SPECIFICATION
DIVISION :- BKB/II/VENDIPALAYAM

RECEIPT OF TENDER at the Office of the SE/Civil/Hydro
Project/ ERODE-9.
have executed civil works to a value not less than Rs.5.00 Lakhs. The
tenderer should have a turn over not less than Rs.20.00 Lakhs in the

A.1.1. For and on behalf of Tamil Nadu Generation and distribution Corporation Ltd sealed
tenders super scribed as “TAMIL NADU GENERATION AND DISTRIBUTION
CORPORATION LTD” Specification No. BKB/II/143- Providing Chain link
fencing, hand rails for the intake area, Dividing wall, RF abutment, LF
abutment, providing entrance gate for the Power house of BKBII
Vendipalayam, Erode is invited.
A.1.2. The tenders will be received by the Superintending Engineer / Civil / Hydro
Project, 955,EVN Road, Erode -638 009 for the above work due on 14.06.2013 up
to 14.00 hours as per the office clock.
A.1.3. The tenderers may have the option either to present the tender directly or send it
by Registered Post with Acknowledgement Due. In case of sending by Registered
Post with Ack. Due, the tender should reach well in advance before the date and
time set for opening of tender. No tender given in person, shall be received after
the notified time and date for the receipt of tender. Tenders received by post
after the notified time and date for the receipt of tender will be rejected
summarily and will be immediately returned to the tenderer, without opening the
tender.
A.1.4 The tenders should be put into the sealed tender box available in front of
Executive Assistant to SE/Civil Office after affixing dated initial of the Executive
Assistant to Superintending Engineer/Civil/Hydro Project/Erode on the cover.
However the tenders received by couriers or Registered Post etc., shall be received
in person by the Executive Assistant to SE/Civil and put into the tender box after
recording in the Register maintained for their purpose. Tender Box will be opened
and the Tenders will be collected exactly at the time and date specified. The
tenders so received within the due date and time fixed for submission of tender
will be opened in the presence of tenderers or the authorized representatives by
the tender opening committee authorized by the Superintending Engineer/Civil at
his office at 14.00 Hrs. on the same day.
A.1.6. If the tender is made by an individual, it shall be signed with his full name and his
address shall be given. If, it is made by a firm, it shall be signed by a partner who
shall write his own name and address. If the tender is made by a corporation it
shall be signed by a duly authorised officer, who shall produce with his tender,
satisfactory evidence of his authorization. Such tendering corporation may be
required, before the contract is executed, to furnish evidence of its corporate
existence.
A.2. LOCATION
The Construction site is situated at 6 Kms. away from Erode Erode District. The
site can be inspected by the Tenderer on any working day during office hours by
contacting the superintending Engineer(NI)/ Civil / BKBII /Vendipalayam.
This tender is for the work of Providing Chain link fencing, hand rails for the
intake area, Dividing wall, RF abutment, LF abutment, providing entrance
gate for the Power house of BKBII Vendipalayam, Erode is invited.
(Specification No.BKB/II/143 ).
CLEARANCE CERTIFICATE
A.4.2. The tenderer should enclose a copy of latest sales tax clearance certificate issued
by the competent authority.
A.5.1. Each tenderer must pay the Earnest Money Deposit of Rs.10,800/- (Rupees Ten
thousand and eight hundred only)as specified.
If the EMD so enclosed is lesser than the amount specified, then the Tender will
summarily be rejected.
A.5.2. The Earnest Money Deposit amount can be paid in the form of Banker’s
Cheque/Demand Draft drawn on or after the date of notification of tender in
favour of Superintending Engineer/Civil /Hydro Project/Erode, payable at Erode.
The Banker’s Cheque/ Demand Draft payable at places other than Erode will not be
accepted and tender will be rejected.

