) Layout, construction and maintenance of haul/roads and ramps.
f) Spreading the soil embankment material, sectioning, watering and consolidation to 150 mm
thick layers including scarifying the earlier compacted layer before spreading the next layer.
g) Maintaining borrow areas free from vegetative growth, irrigation in borrow areas for
obtaining the required moisture content of fill, drainage of borrow pits and embankment.
h)Trimming the slopes to the required section.
i) Miscellaneous expenses on safety devices, labour amenities and quality control tests etc.,

14.00 EXCAVATION:

14.1 Scope: Excavation in all kinds of soils by mechanical means for well and barrel foundations,
toe drains, catch water drains etc including setting out, construction of shoring and bracing,
removal of stumps and other deleterious material and disposal upto a lead of 50m,dressing
of sides and bottom and back filling in trenches with excavated suitable material as per
departmental specification and drawings including all operational charges of machinery, all
labour charges with all leads and lifts and incidental charges etc., complete for finished item
of work as directed by Engineer-in-charge.

14.2 General

All excavations shall be done to the minimum dimensions as required for safety and working
facility. Prior approval of the Engineer shall be obtained by the Contractor, in each individual
case, for the method he proposes to adopt for the excavations including dimension, side slopes,
shoring, dewatering, disposal etc. This approval, however, shall not in any way make the
Engineer responsible for any consequent loss or damage. The excavation must be carried out in
the most expeditious and efficient manner.

All excavation in open cuts shall be made true to line, slopes and grades shown in the drawing
or as directed by the Engineer-in-charge. No material shall project within the dimension of
minimum excavation lines marked. Boulders projecting out of the excavated surfaces shall be
removed, if in the opinion of the Engineer they are likely to be a hindrance to the workers.

Method of excavation shall be in every case be subject to the approval of the Engineer and the
Contractor shall ensure the stability and safety of the excavation, adjacent structures, services
and works.

The Contractor shall have full responsibility of the stability of the excavation and safety of the
workmen. If any slip occurs, the Contractor shall remove all slipped material from the
excavated pit.

All loose boulders, semi-detached rocks, not directly in excavation but close to the area to be
excavated as to be liable, (in the opinion of the Engineer), to fall or otherwise endanger the
workmen, equipment of the work, etc., shall be stripped off and removed away from the areas
of excavation. The method used shall be such as not to shatter or render unstable or unsafe the
portion which was originally sound and safe. Any materials not requiring removal as
contemplated in the work, but which, in the opinion of the Engineer, later is liable to become

loose or unstable, shall also be promptly and satisfactorily removed as directed by the
Engineer.

Prior to starting the excavation, the ground level at the location shall be checked jointly with
the Engineer-in-charge.

The rough excavation may be carried upto a maximum depth of 150 mm above the final level.
The balance shall be excavated with special care, as directed by the Engineer. Soft and
undesirable spots shall be removed even below the final level. The extra excavation shall be
filled up as instructed by the Engineer-in-charge and the Contractor shall be paid for the extra
excavation and the filling at the appropriate item rates.

If the excavation is done to a depth greater than that shown in the drawing or directed by the
Engineer-in-charge, due to the Contractor’s fault, the excess depth shall be filled upto the
required level at the latter’s cost (with cement concrete not leaner than 1:4:8 ordinary
concrete or richer) as directed by the Engineer in each individual case.

The excavation in ordinary soil, hard soil, soft disintegrated rock will be carried out as per the
approved proposal, modified and corrected where necessary by the Engineer-in-charge. The
work will be carried out in a workmanlike manner without endangering the safety of nearby
structures/ services or works and without causing hindrance to other activities in the area. As
the excavation reaches the required dimensions, lines, levels and grades, the work will be
checked by the Engineer thoroughly and the balance work will be carried out carefully to avoid
any over-excavation. On completion, the work will be finally checked and approved by the
Engineer. In certain cases, where deterioration of the ground, upheaval, slips, etc. are expected,
the Engineer may order to suspend the work at any stage and instruct the contractor to carry
out the balance work just before the foundation work of the structure can be started. No extra
payment will be paid to the Contractor for such unavoidable temporary suspension of work.

14.3 MEASUREMENT
The excavation shall be measured accurately as per final ‘Released for Excavation’ drawings
and as per IS: 1200. All measurements shall be in meters correct to 0.01M. Volume shall be
worked out in cubic meters, correct to 0.01 of a cubic meter based on pre levels and final levels
for finished item of work.
For any stretch where rock or material are encountered in the excavation for which a special
remuneration is provided, the volume of the said rock or material shall be deducted from
excavation size.
The quoted rate shall include setting out and works required for excavation, cost of excavation,
pumping and bailing out rain water/ surface water accumulated in the excavation pit, stacking
of excavated earth, shoring, removal and disposal of surplus excavated soil from the
construction site if any, with 1 KMs lead, labour charges etc., complete for finished item of
work as directed by Engineer-in-charge.

14.4 Mode of Payment:


The payment shall be made for finished item of work in Cubic meters (Cum)

15.00 ROUGH STONE DRY PACKING

Rough stones of hard granite variety of 225mm thick suitable for packing, conforming to S.S No.
106 of APSS shall be laid closely in position on the surface prepared to the specifications and
only after proper settling of any uncompacted or made up soils. The stones shall be laid such that
their broadest ends face downward and touch each other around their bases and top surfaces
flush with the finished surface of packing .

Small size stones used for filling interstices of large ones shall only be limited to the minimum
and not to be used in two or more layers. Positioning of small stones shall be done along with the
larger ones, with out any delay , and shall be driven into ground by hammer after approval of the
Engineer-in-Charge.

Profile of pegs and strings shall be put up to ensure that the pitching is done true, straight and to
the proper slope throughout and revetment shall be in all cases be built from foot to the top ,
complete as per the specification of APSS. Sample of stones to be used for the work shall be got
approved from the Engineer-in-Charge.

PAYMENT:
The payment shall be made on the basis of cubic meter (cum) of finished item of work.

16.00 FOUNDATION LEVELLING COURSE

PCC (1:4:8) using 40 mm HBG metal shall be laid as leveling course for key walls, well & barrel,
spill way etc., The CC work shall be carried out as per specification No. 402 of APSS.

The quoted rate shall include cost and conveyance of all materials, all operations, labour charges,
tools, curing, dewatering, all leads and lifts and the incidental charges connected with the work
etc. complete for finished item of work except cost of cement as directed by the Engineer-in-
charge.

PAYMENT:
The payment shall be made on the basis of cubic meter (cum) of finished item of work.

17.00 REINFORCED CEMENT CONCRETE

RCC M25 grade Design Mix using 12 mm to 20 mm size well graded HBG metal in approved
composition shall be used for construction of well and barrel etc.,The concrete used for RCC
works shall be machine mixed/weigh batched and vibrated. R.C.C construction shall conform to
IS: 456-2000.

The quoted rate shall include cost and conveyance of all materials (except basic rate of cement
and reinforcement steel), labour charges, scaffolding, shuttering, centering, curing, vibrating, all
leads and lifts etc., complete for finished item of work.
Fabrication charges for Reinforcement steel shall be measured and paid separately.

Mode of payment:

The payment shall be made on the basis of cubic meter (Cum) for finished item of work.

18.00 FABRICATION OF REINFORCEMENT STEEL

Reinforcement steel consists of the following.

a. Mild steel reinforcement shall cover all hot rolled mild steel bars conforming to IS: 432
(part-I) Grade-I.

b. High yield strength deformed bars either hot rolled deformed steel bars conforming to
IS: 1139 or cold twisted deformed steel bars conforming to IS: 1786 shall be used unless
otherwise specified.

The quoted rate shall include the cost and conveyance of all materials (except basic cost of
reinforcement steel), labour, tools, tackle, plant and equipment, cutting, bending, placing in
position, binding wires etc., complete for finished item of work. The quoted rate shall be
excluding basic cost of reinforcement steel, Required reinforcement steel will be issued at
department stores at free of cost.

18.01 Mode of payment:

The payment of labour charges towards fabrication etc., of reinforcement steel shall be made on
the basis on metric tonne (MT).

19.00 RANDOM RUBBLE MASONRY


The foundations, walls, drains etc., shall be constructed with R.R. masonry using
hard,well sound stone of granite variety in CM (1:6).
Stones shall be obtained from the quarries to be approved by the Engineer and shall conform to
IS: 1597 (Part-I).
Stones shall be of uniform colour and texture, hard, durable tough and the best quality of its
respective kind. These shall be free from decay, sand holes, veins, flaws, cracks and other defects.
These shall be carried in such a way as to be most suitable for the particular class of work for
which these are required. Stone not suited for the particular class of work defined shall be
rejected and rejected stone shall be at once removed from the site, by the contractor.

19.01 Laying:

The stones shall be laid on their broadest face.

Stratified stones shall be laid on their natural bed i.e., with the strata perpendicular to the
pressure. The courses shall be built perpendicular to the pressure.

Where there is to be variation in the depth of the course, larger stones are to be placed in the lower
courses, the thickness of courses decreasing gradually towards the top the wall.

To give sufficient lateral bond, a stone in any course should overlap the stone in the course below
i.e., joints parallel to the pressure in two adjoining courses should not lie too closely in the same
vertical line.

To give sufficient transverse bond the prescribed number of headers must extend from front to
back of thin walls or from outside to the interior of thick walls.

At all angle junctions of walls the stones at each alternative course shall be so carried into each
of the respective walls as to unite the work thoroughly.

Where breaks are unavoidable in carrying out the work continuously in horizontal courses,
sufficient long steps shall be left to join the old and new work.

The practice of building two thin faces tied with occasional through stones and filling up the
middle with small stuff or even dry packing is strictly prohibited.

If it is necessary to move a stone after it has been placed on the mortar bed, it should be lifted
clear and rest and not made to slide over stones already laid.

19.02 Watering:

To prevent absorption of water from the mortar, the stones shall be sufficiently well wetted before
laying.

All masonry shall be kept watered for three weeks from the date of building in place unless
otherwise instructed by the Engineer.

At the close of the day’s work or for other period of cessation of work, the top of all unfinished
masonry is to be kept well flooded.

Should the mortar perish i.e., become dry, white or powdery through neglect of watering, the
work shall be pulled down and rebuilt at the Contractor’s expense.

All masonry shall be washed down on completion of all stains.

The quoted rate shall include cost of all materials (except cement), all operations, including
dewatering if required, labour charges tools, curing, all leads and lifts and other incidental
charges connected with the work etc., complete for finished item of work and as directed by the
Engineer-in-charge.

19.03 Mode of payment:

The payment shall be made on the basis of cubic meter (Cum) of finished item of work.
Measurement shall be taken as specified in IS: 1200 with the limiting dimensions not exceeding
those shown on the drawings.

No deductions shall be made for pipe openings each up to 0.1 Sqm in area .

19.04 Aggregates

Aggregates shall be stored on planks or steel plates or on concrete or masonry surface. Each size
shall be kept separated with wooden or steel or concrete or masonry bulk-heads or in stockpile
stacks and sufficient care shall be taken to prevent the material at the edges of the stockpiles
from getting intermixed. Stacks of fine & coarse aggregate shall be kept sufficiently apart with
proper arrangement of drainage. The aggregate shall be stored in easily measurable stacks of
suitable depths as may be directed by the engineer.

