BRIEF NOTE ON AGRICULTURE DEPARTMENT ACTIVITIES IN

PENAMALURU CONSTITUENCY
Penamaluru Constituency comprises of 3 mandals viz., Penamaluru,
Kankipadu & Vuyyuru mandals..

IRRIGATION SOURCES:
Krishna is the major river irrigating source. The constituency gets
Irrigation water
through major canals on the left side of the river course. Tanks & Tube/bore wells are
other major irrigation sources.

I. Agriculture Department Activities:

1. Rainfall(mm)
The Annual Normal Rainfall of 1028 mm (June to May). Against the
normal rainfall (up to June) 91.6 mm, 42.6 mm (up to June) of rainfall is
received, which is - 55% deviation during 2019-20.

III. Agriculture Department programmes being implemented:


1. Soil Health Card Demos: Application of Fertilizers as per soil health status and
reduction of excessive usage of Fertilizers.
Organization of demonstrations for SHC during Kharif 2019 with following guidelines:
1. SHC distribution in selected village covering all farm holdings.
2. Demos should be conducted in the entire selected village based on SHC
recommendations of cycle I/II with financial assistance of Rs.2500/- per Ha
during Kharif 2019.
Soil Samples Targets for 2019-20 (Based on Farm holdings of selected Villages): results
were awaited for the soil samples drawn during 2019-20.

4. Distribution of Micronutrients (INM):- (Qty in Mts.,)


Micronutrients like Zinc, Gypsum and Boron will be distributed on 100% subsidy
to farmers based on soil health card results for correction of deficiencies and for
enhancing the productivity level in various crops.
Objective: Correction of Micronutrient deficiencies and reclamation of
problematic soils for increased yields. Zinc Sulphate Samples are drawn and sent for analysis.
Distribution commences immediately after receipt of the results.

5. Seed Village Scheme (Distribution of foundation seed on 50% subsidy):-

The seed is positioned in the allotted mandals.Necessary trainings will be
given to the Seed Village farmers by Farmers training Centre, Vijayawada on good
quality seed production techniques.
Objective: To facilitate the farmers to develop their own good quality
Foundation seed of various crops is supplied on subsidy (Paddy-50%, Pulses, 50%)
besides imparting training to farmers on seed production techniques.

6. OFDs (On-Farm Demonstrations) :- OFDs are Conducting with an objective of


on farm trials on good crop management practices and innovations in the farmers’
fields to obtain increased yields and returns.

7. Polam Pilusthondhi :
Polam Pilushtondhi programme in the district will commence from 9 th July
2019. During
the programme Agriculture and allied departments officials will visit the villages and
explain production technologies and various schemes implementing by the
government for the welfare of the farming community.
The major issues highlighted during village visits.

 DBT-FM and Uberization
 Plantix/Gatherix Apps

8. Polambadi: During 2018-19, Polambadi is proposed to be organize in 4 units in
Rabi season @10 Ha each unit in Paddy &Pulses crops. Objective:- Farmers training
on FFS mode, educating the farmers in adoption of good crop management practices,
reduction in indiscriminate use of Chemical fertilizers and pesticide conservation
of Natural enemies and use of eco-friendly insecticides.

9. Zero Budget Natural Farming


In 2019-2020 Zero Budget Natural Farming is planned in 5 clusters in the district
covering 2500 Ha in addition to 1000 Ha covered during last year.
10.Certificate of Cultivation (COC):
1. The banks have to extend the finance to “Certificate of Cultivator” (tenant
farmers) upto Rs.1.00 lakh on hypothecation of crop & without insisting on
collateral security as per the existing norms.
2. The “Certificate of Cultivation’’ once issued is valid for one year for sanction of
crop loan by the banks.
3. The tenant farmers issued with “Certificate of Cultivator” may also be formed as
Joint Liability Groups for facilitating them to obtain individual loans or group
loaning.

11. Credit:

Revenue sadassus are organized in all the villages from 29.05.2019- to 07.06.2019 by
Revenue department in co-ordination with Agriculture department during which
applications are received from the Tenants and LECs are issued accordingly after
scrutiny.
12. PMFBY: (Pradhanamantri Fasal Bhima Yojna):

With an objective to provide helping hand to the farmers at times of


Natural calamities like Cyclones, Drought etc Pradhana Mantri Phasal Bhima Yojana is
being implemented in the district since Kharif, 2016. The scheme is compulsory for
loanee farmers obtaining crop loan/KCC account for notified crops, voluntary for
other/non-loanee farmers who have insurable interest in the insured crops.
Implementing Agency under PMFBY during 2019-20 in Krishna District is IFFCO-
TOKIO general Insurance Company.
Crops Covered: Paddy, Maize, Groundnut, Greengram, Redgram,Chilly,Cotton, Bajra,
Sorgham & Sugarcane.
Last date: Paddy (21st Aug/) & all other crops (31st July)
The maximum premium payable by the farmers will be 2.0% for all food &
oilseed
Crops & up to 5% for annual commercial crop for Kharif 2019.

14. Ryhtu Dinothsavam-08.07.2019


Instructions are received to organize Rythu Dinotsavam celebrations in all
constituencies of the district duly inviting all Hon’ble MPs, Ministers, MLAs, MLCs and
other public representatives.Agriculture & Allied Department Officers will organize the
programme under the Chairmanship of District Collector.
 Rythu Bharosa:
1. Scheme:
With a view to procure goods and services during the crop season in
enhancing the
productivity, better income due to better input availability to the farmer families, the
Government of Andhra Pradesh is launching a scheme namely, ”YSR RYTHU
BHAROSA” from October 15th, 2019 which aimed at providing financial assistance to
the farmer families including tenant farmers across the state @ Rs.12,500/- per farmer
family per year.
 Vaddileni runalu:
The Government of Andhra Pradesh has announced Vaddi leni panta
Runalu to all the farmers/cultivators who have taken loans upto Rs. 1.00 lakh and the
scheme is aimed at securing the Farmers from falling into debt trap and also to
mitigate the financial burden of the farmers/cultivators under “RYTHU BHAROSA”
 Rythu Mission:
To address these issues and to have better coordination among the allied
sectors, the
Government of Andhra Pradesh is proposing to constitute an Agriculture Mission as a
Policy advisory body. The aim of the Mission is to overcome the challenges in
delivering quality and timely services to the farming community and also look into all
aspects of production, marketing
and pricing of Agriculture and Horticultural commodities to mitigate the agrarian
issues.
The Agriculture Mission shall guide the Agricultural Institutions and the farming
community
on regular basis. Its basic objective is to provide a policy level platform that works
towards providing resilience among farmers and their empowerment.