A.5.3. The Earnest Money Deposit in the form of Cash or Cheques or Bank Guarantee or in
any other form other than those mentioned in Para A. 5.2. will not be accepted and
such tenders will be rejected.
A.5.4. The Earnest Money Deposit will be retained in the case of successful tenderer and
will not carry any interest. It will be dealt with as provided in the tender.
A.5.5. The Earnest Money Deposit will be refunded to the unsuccessful tenderers, on
application after intimation is sent for rejection of the tender or at the expiration
of (3)Three months validity period from the date of the tender whichever is
earlier.
A.5.6. The Earnest Money Deposit of the tenderers who are not agreeable to extend the
validity period as required by the tender calling authority will subsequently be
refunded.
b) S.S.I. units holding valid S.S.I. Certificates for manufacturing the tendered items
issued by the Government of Tamil Nadu.
c) Labour Contract co-operative societies.
d) Tiny industries classified under SSI. Registered within the state of Tamil Nadu and
Registration Certificate issued by Department of Industries and commerce,
Government of Tamil Nadu. SSI units located outside the state and such of these
units registered with National Small Industries and Corporation and in respect of
items manufactured by them.
A.6.3. Where a tenderer is exempted from payment of Earnest Money Deposit, he shall,
submit proof for such exemption.
A.6.4. Small Scale Industries registered within the State of Tamil Nadu are to produce
their registration certificates showing the materials which they are permitted to
manufacture and the period of validity of the certificate as proof of eligibility for
exemption from payment of Earnest Money Deposit/Security Deposit. The
registration should be valid for the entire period of contract.
A.6.5. All tenderers exempted from payment of Earnest Money Deposit shall furnish in lieu
of Earnest Money Deposit an undertaking in non-judicial stamp paper of value not
less than Rs.40.00 in the form enclosed.
NOTE:-Tenderer may note that the registration under D.G.S. & D does not entitle
them for exemption from payment of Earnest Money Deposit. In respect of Labour
Contract Co-operative societies, who are exempted from payment of Earnest Money
deposit/Security Deposit, only 90% of the bills are to be admitted initially and the
balance 10% is to be paid after satisfactory completion of contract. Undertakings
/Corporations and departments of Central and other state Government Departments
and Small Scale Units outside Tamil Nadu registered with National Small Industries
Corporation shall have to pay Earnest Money Deposit and Security Deposit.
vii) he withdraws his tender before the expiry of validity period of tender.
viii) he violates any of the provisions of this specification, or the conditions of the
tender issued by the competent authority.
ix) failure to enter into an agreement after award of work and to remit the security
deposit.
x) documents furnished with the offer being found to be bogus or the documents
contain false particulars. In addition action will be taken to blacklist them from
participating in future tenders/contracts in TNEB.

A.8. SUBMISSION OF TENDERS
A.8.1.1.Tender should be submitted in double covers. The tender offer should be put in a
sealed cover (inner cover). The E.M.D. or the certificate claiming exemption from
payment of E.M.D. as prescribed in the tender conditions, attested copies of
contract registration certificate, PAN card, STCC, and Documentary evidences for
Bid Qualification Requirement, if any, all valid at the time of tendering and the
tender cover (inner) should be put in an outer cover along with tender specification
duly signed in each page by the tenderer. On opening the outer cover if it is found
that all the above Certificates/Documents and the proof for Bid Qualification
Requirement are enclosed, the tender cover (i.e. inner cover) will be opened,
otherwise it will not be opened and the tender will be rejected. The outer cover
and inner cover shall be individually sealed, superscribed and addressed as
instructed in the specification.
Note:-1) The Tenderers should submit their rates only in the Departmental
authorized tender schedule form issued. However the Tenderers who have
down loaded the tenders from Website can use the Tender Schedule format
so down loaded. The tenders submitted in any other form will summarily be
rejected.
2) The Tenderers should work out their own workable rates. The quoted rates
shall include all applicable taxes and levies including Sales Tax, if any,
applicable for the works contract according to the 4th amendment to the
Tamil Nadu General Sales Tax Act 1959 bdys Act 28/84. No escalation for
materials and labour will be entertained.
A.8.3.1 The tenderer should quote specific rates for each item in the schedule and the
rates should be in rupees and paise. Fraction of paise shall not be entertained. The
rate should be written both in words and figures. The schedule accompanying the
tender shall be written legibly and free from erasures, over writings or corrections
of figures and Corrections, wherever unavoidable should be made by crossing out
and rewriting with initial and date.
A.8.3.2 Tenderers are requested to see that all the schedules are duly filled up without
omission.
A.8.3.3 If there is any difference in the tender rate written in figures and words,
lesser of the two will be taken into account.