19.04.01 Quality Control

Contractor shall establish and maintain quality control for different items of work and material
as may be directed by the engineer to assure compliance with contract requirements and

maintain and submit to the engineer records of the same. The quality control operation shall
include but not be limited to the following items of work.

a) Admixture : Type, quantity, physical and chemical properties, that affect strength, workability
and durability of concrete. For air entraining admixtures, doses to be adjusted to maintain air
contents within desirable limits.

b) Aggregates : Physical, chemical and mineralogical qualities, grading, moisture contents and
impurities

c) Water : Impurities test

d) Cement : Test to satisfy relevant IS: Specification (only association with owner’s test, if
the supply is made by the Owner)

e) Form work: Material shape, dimension, lines, elevation, surface finish, adequacy of form, ties,
bracing and shoring & coating.

f) Reinforcement: Shape, Dimension, Length of splices, clearances, ties and supports, Quality and
requirement of welded splices. Material test and certificates to satisfy relevant IS:
Specification (if Contractor’s supply).

g) Grade of concrete: Usage & Mix design, Testing of all properties.

h) Batching & Mixing: Types & capacities of Plant, concrete mixtures and transportation
equipments.

i) Joints: Location of joints, water stops and filler materials. Dimension of joints, quality and shape
of joints material and splices.
j) Embedded & Insert items : Material, shape, location, setting.

k) Placing : Preparation, rate of pouring, weather limitations, time intervals between mixing and
placing and between two successive lifts, covering over dry or wet surfaces, cleaning
and preparation of surfaces on which concrete is to be placed, application mortar,
slurry for proper bond, prevention of cold joints, type of chutes or conveyors.

l) Compaction :Number of vibrators, their prime movers, frequency and amplitude of vibration, dia
meters and weight of vibration, duration of vibrator, hand spreading and rodding and
tamping.
m) Setting of base & beaming plates : Lines, elevation and bedding mortar.

n) Concrete finishes :Repair of surface defects, screening, floating, steel trowelling and brooming
special finishes.

o) Curing : Methods and length of time.


Copies of records and test results for the items noted above, as well as, records of
correction action taken shall be submitted to the engineer for approval as may be
desired.

19.04.02 Installation

All installation requirements shall be in accordance with IS:456 and as supplemented or


modified herein or by other best possible standards where the specific requirements
mentioned in this section of the specification do not cover all the aspects to the full
satisfaction of the engineer .

19.04.03 Washing & Screening of aggregates

Washing and screening of coarse and fine aggregates to remove fines, dirt or other
deleterious material shall be carried out by approved means as desired by the engineer

19.04.04 Admixtures
All concrete shall be designed for normal rate of setting and hardening at normal
temperature and humidity. Different climatic conditions will affect the rate of setting
and hardening. Which will in turn, affect the workability and quality of the concrete.
Admixtures may be permitted to be used in accordance with IS: 456 to modify the rate
of hardening, to improve workability or as an aid to control quality. The engineer
reserves the right to order laboratory test or use test data, or other satisfactory reference
before granting approval. The admixture shall be used strictly in accordance with the
manufacturer’s directions and / or as desired by the engineer.

19.04.05 Grades of Concrete


Concrete shall be in any of the grades designated in the IS: 456. Grade of concrete to be
used in different parts of work shall be shown on the drawing or as per the engineer’s
instructions. In case of liquid retaining structures, IS: 3370 will be followed.

20.00 Proportioning and works Control

20.01.01 General

Proportioning of ingredients of concrete shall be made by any of the two following


methods as directed by the engineer:-

a. With preliminary tests by designing the concrete mix. Such concrete shall be called
“Design Mix Concrete”.
b. Without preliminary test adopting nominal concrete mix. Such concrete shall be
called “Nominal Mix Concrete”.

As far as possible, design mix concrete shall be used on all concrete work. Ordinary
concrete, in grades permitted in accordance with IS: 456 may be used if shown on
drawings and approved by the engineer. In all cases, the proportioning of ingredients
and works control shall be in accordance with IS: 456 and shall be adopted for use after
the engineer is satisfied regarding its adequacy and after obtaining his approval in
writing.

20.01.02 Mix Design of Concrete

Concrete mixes will be designed by the contractor to achieve the strength, durability and
workability necessary for the job, by the most economical use of the various ingredients.
In general, the design will keep in view the following considerations.
a. With preliminary tests by designing the concrete mix. Such concrete shall be called
“Design Mix Concrete”.
b. Without preliminary tests adopting nominal concrete mix. Such concrete shall be
called “Nominal Mix Concrete”.

20.02 Strength Requirements

20.03 Minimum Cement Content

a. The Contractor shall design the mixes for 10% (Ten per cent) higher strength
over and above those specified in Table-I under Clause 27.00, for the various
grades of concrete and different slump requirements.

b. Sufficient number of trial mixes (to be decided by the Engineer) will be taken at
the laboratory for the various designs and graphs of w/c ratio V/s crushing
strengths at various ages will be plotted.

c. All tests will be done in presence of the Engineer who shall be the final authority
to decide upon the adoption of any revised minimum cement content. The
Contractor will always be responsible to produce quality concrete of the
required grade as per the acceptance criteria of IS: 456.

d. The Engineer will always have the unquestionable right to revise the minimum
cement content as decided above, if, in his opinion, there is any chance of
deterioration of quality on account of use of lower cement content or any other
reason.

20.04 Water –Cement Ratio

The choice of water-cement ratio in designing a concrete mix will depend on

a. The requirement of strength.

b. The requirement of durability.

20.04.01 Strength Requirement


In case of ‘Design Mix Concrete”, the water-cement ratio of such value as to give
acceptable test results as per IS: 456 will be selected by trial and error. The values of
water-cement ratios for different grade and mix design will have to be established after
conducting sufficiently large number of preliminary tests in the laboratory to the
satisfaction of the Engineer. Frequent checks on test will have to be carried out and the
water-cement ratios will be revised if the tests produce unsatisfactory results.
Notwithstanding anything stated above, the Contractor's responsibility to produce
satisfactory test results and to bear all the consequences in case of default remains
unaltered.

In case of ordinary concrete, the maximum water-cement ratio for different grades of
concrete is specified in Table-5 of IS: 456 and no tests are necessary. The acceptance test
criteria for nominal mix concrete shall be as per IS: 456.

20.04.02 Durability Requirement

Tables 4 & 5 of IS:456 give the maximum water-cement ratio permissible from the point
of view of durability of concrete subjected to adverse exposure to weather, sulphate
attacks, and contact with harmful chemicals. Impermeability may also be an important
consideration.

Whenever the water-cement ratio dictated by Durability consideration is lower than that
required from strength criterion, the former shall be adopted.

However, water cement ratio, from the point of view of durability as well as from
strength consideration should meet the requirement given in Table III

(Note: Notwithstanding anything mentioned above, the slump to be obtained for work
in progress shall be as per direction of the Engineer)

With the permission of the Engineer, for any grade of concrete, if the water has to be
increased in special cases, cement shall also be increased proportionately to keep the
ratio of water to cement same as adopted in trial mix design for each grade of concrete.
No extra payment will be made for this additional cement.

The workability of concrete shall be checked at frequent intervals by slump tests.


Alternatively where facilities exist or if required by the Engineer, the compacting factor
test in accordance with IS: 1999 and Clause 7 of IS: 456 shall be carried out.

20.05 Mixing of Concrete

Concrete shall always be mixed in mechanical mixer unless specifically approved by the
Engineer for concrete to be used in unimportant out of the way locations in small
quantities. Water shall not normally be charged into the drum of the mixer until all the
cement and aggregates constituting the batch are already in the drum and mixed for at
least one minute. Mixing of each batch shall be continued until there is a uniform
distribution of the materials and the mass is uniform in colour and consistency, but in no

case shall mixing be done for less than 2 (Two) minutes and at least 40 (Forty)
revolutions after all the materials and water are in the drum. When absorbent aggregates
are used or when the mix is very dry, the mixing time shall be extended as may be
directed by the Engineer. Mixers shall not be loaded above their rated capacity as this
prevents thorough mixing.

The entire contents of the drum shall be discharged before the ingredients for the next
batch are fed into the drum. No partly set or remixed or excessively wet concrete shall
be used. Such concrete shall be immediately removed from site. Each time the work
stops, the mixer shall be thoroughly cleaned & when the next mixing commences, the
first batch shall have 10% additional cement at no extra cost to the Owner to allow for
loss in the drum.

Regular checks on mixer efficiency shall be carried out as directed by the Engineer as per
IS: 4634 on all mixers employed at site. Only those mixers whose efficiencies are within
the tolerances specified in IS: 1791 will be allowed to be employed.

Batching Plant, where used, shall conform to IS: 4925. When hand mixing is permitted
by the Engineer, it shall be carried out on a water-tight platform and care shall be taken
to ensure that mixing is continued until the mass is uniform in colour and consistency.
In case of hand-mixing, 10% extra cement shall be added to each batch at no extra cost
to the Owner.

20.06.01 Conveying Concrete

Concrete shall be handled and conveyed from the place of mixing to the place of laying
as rapidly as practicable by approved means and placed and compacted in the final
position before the initial setting of the cement starts. Concrete should be conveyed in
such a way as will prevent segregation or loss of any of the ingredients. For long distance
haulage, agitator cars of approved design will be used. If, in spite of all precautions,
segregation does occur during transport, the concrete shall be properly remixed before
placement. During very hot or cold weather, if directed by the Engineer, concrete shall
be transported in deep container which will reduce the rate of loss of water by
evaporation or loss of heat. If necessary, the container may have to be covered and
insulated. Conveying equipments for concrete shall be well maintained and thoroughly
cleaned before commencement of concrete mixing. Such equipments shall be kept free
from set concrete.

20.07 Placing and Compacting Concrete

Where specifically covered, the relevant I.S. Code will be followed for the procedure of
surface preparation, placement, consolidation, curing, finishes, repairs and maintenance
of concrete. If, however, there is no specific provision in the relevant IS Code for any
particular aspect of work, any other standard Code of practice, as may be specified by the
Engineer, will be adopted. Concrete may have to be placed against the following types of
surfaces:-
a. Formwork

b. Construction joint in concrete or masonry

The surface on or against which concrete is to be placed has to be cleaned thoroughly.


Old construction joint has to be roughened by wire brushing, chipping, sand blasting or
any other approved means for proper bond. All cuttings, dirt, oil, foreign and deleterious
material, laitance, etc. are to be removed by air jetting or water at high pressure.

Formwork, reinforcement, preparation of surface, embedments, joint seals etc. shall be


approved in writing by the Engineer before concrete is placed. As far as possible,
concrete shall be placed in the formwork by means approved by the Engineer and shall
not be dropped from a height or handled in a manner which may cause segregation. Any
drop over 1500 mm shall have to be approved by the Engineer.

Construction joint will be kept moist for at least 72 hours prior to placement. Concrete
will be placed always against moist surface but never on pools of water. In case the
foundation cannot be dewatered completely, special procedure and precaution, as
directed by the Engineer will have to be adopted.

Formwork will be cleaned thoroughly and smeared lightly with form oil or grease of
approved quality just prior to placement.

A layer of mortar of thickness 12 mm of the same or less w/c ratio and the same
proportion as that of the concrete being placed and cement slurry will be spread
thoroughly on the construction joint just prior to placement of concrete. The cost of
application of such cement slurry and mortar will be deemed to be included in the unit
rate of concrete.

