1. INTRODUCTION
Based on the available infrastructure at the health facility and the services being provided, the
performance of a facility may be rated vis-à-vis other facilities. Data reported by the facilities in
Infrastructure and MIS monthly format is used for Grading of Facilities.
2. METHODOLOGY
This section provides the detailed methodology for generation of Grading of CHCs report and broadly
covers the following:
The data items to be considered for generation of Grading of CHCs is based on the HMIS data which is
reported by the facilities in infrastructure and MIS monthly format. The details of these data items are
provided in the table given below:

For each category there is a defined criterion for the award of grade to the concerned CHC as
given below:
A. Mandatory Criteria
a. Human Resource
b. Infrastructure
If any CHC satisfies both the criteria (i.e. Human Resources available & Infrastructure available),
the CHC is eligible for Grading & also gets 1 Grade.
If the CHC fails to satisfy both of the criteria (i.e. Human Resources available & Infrastructure
available) & also do not have Drugs and supplies, Service availability, Client Orientation and
Service Utilization then Grading is not applicable for CHC & status of the CHC will be “NA” (Not
Applicable) i.e. for all the items /parameters considered for grading the CHCs has either not
reported or reported „0‟.
If the CHC fails to satisfy any of the criteria (Human Resources, Infrastructure) & has any non-
zero value for any of the category i.e. Human Resources, Infrastructure, Drugs and supplies,
Service availability, Client Orientation or Service Utilization then CHC is not eligible for Grading
and status of CHC will be “NE” (Not Eligible)
If facility satisfies all the three criteria with “Yes”, facility gets one Grade
C. Service Availability
If facility satisfies all the three criteria with “Yes”, facility gets one Grade

D. Client Orientation
If facility satisfies all the three criteria with “Yes”, facility gets one Grade
E. Service Utilization
For CHCs falling under “Non Hilly Districts” following criteria is considered:
For CHCs falling under “Hilly districts & districts of North Eastern States” a relaxation of 30% is
provided on the basic criteria (as mentioned above). Based on which the “Minimum value/ month” is
considered as:
If a facility satisfies any 4 or all 5 Service Utilization criteria, it would get one Grade

The above given criteria shall be used for generation of Grading of CHCs report. A step by step approach
to generation of Grading of CHCs report using SAS VDD is given in subsequent section.

Mention the number of months for which the MIS data has been generated in row “Month” of
worksheet “MIS”. In case the MIS data is generated for an entire financial year, then “12” needs to
be entered against “Month” in first column and same will be referenced against all CHCs.
Save the file as “MIS”. A sample output is depicted below:
Copy & paste the references mentioned against all Data items to make all CHCs reflect in
workbook “MIS”.

Save the project as “Grading of CHCs” in the same folder where the excel files are saved.

Select the prepared sheet in the file i.e. “Infra” and click next

Since all calculations can be done on the data present in columns, transpose the data imported.

Click „Run‟ to transpose the data. The transposed data is generated as given below:
Similar steps of data import and transpose needs to be done for „MIS‟ and „Maps‟ excel file too.

Column labels of both table/ source/ output will be visible in query builder. Select/ drag the
required items to the right pane of the query builder

Click on “Join Tables” and link the variables by dragging it from one table to other as shown in the
picture below
Since there are various items in „Doctors including specialist‟ and „Nurse and ANM‟ in „Human
Resource criteria, all items under each head needs to be summed (added) using computed column,
as given below:

Similarly, on the above output run the criteria for Service availability, Drugs & Supplies, Client
Orientation, Human Resource and Infrastructure using computed columns as mentioned in

Data of both tables/ source/ output is visible in query builder. Select/ drag the required items to
the right pane of the query builder
Click on “Join Tables” and link the variables by dragging it from one table to other as shown in the
screenshot below.

Run query on the above output using computed columns for criteria related to service delivery i.e
Deliveries, IUCD insertions, BCG, IPD, OPD and Service Utilisation. It is to note that the criteria for
Hilly and Non Hilly districts would be considered in this step

(MIS) using Query builder as shown below.

Mandatory Criteria
On the above output of the joined data i.e. “Query Builder3”, open „Query Builder‟ and create the
„Eligibility Classification‟ for „Mandatory Criteria‟ using computed column.

Click Run on the computed column to get the desired output for “Query Builder6”.

Graph Generation
On the Grading of CHCs output, click „Graph‟ and then click „Bar Chart‟.

Select the required data to plot as given below and click run to obtain the output.
On clicking run in the above depiction, a bar chart is generated with different bars representing
the number of CHCs falling under each category viz. 1/5, 2/5, 3/5, 4/5, 5/5, NA and NE.

The output from various summary tables and graphs can be presented into a single report using
„Report‟ function.
