AFFIDAVIT

1,J.ChrisKlettheim er,being duly sw orn,deposeand statesasfollows:

INTR ODUCTIO N AND A GENT BA CK GRO UND

Iam employed asaSpecialAgentwiththeFederalBureau ofInvestigation (FBI),

United States DepartmçntofJustice,and have been so employed since 2003. As such,Iam an

investigative or 1aw enforcem ent ofticer within the m eaning of Titlt 18,United States Code,

Section 2510(7),thatis,an offcerofthe United Stateswho is empowered by Iaw to conduct

investigationsof,andto m akearrestsfor,offensesenumerated in Titles18,21and 46 oftheUnited

States Code. As a specialagentwith the FBI,1am currently assigned to theKey W estResident

Agency oftheFB'1M iam iD ivision and haveworked numeroustypesofinvestigationsthroughout

mycareertoincludeNationalSecurity,TransnationalOrganizedCrime,EconomicCrimes,Major
Theh and ViolentCrimes.
1make this affidavitin supportofan arrestwarrantforY ahao W ang and Jielua

Zhang,who are both Chinesenationalsand citizensofChina.

Based on the facts setforth in this affidavit,lsubm itthere is probable cause to

believethatYuhaoW angandJielun Zhanghavecommitted aviolationof18U.S.C.j 1382

(EnteringM ilitary,NavalorCoastGuardProperty)forthepurposeoftaking photographs,which
isaviolationof18U.S.C.j 795.
4. The information contained in thii affidavitisbaseduponmypersonalknowledge,
aswellasknow ledge,inform ation and documentation that1obtained from other1aw enforcem ent

officers and civilian witnesses who have first-hand knowledge ofthe events described herein.
Because thisaffidavitissubm itted forthe Iimited pum ose ofestablishing probable cause,itdoes

notcontain al1ofthe inform ation known to m e concerning this investigation,butcontains only

factsnecessary to establish probable cause forthe instantrequest.

FACTS ESTABLISH U G PR OBABLE CAUSE

5. On January 4,2020,atapproxim ately 8:30 A .M .,Yuhao W ang and Jielun Zhang

approached the guard station atSigsbee Annex,NavalAir Station,K ey W est,M onroe County,

Floridawhiledriving a blue Hyundaifourdoorvehicle.

6. Yuhao W ang,the driver,and Jielun Zhang w ere together in a vehicle as they

drove up to theguard station attheentranceto Sigsbee Annex.Y uhao W ang and Jielun Zhang

spokewithU.S.NavySecurityForcesMasteratArms(M A),whowaspostedattheentrancegate.
The M A requested military identification, which Yuhao W ang and Jielun Zhang could not

provide.The M A com municated to Yuhao W ang and Jielun Zhang they were notauthorized to

enterSigsbee Annex,provided instructions to make a U-turn,and asked for a driver's license.

Jielun Zhang provided the licenseto theM A. TheM A re-iterated thatthey m ustm ake aU-tum .

7. However,Y uhao W ang and Jielun Zhang,proceeded to drive forward and continued

onto Sigsbee Annex in contradiction to the instructionsfrom the M A. In thatthe M A could not

leavethe post,she radioed to ptherNavy Security Forcesto locate the vehicle. Sigsbec Annex

hasposted signswarning the area isU.S.Navy property.

8. After approxim ately 30 m inutes on the restricted property,U .S,Navy Security

Forceswereable to ûnally locate the vehicle. Atthattim e,they approached Yuhao W ang and

Jielun Zhang. W hen they approached,Yuhao W ang and Jielun Zhang were in possession of

cellular telephones and Jielun Zhang also had a N ikon camera.U .S.N avy Security Forces
obtained consentto look atthe devices and observed photographs taken on the Sigsbee Annex

property,including U.S.m ilitary structureson Flem ing Key.

Yuhao W ang and Jielun Zhang were interviewed by youraffiant. Yuhao W ang

and Jielun Zhang both told the agentsthatthey read and understand English.

çandagreed to waive hisrightsand

speaktotheagents.Y uhaoW ang acknowledged theywereasked atthegateby afem alew earing

m ilitary clothing form ilitary identification andwhenthey could notprovideany,w ere directed to

m ake a U-turn. Yuhao W ang advised he did not make a U-turn and drove onto the property

eventually stopping,parking the vehicle and taking photographs with his cellulartelephone.
Yuhao W ang voluntarily showed agentsthephotographshetook whileon SigsbeeA nnex,

Jielun Zhang wasadvised ofhisM irandaz'

fg/lfxçand agreedto waive hisrightsand

speakto theagents.Zhang acknowledged afemaleatthe gateasked form ilitary identification and

provided hisM ichigan driver's license. Jielun Zhang also confirm ed they w ere asked to make a

U-turn bythefemaleatthegate.Jielun Zhang explainedtheycontinuedonto theproperty,driving

around untilthey stopped,parked the vehicle and took photographsw ith his camera and videos

with hiscellulartelephone.Jielun Zhang voluntarily showed agentsthe photographsand videos

on thecamera and cellulartelephone he took whileon SigsbeeAnnex.

CON CLUSION
12. Basedentheforegoingfacts,IsubmitthereisprobablecausetobelieveYuhaoW angand

JielunZhanghaveviolated 18U.S.C.j1382(EnteringMilitary,NavalorCoutGuardProperty)forthe
purposeoftakingphotographs,whichisaviolationof18U.S.C.j 795.
