INTRODUCTION:

Globally, the business environment is changing concerning advancements, inventions,


changing, economic needs, career opportunities, and many more. All these factors have
started a race among the different organization to make strategies that may help them
to achieve these goals in a maximum possible manner. The educational department, on
the other hand, has become as one of the top priorities around the globe. More focus

resource planning has increased their working from not only the organizational
supporters but to the productivity enhancers.

Human resource:
The human resource is the department which considered as the demanding source
processing the needs or desires of the organization by making the decision and by
identifying the requirements for both the current and future resources to achieve the
desired goals of the organization. Each organization has some of the strategic plans
that they had made to have a definite success and to provide a linear direction and
outlines to obtain their measurable goals. These plans had made their possible efforts
to make day-to-day decisions by evaluating the progress and making potential changes
for approaching in a forward direction. Human resource representatives play a role of a
bridge between the management and with the strategic plans that are made by the
organization for fulfilling the goals.

ROLE OF HUMAN RESOURCE DEPARTMENT AND THEIR


PLANNING:
The need to create an effective administration and management in the organizational
bodies, especially talking about the education departments, the human resource has
made their grip stronger day by day with their operational excellence.

The role of human resource nowadays has not only confined to the personnel
management or the working of hiring, but their role has expanded from these
management procedures to causing an increase in the profitability of the organization
by making strategic plans and ensuring the implementation of these plans.
Reflecting the goals and desires, the Human Resource department has initiated their
attempt with making different strategies for building an efficient education system.
Talking about how the human resource has helped the educational institutes in the past
decades, the following considerations are to be noted most prominently:

1. ANALYZING ORGANIZATIONAL OBJECTIVES: Educational department in


Pakistan had faced a downfall from last many years due to being several factors
in which the political pressure and quota system are on the top of the list. HR, in
this manner, has tried their best to make their efforts by analyzing the
requirements of the educational department. They focus on the objectives that
will aid in the future; the goal includes the:
 Future production: as the education department has a downfall, so the first
step is to set the objective about the output in the future. The HR is
making the production planning that will help to size the investment in the
right manner and also helps to cut down either the labour or the financial
spending being made.

 Marketing: the marketing of what work you have done and what
opportunities you will provide is essential. The HR planning is also
spending asset to strategic marketing plans; this will helps to spread the
message to attract the personnel as far as possible. The marketing
opportunities also aids in having new ideas and perceptions of the
individual that will be gathered at a platform and new, unique, smart ideas
from them may be generated.

 Others: some other objectives that are analyzed by HR department


include the finance and account management as to invest somewhere, the
first thing needed is the number of investments in terms of currency, either
national or international. This role is, however, the most crucial for the
education department of Pakistan because the economy of Pakistan is
meagre and the amount the government has set for the educational sector
is minimal. Thus, strict hand over this is required.

2. INVENTORY OF RESOURCES: Pakistan, being an underdeveloped country


have a minimal resource in every field, and especially the education department
has to be among the source that has always gets ignored or is considered at the
last of every planning. Thus, the inventory, which is a process of enlisting the
products, personnel, resources with their monitoring, is very required. This will
helps, however, in utilizing the maximum resources with:
 ensuring that the wastage will be minimum,
 output to be maximum, and

their abilities to forecast the future supply and demands following the job profile
and requirement. These forecasting is facilitating Pakistan as the educational
sector of Pakistan has a lot to get achieved. Thus the claims are to be set
accordingly to realize what is needed. The enlisting of the requirements from
most needed to least are required so that efforts are made first with the most
demanding need, gradually decreasing to the demands that can be fulfilled in the

4. ESTIMATING GAP: The comparison of the gap present between the available

human resources can be monitored in two ways:
 Either the deficit, which is the measure of the individual to get employed
 And the surplus that involves the procedures to make termination of the
men power that is not required anymore. This factor is usually beneficial in
the educational department because the person with less experience and
less merit power will make your department more down, and their
termination may help to create new appointments to the one that fits the
best.

5. FORMULATION OF THE PLAN: The HR department makes sure to formulate a


plan according to the goals of the educational benefit. These plans are set
according to the deficit and surplus ratio of the department.

6. RIGHT OPPORTUNITIES: Provision of the job to the right, experienced


candidates is one of the demanding need of the business environment globally
as the right experience links directly with the employer and educational sector
branding. The human resource department has facilitated the education sector
to appoint the right candidate for the correct position; it will benefit the
educational set-up to have maximum productivity by consuming the value able
time instead of performing the experiment with the hiring of wrong holders or on

7. MONITORING, FEEDBACK AND CONTROL: The main or the most critical role
of the human resource planning is to monitor the implementation they had made
in the department. The monitoring may help to have a minimum bias in the
department. The HP department also generates some feedback sources; this will
aid to know how the personnel are receiving the resources and how much benefit
they are receiving.

SCENARIO IN PAKISTAN:
The current situation of Pakistan had influenced the need of all these human resources
plans to be performed with more interest because the educational department of
Pakistan is running under the influence of many different authorities including political,
economic challenges, and some other security challenges. The delivery and spending
of education massively interrupted by these liabilities. The quota system, favouritism,
drop out system are some of the other hindrances in delivering the education without
any bias system. In this manner, human resource planning is the key light for the
country that may set new targets and roles necessary for the success of the country's
educational system. They are trying to maintain a check and balance system that may
enable the department of education to nourish without any interruption. The influence of
politics and favouritism are challenging to eradicate that is the reason for education
back setting. Yet, some other parameters like the merit system, the right choice, check
and balance, or to some extent the balance of the economic crisis is possible, which is a
decisive factor for the educational system.

CONCLUSION:
The current situation of Pakistan education’s department is very critical because of the
limited resources provided by the authorities, the bias in the system, favouritism and
other factors. These all factors are contributing for the downfall of education quality and
standards, but globally, as the educational system are considered as the major
priorities, and most significant assets are provided to the system, they are making their
foot stronger in nationwide by giving quality education. Thus, the authorities have
started considering the need and human resource planning are enabling the department
to achieve those strategic plans made for the stretch out of the system. We can
conclude that the efforts made by the HR may increase the business demands of the
educational system, both national and internationally.
