SCOPE FOR FIRE FIGHTING SYSTEM OPERATION & MAINTENANCE AT SKM

SK mines is large unit of Vedanta – HZL, its accident Hazards (MAH) and Fire Risk are critical and to be
managed efficiently by you. Contractor should be competent enough and should be able to deploy
competent, qualified and experienced fire personnel. These people would take care of entire SKM fire
hazards. The fire pump house and firefighting system is to be handled by professional fire crew and staff. Fire
pump house operation and hydrant network is to be also maintained by this agency. Tentative need of
manpower is scheduled below:-

Scope of work for maintenance of fire hydrant, and fire extinguishers at SKM
Deployment of manpower:-

1-Three fire technicians / fitters technicians in G shift for all the 365 days
2-One pump operator / fitter in G shift for all the 365 days
3-One fire and safety supervisor in G shift for all the 365 days

Scope of the work:-

To keep qualified, experienced & capable staff to maintain and operate the Firefighting system at SKM.

This scope do not covers the Repair or Replacement of Parts, of equipment’s and Machinery like Diesel
Pump, Electric Motors, PLC’s, Substation, Instruments, and Panels including Panel in Fire pump house.

Operation and maintenance of firefighting system will be done by the Fire Crew,

1. Contractor shall ensure that the total manpower available at the site at any point of time shall be 4
nos.

2. The contractor shall provide all the necessary Tools, Tackles required for the O&M of firefighting
system.
3. Clearance from concerned area in charge to be obtained before starting the job.
4. Quantum of work: Shall be as per the quantities indicated in Annexure, HZL reserve the right to
make any change in the said quantum/nature of work even to bring zero level.
6. Safety Norms: Contractor will be responsible to provide all required PPE’s (Fire man helmet, ear
plug, Hand gloves, Safety Shoes, PPE’s carry bags etc ) to work force, and strict compliance of safety
norms is to be ensured by the work force.
7. Controlling officer: In charge (Fire & Safety) or its representative will be the controlling officer.
8. Replacement of parts/material of fire system should be done after taking approval from controlling
officer.
9. Sufficient spares/materials should be kept in stock by the agency as per annexure – spare parts, so
that in any case it can be replaced immediately.
10. Score card - Score will be issued based on the performance.
11. Penalties: Penalties shall be imposed as per scorecard.
12. Sweater, raincoat, living arrangement of man force shell be comes under contractor scope.
The score card will have linkage to at least 10% payment for performance achievements with necessary
bonus/penalty clauses.

Duties & responsibilities for Fighting Staff


To manage the full-fledged fire pump houses and O & M of fire system at SK mines. The job involves
deployment of skilled and responsible professionals. Scope covers the entire routine work, repair &
maintenance required to keep fit the system and to attending fire call etc. Tentative jobs are described as
below:-

1. The services sought mainly involve deployment of Fire Supervisor, Fireman at our SKM on all 365
days.
2. Checking, testing, maintenance & rectification of defect in fire fighting equipments-Fire extinguishers
etc.
3. All persons should have sound experience in operation & maintenance of Fire extinguishers, fire pump
house and firefighting techniques.
4. Attending fire emergency, rescue operation & Standby duties as & when required as per directions of
controlling officer.