A.8.4 PRICE VARIATION:
The rates quoted shall be FIRM till the completion of the contract. No other price
variation clause shall be applicable under this contract. Any request on this will not
be entertained.
i) The tender shall be valid for a period of 3 months (90 days) from date of
opening.
ii)In the case of tenderers who quote a lesser validity period than that called for in
the specification their offers shall be rejected.
A tenderer(s) shall furnish evidence of his /their good record and capacity to do
works. The tenderers shall also furnish completion/ Enduser's certificate towards
previous works executed by him/them giving full particulars of value of work done
and the department / agency to whom the work was executed.
A.9.1.1 The TANGEDCO or any officer authorised by it, reserves the right to reject any or
all the tenders without assigning any reasons therefore and also reserves the right
to award the entire work to one contractor or split the work suitably and award the
same to one or more contractors with out assigning any reasons therefore.
A.9.1.2 It shall be expressly understood by the tenderer that the TANGEDCO or the
competent authority to decide the tender, shall have the right to relax or waive any
of the conditions stipulated in this specification wherever deemed necessary in the
best interest of the TANGEDCO for the good and sufficient reasons
A.10.0.REJECTION OF TENDERS:
The tender will be rejected if it is:
a) Not in the prescribed form,
b) Not accompanied by the required E.M.D. or proof of permanent EMD or proof of
exemption.
c) Not accompanied by an undertaking/agreement where E.M.D./ Security Deposit is
exempted.
d) From an approved tenderer whose permanent EMD is not adequate for the
particular tender.
e) Not properly signed by the tenderer,
f) Not accompanied with current registration certificate, PAN Card, STCC
g) From any black listed firm or contractor,
h) Received after the due date and time,
i) Received by telex or telegram,
j) Not accompanied with proof of B.Q.R. as prescribed.

k) The main contractor shall only be considered for satisfying the experience criteria
specified in Bid Qualification Requirement. The experience as a subcontractor shall
not be considered for qualifying the experience criteria specified in the BQR and
the offer of such tenderers shall be summarily rejected.
l) From a tenderer who is directly or indirectly connected with
Government service or TANGEDCO service or service of local bodies authority.
m) From a tenderer whose past performance or vendor rating is not satisfactory.
n) not in conformity with board’s technical specifications
0) From a tender, who has indicated the price in the technical/commercial bid
(Envelope –A) in a two part Tender.
p) From an industrial company, failure to supply information regarding the company is a
potentially sick industrial company or sick industrial company in terms of section 23
or section 15 of the sick industrial Companies (Special Provisions) Act, 1985.
A.11.0.SECURITY DEPOSIT :-
A.11.1. When a tender is to be accepted, the tenderer whose tender is under consideration
shall attend the office on the date fixed by written intimation to him. If the
tenderer fails to attend the office before the end of the period specified, his
tender will not be considered. The successful tenderer shall forthwith upon
intimation being given to him of acceptance of his tender by the TANGEDCO must
pay Security Deposit in the form of Demand Draft / /Banker's cheque for value of
works up to 10 .00 lakhs or in the form of Demand Draft Banker's cheque/
irrevocable Bank guarantee for works exceeding 10.00 lakhs for an amount which,
together with the Earnest Money Deposit already paid by him will amount to 5 %
of the contract value and sign an agreement in the proper departmental form for
the due fulfillment of the contract. In case of tenderers who are exempted from
payment of Security Deposit like public sector undertakings / Corporations of the
Government of Tamil Nadu and Department of Govt. of Tamil Nadu, Labour contract
Co-Op Societies, Tiny Industries classified under S.S.I registered within the State
of Tamil Nadu and registration certificate issued by the Department of Industries
and Commerce, Government of Tamil Nadu. (per. B.P. (F.B) No.25 Accounts Branch
dt. 20.9.97.), S.S.I. units located outside the State and such of these units
registered with National Small Scale Industries Corporation in respect of items
manufactured by them. etc., an undertaking must be furnished on a non-judicial
stamp paper to a value of Rs.40.00 (Rupees Forty only) before placing the order
agreeing to pay an amount not exceeding 5 % of the value of the contract (including
the undertaking already given for E.M.D.) in case of any breach or violation of
contract.
A.11.2 If the Security Deposit is not paid or the undertaking in the case of exemption is
not produced within the time frame stipulated in the contract, penal interest at
Boards borrowing rate will be levied for the delayed period.

