Subject: large-scale housing and road projects in Kenya

Dear Mr. Elmazne:

Kkelly Limited is undertaking large-scale construction of housing and

road projects throughout Kenya, the majority of which are under
various government agencies. Any contractor wishing to participate
with our company on such projects must have a track record of
successfully completing large-scale projects and must be able to
produce a performance bond equal to 10% of the face value of the
contract awarded. Funding for these projects is in place.

Preliminary information about the projects is as follows.

Housing

1. There are twelve (12) proposed housing projects. Some fall under
the jurisdiction of the Ministry of Housing and some fall under the
Ministry of the Interior.

2. The projects range from 43 to 5,000 acres. The larger projects

would require significant mixed-use community/town designs with

 sustainability considerations. Mixed-use would include residential,
commercial, industrial, educational and recreational
components.

3. Site Plan design of the communities/towns in which the houses will

be built and the design of the houses have not been done. These
activities will be spearheaded by a team comprising Kkelly,
Limited, Y & I Consultants, Limited and the contractor that is
awarded the construction contract.

4. Larger projects may be divided and awarded to multiple

contractors.

5. Government housing projects are categorized as follows.

5.1. High Density – high rise flats and single family homes
(sometimes referred to as villas) with 50% being
“affordable”.

5.2. Medium Density – high rise flats and single family homes with
30% being “affordable”.

5.3. Low Density - single family homes with 10% being

“affordable”.

6. The total number of units to be built in each project is not fixed

and the acreage to be utilized for high, medium and low
densities is not fixed. However, the government has guidelines for
the square footage of a studio, 1-bedroom, 2-bedroom, etc.

7. The housing projects are outlined in Addendum A which is

attached to the email used to deliver this letter.

7.1. The costs reflected in Addendum A will be refined upon

contractor advice on development parameters, finance,
spatial planning and actual design.

7.2. The costs reflected in Addendum A provide for

infrastructure establishment and connectivity.

Roads

1. There are 5 (five) proposed road projects, all of which fall under
the jurisdiction of the Ministry of Transport and Infrastructure.

2. Projects range from 2,600 km to 5,500 km.

3. Larger projects may be divided and awarded to multiple

contractors.

4. The projects are outlined in the attached Addendum B.

If you have the capability to undertake any of the aforementioned

projects please provide a Letter of Interest by September 17, 2019 to
ym6348@bellsouth.net. The Letter of Interest must include answers to
the selection criteria in the attached Addendum C. A contractor may
pursue multiple projects and may also simultaneously pursue, and be
awarded, housing and road projects.
