Resetting: Correct deficiencies indicated by tests and completely retest work affected
by such deficiencies. Verify by the system test that the total system meets the
specifications and complies with the applicable standards.

3.8 Training

Engage a factory-authorized service representative, whose credentials are approved


by the Engineer, to explain programming and operation of system and to train
Employer's maintenance personnel on procedures and schedules for maintaining,
programming, operating, adjusting, troubleshooting, and servicing system.

Training shall be carried out to an approved training manual Separate training shall be
provided on the hardware and software. Each training shall have both class room
session and hands on session. Contractor shall allow for 6 trainees each in both the
trainings.

F. PUBLIC ADDRESS SYSTEM

1.0 GENERAL

1.1 Work Description

This section describes the basic requirements for the supply, installation, testing and
commissioning of fully functional Public address & voice evacuation system for the
project.

The system is to be supplied with all equipment, hardware, software, cabling and
ancillary services as required to provide an integrated system complete and
functional in all respects. The tenderers are to familiarize themselves with all matters
related to such requirement and to account for such in the tendered price.

It is the responsibility of the tenderer to obtain clarification of all matters in which


doubt exists as to the exact intent of this document or in which a conflict appears to
have arisen. Such information must be obtained before the closing and lodging of
tenders.

The response shall clearly detail all pricing for components, cabling, installation,
engineering,
Training, commissioning, setting to work, and 12 months comprehensive warranty.

1.1.1 Reference Standards

The following minimum standards are referred to in this Part, and shall be
complied with:
BS 6840 Sound system equipment
BS 7671 Requirements for electrical installations
ISO 9000 Quality management and assurance standards

1.1.2 Quality Assurance

1 Manufacturer’s qualifications: the equipment and accessories to be furnished


for the public address systems shall be the products of one internationally
reputed manufacturer regularly engaged in producing such systems for a
minimum of ten years. Manufacturers shall be certified to ISO 9000 or
equivalent.

2 Installer’s qualifications: Installations shall be executed by the


manufacturer’s personnel. Installations may be executed under the supervision
of the manufacturer’s personnel, with the Engineer’s approval, provided the
installer has three years previous experience of such installations and has
completed similar projects within Qatar.

3 Mixing of major components from different manufacturer, to make one system,


shall not be permitted. All components shall by supplied from a single
source/manufacturer.

1.2 Documentation

The following are the list of documentations required as minimum under this
contract.

1.2.1 Material Submittal

Material submittal shall be comprehensive and shall include the following as


minimum

Brief description of system operation, functions and control sequences.

Schedule of all equipment with model number, names of manufacturers and


country of origin
Product data sheets highlighting the selected model of proposed equipment.
Product data sheets of all components shall be submitted.
Copy of contract specifications complete with clause wise compliance statement.

The Contractor shall include a detailed list of recommended spare parts required
for 2 years.
1.2.2 Workshop Drawings

Lay out drawings shall have complete details with cable sizing, cable routing,
containment sizing, location of equipment, power requirements for system
components, etc.

1.2.3 Operation & Maintenance Manual

Descriptive data of all operating, user and application software including complete
operators manuals, programmers manuals, and alphanumeric point name
convention sheet.

Provide final documentation to serve the diverse needs of personnel concerned


with operation, procurement, installation and maintenance.

Operation & Maintenance manuals shall be complete with preventive maintenance


schedules, procedures and troubleshooting procedures.

1.2.4 Training Manual

Shall include CV's of trainers, brief description of the installed system, preventive
and breakdown maintenance procedures and training mode.

Training agenda covering training mode, duration, number of trainees in each


session etc. shall be submitted at least three weeks prior to the training.

1.3 Manufacturer & Installer Qualifications

The system shall be engineered, commissioned and serviced by the manufacturer


or manufacturer's authorized systems integrator employing factory trained
personnel for commissioning and after sales support. Materials and equipment
shall be the catalogued products of manufacturers regularly engaged in production
of public address system and the products proposed shall be the latest versions
commercially available at the time of the bid.

The manufacturer shall be ISO-9002 and ISO 9001 certified for Quality Assurance
in Production, Installation and Servicing.

