SECTION 1. DESCRIPTION OF THE WORKS TO BE PERFORMED
1.1 Construction and erection works for the lot: Bank strengthening (04UPC), Rooppur NPP.

SECTION 2. GENERAL PROVISIONS


2.1 Information on construction and erection works during construction, reconstruction and
capital repairs of the facilities.
The project for construction of Rooppur NPP facilities in the People’s Republic of Bangladesh
is developed on the basis of the Technical Assignment of the Customer.

2.2 Information on the works to be performed.


Construction and erection works at the Rooppur NPP site shall include the following works
and/or the works for the following facilities:
Bank strengthening (04UPC);
The scope of the mentioned construction and erection works includes the entire complex of
construction and erection works according to the Construction Management Plan, Working and
process documents (WEP, Process Charts for the types of the works to be performed).

2.3 Information on the place of the works performance


Rooppur NPP site is located in the People’s Republic of Bangladesh, Pabna District, Ishwardi
Sub-District, on the eastern (left) bank of the Padma River (local name of the lower course of the
Ganges River), 160 km to the north-west from the capital - the city of Dhaka, 21 km to the north-west
from the town of Pabna, approximately 8 km from the center of Ishwardi Sub-District, at Rooppur
settlement.
The territory of the site is located between 89° 02' and 89° 03' of the eastern longitude and
between 24° 03' and 24° 04' of the northern latitude. The coordinates of the project site center are as
follows:
- northern latitude: 24° 4,35';
- eastern longitude: 89° 2,80'.
The site of 105.3 hectares is intended to be used for the NPP construction.
The site has the form of the irregular polygon with extension of approximately 750 m along the
river and of approximately 1200 m in the direction from the bank. The adjacent strip of the land, which
is 91 m wide along the embankment, and the land plot beyond the road is also a part of this territory.
The territory of the intended NPP site belongs to the Bangladesh Atomic Energy Commission
(BAEC).
600 m to the north-west of the site there is a railway Harding Bridge connecting Pabna and
Kushtia districts through the Padma (Ganges) river. The railway goes from the north from the site, at
the distance of approximately 100 m from its most northern point. The nearest railway station is
located in Ishurdi.
The highway Lalon-Shah Bridge over the Padma (Ganges) river is nearer to the site, 300 m
downstream. The national highway, approaching the Lalon-Shah Bridge from the east, crosses the site
territory.
Climate of Bangladesh, according to GOST 24482-80 “Micro-climatic regions of the earth with
tropical climate. Zoning and statistical parameters of climatic factors for technical purposes”, is
tropical humid; in accordance with GOST 15150-69 “Machines, instruments and other technical

products. Designs for various climatic regions. Categories, conditions of operation, storage and
transportation as regards to impacts of ambient climatic factors” is also tropical humid (sub-equatorial
monsoon climate).

2.4 Requirements for development of the Work Execution Plan


2.4.1 Subcontractor shall be experienced in development of Work Execution Plans (WEP).
2.4.2 Prior to commencement of works, the Subcontractor shall develop WEPs, including the
following sections, but not be limited to:
- construction of temporary fences for work performance areas;
- arrangement of temporary power supply, water supply and water discharge;
- construction of temporary motor roads to the work performance places, road slips, and turn-
around areas;
- arrangement of temporary external lighting, including spotlighting;
- arrangement of sites for unloading and warehousing of materials and equipment;
- arrangement of erection sites for lifting mechanisms;
- arrangement of temporary modular buildings for the ETP.
2.4.3 WEPs shall address measures for safe execution of the works, as well as methods for
performance of main construction and erection works, ensuring observance of proper quality
mentioned in the Design and Working Documentations, and observance of requirements mentioned in
the regulatory and technical documentation.

