“Missio Dei Visio Ecclesiae”

The Missionary Society of Saints Peter – Holy Catholic Church International (MSSPP-HCCI) is a religious
missionary society in the Philippines under the Holy Catholic Church International. The HCCI is an
ecumenical organization of true catholic churches around the world of different origins/backgrounds such
as Roman, Orthodox Catholic, Traditional Catholic, Old Catholic and many others recognized by the Pope
as true particular catholic churches in union with the Mother Catholic Church in closest bonds thru valid
apostolic succession and Eucharist (Sacraments) based on the DECLARATION "DOMINUS IESUS" (Jesus Is
Lord) of the VATICAN CONGREGATION FOR THE DOCTRINE OF THE FAITH (with Cardinal Prefect Joseph
Ratzinger who later became Pope Benedict XVI) approved by Pope John Paul II on June 16, 2000. The
founding bishop of the MSSPP-HCCI was consecrated in the Roman Rubrics of the Pre Vatican II Rite. The
founding bishop of the MSSPP-HCCI has a valid and licit apostolic succession from the episcopal lineage of
Roman Catholic Bishop Scipione Rebiba (1504 –1577) thru Roman Catholic Bishop Carlos Duarte Costa
(1888 – 1961). Bishop Scipione Rebiba is of ecclesiastical significance as more than 95% of all living
Catholic bishops around the world today trace their episcopal lineage back to him – to include:
1. Bishop Jorge Mario Bergoglio (Pope Francis),
2. Bishop Joseph Aloisius Ratzinger (Pope Benedict VI),
3. Bishop Carlos Duarte Costa
4. Founding Bishop of MSSPP-HCCI

The Declaration Dominus Iesus provides:

SECTION IV. 17. " Therefore, there exists a single Church of Christ, which subsists in the Catholic
Church, governed by the Successor of Peter and by the Bishops in communion with him. 58The
Churches which, while not existing in perfect communion with the Catholic Church, remain united
to her by means of the closest bonds, that is, by apostolic succession and a valid Eucharist, are
true particular Churches xxx."

On the Validity of Holy Orders, the Dogma of the Catholic Church states:
"The ordinary dispenser of all grades of Order, both the sacramental and the non-sacramental, is the
validly consecrated bishop alone. (De fide.)

xxx. “Every validly consecrated bishop, including heretical, schismatic, simonistic or excommunicated
bishops, can validly dispense the Sacrament of Order, provided that he has the requisite intention, and
follows the essential external rite (set. Certa). Cf. D 855, 860; CIC 2372. xxx St. Thomas affirms the
validity of Orders conferred by heretical bishops and by bishops separated from the Church (Suppl. 38, 2).
