Vice-Chancellor's Message

Established in 1982 and named after the great revolutionary Tamil Poet Bharathidasan,
the university, having the motto of creation of a brave new world, one of the visions of Paavendar
Bharathidasan, endeavours to enliven the academic and research fervor with a clear vision, specific
mission, and well-defined objectives and to offer excellent educational service to the
society. The university always strives hard to introduce the best and innovative practices regularly in
its curriculum, teaching, learning and evaluation.

Bharathidasan University, through its 4 faculties, 21 schools, 40 departments and


23 specialized centres, offers as many as 106 teaching programmes at different levels.
In addition, undergraduate, postgraduate and research programmes are offered in
04 model colleges, 06 constituent colleges and 139 affiliated colleges which comprise 19 government
colleges, 19 government-aided colleges, 76 self-financing colleges and 15 approved institutions.
Apart from regular stream, the university offers undergraduate, postgraduate, diploma and
professional programmes in select disciplines through distance education mode, adhering to the
guidelines of the DEB and the UGC.

The Centre for Distance Education (CDE) was established in the year 1992 with a view of
providing facility to those who aspire for higher education but could not afford to attend regular
programmes owing to either socio-economic constraints or employment status. The CDE, with a
regular intake of around 8,000 students every year, offers 61 programmes through distance
education mode. The syllabi for the programmes offered through the CDE are on a par with the
regular programmes offered in the colleges affiliated to this university, without compromising on the
quality of the theoretical and practical components. Further, there are online facilities for
the CDE students to pay their fees, get their hall tickets, submit their examination applications, etc.

Also I whole heartedly appreciate the Director and entire team for bringing more relevant and
beneficial courses to the distant learners from the academic year 2018-2019, which are more
demandable in the job market.

I extend a hearty welcome to all the students and wish them all the best in their

Ensuring quality Education is one of the most important things we can do for our future
generations. I extend a warm welcome and hearty wishes to the prospective students of the Centre
for Distance Education, Bharathidasan University. Education is an important tool in the modern era
which serves as a catalyst in promoting Socio-Cultural and economic growth of a nation. The
demands of the global society could be met with only through education, which empowers one to
face the challenges of the competitive world and to make tangible difference.

The Centre aims at transferring knowledge to the society for its upliftment to encourage
inter-disciplinary education, which is innovative, value-based and research-oriented. The Centre
caters to the contemporary needs of the learners and keeps them abreast of the latest curriculum.
Further, the Centre is keen in providing effective, comfortable and conducive learning experience.

I wish the Director and the entire team for bringing new and innovative courses for the
welfare of the distant learners from the academic year 2018-2019. All the new courses are more
fruitful and job assured Post Graduate Diplomas introduced for the benefit of the learners. This will
add more larraules to the Bharathidasan University through centre for distance education.

Director’s Message

“A university should be a place of light, of liberty and of learning.” True to these words of
Benjamin Disraeli, the Centre for Distance Education, Bharathidasan University, strives to enlighten
the minds of the students through the flexible mode of education with a high quality learning
experience. I am privileged to be the Director of the Centre for Distance Education which functions
with the motto “Quality Education for All”. On behalf of the Hon’ble Vice-Chancellor and the
University Authorities, I extend a hearty welcome to the aspirants to enroll themselves in the Centre
for Distance Education, Bharathidasan University.
With great effort a selected new innovative UG / PG and P.G. Diploma courses are introduced
for the demand of the Society from the academic year 2018-2019, such as one year P.G. Diploma
course in Bioinformatics, Geoinformatics and Intellectual Property Rights. These courses are more
valuable and job orientated Diplomas in the job market.
In addition to the above courses, the Centre for Distance Education brings M.Sc. Geography,
M.A. Political Science and M.A. Public Administration for the welfare of the Distant Learners at the
post graduate level.
Further, by considering the need of the distant learners a few more Science based courses are
introduced from the academic year 2018-2019. The courses are B.Sc. Physics, B.Sc. Botany, B.Sc.
Chemistry B.Sc. Geography and B.Sc. Zoology. These courses are well planed and executed for the +2
passed candidates.
Also, we introduce B.A. Public Administration B.A. Political Science and B.Com. Bank
Management from the academic year 2018-2019 for the Arts based distant learners.
While welcoming you all to broaden the horizons of knowledge through the need-based and
updated curriculum, I assure you that learning through the Centre will definitely be a rewarding
experience to you all.