SECTION 3. REQUIREMENTS FOR TECHNICAL CHARACTERISTICS OF THE


WORKS
3.1 Technical requirements for performance of works
It is envisaged to construct and do work at facilities specified in Sub-clause 2.2 hereof by
general contracting method, involving construction companies selected on the tender basis.
The works shall be performed in two periods:
- preparatory one;
- main one.
In accordance with the approved Work Execution Plan (hereinafter referred to as “WEP”), the
following works shall be performed in the preparatory period:
- development of the geodetic control network;
- arrangement of temporary fences to ensure safety of work;
- construction of temporary motor roads to the work performance places, road slips, and turn-
around areas;
- arrangement of temporary electric power supply;
- arrangement of external lighting, including spotlighting;
- arrangement of temporary water supply and water discharge;
- arrangement of sites for unloading and storage of materials and equipment;
- arrangement of erection sites for cargo lifting mechanisms (if necessary)
- arrangement of temporary modular buildings for the ETP.
According to the Working Documentation, the following types of activities shall be performed
throughout the main construction period:
- excavation works;
- bottom sedimentation slicing;

- assembly of prefabricated concrete and reinforced concrete structures;
- construction of cast-in-situ concrete and reinforced concrete structures;

Site fencing
The temporary fence around the site shall be constructed using temporary materials. Fence
around the work execution areas is made of steel mesh with a height of at least 1.6 m. After
completion of works, the Subcontractor shall dismantle the fence.

Temporary motor roads


Slip roads from the existing road network to work performance areas shall be provided for
transportation of Equipment and access for construction vehicles to work execution areas. Slip roads
from the main roads shall be made of precast reinforced concrete slabs. Main roads shall be
constructed from reinforced concrete slabs, auxiliary roads from crushed stone or broken bricks. Upon
completion of works, the temporary motor roads shall be dismantled by the Subcontractor.

Outdoor lighting
Temporary lighting of the territory provided for the construction works shall be performed in
the scope required and sufficient for safe execution of construction and erection works. The lighting
system, number and capacity of spotlights, layout of masts, cable routes shall be specified in a WEP.
Upon completion of work, the outdoor temporary lighting system shall be dismantled by a
Subcontractor.

Earthworks
Soil, materials, products and structures used while building the underground structures and
foundations shall meet the requirements of the Working documentation and the corresponding
standards. Replacement of soil, materials, products and structures required for construction of the
building or its foundation shall be allowed upon approval of the design organization and the Customer
only.
Surface preparation for the slope strengthening:
- slope slicing;
- removal of the grass and moor vegetation;
- removal of top soil, peaty soil, silty and other types of soil containing organic substances;
- removal of top decompressed (soupy) soil layer.

Concealed Works Acceptance Statement/Certificate shall be formalized for all concealed
works.
The requirements of the Construction Management Plan shall be taken into consideration while
planning of the sequence of civil and erection works as well as environmental conditions of the
Rooppur NPP site, including meteorological and hydrological conditions.

Arrangement of cast-in-situ concrete and reinforced concrete structures


Cast-in-situ concrete and reinforced concrete structures shall be constructed according to the
design solutions provided in the Working documentation, Construction Management Plans and Work
Execution Plans.
Concrete will be supplied into the structures by means of concrete pumps of type CB-170-3 or
by bucket cranes.

Concrete mixture shall be compacted by surface vibrators and internal vibrators.
The sequence and methods for erection of concrete and reinforced concrete structures shall be
in compliance with SP 70.13330.2012 “Bearing and enclosing structures”.
In the production of concrete work the requirements shall be met specified in SP 12-135-2003
“Safety on labor conditions in construction” and SP 12-136-2002 “Safety on labor conditions in
construction. Part 1”.

Formwork installation
For the purpose of the formwork installation for plane surfaces and curved surfaces of
structures to be concreted, the demountable plywood and metal formwork made of unified components
shall be mainly applied.
Deviations of installed formworks from the design position shall not exceed construction
tolerances, the surface projections at joints of panels shall not exceed 2 mm.

Concrete curing
Purpose of concrete curing is creation of favorable temperature and humidity conditions for the
hydration of cement during concrete strength development, to avoid overheating, drying and cracking
of surfaces and formation of shrinkage cracks in concrete structures. It is to be provided with the
continuous damping of concrete surface or outer sides of formworks until its removal by watering or
water spraying. Wet cloth (i.e. Tarpaulin, mats, canvas) shall be placed on the open surfaces for their
protection.
Damping of open horizontal, vertical or sloping concrete surfaces after early (after 1-2 days)
removal of formworks by spraying water from hoses, is not permitted within 2 days from the date of
placement or removal of formwork.