After concrete has been placed it shall be spread, if necessary, and thoroughly compacted
by approved mechanical vibration to maximum subsidence without segregation and
thoroughly worked around shape. Vibrators shall not be used for pushing concrete into
adjoining areas. Vibrators must be operated by experienced workmen and the work
carried out as per relevant IS Code of Practice. In thin members with heavy congestion
of reinforcement or other embedments, where effective use of internal vibrator is, in the
opinion of the Engineer, doubtful, in addition to immersion vibrators the contractor may
have to employ form vibrators conforming to IS: 4656. For slabs and other similar
structures, the contractor will additionally employ screed vibrator as per IS: 2506. Hand
tamping may be allowed in rare cases, subject to the approval of the Engineer. Care must
be taken to ensure that the inserts, fixtures, reinforcement and formwork are not
displaced or distorted during placing and consolidation of concrete.

The rate of placement of concrete shall be such that no cold joint is formed and fresh
concrete is placed always against green concrete which is still plastic and workable. No
concrete shall be placed in open, during rains. During rainy season, no placement in the
open is to be attempted unless sufficient tarpaulins or other similar protective
arrangement for completely covering the still green concrete from rain is kept at the site
of placement. If there has been any sign of washing of cement and sand, the entire
affected concrete shall be removed immediately. Suitable precautions shall be taken in
advance to guard against rains before leaving the fresh concrete unattended. No
accumulation of water shall be permitted on or around freshly laid concrete.

Slabs, beams and similar members shall be poured in one operation, unless otherwise
instructed by the Engineer. Moulding, throating, drip course, etc., shall be poured as
shown on the drawings or as directed by the Engineer. Holes shall be provided and bolts,
sleeves, anchors, fastenings or other fixtures shall be embedded in concrete as shown on
the drawings or as directed by the Engineer. Any deviation there from shall be set right
by the Contractor at his own expense as instructed by the Engineer.

In case the forms or supports get displaced during or immediately after the placement
and bring the concrete surface out of alignment beyond tolerance limits, the Engineer
may direct to remove the portion and reconstruct or repair the same at the Contractor’s
expense.

The Engineer shall decide upon the time interval between two placements of concrete of
different ages coming in contact with each other, taking in consideration the degree of
maturity of the older concrete, shrinkage, heat dissipation and the ability of the older
concrete to withstand the load imposed upon it by the fresh placement.

Once the concrete is deposited, consolidated and finished in its final position, it shall not
be distributed.

20.08 Construction Joints and Cold Joints

20.08.01 Construction Joints

It is always desirable to complete any concrete structure by continuous pouring in one


operation. However, due to practical limitation of methods and equipment and certain
design considerations, construction joints are formed by discontinuing concrete at
certain predetermined stages. These joints will be formed in a manner specified in the
drawings/ instruction. Vertical construction joints will be made with rigid stop-board
forms having slots for allowing passage of reinforcement rods and any other
embedments and fixtures that may be shown. For water retaining structures and leak
proof buildings suitable and approved water stops may be installed at the construction
joints as per Clause 13.4 of IS: 456.

Where the location of the joints are not specified, it will be in accordance with the
following:-

a) In a column, the joint shall be formed 75 mm below the lowest soffit of the beam
framing into it.

b) Concrete in a beam shall preferably be placed without a joint, but if provision of


a joint is unavoidable, the joint shall be vertical and at the middle of the span.

c) A joint in a suspended floor slab shall be vertical and at the middle of the span
and at right angles to the principal reinforcement.

d) Feather-edges in concrete shall be avoided while forming a joint.

e) A construction joint should preferably be placed in a low stress zone and at right
angles to the direction of the principal stress.

f) In case the Contractor proposes to have a construction joint anywhere to


facilitate his work, the proposal should be submitted well in advance to the
Engineer for study and approval without which no construction joint will be
allowed.

20.08.02 Cold Joint

An advancing face of a concrete pour, which could not be covered by fresh concrete
before expiry of initial setting time (due to an unscheduled stoppage or delay on account
of breakdown in plant, inclement weather, low rate of placement or any other reason),
is called a cold joint. The Contractor should always remain vigilant to avoid cold joints.

If however, a cold joint is formed due to unavoidable reasons, the following procedure
shall be adopted for treating it:-

a) If the concrete is so green that it can be removed manually and if vibrators can
penetrate the surface without much effort, fresh concrete can be placed directly
against the old surface. The old concrete should be covered by fresh concrete as
quickly as possible and the joint thoroughly and systematically vibrated.

b) In case concrete has hardened a bit more than (a) but can still be easily removed
by a light hand pick, the surface will be raked thoroughly and the loose concrete
removed completely without disturbing the rest of the concrete in depth. A rich
mortar layer 12 mm in thickness will be placed on the cold joint and fresh
concrete shall be placed on the mortar layer and the joint will be thoroughly and
systematically vibrated penetrating the vibrator deep into the old layer of
concrete.

c) In case the concrete at the joint has become so stiff that it cannot be re-moulded
and mortar or slurry does not rise in spite of extensive vibration, the joint will be
left to harden for at least 12 –24 hrs. It will then be treated as a regular
construction joint, after cutting the concrete to required shape and preparing the
surface as described under clause 27.08.

20.09 Repairs, Finishes and Treatment of Concrete surfaces

20.09.01 Adequate and sound concrete surfaces, whether formed or unformed, can be obtained
by employing a concrete mix of proper design, competent formwork, appropriate
methods of handling, placing and consolidation by experienced workmen.
Unsound concrete resulting from improper mix design, incompetent methods,
equipments and Form work, poor workmanship and protection will not be accepted and
will have to be dismantled, removed and replaced by sound concrete at the Contractor’s
cost. The Engineer may, at his sole discretion, allow to retain concrete with minor defects
provided the Contractor is able to repair it by approved methods at no extra cost to the
Owner. All concrete work shall be inspected by the Contractor immediately after the
forms are removed and he will promptly report occurrence of any defects to the

Engineer. All repair works will be carried out as per the instructions and in the presence
of the Engineer or his representative. Generally, repair work will consist of any or all of
the following operations.

a) Sack rubbing with mortar and stoning with carborundum stone.


b) Cutting away the defective concrete to the required depth and shape.
c) Cleaning of reinforcement and embedments.
d) Roughening by sand blasting or chipping.
e) Installing additional reinforcement/ welded mesh fabric.
f) Dry packing with stiff mortar.
g) Plastering, guniting, shotcreting etc.
h) Placing and compacting concrete in the void left by cutting out defective
concrete.
i) Grouting with cement sand slurry of 1:1 mix.

20.09.02 Finishing Unformed Surface

The Contractor is to include in his quoted rate for concrete, the provision of normal
finishes in unformed surfaces which can be achieved by screeding, floating, trowelling
etc., as and where required by the Engineer without any extra cost to the Owner. A few
typical and common cases of treatment of concrete surface are cited below.

a) Floor

Whenever a non-integral floor finish is indicated, the surface of reinforcement


concrete slab shall be struck off at the specified levels and slopes and shall be
finished with a wooden float fairly smooth removing all laitance. No over
trowelling, to obtain a very smooth surface, shall be done as it will prevent
adequate bond with the subsequent finish.

Where monolithic finish is specified or required, concrete shall be compacted


and struck off at the specified levels and slopes with a screed, preferably a
vibrating type and then floated with a wooden float. Steel trowelling is then
started after the moisture film and shine have disappeared from the surface and
after the concrete has hardened enough to prevent excess of fines and water to
rise to the surface but not hard enough to prevent proper finishing of
aberrations. Steel trowelling properly done will flatten and smoothen sandy
surface left by wooden floats and produce a dense surface free from blemishes,
ripples and trowel marks. A fine textured surface that is not slick and can be used
where there is likelihood of spillage of oil or water can be obtained by trowelling
the surface lightly with a circular motion after initial trowelling keeping the steel
trowel flat on the surface

To provide a better grip the Engineer may instruct marking the floor in a regular
geometric pattern after initial trowelling.

20.09.03 Finishing Formed Surfaces


The type of finish for formed concrete surfaces shall be as follows, unless otherwise
specified by the Engineer.

For surfaces against which backfill or concrete is to be placed, no treatment is required


except repair of defective areas.

For surfaces below grade which will receive water proofing treatment the concrete shall
be free from surface irregularities which would interfere with proper application of the
water proofing material which is specified for use.
Unless specified, surfaces which will be exposed when the structure is in service shall
receive no special finish, except repair of damaged or defective concrete, removal of fins
and abrupt irregularities, filling of holes left by form ties and rods and clean up of loose
or adhering debris.

Surfaces which will be exposed to the weather and which would normally be level shall
be sloped for drainage. Unless the drawing specifies a horizontal surface or shows the
slopes required, the tops of narrow surfaces such as stair treads, walls, kerbs and
parapets shall be sloped across the width approximately 1 in 30. Broader surfaces such
as walkways, roads, parking areas and platforms shall be sloped about 1 in 50. Surfaces
that will be covered by backfill or concrete, sub floors to be covered with concrete
topping, terrazzo or quarry tile and similar surfaces shall be smooth screeded and
leveled to produce even surfaces. Surface irregularities shall not exceed 6 mm. Surfaces
which will not be covered by backfill, concrete or tile toppings such as outside decks,
floors of galleries and sumps, parapets, gutters, side-walks, floors and slabs shall be
consolidated, screeded and floated. Excess water and laitance shall be removed before
final finishing. Floating may be done with hand or power tools and started as soon as the
screeded surface has attained a stiffness to permit finishing operations and these shall
be the minimum required to produce a surface uniform in texture and free from screed
marks or other imperfections. Joints and edges shall be tooled as called for on the
drawings or as directed by Engineer.

20.09.04 Standard Finish for Exposed Concrete

Exposed concrete shall mean any concrete, other than floors or slabs, exposed to view
upon completion of the job.

Unless otherwise specified on the drawings, the standard finish for exposed concrete
shall be a smooth finish.

A smooth finish shall be obtained with the use of lined or plywood forms having smooth
and even surfaces and edges. Panels and forms linings shall be of uniform size and be as
large as practicable and installed with closed joints. Upon removal of forms the joint
marks shall be smoothened off and all blemishes, projections, etc., removed leaving the
surfaces reasonably smooth and unmarred.

20.09.05 Rubbed Finish

A rubbed finish shall be provided only on exposed concrete surfaces as specified on the
drawings. Upon removal of forms, all fins and other projections on the surfaces shall be
carefully removed, offsets leveled and voids and/or damaged sections immediately

saturated with water and repaired by filling with concrete or mortar of the same
composition as was used in the surface. The surfaces shall then be thoroughly wetted
and rubbed with carborundum or other abrasive. Cement mortar may be used in the
rubbing, but the finished surfaces shall not be brush coated with either cement or grout
after rubbing. The finished surfaces shall present a uniform and smooth appearance.

20.10 Optional Tests

Engineer, if he so desires, may order tests to be carried out on cement, sand, coarse
aggregates, water in accordance with the relevant Indian Standards. Tests on cement
shall include (i) Fineness test (ii) Test for normal consistency (iii) Test for setting time
(iv) Test for soundness (v) Test for tensile strength (vi) Test for compressive strength
(vii) Test for heat of hydration (by experiment and by calculations) in accordance with
IS : 269. Tests on sand shall include (i) Sieve test (ii) Test for organic impurities (iii)
Decantation test for determining clay and silt content (iv) Specific gravity test (v) Test
for unit weight and bulkage factor (vi) Test for sieve analysis and fineness modulus. Tests
on coarse aggregates shall include (i) Sieve analysis (ii) Specific gravity and unit weight
of dry, loose and rodded aggregate (iii) Soundness and alkali aggregates reactivity (iv)
Petrographic examination (v) Deleterious materials and organic impurities (vi) Test for
aggregate crushing value. Any or all these tests would normally be ordered to be carried
out only if the Engineer feels the materials are not in accordance with the specifications
or if the
specified concrete strengths are not obtained and shall be performed by contractor or at
an approved test laboratory at his cost.