5. Checking and maintenance of fire hydrant points and hoses including drying & safe storage after use.
6. All the sluice valve of all sizes in hydrant system has to be kept in proper condition & checked &
maintained periodically for smooth operation by contract agency.
7. Different types fire extinguishers are to be maintained by monthly checking, replacement of damage
spare, refilling and maintain all records as per IS format, Ensure HP testing & Painting of extinguishers
& other system equipment as per legal requirement .
8. Fire drills to be conducted at different locations in the plant and fire training to be imparted to workers
periodically to train them in operation of fire extinguishers and fire hydrants.
9. Complete uniform with special Fireman helmet & Gumboot to be given to all employees. Uniform to be
complete in all aspects like lanyard, cap, leather belt, shoulder batches, name plate etc. (Color of
uniform to be approved by Reporting Officer – SKM)
10. To carry out regular Fire Safety Training Programme for Plant Employees and Contract workers.
11. To upgrade Documents and Records from Time to Time to meet legal requirement.
12. To take proper steps to ensure full Safety of all Men, Machinery & Material.
13. Inspection of Fixed installation will be in contractor scope & if anything found wrong it should be
reported to concern Fire officer.
14. Fire team has to follow Inspection schedule of complete system according to SOP/WI & immediate fire
officer instructions.
15. Agency shall ensure the site is resumed in good / original condition and removal of wastes & debris to
the designated place as informed by Reporting Officer.
16. Checking of FIRE WATER PUMPS and maintain all parameters as per operational manual instruction.
Daily checking and trial up of pump house in G-Shift.
17. Minor repairing & routine maintenance work like strainer cleaning, gland leakage of pumps,
overhauling, greasing of all gate valves, NRV, and housekeeping.
18. Hydrant valve periodically checking and maintenance to prevent leakage. Maintenance of hydrant
valve includes replacement of hydrant spare or complete replacement of valve if defective.
19. Hose box checking and to be maintained with hose and branch pipe and repair of hose box and
replacement of completely damaged hose box with new one.
20. Periodical inspection, maintenance and documentation of all isolation valve and attend in case of any
leakage from valve & repair /replacement of valve if required.
21. Refilling, repair and hydraulic testing of fire extinguishers to be done outside SKM premises.
22. Transportation of fire extinguishers from and to SKM shall be in your scope.

Eligibility criteria for Fire Staff


The required qualification and experience details for firefighting personnel:

1 Fire Supervisor 10 + 2 with sub officer course from recognized fire Minimum 2 year experience
training institutes like NFSC, DIFR, and local self to lead fire crew and attend

3 Pump Operator establishment

The fireman should be with good physique & to be screened by subject to endurance tests as per fire
service physique test:-

1. Physical requirements :
a) Medical fitness certificate from registered practitioner with should certify requirements of
Height – 165 cms, Weight – 50 Kg, Chest (Normal 81 cms & with expansion 86.5 cms),
color blindness & short & long sightedness.
2. Any other qualification such as swimming skills, Height and confined rescue techniques, First – Aid
will be preferred.
3. Test to be conducted at the time of selection :
a) Flat foot & knock knee
b) 100 m race.
c) 20 lit can of water lifting to third floor & brining down.

d) Race of 100 m with 2 numbers of 15 m. Fire hoses
e) Long Jump.
f) Vehicle driving test.

HZL’s obligation:
1. HZL shall provide open space for accommodating contractor’s site office/ store.
2. Internal Telephone will also be provided on availability.
3. Power Supply, Water & Air will be provided free of cost.
4. Priority can be decided by the owner’s representative in consultation with site in-charge.
5. Records will be checked as & when required by Fire In charge.
6. Cost of material and fire spares will be reimbursed on actual consumption against invoices raised as
per agreed rate list.

General conditions
1. Strict compliance of CSM (Contractor safety Management).
2. Safety Norms: Contractor will be responsible to provide the required PPE’s to work force, also strict
compliance of safety norms is to be ensured by the work force.
3. Replacement of parts/material of fire system should be done after taking approval from controlling officer.
4. Checking testing maintenance & rectification of defect in fire fighting equipment’s, fire extinguisher etc. is
to be carried as per monthly checking and maintenance schedule and to be documented.
5. All people should be conversant in operation & maintenance of fire extinguisher and fire fighting.
6. All documents and records are to be upgraded from time to time.
7. All statuary requirements to be fulfilled by contractor to execute the contract.
8. Contractor has to take proper steps to ensure full safety of all men, Machinery & material.
9. Exercising required administrative control at site to be done by contractor site fire officer.
10. Shifting of material from HZL stores or any other specified point for O&M of fire system at HZL shall be in
contractor’s scope.
11. Deployment of resources (including manpower, Equipment’s, tools & tackles, etc.) for the maintenance of
fire system at SKM.
12. Clearance from concerning area in-charge is to be obtained before starting the job.
13. Party may visit the site for further clarification if, any.