All construction and erection works shall be performed in accordance with the engineering
solutions specified in the Working Documentation, WEP and Process Charts and also in strict
compliance with the requirements of the RF RTD, including as follows:
- SP 48.13330.2011. Organization of construction. Revised edition of SNiP 12-01-2004;
- SP 126.13330.2012. Geodetic works in construction. Revised edition of SNiP 3.01.03-84;
- SNiP 3.01.04-87. Acceptance of the completed facilities for operation. General Provisions;

3.02.01-87;
- SP 16.13330.2011. Steel structures. Revised edition of SNiP II-23-81;
- SP 70.13330.2012. Bearing and enclosing structures;

- SP 34.13330.2012. Motorways;

(together with the Fire Prevention Rules in the RF);

Geodetic works
Geodetic instruments shall be verified and adjusted.
The geodetic works shall be performed with involvement of the trained personnel whose
qualification shall be proved with the documents.

Geotechnical monitoring
Geotechnical monitoring is carried out from the start of the excavation works in compliance
with geotechnical monitoring program and RD 34 15.073-91 “Guidance on geotechnical monitoring
over the preparation of grounds and erection of soil structures in power engineering”.

As-built Documentation
The as-built documentation shall be executed in compliance with the requirements of
applicable standards, SNiPs, RTD and "Regulation for execution of the as-built documentation".
“The Regulation for execution of the as-built documentation” is based on application of RD-
11-02-2006 “Requirements for the contents and procedure for maintenance of the as-built
documentation in the course of construction, reconstruction, overhaul repair of capital construction
facilities and the requirements applying to the acts of inspection of works, structures, utility network
sections”.
Changes in the documents at all stages shall be introduced on the basis of the notifications
according to the requirements of RD 210.002-89, GOST R 21.1101-2013, GOST 2.503-2013.

3.2 Requirements for finalizing and content of the Work Execution Plan (WEP)
3.2.1 The Subcontractor shall agree upon all the WEPs with the Contractor and the Customer
and, if necessary, with the organizations, which issued the technical specifications.
3.2.2 The WEP shall be developed for erection of the facility on the whole and (or) of its
constituent parts, for the works of the preparatory period, as well as for performance of separate types
of construction and erection works or demolishing (dismantling) works.
As part of the WEP for the facility as a whole and (or) for its constituent parts, the following
shall be developed: the calendar work execution plan for the facility; the construction general plan or
the plan for the works area and of adjacent territories; the schedule for delivery of building structures,
goods and materials to the facility or removal of the demounting waste from the facility; labor staff
demand schedule; main machines demand schedule; geotechnical monitoring program; process charts
for separate types of works; maps (schemes) for work quality control; labor protection and safety
measures; the explanatory note.
3.2.3 The work execution calendar plan for the facility determines the sequence and deadlines
for performance of construction and erection works. According to the data of the calendar plan, the
demand in construction machines, workers shall be determined, as well as the deadlines for delivery of
building structures, products, materials and process equipment.
3.2.4 The general construction plan shall be developed in the part necessary for work execution
at the facility. The plan shall specify the location of permanent and temporary transport routes,
temporary water supply networks, sewerage, power supply, heat supply, cargo lifting cranes,
storehouses, temporary inventory buildings, structures and devices to be used for providing
construction or demolition (dismantling) works.
3.2.5 It is necessary to develop the schedule of delivery of building structures, products and
materials to the facility for construction works, as well as the labor staff demand schedule, the main
construction machines and mechanisms demand schedule, in compliance with the requirements
specified in MDS12-46.2008.
3.2.6 Geotechnical monitoring program shall be developed with the consideration of
SP 47.13330.2012 (revised edition of SNiP11-02-96: Engineering survey for construction purposes.
General provisions), SP 11-105-97: Engineering geological survey for construction purposes. Part I.