If the work cubes do not give the stipulated strengths, the Engineer reserves the right to
ask the contractor to dismantle such portions of the work which in his opinion are
unacceptable and redo the work to standards stipulated at the contractors cost.

20.11 CONCRETE IN ALKALI SOILS AND ALKALINE WATER

Where concrete is liable to attack from alkali salts or alkaline water, special cements
containing low amount of Tricalcium Aluminate shall be used, if so specified on the
drawings. Such concrete shall have a minimum 28 days compressive strength of 30
N/mm2. If specified, additional protection shall be obtained by the use of a chemically
resistant stone facing or a layer of plaster of paris covered with suitable fabric, such as
jute thoroughly impregnated with tar.

20.12 COLD WEATHER CONCRETING

When conditions are such that the ambient temperature may be expected to be 4.5 Deg.
C or below during the placing and curing period, the work shall conform to the
requirement of Clause 13 of IS: 456 and IS: 7861.

20.13. HOT WEATHER CONCRETING

When depositing concrete in very hot weather, the Contractor shall take all precautions
as per IS: 7861 and stagger the work to the cooler parts of the day to ensure that the

temperature of wet concrete used in massive structures does not exceed 38 Deg. C while
placing. Positive temperature control by pre-cooling, post-cooling or any other method,
if required, has to be done without any extra cost.

20.14 VIBRATION

20.14.01 Concrete to be vibrated shall be placed in level layers of suitable thickness not greater
than effective length of the vibrator needle. The concrete at the surface shall be
distributed as horizontally as possible. The vibration shall not be done in the
neighborhood of slopes. The internal vibrator shall not be used to spread the concrete
well in advance of the point of vibration. When the concrete is being continuously
deposited to a uniform depth along a member, vibrator shall not be operated too near to
the free end of the advancing concrete, usually not within 1.20 metres of it. Every effort
shall be made to keep the surface of the previously placed layer of concrete alive so that
the succeeding layer can be amalgamated with it by vibration process. Following points
shall be kept in mind while vibrating concrete.

20.14.02 The concrete shall be placed in shallow layers consistent with the method being used to
place and vibrate the concrete. Usually concrete shall be placed in thickness not more
than 300mm and on initial placing in thickness not more than 150mm.

20.14.03. The vibrator head shall be dipped through filling which is to be consolidated to further
depth of 10 to 20mm in the lower layer which has already been consolidated.

20.14.04. Vibration shall be carefully controlled, the internal vibrator being systematically
inserted at points minimum 450 mm intervals and maintained in position for a fixed
time. Immersion for periods of 5 to 15 seconds should normally be sufficient. The limit
of action is judged by surface appearance. The surface shall neither be honey combed
nor shall it contain excess mortar.

20.14.05. The vibrator shall be inserted vertically. With inclined or haphazard insertion it will be
impossible to regulate the degree of compaction in all portions of the concrete. Care shall
be taken to prevent contact of immersion vibrators with formwork, reinforcement steel
and finished surfaces. Immersion vibrators shall not come in contact with reinforcement
steel if initial set of concrete around it has started.

20.14.06. The vibrator shall be allowed to penetrate on its own accord and should be withdrawn
quite slowly, at the rate of about 75 mm per second, whilst still running, so as to allow
the redistribution of the concrete in its wake.

20.15 PROTECTION AND CURING OF CONCRETE

Newly placed concrete shall be protected by approved means from rain, sun and wind.
Concrete placed below the ground level shall be protected against contamination from
falling earth during and after placing. Concrete placed in ground containing deleterious
substances, shall be protected from contact with such ground, or with water draining
from such ground, during placing of concrete and for a period of at least three days or as
otherwise instructed by the Engineer. Steps, as approved by the Engineer, shall be taken
to protect immature concrete from damage by debris, excessive loadings, vibration,

abrasion, mixing with earth or other deleterious materials, etc. that may impair the
strength and durability of the concrete.

All concrete shall be cured by keeping it continuously damp for the period of time
required for complete hydration and hardening to take place. Preference shall be given
to the use of continuous sprays, or ponded water, continuously saturated covering of
sacking, canvas, Hessian or other absorbent materials, or approved effective curing
compounds applied with spraying equipment capable of producing a smooth, even-
textured coat. Extra precautions shall be exercised in curing concrete during cold and
hot weather as outlined hereinafter. The quality of curing water shall be the same as that
used for mixing concrete.

Certain types of finish or preparation for overlaying concrete must be done at certain
stages of the curing process and special treatment may be required for specific concrete
surface finish.

Curing of concrete made of high alumina cement and Supersulphated cement shall be
carried out as directed by Engineer.

The Contractor shall remain extremely vigilant and employ proper equipment and
workmen under able supervision for curing. The Engineer’s decision regarding the
adequacy of curing is final. In case any lapse on the part of the Contractor is noticed by
the Engineer, he will inform the Contractor or his supervisor verbally or in writing to
correct the deficiency in curing. If no satisfactory action is taken by the Contractor within
3 (Three) hours of issuance of such instruction, the Engineer will be at liberty either to
employ sufficient means through any agency to make good the deficiency and recover
the cost thereof from the Contractor, or pay for the part where adequate curing was
noticed at a reduced rate, entirely at the discretion of the Engineer.

20.16 FORM WORK

20.17.01 General

If it is so desired by the Engineer, the Contractor shall prepare, before commencement


of actual work, designs and working drawings for formwork and centering and get them
approved by the Engineer. The formwork shall conform to the shape, grade, lines, levels
and dimensions as shown on the drawings.

Materials used for the formwork inclusive of the supports and centering shall be capable
of withstanding the working load and remain undistorted throughout the period it is left
in service. All supports and scaffolds should be manufactured from structural or tubular
steel except when specifically permitted otherwise by the Engineer.

The centering shall be true to vertical, rigid and thoroughly braced both horizontally and
diagonally. Rekers are to be used where forms are to support inclined members. The
forms shall be sufficiently strong to carry without undue deformation, the dead weight
of the concrete as a liquid as well as the working load, in case the Contractor wishes to
adopt any other design criteria, he has to convince the Engineer about its acceptability

before adopting it. Where the concrete is vibrated, the formwork shall be strong enough
to withstand the effects of vibration without appreciable deflection, bulging, distortion
or loosening of its components. The joints in the formwork shall be sufficiently tight to
prevent any leakage of slurry or mortar.

To achieve the desired rigidity, tie bolts, spacer blocks, tie wires and clamps as approved
by the Engineer shall be used but they must in no way impair the strength of concrete or
cause stains or marks on the finished surface. Where there are chances of these fixtures
being embedded, only mild steel or concrete of adequate strength shall be used. Bolts
passing completely through liquid retaining walls/ slabs for the purpose of securing and
aligning the formwork shall not be used.

The formwork shall be such as to ensure a smooth uniform surface free from
honeycombs, air bubbles, bulges, fins and other blemishes. Any blemish or defect found
on the surface of the concrete must be brought to the notice of the Engineer immediately
and rectified free of charge as directed by him.

All floor and beam centering shall be crowned not less than 8 mm in all directions for
every 5 meters span. Unless specifically described on the drawings or elsewhere to the
contrary, bevelled forms 25 mm by 25 mm shall be fixed in the form-work at all corners
to provide champering of the finished concrete edges without any extra charge. The
formwork should lap and be secured sufficiently at the lift joints to prevent bulges and
offsets.

Temporary openings for cleaning, inspection and for pouring concrete shall be provided
at the base of vertical forms and at other places, where they are necessary and as may be
directed by the Engineer. The temporary openings shall be so formed that they can be
conveniently closed when required, during pouring operations without leaving any
mark on the concrete.

20.18.02 Cleaning and Treatment of Forms

All parts of the forms shall be thoroughly cleaned of old concrete, wood shavings, saw
dust, dirt and dust sticking to them before they are fixed in position. All rubbish, loose
concrete, chippings, shavings, saw dust etc. shall be scrupulously removed from the
interior of the forms before concrete is poured. Compressed air jet and/ or water jet
along with wire brushes, brooms etc. shall be used for cleaning. The inside surface of the
formwork shall be treated with approved non-staining oil or other compound before it
is placed in position. Care shall be taken that oil or other compound does not come in
contact with reinforcing steel or construction joint surfaces. They shall not be allowed to
accumulate at the bottom of the formwork. The oiling of the formwork will be inspected
just prior to placement of concrete and redone wherever necessary.

20.18.03 Design

The formwork shall be so designed and erected that the forms for slabs and the sides of
beams, columns and walls are independent of the soffits of beams and can be removed
without any strain to the concrete already placed or affecting the remaining formwork.
Removing any props or re-propping shall not be done except with the specific approval

of the Engineer. If formwork for column is erected for the full height of the column, one
side shall be left open and built up in sections, as placing of concrete progress. Wedges,
spacer bolts, clamps or other suitable means shall be provided to allow accurate
adjustment and alignment of the formwork and to allow it to be removed gradually
without jarring the concrete. The form work must be designed for any special conditions
of construction likely to occur such as unsymmetrical placement of concrete, impact of
machine delivered concrete, uplift and concentrated load. Imposition of construction
load on the partially completed structure shall not be allowed except with the written
permission of the Engineer.

20.18.04 Inspection of Forms

Casting of Concrete shall start only after the formwork has been inspected and approved
by the Engineer. The concreting shall start as early as possible within 3 (Three) days
after the approval of the formwork and during this period the formwork shall be kept
under constant vigilance against any interference. In case of delay beyond three days, a
fresh approval from the Engineer shall be obtained.

20.18.05 Removal of Forms

Before removing any formwork, the Contractor must notify the Engineer well in advance
to enable him to inspect the concrete if he so desires.

The Contractor shall record on the drawing or in any other approved manner, the date
on which concrete is placed in each part of the work and the date on which the formwork
is removed there from and have this record checked and countersigned by the Engineer
regularly. The Contractor shall be responsible for the safe removal of the formwork and
any work showing signs of damage through premature removal of formwork or loading
shall be rejected and entirely reconstructed by him without any extra cost to the Owner.
The Engineer may, however, instruct to postpone the removal of formwork if he
considers it necessary.
Forms for various types of structural components shall not be removed before the
minimum periods specified herein and the removal after the minimum periods shall also
be subject to the approval of the Engineer in each case.

Wherever exposed surfaces of concrete can be effectively sealed to prevent loss of water,
the periods specified for temperature above 40 Deg. C can be reduced to those of the
temperature range of 20 Deg. C to 40 Deg. C subject to approval of the Engineer.

Construction joints in beams, if required to be provided, will be located at the middle of


span according to clause 26.08.01 (b) of this specification. In such cases, however, entire
span of beam shall have to be kept supported by formwork till its removal for the portion
of beam, cast at a later date, is due and so approved by the Engineer.

20.18.06 Tolerance
The formwork shall be so made as to produce a finished concrete, true to shape, lines,
levels, plumb and dimensions as shown on the drawings subject to the following
tolerances unless otherwise specified in this Specification or drawings or directed by the
Engineer.

For a) Sectional dimension : +/- 5 mm

b) Plumb : 1 in 1000 of height

c) Levels : +/- 3 mm before any deflection has


taken place

The tolerances given above are specified for local variations in the finished concrete
surface and should not be taken as tolerances for the entire structure taken as a whole
or for the setting and alignment of formwork, which should be as accurate as possible to
the entire satisfaction of the Engineer. Any error, within the above tolerance limits or
any other as may be specially set up by the Engineer, if noticed in any lift of the structure
after

stripping of forms, shall be corrected in the subsequent work to bring back the surface
of the structure to its true alignment.