Expertise of the University in Management Programmes

Bharathidasan Institute of Management (BIM), a School of Excellence in Management


Studies started in the academic year 1984-85 has emerged as a nationally reputed School of

Expertise of the University in Computer Applications

Since its inception, the Department of Computer Science remains distinctive in teaching
computing sciences by combining human scale with global reach, through leadership, rigorous
course work and innovation. The Department started its first programme (MCA) in 2005. Now

CENTRE FOR DISTANCE EDUCATION – A PROFILE


The Centre for Distance Education (CDE) of Bharathidasan University (BDU) was established in
the year 1992 to serve the students who could not enter the regular colleges for higher education.
As the educational programmes offered and the degrees awarded through distance mode are
on par with the regular mode, qualitatively there is a demand for the programmes offered by the
CDE of Bharathidasan University.

The Centre for Distance Education offers around 61 programmes including 27 Undergraduate,
25 Postgraduate including 04 Professional Programmes suchas MCA and MBA programmes and 9
PG Diploma / Diploma / Certificate Programmes.

Besides the conventional courses, the Centre for Distance Education is offering programmes in
Computer Science and Applications, Information Technology, E-Commerce, Bank Management,
Financial Management, Library and Information Science, etc. The laboratory oriented
programmes are meticulously planned and executed with the same vigor as regular programmes,
without compromising the practical requirements.
The Centre for Distance Education conducts theory and practical classes on Saturdays and
Sundays. The conduct of the programmes is strictly monitored by the staff of the Centre for
Distance Education and the Director through regular visits to the Personal Contact Programme
(PCP) centres.
The distance education programmes are administered through University PCP Centres and
Learner Support Centres.

Admission Procedure
Candidates may avail spot admission facility at the office of the Centre for Distance Education
during all working days, including Saturdays and at all the PCP Centres during Saturdays and
Sundays.
The CDE offers Postal Admission Facility also for those who are unable to come in person to the
office for admission.

Mode of Payment
All the fee payments to the University towards Registration, Admission, Tuition, Change of PCP
Centre, Change of Address, Change of Medium, etc., are to be made through online payment
only at the State Bank of India online portal (www.bdu.ac.in/online-payment.) payable to the
"Centre for Distance Education, Bharathidasan University".

Tuition fee can also be paid through Challan in the State Bank of India, Bharathidasan
University branch, Tiruchirappalli - 24. Challan can be had from the CDE office to pay the
amount in the SBI Bharathidasan University branch.
The candidates should pay their tuition fee and other fee for second and third years, on the
dates specified in the prospectus. If the tuition fee is not paid on the specified date, the
candidates can pay the fee along with a penalty of Rs.200/- in a month’s time. If the candidate
fails to pay the tuition fee even after a month, the course will be treated as break of studies.
Re-admission to the course is then subject to the approval of the Authorities of the University.
For any payment, Online Payment Receipt should accompany the remittance slip with all the
details filled-up. The remittance slip is available in the website (www.bdu.ac.in/cde)
The students are advised to retain with them a photocopy of each of the Online Payment
Receipt sent to the CDE.

General Instructions
The method of instruction is through 1) Study Materials and 2) Personal Contact Programmes
(PCP). Study materials will be supplied to the candidates in the PCP Centres. Every effort is taken
to handover the lesson materials of each paper during contact classes. E-books will also be made
available in the University website (www.bdu.ac.in/cde)
Intimation regarding PCP classes will be notified in the University website and website uploads
will be intimated through sms to all candidates.
In the PCP classes, lectures are delivered on important topics and the doubts of the students are
cleared by efficient teachers. These classes will be organized on Saturdays, Sundays and other
holidays. If only a few students are registered, the classes and examinations of PCP Centres may
be combined. Candidates are advised to attend the PCP classes regularly for effective learning.
The study materials given by the CDE are only supporting material. Students are advised to refer
to the prescribed Textbooks and reference books for a detailed study.
Only three notifications, viz., (1) Tuition fee payment last date, (2) Exam Fee payment last date
and (3) PCP class time-table, will be sent to the students through post. All other notifications,
viz., Exam time-table, Exam venue and Exam results will be notified to the students only
through the University website: www.bdu.ac.in/cde.
The students must fill up their current mobile number and email ID in the Admission Application
Form without fail for getting notifications through sms or email.