General rules for performing the surveys, RD 34 15.073-91: Manual for geotechnical monitoring of
foundation preparation and erection of soil structures in power engineering.
3.2.7 During elaboration of the WEP it is necessary to be guided by the following requirements
of the applied regulatory technical documentation, including as follows:
- RF Decree on Fire Prevention Activities in the RF No. 390 of 25.04.2012 (together with the
Fire Prevention Rules in the Russian Federation);
- SNiP 12-03-2001, SNiP 12-04-2002. Safety on labor conditions in construction. General
requirements. Part 1.2;
- SP 34.13330.2012. Motorways;
- SP 48.13330-2011. Revised edition of SNiP 12.01-2004. Organization of construction;

SECTION 4. BILL OF ACTUAL QUANTITIES


4.1 The scopes of construction and erection works on the facilities listed in Sub-clause 2.2
hereof are specified in the bills of scope of works provided in Section 17 of this Technical Assignment.

SECTION 5. REQUIREMENTS FOR MATERIALS AND EQUIPMENT TO BE


APPLIED FOR PERFORMANCE OF THE WORKS
5.1 The materials and products to be applied for performance of the works shall fully comply
with the requirements specified in the Working Documentation and in the WEP. Documents
confirming quality shall be provided for all the materials and equipment to be used for performance of
works.
5.2 Samples of the materials to be applied shall be approved by the Contractor prior to
commencement of the works performance.
5.3 Quantity and the list of the materials required for the facilities under construction, which
are specified in Sub-Clause 2.2 of this Technical Assignment, shall be accepted based on the Working
documentation indicated in Sub-Clause 6.2, Table 2 hereof, as well as according to the bills of
quantities provided in Section 17 hereof.

SECTION 7. REQUIREMENTS AND CONDITIONS FOR DEVELOPMENT OF
ENVIRONMENTAL PROTECTION MEASURES AND ACTIVITIES
Process engineering solutions providing limitation of hazardous releases into the
atmosphere
Potential sources of environmental pollution can be the following sources:
 concrete mixing facility (dusting of concrete, sand, broken stone);
 mechanization base;
 vehicle roads (dusting in dry weather).
In order to eliminate or mitigate negative impacts on the environment, the following process
solutions are stipulated:
 concrete and mineral powder receipt and supply by pneumatic transport, with storage in
silos equipped with special filters;
 supply of inert materials by closed conveyor galleries; adjustment of engines;
 solid coating of motorways, watering in dry weather.

Engineering processes and equipment


Engineering processes shall be implemented according to hygienic requirements for
organization of the engineering processes, production equipment and working tools, and in compliance
with the applicable Sanitary Rules.
Before commencement of the works, the employees shall be instructed about the accepted
methods of the works, established sequence of their performance, required means of individual
protection, measures for prevention of an unfavorable impact of the production environment and labor
process factors.
The equipment and materials shall meet hygienic, ergonomic requirements and the
requirements for sanitary norms.
The basic hoisting mechanisms are provided with installation of the complex of tools and
devices protecting against turnover and reducing displacement of the movable part in the designated
operation area.
Shielded scaffolding shall be installed along the perimeter of the building while working at
heights.

Organization and execution of works


All the working personnel shall be provided with protective helmets and those working at
heights shall be provided with safety belts.
The personnel working under the dust concentration conditions shall be provided with the
respiratory protection equipment (respirators).
Signals and preventive signs shall be installed in the places, where personnel crosses over
traffic lanes, and where the transport has access to the construction site.
Loudspeakers shall be provided during cargo handling operations.
Requirements for the maximum norms of carried cargoes shall be met in the course of
performance of cargo manual handling operations.
Electric welding and gas - flame works shall be performed according to the requirements of the
sanitary rules during welding, surfacing and cutting of metals.

Fire prevention measures shall be envisaged by primary means, such as: sand, water, manual
foamy, carbon-dioxide and powder fire extinguishers.
It is not allowed to perform works without agreed and approved work execution plans, which
include labor safety solutions.