20.18.07 Re-use of Forms

Before re-use, all forms shall be thoroughly scraped, cleaned, joints and planes examined
and when necessary repaired, and inside surface treated as specified hereinbefore.
Formwork shall not be used/ re-used if declared unfit or unserviceable by the Engineer.

20.19 Openings, Chases, Grooves, Rebates, Block outs etc.

The Contractor shall leave all openings, grooves, chases, etc. in concrete work as shown
on the drawings or as specified by the Engineer.

20.21 FOUNDATION BEDDING, BONDING AND JOINTING

20.21.01 All surfaces upon or against which concrete will be placed shall be suitably prepared by
thoroughly cleaning, washing and dewatering, as may be indicated in the plans or as
Engineer may direct, to meet the various situations encountered in the work.

20.21.02 Soft or spongy areas shall be cleaned out and back filled with either a soil-cement
mixture, lean concrete or clean sand fill compacted to a minimum density of 90%
Modified Proctor, unless otherwise mentioned in schedule of quantities.
20.22 PREPARATION OF ROCK STRATA OF FOUNDATIONS

20.22.01 To provide tight bond with rock foundations, the rock surface shall be prepared and the
following general requirements shall be observed.

20.22.02 Concrete shall not be deposited on large sloping rock surfaces. Where required by
Engineer or as indicated on the plans, the rock shall be cut to form rough steps or
benches to provide roughness or a more suitable bearing surface.

20.22.03 Rock foundation stratum shall be prepared by picking, barring, wedging and similar
methods which will leave the rock in an entirely sound and unshattered condition.

20.22.04 Shortly before concrete is placed, the rock surface shall be cleaned with high pressure
water and air jet even though it may have been previously cleaned in that manner.

20.22.05 Prior to placing concrete, the rock surface shall be kept wet for a period of 2 to 4 hours
unless otherwise directed by Engineer.

20.22.06 Before placing concrete on rock surfaces all water shall be removed from depressions to
permit thorough inspection and proper bonding of the concrete to the rock.

20.23 PREPARATION OF EARTH STRATA OF FOUNDATIONS

All earth surfaces upon which or against which concrete is to be placed, shall be well
compacted and free from standing water, mud or debris. Soft, yielding soil shall be
removed and replaced with suitable earth well compacted as directed by Engineer.
Where specified, lean concrete shall be provided on the earth stratum for receiving
concrete. The surface of absorptive soils against which concrete is to be placed shall be
moistened thoroughly so that no moisture will be drawn from the freshly placed
concrete and later shall help to cure the concrete.

20.24 BONDING TREATMENT (MORTAR)

20.24.01 After rock surfaces upon which new concrete is to be placed have been scarified, cleaned
and wetted as specified herein, they shall receive a bonding treatment, immediately
before placement of the concrete.

20.24.02 The bonding medium shall be a coat of cement-sand mortar. The mortar shall have the
same cement-sand proportions as the concrete which shall be placed on it. The water-
cement ratio shall be determined by placing conditions and as approved by Engineer.

20.24.03. Bonding mortar shall be placed in sufficient quantity to completely cover the surface
about 10mm thick for rock surface and about 5mm thick for concrete surfaces. It shall be
brushed or broomed over the surface and worked thoroughly into all cracks, crevices
and depressions. Accumulations or puddles of mortar shall not be allowed to settle in
depressions and shall be brushed out to a satisfactory degree, as determined by
Engineer.

20.24.04. Mortar shall be placed at such a rate that it can be brushed over the surface just in
advance of placement of concrete. Only as much area shall be covered with mortar as
can be covered with concrete before initial set in the mortar takes place. The amount of
mortar that will be permitted to be placed at any one time, or the area which it is to cover,
shall be in accordance with Engineers directions.

20.24.05. Cleaning and bonding formed construction joints

Vertical construction joints shall be cleaned as specified above or by other methods


approved by Engineer. In placing concrete against formed construction joints, the
surfaces of the joints, where accessible, shall be coated thoroughly with the specified
bed-joint bonding mortar immediately before they are covered with concrete or by
scrubbing with wire brooms dipped into the fresh concrete. Where it is impracticable to
apply such a mortar coating, special precautions shall be taken to ensure that the new
concrete is brought into intimate contact with the surface of the joint by careful puddling
and spading with the aid of vibrators and suitable tools.

21.00 SAMPLING AND TESTING

21.01 General

The Contractor shall carry out all sampling and testing in accordance with the relevant
Indian Standards and as supplemented herein for the following items at his own cost
unless otherwise specified in this specification. The Contractor shall get the specimens
tested in a laboratory approved by the Engineer and submit to the Engineer the test
results in triplicate within 3 (Three) days after completion of the test.

21.02 Cement

Representative samples will be taken from each consignment of cement received from
the manufacturer/ supplier for carrying out the tests for fineness (by hand sieving),
setting time and compressive strengths as per IS:12269 or IS: 8112. Soundness Tests
may also be required to be carried out if required by the Engineer. The tests shall be
carried out free of charge by the Owner if cement is supplied by him or by the Contractor
without any expense to the Owner, in case the Contractor is directed to arrange for the
supply as per the terms and conditions of the Contract. In case due to any circumstances,
the agency of supply is changed in the middle of the Contract, the party who bore the
original contractual obligation will carry on with the test, free of charge to the other, till

the end of the job. No cement from a particular consignment / batch will be used on the
works unless satisfactory 3 (three) days and 7 (seven) days test results for compressive
strength are known. The Owner, Engineer and Contractor will jointly associate
themselves with the tests irrespective of whether they are carried out by the Owner or
the Contractor. These tests are of great importance as their results will have bearing on
the acceptance of concrete or otherwise as per the terms and conditions of the contract.

21.03 Aggregates

The Contractor shall carry out any or all the tests on aggregates as may be required by
the Engineer in accordance with IS: 2386 PARTS-I to VIII. The acceptance criteria of the
samples tested shall be in accordance with the requirements of the relevant Indian
Standards.

21.04 Water

Sampling and Testing of water being used for concrete works as per IS: 3550 will be
carried out by the Contractor at regular intervals and whenever directed by the
Engineer. The final acceptance criteria in case of doubt will be as per IS: 3025 & IS: 456.

21.05 Admixture

21.05.01 Air Entraining Agents

Initially, before starting to use Air Entraining Agents., relationship between the
percentage of air entrained and the cylinder cube crushing strength vis-à-vis quantity of
A.E.A. used for all types of concrete will be established by the Contractor free of charge
by carrying out sufficiently large number of tests. After that, at regular intervals and
whenever directed by the Engineer, the Contractor will check up free of charge, the
actual percentages of air entrained and corresponding crushing strengths to correlate
with the earlier test results.

21.05.02 Other Admixtures


Tests for establishing the various properties of any other admixtures which may be
required to be added shall be carried out by the Contractor free of charge to the Owner.

21.06 Concrete

The sampling of concrete, making the test specimens, curing and testing procedure etc.
shall be in accordance with IS: 516 and IS: 1199, the size of specimen being 15 cm cubes.
Normally, only compression tests shall be performed but under special circumstances
the Engineer may require other tests to be performed in accordance with IS: 516.
Sampling procedure, frequency of sampling and test specimen shall conform to Clause
15 of IS: 456.

To control the consistency of concrete from every mixing plant, slump tests and/ or
compacting factor tests in accordance with IS: 1199 and as mentioned in Clause 27.04.02
of this Specification shall be carried out by the Contractor every two hours or as directed

by the Engineer. Slumps corresponding to the test specimens shall be recorded for
reference.

The acceptance criteria of concrete shall be in accordance with Clause 16 of IS: 456.
However, in exceptional circumstances, the Engineer may, at his discretion, accept a
concrete of lower strength than specified and which is otherwise unacceptable according
to IS: 456.

Concrete work found unsuitable for acceptance shall have to be dismantled and
replacement is to be done as per specification by the Contractor. No payment for the
dismantled concrete, the relevant formwork and reinforcement, embedded fixtures, etc.
wasted in the dismantled portion shall be made. In the course of dismantling, if any
damage is done to the embedded items or adjacent structures, the same shall be made
good, free of charge by the Contractor, to the satisfaction of the Engineer.

22.00 ACCEPTANCE CRITERIA

22.01 Standard Deviation

Standard deviation shall be based on test results and determination of Standard


deviation shall be as per IS: 456.

22.02 Acceptance Criteria

The strength requirements and acceptance criteria shall conform to Clause 16 of IS: 456.

22.03 Inspection and Core Tests

Inspection of concrete work immediately after stripping the formwork and core test of
structures shall conform to Clause 17 of IS: 456.

22.04 Load Test


Load tests of structural members may be required by the Engineer, when the strength of
test specimen results fall below the required strength, as per ‘Load Tests for flexural
member”, Clause 17.6 of IS: 456. If load testing is decided by the Engineer, the member
under consideration shall be subjected to a test load equal to 1.25 (one and a quarter)
times the specified live load used for design and this load shall be maintained for a period
of 24 (twenty four) hours before removal. The detailed procedure of the test is to be
decided by the Engineer. Load tests shall not be made until the structure is at least 56
days old.

If the member shows evident failure, such changes as are necessary to make the
structure adequately strong shall be made by the Contractor free of cost to the Owner.
Alternatively, if permitted under Statutory Regulations and at the discretion of the
Engineer, the structure under test or a portion thereof may be retained as such without
any modification by de-rating its load bearing capacity, provided the design criteria
allows such de-rating.

A reinforced concrete beam, floor or roof shall be deemed to have passed the test, if the
maximum deflection at the end of 24 hours does not exceed the deflection given in Clause
17.6.3.1 of IS: 456.

The entire cost of load testing shall be borne by the Contractor. If a portion of the
structure is found to be unacceptable, it shall be dismantled and replaced by a new
structure as per specification. The entire cost of dismantling and replacement and
restoration of the site being borne by the Contractor.

If, in the course of dismantling, any damage is done to the embedded items and or other
adjacent structures, the same will be made good, free of charge by the Contractor to the
satisfaction of the Engineer.

23.00 RATES

The rate for any item in the schedule, unless specifically excluded in the contract, shall
be deemed to include the cost of all materials consumed or used in the work or incidental
to it as well as labour, tools, plant, equipment, templates, supports, scaffolds, approaches,
security and safety measures, power, fuel, lubricants, storage, handling, transport,
testing, insurances, taxes, royalties and other revenue expenses, accommodation,
services, supervision, overheads, profits etc. The various items of work which are to be
provided are mentioned under Clause 2.00 and elsewhere in this specification. If no
separate item is provided for any such work in the schedule of items, it is implied that
the contractor shall not claim for any of the connected items of the schedule viz. Detailed
drawings and drawing of form work in the item of formwork or concrete etc.

24.00 METHOD OF MEASUREMENT

24.01 Concrete

a) Actual volume of work as executed or as per drawings issued, whichever is less,


shall be measured in Cum. Deductions for openings, conduits, pipes, ducts,
pockets, chases etc. shall be made, provided they are larger than 0.1 Sq.m in area
each. No deduction shall be made for embedded fixtures including
reinforcements, sleeves, anchor bolts and similar items.

24.02 Admixture

Admixture will be measured on the basis of theoretical requirement or actual


consumption, whichever is less.