A.11.3 This Security Deposit together with the E.M.D. and the amount withheld according
to clause 64 of General Conditions of contract of Tamil Nadu Detailed Standard
Specification shall be retained as security for due fulfillment of contract and such
deposit will not bear any interest.
A.11.4 Besides the Security Deposit mentioned in para -A.11.1.above, a further deduction
of 5% of the value of the work done shall be made for purpose of additional
Security Deposit from each intermediate bill to be paid until the completion of
work.
A.11.5 The S.D. and the 5% retention amount deducted as per para A.11.4. above will be
released after 1 year from the date of completion of work and handing over to the
TANGEDCO and after obtaining an indemnity bond for further period of 4 years
towards maintenance .
A.11.6 If any amount arising out of the contract becomes payable by the contractor, the
Board, will not refund the whole or part of the E.M.D. Security Deposit and
withheld amount and any other amount payable to the contractor (in addition to
such other request that it may have under the law appropriate).
A.12. AGREEMENT :
A.12.2 The written agreement to be entered into between the contractor and the
TANGEDCO on non-judicial stamp paper of value Rs.20/- (Rupees twenty only) in
the standard form, the cost of stamp paper being borne by the successful
tenderer, shall be the basis on the rights of both the parties and the contract shall
not be deemed to be completed until the agreement has first been signed by the
contractor and then by the proper officer authorised to enter into contract on
behalf of the TANGEDCO.
A.13.1.The tenderer shall examine closely the Indian Standard Specification and Tamil
Nadu Building Practice and also the General conditions of contract contained
therein. The tenderer shall also sign the office copy of the Tamil Nadu Building
Practice and its additional volume that will be available in the office of the
Superintending Engineer/Civil Hydro Project/Vendipalayam in token of such study
before submitting his tender. Unit rates shall be for finished work in site. He shall

also carefully study the drawings and additional specifications and all other
documents which form part of the agreement to be entered in to by the accepted
tenderer. The Tamil Nadu Building Practice and other documents connected with
the contract such as specification plans etc, can be seen at any time between 9.00
A.M to 12.00 noon and 2.00 P.M to 5.00 P.M on any working day, in the office of
the
SUPERINTENDING ENGINEER/CIVIL,
HYDRO PROJECT/955,EVN Road,
Erode – 638 009
ERODE DISTRICT.
A.13.2 The tenderer’s attention is directed to the requirements for materials under the
clause
“Materials conforming to the Indian Standard Specification shall be used on
the work" and tenderers shall quote their rates accordingly.
A.13.3 Every tenderer is expected before quoting his rate to inspect the site of the
proposed work. He should also inspect the quarries and satisfy himself about the
quantity and availability of the materials and check the distance from various
quarries to the work site. The list of quarries where from certain materials can be
obtained is given in the lead statement enclosed to the specification for the
general guidance of the tenderers. The best class of materials to be obtained from
the quarries or other sources defined shall be used on the work. In every case, the
materials must comply with the relevant standard specification. Samples of
materials as called for in the specification or in this tender notice or as required by
the Superintending Engineer / Civil / HP in any case shall be submitted for the
Superintending Engineer’s approval before the supply to work site is commenced.
A.13.4 The TNEB will not however after acceptance of the contract rate, pay any extra
charge for the lead or for any other reason in case contractor is found later on to
have misjudged the materials available. Attention of the contractor is directed to
general conditions of contract regarding payment of ‘TOLLS’ etc.
A.13.5.The Tamil Nadu Building Practice of the Tamil Nadu Public works Department and
ISS will be followed for the performance of the contract, wherever applicable and
for all particulars not specifically covered by this specification .Wherever there is
difference between the Tamil Nadu Building Practice and ISS. The relevant ISS
will apply. The Tenderer’s particular attention is invited to the sections and clauses
in the standard “Preliminary Specification” of Tamil Nadu Building Practice dealing
with the following items;
i. Test, inspection and rejection of defective materials at work site.
ii. Carriage,
iii. Construction plant,