The specialist shall obtain and submit a written undertaking from the manufacturer
that the spare parts of the system proposed will be made available upon request for
at least 10 years from the date of substantial completion. In addition, the
manufacturer shall undertake to ensure forward Compatibility of the proposed
equipment for at least 15 years

2.0 PRODUCTS
All components of the proposed system shall be from one of the approved
manufacturers. In the event of unavoidable use of a third party product, the base
manufacturer shall undertake the responsibility for the same and include the said
third party component in the 20 year certification.

2.1 General

(a) The CONTRACTOR shall provide and install complete


intercommunication systems with hand-free operation.
(b) Equipment shall be reliable, long life, maintenance free and
have low power consumption
(c) When specified for a large installation having multiple microphone
stations, it shall be possible to automatically isolate remaining
microphone input stations or other auxiliary input terminals as soon as
one is activated. Stations shall be activated by push button action.
(e) Multiple channel input and zone selector modules shall permit
flexible arrangements for selecting the input channels on priority
basis. Stations with higher priority shall override announcements
activated by others with lower priority order
(f) Systems shall permit announcement on individual zones, any
combination of zones and simultaneous announcements on all zones
(g) System layouts shall be according to the Project Drawings.

2.2 Ceiling mounted loud speaker

These speakers shall be designed, including their accessories, for recess


installation in various suspended ceiling types. The speaker shall be of the
same manufacture as wall speakers unless otherwise specified.

All the speakers shall be listed to ANSI/UL 1480-2005 & shall be approved by
QCDD

The loudspeaker shall comply with the following technical parameters:

2.3 Wall mounted loud speaker

These loudspeaker shall be used for installation on walls and other flat, solid
surfaces.

When used with optional junction boxes (wall- mount bracket variant only), ceramic
terminals and thermal fuse, the loudspeaker shall meet numerous standards for
combination music and evacuation systems around the world.

Exposed cosmetic surfaces of the loudspeaker shall be paintable, and the


acoustically transparent grille component shall be formed of powder-coated steel.

All the speakers shall be listed to ANSI/UL 1480-2005 & shall be approved by
QCDD

2.5 Power Amplifier

The amplifier shall contain all solid-state circuitry, using MOSFET output devices
employing Class-D topology and a current and voltage feedback loop circuit. The
amplifier shall incorporate a switch-mode power supply with fast-tracking power
factor correction (PFC) that will allow full-rated power from AC outlets ranging from
100 - 240 V, 50/60 Hz. The amplifier shall have an IEC 60320-C20 16/20-amp
electrical power inlet and shall be equipped with a removable power supply cord.
The amplifier shall include protection from shorted and open loads, general
overheating, DC, high-frequency overloads, under/over voltage and internal faults.
The amplifier shall contain eight independent amplifier channels, which can be
configured to allocate the 4000 watts total rated output power between 2 and 8
channels. The amplifier shall contain variable speed fans, which are automatically
controlled to minimize acoustic noise. Fan airflow direction will be from the front
panel to the rear panel and should not require air filtering.

Rack mounting of multiple amplifiers shall be possible without extra rack spacing
for ventilation. The amplifier shall be capable of continuous operation at 1/3 of rated
power into 4-ohm loads, in ambient temperatures up to 104° F (40° C). The typical
current draw at 1/3-rated power shall be 15 amps with 20 VAC and 7.5 amps with
230 VAC.

Must have Ethernet connectivity for network control and monitoring of multiple

2.6 Desktop paging station (PSD)

Each PSD shall be Power over Ethernet (PoE), Class‐3, and wired to the CobraNet
VLAN.

Each PSD shall have ten buttons (0 through 9, telephone‐style), for the purposes of
entering three digit page codes and security codes. PSD10 shall also include a
large round push‐to‐talk button and LEDs to indicate “wait” and “talk now.”

Each PSD shall be equipped with a high quality dynamic cardioid (unidirectional)
element, with integral secondary element for signal path testing, mounted on a
flexible gooseneck.

Each PSD shall have integral DSP functions: 5‐band parametric filters and
compressor/limiter.
Each PSD shall have internal memory, sufficient to store delayed pages of up to
120 seconds duration, as well as four preamble WAV files.

Each PSD shall have a backlit LCD display, indicating page code (program)
selected, availability of destination zones and security code entry, as well as other
optional information.
Each PSD shall be capable of storing a live page message, when some destination
zones are busy. The PSD shall release the message when all destination zones
become available.