3.0 MATERIALS

3.1 Bricks

Bricks shall be fly ash bricks of size 230x110x75mm and compressive strength is not less than
75 Kg/Sqcm.

Bricks shall be of regular and uniform size, shape and colour. They shall have plane rectangular
faces with parallel sides and sharp straight and right angled edges. They shall be free from cracks
or other flaws. They shall have a frog of 10 mm. depth on one of their flat faces.

They shall give a clear metallic ringing sound when struck. They shall show a fine grained,
uniform homogeneous and dense texture on fracture and be free from lumps of lime,
laminations, cracks, air holes, soluble salts causing efflorescence or other defects which may in
any way impair their strength, durability, appearance or usefulness for the purpose intended.
They shall not have any parts under-burnt. They shall not break when thrown on the ground on
their flat face in a saturated condition from a height of 60 cm.

Absorption

After immersion in water, absorption by weight shall not exceed 20% of the dry weight of the
brick when tested according to IS: 1077-1976.

Crushing strength

The load to crush the brick when dry shall not be less than 75 kg/sq.cm. and when thoroughly
soaked, shall not be less than 50 kg/sq.cm. The load to crush the concrete block when dry shall
not be less that 75 kg/sq.cm.

3.2 Cement, Fine Aggregate and Water


Refer relevant clauses of these specifications.

3.2 Mortars

Cement and sand shall be mixed in specified proportions given on the drawings. cement shall be
proportioned only by weight, by taking its unit weight as 1440 kg per cubic metre and the sand
shall be proportioned by volume after making due allowance for bulking. The required quantity
of water shall then be added and the mortar mixed to produce workable consistency.

The mixing shall be done intimately in a mechanical mixer unless hand-mixing is specifically
permitted by the Engineer. If hand mixing is done, the operation shall be carried out on a clean
watertight platform and cement and sand shall be first mixed dry in the required proportion to
obtain a uniform colour and then the mortar shall be mixed for at least two minutes after addition
of water. The mortar so prepared shall be used within 30 minutes of adding water. Only such
quantity of mortar shall be prepared as can be used within 30 minutes. The mortar remaining
unused after that period or mortar which has partially hardened or is otherwise damaged shall
not be re-tempered or remixed. It shall be destroyed or thrown away.

In case of cement mortar that has stiffened because of evaporation of water the same shall be
re-tempered by adding water as frequently as needed to restore the requisite consistency, but
this re-tempering shall be permitted only within thirty minutes from the time of addition of
water at the time of initial mixing.

Necessary tests to determine compressive strength of the mortar, for consistency of the mortar
and its water retentivity shall be carried out in accordance with IS:2250. The frequency of testing
shall be one cube for every 2 cubic metre of mortar prepared subject to a minimum of 3 cubes
for a day's work.

4.0 CONSTRUCTION

4.1 Soaking of Bricks


Bricks shall be soaked in water for a minimum period of one hour before use so that they will be
saturated and will not absorb water from the mortar. When bricks are soaked they shall be
removed from the tank sufficiently in advance so that at the time of laying they are skin-dry. Such
soaked bricks shall be stacked on a clean place where they are not spoil by dirt, earth, etc.

4.2 Laying of Bricks:

All brick work shall be laid in English bond, even and true to line, plumb, level and all joints
accurately kept. The bricks used on the face shall be selected whole ones of uniform size and with
true rectangular face. Brick shall be laid with frogs up, if any, on a full bed of mortar. When laying,
bricks shall be slightly pressed so that the mortar gets into all the surface pores of bricks to
ensure proper adhesion. All joints shall be properly flushed and packed with mortar so that no
hollow spaces are left.

Before laying bricks in foundation, a layer of not less than 12 mm of mortar shall be spread to
make the surface on which the brick work will be laid even. Immediately thereafter, the first
course of bricks shall be laid.

The brick work shall be built in uniform layers, corners and other advanced work shall be raked
back. Brick work shall be done true to plumb or in specified batter. No part of it, during

construction, shall rise more than one meter above the general construction level, to avoid
unequal settlement and improper jointing.

Toothing may be done where future extension is contemplated but shall be used as an alternative
to raking back.

4.3 Joints
The thickness of joints shall not exceed 10 mm and this thickness shall be uniform throughout.

4.4 Joining with existing structure


When fresh masonry is to be placed against existing surfaces of structures, these shall be cleaned
of all loose material, roughened and wetted as directed by the Engineer so as to effect a good
bond with the new work.

4.5 Curing:
Green work shall be protected from rain by suitable covering. Masonry work in cement or
composite mortar shall be kept constantly moist on all faces for a minimum period of seven days.
The top of the masonry work shall be left flooded with water at the close of the day. During hot
weather all finished or partly completed work shall be covered or wetted in such manner as will
prevent rapid drying of the brick work.

4.6 Scaffolding
The scaffolding shall be sound and strong to withstand all loads likely to come upon it and will
be double or single as is warranted for the particular work. The holes which provide resting
space for horizontal members shall not be left in masonry under one metre in width or
immediately near the skew backs of arches. The holes left in the masonry work for supporting
the scaffolding shall be filled and made good with 1:4:8 cement concrete.

4.7 Condition of Equipment

All equipment used for mixing or transporting mortar and bricks shall be clean and free from set
mortar, dirt or other injurious foreign substances.

4.8 Finishing of Surfaces

For a surface which is to be subsequently plastered or pointed the joints shall be squarely raked
out to a depth of 15 mm while the mortar is still green. The raked joints shall be well brushed to
remove dust and loose particles and the surface shall be thoroughly washed with water, cleaned
and wetted.

4.9 Mode of payment:


Payment for the brick masonry shall be made on the basis of cubic meter (Cum). Measurement
shall be based on actual quantities at site limiting however by the drawings and as directed by the
Engineer in charge.

26.00 PLASTERING

26.01 Scope

The contractor shall furnish all labour, material and equipment required for plastering
all the walls top and bottom bed required for the Civil works mentioned in the above
clauses of this Specification and as per drawings.

26.02 Materials

26.02.01 Cement and water used for this work shall be as per specification.

26.02.02 Sand for plaster shall have the characteristics specified in IS: 1542.

The sand shall not contain any harmful impurities, as specified in Clause of 3.3 of IS:
2116. The maximum quantities of clay, fine silt, fine dust and organic impurities in sand
shall not exceed the following limits.

a. Clay, fine silt and fine dust : Not more than three (3)
(determined in accordance with percent by weight
IS: 383 Appendix-C and also IS:
2386 Part-II)

b. Organic impurities (determined : Below that indicated by


in accordance with IS: 2386 Part- comparison with Standard
II) solution specified in Clause
6.2.2 of IS: 2386 Part-II

26.03 Plastering work

26.03.01 Plastering shall be done with cement mortar (1:4) and the thickness of the plastering
shall be 12 mm on all surfaces up to any elevation. Plaster shall be applied only when
walls are perfectly dry. Jutting or recessed edges shall have sharp or suitably rounded
corners as specified by the Engineer. Plaster of all kinds, either smooth or rough finished,
shall never show cracks, faulty alignment either in horizontal or vertical planes,
detachment from walls, blisters or other faults and shall have a uniform and perfectly
smooth appearance. However, the new plaster shall not be trowelled to a glazed surface
since paint would not adhere to it.

26.03.02 Any faulty plastering shall in any event be removed and replaced at the Contractor’s
expense at the sole discretion of the Engineer.

26.03.03 The joints of stone masonry work and masonry shall be raked out 10 mm deep with
mortar till green to form key for the cement plaster and surfaces to be plastered, if not
sufficiently rough, shall be thoroughly picked and roughened to provide a good bond for
the plaster. The rates for plastering shall be inclusive of preparing the surface as above.

26.03.04 Cement and sand shall be mixed dry and then just enough water added to form an easily
workable paste. In no case shall mortar which has been allowed to stand more than
twenty (20) minutes after mixing be used.

26.03.05 The surface of stone, concrete and other structures to be plastered shall be thoroughly
cleaned free from dust, dirt, oil, salt, bituminous spots and wetted as directed before the
application of the rendering coat.

26.03.06 All scaffolding log holes shall be properly filled in advance of plastering as scaffolding is
being taken down.

26.03.07 Patches of plaster nearly 150 mm x 150 mm should be put three (3) metres apart
horizontally and vertically to correct plane and to the specified thickness. In case of floors
and ceilings the mortar slab shall be truly horizontal or to specified slope and shall be
provided 3 m apart in both directions.

26.03.08 The plaster shall be then be laid in single coat correct to the line connecting the 150 mm
x 150 mm patches laid before hand. This shall be beaten with thin strips of bamboo about
one (1) metre long to ensure through filling of the joints and then brought to a true
surface by working a wooden straight edge reaching across the patches with small
upward and sideways movement at a time. The surface shall be finished smooth with
wooden floats and shall be first class workmanship of required texture to the satisfaction
of the Engineer. Excessive trowelling or overworking the float shall be avoided. In case
of internal walls, the plaster shall be left off in a straight line 225 mm above the floor
level. This together with portion of the floor near the wall shall be plastered together, the
junction being curved to a radius of 35 mm or longer if so specified on drawings.

26.03.09 For any increase in plaster thickness due to irregularities in stone masonry face,
Contractor will not be entitled for any extra payment.

26.03.10 Proper precaution shall be taken to see that each coat of plaster is cured for a maximum
period of seven (7) days by an approved method. Curing shall be done as soon as the
applied plaster has hardened enough so as not to be damaged. The dates on which the
plastering is done shall be legibly marked on the various sections plastered so that curing
for the specified period can therefore be watched.

26.03.11 The contractor shall take every precaution, right from the commencement of plaster
work to prevent any defects that may appear on the surface of the plaster and shall be
responsible to make good any portion of the work which in the opinion of the Engineer
requires removal and / or re-doing.

26.03.12 In suspending work at the end of the day the plaster shall be left, cut clean to line both
horizontally and vertically. When recommencing the plastering the edge of the old work
shall be scraped, cleaned and wetted with lime putty before plaster is applied to adjacent
areas to enable the two to properly join together. Plastering work shall be closed at the
end of day on the body of wall and not nearer than 15 cm to any corners or arises.
Horizontal joints in plaster work shall not occur on parapet tops and copings, as these
invariably lead to leakage. No portion of the surface shall be left out initially to be
patched up later.

26.04 Measurement

Plastering shall be measured by their actual finished surface, without taking in to


account jutting parts etc., no special allowance or extra price shall be computed for these
parts, nor for corners and angles. Prices are intended for either plane or curved surfaces.
Provisions of transition grooved mouldings between walls and ceiling or between walls
with radius not larger than 150 mm is also included in the prices, keeping in mind that
plaster work shall be measured also in this case as having sharp corners.

All area openings shall be deducted while paying for plastering work. The plaster prices
are also intended to include finishing at bottom after completion of floors.

Plastering shall be measured by their actual finished surface in square metres.

27.00 Supply and laying of 600mm dia.RCC NP2 class pipes:

Supply and laying of 600mm dia.RCC NP2 class socket and spigot hume pipes in position,
including cost and conveyance of pipes, jointing pipes with jute and cement
mortor,lifting and laying to the required gradient and true to alignment, labour charges,
taxes, T&P, all leads and lifts, incidental charges etc. complete for finished item of work
as per standard specifications No.1304 of APDSS.