iv. Water and lighting,
v. Accident,
vi. Cleaning up during progress and for delivery,
vii. Delays
viii. Particulars of Payment.
a) Payment will be made by cheque of any one of the commercial banks
or their branches in Tamil Nadu as may be decided by the
TANGEDCO from time to time. Exchange commission, and service
charges if any, in the issue of Demand Drafts / Bankers Cheques will
be to the account of the successful tenderer.
b) No advance payment will be made for any item of work.
A.13.6 The contractor should closely peruse all the specification clauses which govern the
rates.
A.13.7 All other rules and regulations of Tamil Nadu Transparency in Tenders Act 1998
and Tamil Nadu Transparency in Tenders Rules 2000 shall also be applicable.
A.14 EMPLOYMENT TO EX-SERVICEMEN:
A.14.1 Attention of the tenderer is invited to the Public Works Department
G.O.Ms.No.2385 dt.13.9.1945 according to which the contractor must offer
employment to Ex-servicemen as far as possible at local rates and a report shall be
sent to the site Engineer for his reference.
A.14.2 The No. Of Ex-Servicemen to whom he can so offer employment should be
mentioned in the tender and he should also undertake in the agreement to offer
such employment to such number.
A.15 EMPLOYMENT OF CONTRACT LABOUR:
A.15.1 The contractor should fulfill strictly all the conditions as stipulated in the contract
labour (Regulation and Abolition Act.1970) and the rules made there under.
A.15.2 The contractor should take out a license under Section-12 of the above said act,
within the specified period as mentioned by the Management/ Principal employer at
the time of awarding `the contract.
A.15.3 The contract shall be terminated if the contractor fails to obtain a license under
Section-12 of the contractor Labour (Regulation and Abolition Act.1970) within 30
days of award of contract.
A.15.4 As per the contract labour rules 1975, the contractor should disburse the wages of
the contract labourers in the presence of authorised representative of the
principal employer and it should be certified that the amount so paid as wages by
such representatives as furnished below:

“Certified that the amount specified below has been paid to work men concerned in
my presence”
A.15.5 The wages of the contract labour should not be less than the minimum wages
prescribed by the minimum wages Act for contract labour.
A.16 EMPLOYMENT OF QUALIFIED TECHNICAL STAFF BY CONTRACTORS
IN THE EXECUTION OF WORK:
A.16.1 The tenderers should state in clear terms whether they are professionally qualified
or they undertake to employ technical men required by the department specified in
schedule below, at their cost to look after the work.
A.16.2 An amount of Rs.9,672/- (Rupees Nine thousand Six hundred and seventy two
only) per month per person for graduates and Rs.8,680/- (Rupees Eight thousand
six hundred and eighty only) per month per person for Diploma holders will be
recovered as penalty for non-employment of technical personnel specified above.
NOTE:
(i) In case the contractor, who is professionally qualified, is not in a position to remain
always at the site of the work during working hours, personally checking all the
items of work and paying extra attention to such work, as may demand special
attention (e.g.) R.C.C. works etc., he should employ technically qualified men (as
prescribed ) for work.
(ii) If the contractor who is professionally qualified dose not possess the qualification
prescribed in the schedule should undertake to employ technical staff possessing
required qualifications.
(iii) The names, addresses, qualifications and consent letter of the qualified
technical
staff should be furnished before taking over site.
(iv) In case of works executed by one and the same contractor, one technical personnel
may be employed by the contractor for more than one work situated within one
kilometer provided the monetary limit prescribed for the nature of technical
personnel to be employed is adhered to by one and the same contractor.
(viii) It will not be incumbent on the part of the contractor to employ technical
personnel when the work is kept in abeyance due to valid reasons and if during
such period in the opinion of the Executive Engineer, the employment of
Technical personnel is not required for the due fulfillment of the contract

A.36.2 In the case of loss or damage to any portion of the work occasioned by other
cases, the same shall, if required by the purchaser, be made good by the contractor
in like manner but at the cost of the purchaser at a price to be agreed between the
contractor and the purchaser shall pay to the contractor the contract value of the
portion of the work so lost or damaged or any balance of such contract value
remaining unpaid as the case may be.
A.36.3 Until the work shall or deemed to be taken over as aforesaid, the contractor shall
also be liable for and shall indemnity the purchaser in respect of all damage or
injury to any person or to any property of the purchaser or of others occasioned by
the Act of the contractor or his workmen or his sub contractors or by defective
design, work or materials but not due to cause beyond his reasonable control.
A.36.4 Provided that the contractor shall be eligible under the contract for any loss or
profit or loss of contracts or any claims made against the purchaser not already
provided for in the contract, not for any damage or injury caused by or arising from
the acts of the purchaser or of others(save as to damage by fire as herein after
provided) due to the circumstances over which the contractor has no control nor
shall his total liability for loss damages or injury exceed the total value of the
contract.