Organization of observations and monitoring of the environmental conditions in the


course of construction
Supervision of compliance with the requirements specified in the design and working
documentation, reducing an impact on the environment, shall be within the scope of the
Subcontractor's responsibilities.
The environmental monitoring in the course of construction is performed by appropriate
agencies of the local authorities, which are responsible for conditions of water bodies, soil and open
air.
The construction management plan provides for the following environmental protection
measures:
 in the course of construction: descriptions are specified of hazardous construction works and
characteristics of their impact on the atmospheric air;
 sequence for performance of construction works;
 arrangement of surface water drainage, water discharge and water depression of the soils
allocated for construction, within the limits of the production base and in the areas related to the
construction process.
Based on the above, the complex of monitoring and supervision of environmental conditions
shall be performed in the course of performance of construction works, including the following:
 control over emissions of dust, exhaust gases from motor vehicles, harmful discharges of
construction enterprises into the atmosphere;
 supervision of compliance with the regulations on utilization of the natural resources (water
use, land allocation, storage of the natural layer of soil, use of local construction materials, etc. );
 monitoring of the condition of water bodies (water intakes, wastewater discharges,
construction of channels).

Arrangement of rainstorm and other water discharge from the area of the sites and
foundation pits
In the course of execution of works, the surface wastewater shall be discharged from the
Rooppur NPP site in a controlled way, which is preceded by construction of the drain ditch system.
Prior to construction of the drainage ditch, water shall be discharged from the excavated pits
under the structures from the open pit, using water discharge pumps with the subsequent discharge into
the temporary water drainage ditch through the drainage system.

Land protection in the course of execution of construction and erection works


The vegetable soil, which was removed in course of construction in the development areas,
shall be stored in the temporary dump and used in future for remediation and land improvement;
Disturbed adjacent strips shall be leveled, powdered with the construction soil, which has been
removed beforehand from the construction footprints, and seeded with the grass.

SECTION 8. DEADLINES (INTERVAL) FOR PERFORMANCE OF WORKS
All construction and erection works on the facilities specified in Sub-clause 2.2 hereof shall be performed within the time limits specified in the
Works Performance Schedule, Table 3:

SECTION 9. REQUIREMENTS FOR QUALITY OF THE WORKS TO BE
PERFORMED
Control of quality of the construction and erection works to be performed by the Subcontractor,
includes the following requirements:
- incoming inspection of the design and working documentation submitted by the Contractor;
- acceptance of geodetic control network;
- incoming inspection of the materials and products to be applied;
- operational inspection in the course of implementation and upon completion of operations;
- acceptance inspection.
In the course of performance of the Works the Subcontractor shall be guided by the
Subcontractor's quality management system documentation developed according to the requirements
of ISO 9000 standards and the legislation of the People’s Republic of Bangladesh;
The Subcontractor shall have a certified quality management system in line with the
requirements of GOST R ISO 9001-2008 (ISO 9001:2008), with submission of the corresponding
certificate.

SECTION 10. REQUIREMENTS FOR SPECIAL CONDITIONS OF WORKS


10.1. Climate of Bangladesh is tropical humid according to GOST 24482-80: Macroclimatic

SECTION 12. REQUIREMENTS FOR SAFETY OF WORKS TO BE PERFORMED


During execution of construction and erection works the Subcontractor shall comply with the
safety assurance requirements for the works to be performed, according to the applicable RF
legislation that regulates execution of the works, which influence the safety of capital construction
facilities, including:
- Technical regulations on fire safety requirements No. 123-FZ of 22.07.2008;
- Technical regulations on safety of buildings and structures No.384-FZ of 30.12.2009;
- SP 12-136-2002. Safety on labor conditions in construction. Decisions regarding labor
protection and industrial safety in construction organization plans and work execution plans;
- SP 45.13330-2012, revised edition of SNiP 3.02.01-87. Earthworks, Grounds and Footings;
-SP 126.13330-2012, revised edition of SNiP 3.01.03-84. Geodetic works in construction;
- WEP-2012. Fire Prevention Rules in the Russian Federation;

SECTION 13. REQUIREMENTS FOR RESULTS OF WORKS AND ACCEPTANCE


PROCEDURE
Acceptance of the performed works shall be performed in accordance with the Contract for
execution of construction and erection works.

SECTION 14. REQUIREMENTS FOR FORMAT OF INFORMATION TO BE


SUBMITTED
The Subcontractor shall submit all the required documentation to the Contractor according to
the terms and conditions of the Contract and Appendices thereto.

SECTION 15. REQUIREMENTS TO TECHNICAL TRAINING OF THE


CUSTOMER'S PERSONNEL
Not required.