27.01 General: Concrete pipes shall conform to IS:458-1971

Prestressed concrete pipes shall conform to IS:784-1959

27.02 Classification and Test pressure:

27.02.01 NP2 - Reinforced concrete light duty non pressure pipes

27.02.02 Reinforced concrete non pressure pipes shall be capable of withstanding a test pressure
of 0.7Kg/cm²(7 metres ahead)

27.02.03 Prestressed concrete pipe shall be designed and tested to a pressure stipulated in the
tender specification.

27.03 Nominal sizes, dimension and strength requirement:

The nominal internal dia of pipes an dimension of barrels and collars of concrete pipes
and strength requirements shall be as given in the following table:

27.04 Workmanship and finish:

27.04.01 The pipes shall be straight and free from crack except craze cracks. Ends of pipe shall be square
with their longitudinal axis so that when placed in straight line in the trench no gap between
the two faces required to be in contact shall exceed 3mm, in pipe upto 600mm dia and 6mm in
pipe larger than 600mm in dia.
The outside and the inside surface pipe shall be smooth, dense and hard. The pipe shall be free
from local dents or bulges greater than 300, in depth and extending over a length in any
direction greater than twice the thickness of barrel.

27.04.02 Deviations from straight: The deviations from straight in any pipe throughout its effective
length tested by means of a rigid straight edge parallelto longitudinal axis of pipes shall not
exceed for all diameters, 3mm for every metre run.

27.05 Tests:

27.05.01 The specimens of concrete pipe selected in accordane with clause 9.1 of IS 458-1971 and
subjected to the Hydostatic pressure test, three edge of sand bearng test and Aborptions test
as described in IS:458-1971 shall withstand the test pressures and strength test and
absorption test requirements stipulated in IS:458-1971 read with IS 1357-1966.

27.05.02 The specimens of pre stressed concrete pipes selected in accordance with clause 7.1 of IS:784-
1959 and subjected to hydrostatic pressure test, three edges bearing test or sand bearing test
and absorption test in accordance with IS:458-1971 shall withstand the specified test pressure
stipulated in tender specification and the strength test requirements and absorption test
requirements as stipulated in IS:784-1959 read with IS:1357.

28.00. MS Vent Pipes


Supply and Fabrication and erection of MS vent pipe of 250 mm dia with flanges, dummy
plates, cutting, welding and placing in position, drilling holes, providing G.I bolts and nuts,

washers, cost and conveyance of all materials such as structural steel, oxygen, acetylene,
electrodes, hire charges of machinery, painting with two coats with red oxide primer etc.,
complete for finished item of work and as directed by Engineer-in-charge.

Care shall be taken in precise for fabrication and erection MS vent pipe with all
relevant Indian standards/ specifications to proper alignment, line/ level as per direction of
Engineer-in-charge.

a) The required materials are to be transport to the site, unloading, storing them in place
earmarked in neat and systematic manner, section wise and providing necessary fencing and
security to ensure the proper utilization of such materials exclusively for the project.

b) Setting up a modern fabrication shop at site of work fully equipped with all machinery
needed for high quality fabrication including distortion control and testing facilities.

c) Straightening of materials, fabrication, transportation to the site and erection of rails, built
up of plates and / or rolled sections including all connected works.

d) Transporting to site and erecting in position quantities of structural items already fabricated.

e) Preparation of test specimens as and when required by Engineer.

f) Any other works not covered above which in the opinion of Engineer are essential to the
satisfactory completion of the project.

g) It is not the intent to specify completely herein, all details of design and construction of the
structures/ works covered under these specifications. However, the work shall conform in
all respects to high standards of engineering, design and workmanship and shall fulfill the
anticipated performance up to the contractors guarantee in a manner acceptable to the owner
who will interpret the meaning of the drawings and specifications and shall have the power
to reject any work or materials which, in his judgment, are not in full accordance therewith.

Fabrication work shall be carried out as directed by Engineer-in-charge

MODE OF PAYMENT:
Payment shall be made in ‘MT’.

29.00. Supply and fixing of water stopper of 310mm width including cost and conveyance of water
stopper,labour charges for fixing and other incidental charges , leads and lifts etc complete
for finished item of work as directed by the Engineer-In-Charge.

MODE OF PAYMENT:
Payment shall be made in ‘RM’.

30.00. Supply and spreading of well graded sand to a 50 mm thickness below the 1000 Micron HDPE
Sheet in prepared ash pond floor area as per specifications, drawings including cost and
conveyance of all materials, all labour charges for laying, densification and seignorage charges
etc., complete for finished item of work and as directed by Engineer-in-charge.

MODE OF PAYMENT:
Payment shall be made in ‘CUM’.

31.00. Supply and spreading of Clay soil of 250 mm thickness and compacted to achieve finally
200mm thick below sand layer prepared ash pond floor area as per specifications, drawings

by Engineer-in-charge.

32.00. Supply , laying and jointing the HDPE 1000 Micron sheets (Geo Membrane) of standard make
over the prepared bed in pond floor as per standard specications including cost and
conveyance of materilas, labour charges for fixing , over lap material cost etc complete for
finished item of work as per drawing and as directed by the Engineer-in-Charge.

The quality and laying of HDPE sheet shoud confirm to latest IS/ASTM codes.

32.01 MATERIAL SPECIFICATION


HDPE Geo-membrane-Smooth/Smooth
Description
The lining material shall be of highest quality high density polyethylene (HDPE) sheeting,
manufactured in using virgin high density polyethylene resin entirely free of plasticisers or
other filler materials. Only 10% of the resin may be from edge cut-offs.

The smooth HDPE sheet shall have minimum length of 150 m and minimum width of 7 m
or higher to reduce the no of welding/seaming points and to expedite the installation.

The liner material shall be compatible with chemicals to be contained on site.

The liner material shall be supplied with a 125 mm-film sheet along the roll longitudinal
edges in order to keep this zone clean and to stop oxidization. This film shall be removed
immediately before welding.

The overlapping and welding area shall be marked with a white line to assure an optimum
welding.

The welding area on the outside edge of the liner shall be smooth.

The thickness of the HDPE geo-membrane shall not vary across the roll by more than 5%.

After receipt of the material at site Third Party Test to be carried out to check the
specification values given below.

The material must accompany with Manufacturer’s Test Certificate complying to the
acceptable value mentioned below.

1.0HDPE Geo-membrane Installation

1.1 The HDPE liner shall be installed in according to an approved installation procedure method
statement and specifications described herein and also to the liner manufacturer's requirements
and specifications as directed by the Engineer in charge.

1.2 The Contractor shall submit to the Engineer in charge complete copies of the liner manufacturer's
standard specifications and requirements for liner installation seam welding, inspection and testing
requirements, and all quality control procedures.

2.0 PREPARATION

2.1 Before lining work begins, the foundation surfaces to be lined shall have been prepared as
described in the specification, Contract Drawings and to the satisfaction of the installation
Supervisor/EIC. A handover certificate detailing the surface location and state shall be signed by
the third party supervisor & Engineer in charge before installation can take place. Certificates
covering all installed areas shall be presented to the EIC at the end of the installation work. Anchor
Trench design with Liner Stability Analysis to be provided to the Engineer in charge prior to the
installation.

2.2 The surface shall be compacted, made free from undulations (up to 100 mm) and any stones, or
other sharp or hard objects by the contractor prior to laying of HDPE liner. The Contractor shall
make provisions for placement in position and preparation for welding of the HDPE liner as follows:

2.3 Provision of a good firm access to and from the working area should be prepared by the contractor
before laying HDPE liner in an area.

2.4 Provision of suitable equipment for liner placement, seam welding and seam testing which should
be checked & approved by Engineer in charge.

3.0 LINER INSTALLATION

3.1 The contractor shall install the HDPE liner in accordance with the liner manufacturer's
recommendations, the approved method statement accepted best practice for specific local
conditions and according to the specifications, or as otherwise approved or directed by the
Engineer in charge.

3.2 Liner installation shall be carried out according to a written Installation Plan prepared in
advance by the Contractor, and submitted for review and approval by the Engineer in charge. The
Installation Plan shall incorporate the following:

Panel Layout plan showing the location and orientation of liner sheets & programme of welding
and in-situ testing of seams, roll transportation and roll deployment procedures.

3.3 The positioning of sheets shall provide for standard overlap as required for welding according
to the manufacturer's specifications/direction of Engineer in charge.

3.4 The Contractor shall ensure that:


No equipment or tools cause damage to the geo-membrane by handling, trafficking or other
means;
No personnel working on the geo-membrane shall smoke, wear damaging shoes, or engage in other
activities that could damage the geo-membrane;

The method used to unroll the panels shall not cause scratches or crimps in the geo-membrane and
shall not damage the sub grade of adjacent panels;

3.5 The method used to place the panels shall minimize wrinkles (especially differential wrinkles
between adjacent panels). Any permanent wrinkles shall be identified and appropriately dealt with.

3.6 Adequate loading (i.e. sand bags or similar items that will not damage the geo-membrane) shall
be placed on the liner to minimize risk of wind flow under the panel to prevent uplift by wind.

3.7 Direct contact with the geo-membrane shall be kept to a minimum. Trafficking on the
geomembrane is not permitted. Trafficking shall only take place when a minimum of 300 mm suitable
material covers the liner. Where trafficking shall be frequent, this thickness shall be increased to 600
mm.

4.0 PANEL PLACEMENT

4.1 Panels layouts are the responsibility of the Contractor. Panels shall be arranged so as to minimize
handling and field seaming. Panels shall be placed in a relaxed condition free of tension or stress upon
completion of the installation. Stretching of the liner is not permissible.

4.2 The Contractor shall provide a panel layout drawing and programme for approval by the Engineer
in charge prior to installation and the sequence of deployment of the liner is to be strictly
adhered to.

5.0 PANEL INSPECTION

5.1 After deployment the panel shall be numbered and measured for record keeping purposes. The
panel shall then be inspected and marked at all obvious damage such as rips, tears and abrasions.
The liner material shall be inspected for physical defects, streaks, particles of foreign material, un-
dispersed constituents, cracks, blisters, pinholes, surface divots or evidence of cold flow.

5.2 The surface of the geo-membrane shall be clean at the time of inspection. The geo-membrane
shall be brushed, blown or washed by the Contractor if the amount of dust or mud inhibits inspection.
The Engineer in charge shall determine whether cleaning of the geo-membrane is needed to facilitate
inspection.

5.3 Any disruption in the geo-membrane surface due to irregularities in the sub grade shall be
marked for cut out & removal and for repair.

6.0 WEATHER CONDITIONS

6.1 TEMPERATURE
Geo-membrane deployment shall only proceed between ambient temperatures of 5 degrees
centigrade to 40 degrees centigrade. Placement shall proceed above 40 degrees only after the
consultant has verified that the material can be seamed according to the specification. Deployment
shall not be made in the presence of excessive moisture (i.e. fog, rain, and dew) or in the presence of
excessive winds.

6.2 HUMIDITY
Geo-membrane seaming shall only proceed when the humidity is less than 83 % for extrusion welding
and less than 90% for hot wedge welding. When the humidity exceeds these values, seaming shall
onlyproceed after the EIC/Consultant has verified that the material can be seamed according to the
specifications. The contractor has to supply calibrated instrument for measuring humidity &
temperature.

7.0 WELDING OF SEAMS


7.1 GENERAL
7.1.1 Seam welding shall be carried out by the Contractor using hot wedge and extrusion welding
techniques according to the liner manufacturer’s specifications. Double hot wedge welding
techniques shall be preferred for all main longitudinal seams.

7.1.2 The Contractor shall provide the liner manufacturer’s documentation on requirements and
specifications for field seams and repairs, and his own written procedures describing welding
equipment, seam preparation, welding, testing and repairing.