Each PSD shall have the ability to report and log any and all failure conditions
associated with its operation.

Each PSD shall have the ability to be used for infinite live paging.

Each PSD shall have the ability to store a message from the microphone input and
give the end user the ability to replay the message with an adjustable repetition
count and/or repetition length.

Each PSD will provide an auxiliary port that can be used to input audio, control data
(RS-232), relay input for triggering page codes and support for auxiliary
microphones (AM) and Paging Station Interfaces (PSI).
2.7 Life safety Interface

The life safety interface shall be designed exclusively for use with Biamp® Vocia
systems. The life safety interface shall provide a networked emergency interface to
third-party emergency and alarm systems. It shall have redundant power supply
and network connections. The life safety interface shall be powered from a certified

24V DC power source or over Ethernet (PoE) via either of two network ports. The
life safety interface shall have eight monitored I/O and eight control inputs. The life
safety interface shall offer up to 20 discrete emergency inputs, 16 of which shall be
programmable to play an emergency message, enable a zone reset or zone
silence. The life safety interface shall provide up to 10 inputs per emergency zone.
The life safety interface shall be UL listed and shall be compliant with the RoHS
directive. Warranty shall be minimum five years.

2.8 Message server

The Message Server is a device that supports advanced paging functionality such
as prerecorded message storage, scheduled events, third party control interfacing,
storage of logged system data, auto configuration of replacement devices, inter PS
paging & control, time server support and VoIP telephone paging.

Each MS shall be a single rack space Linux server, powered by 120-240VAC


Mains.

Each MS shall have a hard drive with minimum capacity of 80 GB, for storage and
playback of recorded announcements and preambles.

Each MS shall act as a Configuration Server for the entire PS, and have the ability
to automatically program replacement devices, as needed.

Each MS shall include a VoIP Trunk Server, and support SIP (Session Initiation
Protocol) calling, for purposes of telephone based paging.

Third party control of the MS shall be possible via Ethernet or RS-232.

2.9 Networking Components

Switches, PA racks, cables, mounting equipment’s etc. and all other equipment’s
required to achieve the complete functioning of public address/voice evacuation
system shall be provided by the specialist employed by the contractor for the
system design, execution & commissioning.
3.0 INSTALLATION

3.1 Wiring and Wiring Facilities

1 Wiring shall be executed to provide a complete and satisfactory functional


system in all respects.

2 Wiring shall be carried out using multi-core and twisted pair conductors as
indicated on the drawings. Wires/cables shall be enclosed in conduits
and/or trunking. Vertical cable distribution cabling shall be on cable ladders.
Cabling, conducting and trunking shall be in conformity with the relevant
Specifications.

3 Cable terminations, components and junction boxes shall have identification tags,
indicating polarity and function in a consistent manner throughout the system so
that it can be cross- referenced with the ‘AS-BUILT’ drawings and
MANUFACTURER's diagrams.

4 Signaling cables shall be electrically and physically separated and isolated from
the mains voltage cables. Microphone cables shall be separated from the

loudspeaker cables in a separate conduit.

3.2 Testing and Commissioning

1 After the installations are completed, the CONTRACTOR shall conduct


acceptance tests to confirm the compliance of the systems with the
Specifications. The CONTRACTOR shall present a list of the acceptance test
items to be performed for ENGINEER's approval.

2 The test instruments and personnel to conduct the test shall be provided by the
CONTRACTOR.

3.3 Maintenance and Guarantees

1 The CONTRACTOR shall be responsible for the system maintenance and repair
of any fault for a period of 400 days starting from the provisional handing over.
During this period the CONTRACTOR shall replace and/or repair any fault
with all spare parts without any cost to the EMPLOYER.

2 The CONTRACTOR shall guarantee the system for a period of 400 days.
During this period the CONTRACTOR shall clear any failure due to
design problems or poor installation and workmanship.

3.4 Training

1 Training of personnel designated by the ENGINEER shall be carried out to


enable to take over, operation and maintenance of the sound and call systems
in the shortest time.

2 The CONTRACTOR shall submit a detailed training program which shall include
theoretical and practical training for 1 month for personnel to be deputed by the
EMPLOYER, at the end of the guarantee period, in addition to the Employer’s
personnel participation in the installation and testing stages as specified earlier,
and maintenance during the GUARANTEE period of 400 days.