Identity Card
An Identity Card will be provided to each candidate at the time of admission which is valid till the
completion of the course. Students are advised to preserve their identity cards safely and bring it
with them without fail to the Examination Centre and also whenever they come to the CDE
Office. If the Identity Card is lost, a duplicate card can be obtained on payment of Rs.100/-
through online and a copy of the receipt may be sent to “The Director, Centre for Distance
Education, Bharathidasan University, Tiruchirappalli - 620 024” along with a recent stamp size
photograph.

Unique Number
After admission, each candidate will be issued a Unique Number. This number should be quoted
in all the communications addressed to the Centre for Distance Education till the completion of
their study. The unique number will also be the Exam Register Number allotted to the candidate
and it will be printed in the first line of the address slip pasted on covers sent to the candidates.

Change of Address / PCP Centre / Medium of Instruction


If there is any change in the residential address, the candidate should intimate it to the Director,
along with a payment of Rs.200/- through online. Students are advised to inform the change of
address to the local post-office immediately to receive all communications at their new address as
the Centre will take at least a month’s time to incorporate the new address in its records. Request
for change of address, without the payment of the prescribed fee, will not be entertained.
Change of PCP centre may be permitted only once during the entire period of the programme
and that too on or before the commencement of the programme. The students, who intend to
change their PCP centres should send a request letter to the Director along with a payment of
Rs.1,000/- through online. Subject to the approval of the authorities, a change of the University
Exam Centre will be permitted.
Students who intend to change the medium of instruction or the course should send a request
letter to the Director along with a payment of Rs.500/- through online before commencement of
the first year exams.

Bonafide Certificate / Course Completion Certificate


Students who wish to obtain Bonafide Certificate should pay Rs.100/- and to obtain Course
Completion Certificate Rs.200/- through online payment.

Exemption for Differently Abled candidates


Differently Abled persons are given 100% exemption of tuition fees in all programmes offered
through the Centre for Distance Education. Candidates who need exemption should produce a
copy of the Identity Card issued by the Differently Abled Welfare Department of the Government
of Tamil Nadu at the time of admission.
Only the unemployed SC and ST students of PCP Centres who are residing in the State of Tamil
Nadu are eligible for scholarship. The SC and ST students should apply for scholarship within 15
days after getting admission. For further details, contact the Deputy Registrar, UGC SC/ST Special
Cell, Bharathidasan University. The SC and ST students who are admitted through Learners
Support Centres are not eligible for scholarship.

Learners Support Centre:
The newly established Learners Support Centre will be shared 50% of tuition fees of each
candidate admitted in the centre. Further the Learners Support Centre remit the full fees to the
University and the University will disburse the 50 % tuition fee to the centres after completion of
the admission process.

Fee Concessions
Installment of Fees:
The CDE students are permitted to remit their fees in two installments. The first installment be
remitted at the time of admission and the second installments permitted to remit(Rs.500/-
additionaly) two months before commencement of the Examinations. Further 10% of fee
concession for PG students in the tuition fees to the students who have studied their UG in the
Bharathidasan University and another 10 % of fee concession for MBC,SC and ST students.

Break of study
A student who has discontinued can be re-admitted only once during the entire programme of
study.
Re-admission fee of Rs.625/- for UG/PG and Rs.1500/- for MBA/MCA should be paid along with
the tuition fees at the time of admission.
Re-admitted student shall subscribe to the existing syllabus at the time of re-admission and
shall appear for examinations by their own preparation; no separate contact classes will be
arranged.

Transfer Admission Facility


A student, who needs transfer from a regular college to the CDE due to his/her personal
reasons, should pay the fee as shown below. If a candidate has any arrear paper at the time of
studying in the College, he/ she has to get a permission letter from the Principal to permit him/her to
write the arrear paper in the College in which he/she previously studied. On production of these
documents, the candidate may be admitted in the Centre for Distance Education.

* University examination will be conducted at the end of each academic year, on the dates
notified by the University. Examinations will be normally held in April-May every year.
Supplementary examination will also be conducted in October-November every year.
* For semester programmes, the examinations will be conducted during the months of
November and April of every year.