7.1.3 Liner sheets shall be positioned prior to welding as directed by the manufacturer
recommendations but shall provide for a minimum of 100 mm overlap for hot wedge welding. Prior
to welding, liner surfaces, which are to be welded, shall be cleaned and prepared according to the
liner manufacturer’s specifications and procedures. The Contractor shall provide in writing at the
time of tender details of proposed welding procedures.

7.1.4 Welding and jointing shall not take place during any period of precipitation, high relative
humidity or during dusty conditions. Extrusion welding shall not take place unless the ambient
temperature is above 50C and below 450C or as directed by the consultant.

HOT WEDGE WELDING

7.2.1 Where fusion welding is proposed for joints, the Contractor shall layout and overlap, by a
minimum of 100 mm, individual panels of liner materials prior to welding. The area to be welded
shall be cleaned and prepared with extreme care by the Contractor, according to installation
procedures provided by the material manufacturer, and be subject to approval by the Consultant.
Welding of membrane material on which moisture is present shall not be permitted.

7.2.2. On completion of the work all welds shall be tightly bonded. Any membrane area showing injury
due to excessive scuffing, puncture, or distress from any cause shall be replaced or repaired with an
additional piece of HDPE membrane. “Fish-mouths” shall not be allowed within the seam
area. Where “fish-mouths” occur, the material shall be cut, overlapped and an overlap-extrusion weld
applied.

7.2.3 The welding equipment used shall be capable of continuously displaying the temperature and
speed of the zone of contact where the machine is actually fusing the membrane material so as to
ensure that changes in environmental conditions will not affect the integrity of the weld.

7.3 EXTRUSION WELDING

7.3.1 Where extrusion welds are proposed, field joints shall be made by overlapping adjacent panels
a minimum of 100 mm and extruding a ribbon of extrusion joining resin no less than 25mm in width
between the overlapped panels or over the seam between the panels where hand welds are
required. To avoid movement of adjacent pieces of the geo-membrane, the pieces shall be welded
together using hot air welder.

7.3.2 Prior to extrusion welding of the seams, all areas, which are to become seam interfaced, shall be
cleaned of dust and dirt. The slick surfaces of the HDPE panel which are to become seam interfaces
shall be roughened with a grinder, before extrude is placed between the overlapping
seams or over a lapped seam. All roughed surfaces shall be covered with extrude.

7.3.3 Extrusion joining shall not take place unless the sheet is dry and shall not take place unless the
ambient temperature is above 50 centigrade and below 450 centigrade. The consultant shall make
the decision whether to continue or to halt the Extrusion welding based on trial seaming and testing.

7.4 MINIMUM REQUIREMENTS FOR INSPECTION & TESTING OF WELDS, JOINTS AND REPAIRS

7.4.1 The contractor shall provide a Construction Quality Control and Quality Assurance (CQA/CQC)
Plan written by a Qualified HDPE geo-membrane specialist. The CQA/CQC plan shall describe field
seam quality assurance/quality control procedures for the inspection of each seam, repair
procedures and daily welding machine testing.

7.4.2 Trial test welds shall be conducted, prior to liner welding, for each welding machine; part
samples shall be field tested; remaining samples shall be retained for subsequent testing if necessary
and as required by the consultant and in according to liner manufacturer’s specifications.
7.4.3 The consultant together with the installation technician shall conduct visual inspection of both
physical non-destructive and destructive testing to verify the quality of all welds.

7.4.4 Peel seam specimens are 25 mm wide. Peel tests shall be carried out on three replicate
specimens. A break through the weld shall be considered a Non-FTB (failure) in peel strength
tests.

7.4.5 Approved field seaming processes are double hot wedge fusion welding and extrusion welding.

7.4.6 Welding rods or beads used for extrusion welding shall be HDPE and the physical and chemical
properties shall be same as those of the resin used in the manufacture of the HDPE liner.

7.4.7 All seams shall be fully tested by non-destructive methods. These methods shall be either by
pressurized air for the double fusion welds and vacuum box for the extrusion welds. Spark testing is
only acceptable in locations where air and vacuum box testing are not applicable.

7.5 REPAIR AND DEFECTS

7.5.1 GENERAL
All seamed areas of the geo-membrane shall be inspected by the consultant for defects, holes, blisters,
un-dispersed raw materials, and any sign of contamination by foreign matter. All suspect lengths of
seam shall be marked for testing by the Contractor.

7.5.2 EVALUATION
Each suspect location in seamed areas shall be non-destructively tested as appropriate in the
presence of the consultant. Each location that fails the non-destructive testing shall be marked, and
repaired accordingly.

7.5.3 REPAIR PROCEDURES

1.Defective seams shall be re-started/re-seamed as described in these specifications.

2.Holes shall be repaired by extrusion patches or caps.


3.Tears shall be repaired by patching. Where the tear is on a slope or an area of stress and has a
sharp end it must be rounded prior to patching.
4.Blisters, large holes, un-dispersed raw materials and contamination by foreign matter shall be
repaired by patches.
5.Surfaces of HDPE which are to be patched shall be abraded and cleaned no more than 30 minutes
prior to the repair. No more than 10% of the thickness shall be removed. All abraded surfaces shall
be covered by extrusion or the patch.
6.Patches shall be round or oval in shape, made of the same geo-membrane and extend a minimum
of 150 mm beyond the edge of defects. All patches shall be of the same compound and thickness as
the geo-membrane specified. All patches shall have their tip edge bevelled with an angle grinder
prior to placement on the geo-membrane.

7.6 RESTART / RESEAMING PROCEDURES


The welding process shall restart by grinding the existing seam and re-welding a new seam. Welding
shall commence where the grinding started and must overlap the previous seam by at least 25mm.
Reseaming over an existing seam without regrinding shall not be permitted.

7.6.1 VERIFICATION OF REPAIRS


Each repair shall be non-destructively tested using the Vacuum Box method only, except when the
Consultant requires a destructive seam sample obtained from a repaired seam. Repairs that pass
the non-destructive test shall be taken as an adequate repair. Failed tests indicate that the repair
shall be repeated and retested until passing test results are achieved.

32.02 Laying of HDPE Film


32.02.1 General:
The following precautions/procedures shall be observed during laying operation:
a. HDPE film rolls should not be rough – handled or dragged, as the film may get damaged in the
process.
b. Workers should not walk on the film while the lining operation is in progress. In case this is
unavoidable, they should walk barefoot.
c. HDPE films unrolled during lining should be carefully inspected for holes and other defects. The
affected area can be rectified by putting patches.
d. No sharp-edge object should be placed or rolled over the film.
e. The black HDPE film should not be placed when the temperature is below 32 deg.F (0oC) or above
100 deg.F (38oC).

32.02.2 Bed Lining


a. On the level bed of the reservoir, a layer of the fine sand of sufficient thickness to cover all
undulations/protrusions but of 100 mm minimum thickness is to be spread to provide a cushion for
the HDPE film. Sand is to be properly sieved so that there is no broken stone, brickbat or any
undesirable material which may damage the film.

HDPE film of about 6 or 7 meter width and 70 to 80 meter length are then laid over sand with due
care. The film should be spread loosely (with 5% allowance in each direction) and distributed evenly
along the length and breadth of the film. When the film laying is undertaken at mid-day, it is
recommended that the film be spread only in the area that can be covered with soil or tiles or other
materials by the end of the day.

The subsequent and adjacent length of the HDPE film is to be heat sealed for prevention of water
losses through the joint.

b. Bed Cover with Precast Concrete Block


Precast concrete blocks shall be laid in 1:5 cement mortar of a minimum thickness of 15 mm lining as
shown on the drawing. The joints are left open and finally filled with 1:3 cement sand mortar.
The lining shall be cured for minimum seven (7) days.

32.02.3 Side Lining

The sides of the reservoir including berm shown on the drawing is to be lined with HDPE films.
a. Film Laying

The film is spread over the sub grade directly. Lining operation in the reservoir sides are to be the
same as that for the bed exception that no sand cushion is provided. One end of the toe film is
anchored in the toe wall and the other end of the film is loosely held at the top of the embankment,
atleast 30 cm beyond the trench by placing bricks on it and subsequently anchored inside the trench.

b. Side Cover:

Precast concrete block shall be laid in 1:5 cement mortar of a minimum thickness of 15 mm as shown
in the drawing. The joints are left open and finally filled with 1:3 cement sand mortar, after anchoring
of films is over. The lining shall be cured for minimum seven (7) days.

c. Down Stream Slope Protection shall be as per IS 8237-1985.

32.02.4 Anchoring of HDPE Films


The films from side slopes and bed of the reservoir are to be first anchored inside the toe walls. The
loose end of the film at the top of the embankment shall be buried in the trench and covered with
compacted earth and subsequently with tiles/blocks as shown on the drawing.

32.02.5 Heat Sealing of HDPE Film

The heat sealing shall be done by an electric iron having three parallel sealing bars. A long piece of
plywood is to be placed below the HDPE film to be heat sealed. On the plywood, a rubber gasket is to
be laid to provide a cushion for better welding of the film. On the rubber padding, a cellophane tape
is to be spread and on this the HDPE film, with 150 mm overlap is to be stretched. On the overlapped
HDPE film another cellophane tape is to be placed to prevent the heat sealer from sticking to the
HDPE film. After this, the electric iron is to be pressed on the overlap joint for sufficient time so as to
allow perfect welding. The operation is to be repeated for subsequent lengths of the joints. After heat
sealing, the cellophane tape is to be removed and the joints are to be tested for leaks as per
manufacturer‟s specification.

32.03 Acceptance Criteria

The installations shall present a neat appearance and shall be checked for water tightness. The
following shall be specifically checked:
a. HDPE film against mechanical damage if any.
b. Laying of HDPE films
c. Method of jointing (heat sealing)
d. End sealing or anchoring of HDPE films

e. Laying and joints of cover tiles.

MODE OF PAYMENT:

Payment for laying of HDPE sheet shall be made in ‘SQM’.

NOTE ON BILL OF QUANTITIES

a) The quantities here given are those upon which the Lump sum tender cost of the work is based
but they are subject to alterations, omissions, deductions or additions as provided for in the conditions
of this contract and do not necessarily show the actual quantities or work to be done. The unit rates
based on the quoted percentage less/excess on ECV value are governing payment of extras or deductions
for omissions according to the conditions of the contract as set forth in the preliminary specifications of
the T.S. Standard Specifications and other conditions and specifications of this contract.

b) It is to be expressly understood that the measured work is to be taken net (not withstanding any
custom or practice to the contrary) according to the actual quantities when in place and finished
according to the drawings or as may be ordered from time to time by the Executive Engineer and the
cost calculated by measuring or weight at the respective prices without any additional charges for any
necessary or contingent works connected therewith.

c) The contractor shall note that the scope of work and the quantity of individual items of work
may vary to any extent (on the plus or minus side) as necessary during execution. The contractor shall
be bound to execute all the work entrusted to him at quoted unit rates of his bid. Extra items or additional
items of work shall be executed by him as per the relevant clauses of the contract.

d) The contractor is bound to execute all supplemental items that are found essential, incidental and
inevitable during execution of main works. The percentage less/ excess quoted in the tender will be
binding on the contractor for the individual item of work for the quantities as per actual execution.

e) The items of work in Bill of Quantities are based upon the estimates done by the department. If in the
opinion of the contractor, any more items of work beyond those provided in the Bill of Quantities are
necessary to complete the work as specified under 'Scope of the works' he should furnish details of such
items of work and quote his rates for the same.

f) TSGENCO reserves the right to change or alter the bid conditions before the final date of submission of
the bids by issuing addenda.
