of illicit drugs. I have been involved in several arrests and prosecution of those
who use and sale illicit drugs. I have had training through the DEA under cover

DUI arrests both Alcohol and Drug in my career. I am an Instructor for the Lehi

Police Academy. I have been assigned to the Lehi SET team which is connected
with the Utah County Major Crimes and have been involved in the investigations
of Drug trafficking organisations as well as local drug abusers and dealers on a
smaller scale.
.
I have been on on the Utah County Sex Crimes task force which was overseen
by the FBI. I have investigated several cases involving Child Pornography and
Rape. I have had training through the FBI on Sex Crimes and Child Pornography.
I am currently assigned to the Detective Division and deal with Property crimes
and stolen Items.

On today's date Friday December 6th, a Maroon Cadillac with license plate
UT/ 7G5GS was observed with a female driver and male passenger that was
going around homes in Lehi and stealing packages off the porches that had been
delivered to the residences. Officers located the vehicle parked in a parking spot
at the Mayflower apartments in Lehi located at 4125 N 3250 W. The vehicle was
parked in front of Apartment 11. When Officers pulled up two individuals fled that
were near the car up to the top floor of the apartment complex but Officers weren't
able to locate which apartment they went into.

Officers could see the packages with the victims name on them in the back seat
of the car, and a warrant was obtained to search the car. Due to the amount
of stolen and fraudulent items in the car, the vehicle was towed to the Lehi
Police Department for processing. After Officers left the area, I stayed back in
a unmarked car and watched for anyone leaving the apartment that may fit the
description of our suspects. While there a silver SUV kept driving around and
parking then backing out and driving around and coming back and parking as if
to be looking for someone. I observed a female wearing a green shirt and had
exit the apartment complex caring items in her hand and I asked the Complex
Manager if she recognized the female and I was advised that she did not and
that she was not a resident at this complex. The female was looking around for
someone and I approached her and made contact with her.

I identified myself to the female and she got a scared look on her face and started
to walk away from me I followed and advised the female I needed to talk to her,
(to see if she was our suspect ) the female purposely dropped a zipper pouch
which she started to grab from her pants when I approached her. I picked up the
pouch and handed it back to her. The female advised that she was going to a
silver vehicle where he child was. I followed the female and advised her that she
needed to speak to me concerning my investigation. The female went to the silver
SUV that had been driving around looking for someone and she advised that her
daughter was in the back seat. The male driver was asked if there was a child in
the car and he stated there was not and at this point, the female opened the back
door and jumped in screaming for the driver to take off. The driver put his hands
up and did not go anywhere and as I was trying to get the female into custody at
this point, she was trying to reach and put the car into drive. I was able to get the
female into custody at this point to further my theft investigation.

The male who had come to pick her up was asked who and why he was there
and he was told to come pick up some girl and for him to park next to the Cadillac
that was involved in the thefts but did not know the female. The female had the
sweatshirt in her possession that the male who was stealing the packages was
wearing and also had the shorts that he was wearing under her pants. The female
was read her Miranda rights and advised that she understood her rights and I
spoke to her concerning the thefts. The female identified herself as Katherine
Allred and I advised her that I would like to know who was with her while she was
driving the car stealing the packages and she advised that she would rather not
tell me. I asked which apartment they went to and she advised the left one but
would not elaborate and she also advised that she did not take any packages up
to the apartment.
Inside the zipper pouch that she had purposely dropped when I initially
approached was several syringes with one syringe being loaded with a clear
substance that had started to crystallize and a contact lens case that had a crystal
type substance rock that appeared to be methamphetamine and was later tested
with a NIK test kit and showed positive for Methamphetamine.

Katherine had a cellphone on her and through my experience that those involved
in the use of drugs use the phone to set up deals with their dealers and take
pictures of their product. Also in this case we are looking for any correspondence
that we could identify the individual she was with in the thefts and obtain gps
information on where she had been if the phone logged those items as well as
text messages to the individual who sent the SUV to pick her up and

WHEREFORE, your affiant prays that a Search Warrant be issued for the seizure of
said items in the daytime.

I declare under criminal penalty of the State of Utah that the foregoing is true
and correct.