* The written and the practical examinations for all the programmes will be held only in the
examination centre fixed by the University.
* The Application Forms for examination will be invited through Notifications in the University
Website. Candidates are requested to visit the university website during March and September
and apply for the examination before the prescribed date so as to avoid penalty.
* PG candidates shall write the examinations only in the medium chosen for the programme. If
the candidates write the examination in a medium other than the one opted for the
programme, the answer scripts may not be valued.
* University exam centre, once chosen by the candidate, will not be changed under any
circumstances till the programme is completed.
* Registration for Examination: The candidates have to compulsorily register for Examination for
all the papers in the first year/first semester. Fee for the Examination, Revaluation, Marks
Statement, Provisional Certificate and Degree Certificate should be paid through online only.
* Exam Application Forms for should be downloaded from the Website, filled-up carefully along
fee payment receipt and sent to the Director, Centre for Distance Education, Bharathidasan
University, Tiruchirappalli - 620 024, within the last date.
* TIME TABLE: The examination time-table will be published in the University Website

* HALL TICKETS: Hall tickets should be downloaded from the University Website three days
before the commencement of examinations.

PRACTICAL & PROJECT EVALUATION


* Practical examinations and Project Evaluation will be held only in April/May of each academic year.
* Candidates studying programmes wherein practical subjects are prescribed, must attend atleast
50% of practical classes. Or else they will not be permitted to write the examinations.
* Candidates who fail to appear for practical examinations will have re-do the practical in the
next academic year only by paying Rs.900/- for computer lab. practicals for UG and PG,
Rs.3000/- for M.Sc. Science Laboratory practicals and Rs.3000/- for MBA/MCA practicals (to be
paid during January/February of each year).
* Candidates who fail to submit Project work will have re-do the project work in the next
academic year only by paying Rs.1500/- for PG/MBA/MCA programmes.

CONSOLIDATED MARKS STATEMENT & PROVISIONAL CERTIFICATE


Candidates, who are in the final year of the respective programmes, have to pay a fee of
Rs. 150/- for obtaining Provisional Certificate and Rs.150/- for obtaining Consolidated Marks
Statement along with the Examination fee. The candidates who have passed all the subjects /
papers are qualified for the Degree. Provisional Certificate will be sent to the candidate alongwith
the Consolidated Marks Statement.

CONVOCATION
Candidates who have passed all papers and received the Consolidated Marks Statement and
Provisional Certificate, should download the Convocation Form from the University website and
send it to “The Director, Centre for Distance Education, Bharathidasan University, Tiruchirappalli -
620 024”. Copies of Consolidated Marks Statement and Provisional Certificate and receipt of fee
paid through online should be attached with the Convocation Application Forms. The Degree
Certificate will be sent by Speed Post in about three months after the convocation ceremony, which
is held once in a year, usually during the month of November. The candidates can also obtained
Degree certificate on the day itself through “TAKKAL” system. Further details contact Director,

LEARNER SUPPORT CENTRES


All programmes offered through the CDE and also some specialized programmes are
conducted by Learner Support Centres approved by the University. The list of Learner Support

GRIEVANCES
If students have any grievances such as non-receipt of Mark Statements etc., they are free to
write to the Director, CDE. Specimen format is given in the University website. Grievance letters may
also be handed over to the University representative during PCP classes. Students may also send

REVISION OF REGULATIONS AND CURRICULUM


The University may, from time to time, revise, amend and change the Regulations and the
Curriculum as and when necessary.

UNIFORM SPAN PERIOD


a) The candidates who admitted on or after 2018-2019 onwards be allowed to complete the all

Step-by-Step instructions for online payment are given in the Exam Notification displayed in the website.

semester / Non-semester.
3. The Register number of I year / semester candidates will be displayed in the University website one month before the
commencement of semester/ non-semester examinations.
4. Please refer University Website for the Title of the Paper along with Subject Code to be written in the application form.
5. Transfer Admission candidates should enclose the copies of Transfer admission order along with Alternative/Additional
papers received from the Registrar, Bharathidasan University, Tiruchirappalli. The Transfer Admission candidates have to
rewrite their arrear examinations (Prior to CDE Admission) in their respective colleges.
Readmission, Redo candidates should enclose the orders issued by the Director along with their application.
6. The Examination Time Table & the Venue of Examination will be displayed ONLY in the University Website.
7. Hall Ticket can be downloaded from the University Website three days prior to the commencement of examination