A.37 CONTRACTOR TO INFORM ENGINEER FOR ARRANGEMENTS FOR
EXECUTION OF WORK
The contractor, shall inform time to time, as and when required by the Engineer,
will furnish the Engineer with a statement in writing of the arrangements he
proposes to adopt for the execution of this contract and in case the Engineer shall
at any time consider any alteration in the same desirable, the contractor shall on
notice thereof adopt such alteration. A detailed program in the project for
execution of the different items of work shall be prepared by the contractor
immediately after commencing the work. These when accepted by the purchaser
shall be kept up till the completion.
A.38 SANITATION
Sanitation of the labour colony will have to be done by the contractor.
A.39 SUNDAY WORKS
No work of any description shall be carried out on Sunday and other important
National Holidays, without the knowledge and formal sanction in writing of the
Engineer.
A.40 SUSPENSIN OF WORK
A.40.1 The Engineer may from time to time by direction in writing for any valid reasons,
without in any way vitiating this contract, direct the contractor to suspend the
work or any part thereof at such time or times and for so long as the Engineer may
deem desirable and the contractor, shall not, after receiving such written notice
proceed with the work therein ordered to be suspended until he shall have received
written notice or authority to the effect from the Engineer. The contractor shall
not be entitled to claim from the purchaser compensation for any loss or damages
sustained by him by reasons of the suspension of work as aforesaid.
A.40.2 No compensation shall be payable for idle labour, staff and machinery (hired or
otherwise) due to occasional power failures or any causes beyond the control of
Board and for pre-arranged shut downs in Electricity supply for which prior notices
may be given.
A.41 INSPECTION OF WORKS
A.41.1 The Engineer or his duly authorised representative shall have at all times full power
to inspect the work wherever in progress, either on the site or on the contractor's
premises. Where work in connection with this contract may be in hand, all records,
registers or documents relating to the works including materials used on works shall
be kept open to inspection of the purchaser or his authorised representative when
so called for in writing.
A.41.2 All requisite scaffolding, shoring timbering and pathways shall have perfect
supports. Care must be taken to ensure the safety to work, people and the
contractor shall comply with such instruction as the Engineer may issue to ensure
such safety. The contractor will be responsible for any damage or injuries to

persons and properties resulting from ill-erected scaffolding, defective pathways
and ladders or otherwise arising out of his default in this respect.
A.42 OPENING OUT OF DEFECTIVE WORKS
Should the Engineer consider it necessary in order to satisfy himself as to the
quality of the work, the contractor shall at any time during the continuance of the
contract pull down or cut into any part of the work and make such openings into and
to such an extent through the same, as the Engineer may direct and the contractor
shall make good the whole to the satisfaction of the Engineer. Should the work
prove to be faulty or in any respect not in accordance with the terms of the
contract documents, the Engineer, shall be at liberty to order such further removal
as he may consider necessary and the whole of the expenses incurred shall be
defrayed by the contractor. If however, the work proves to be sound and in
accordance with the contract documents, the actual expenses incurred in such
examination will be borne by the purchaser.
A.43 REMOVAL OF IMPERFECT WORK
If it shall appear that work has been executed with unsound, imperfect or unskilled
workmanship or with materials of an imperfect or any inferior quality or otherwise
not in accordance with the contract documents, the contractor shall at his own
rectify, reform, remove, or reconstruct the same either in the whole or in part, as
may be directed by the Engineer, whether or not the value of any such work or
materials shall have been included in any payment made to the contractor.
A.44 PATENT RIGHTS
In the event of any claim demand, being made or action being brought against the
purchaser for infringement or alleged infringement of letters patent, in respect of
any machine, plant work, materials or things used or supplied by the contractor
under his contract in respect of any method of using or working by the purchaser
of such machine plant, work, materials or things, the contractor will indemnify the
purchaser against all costs and expenses arising from or incurred by reason of any
such claim provided that the purchaser shall notify the contractor immediately any
claim is made and that the contractor shall be at liberty if he desired with the
assistance of the purchaser, if required by that the contractor's expense to
conduct all negotiations for settlement of the same or any litigation that may arise
there from and provided that no such machines, plant work, materials or things
shall be used by the purchaser for any purpose or in any manner other than that for
which they have been supplied by the contractor and specified under this contract.
A.45 ACCESS TO SITE AND WORK ON SITE
The purchaser may, if he shall think fit from time to time enter upon any lands
which may be in the possession of the contractor under his contract, for the
purpose of executing any works not included in this contract and may execute such
works respectively at his option and the contractor, shall in accordance with the
requirements of the Engineer afford all reasonable facilities for execution of the

works including occupation of lands by structure or otherwise for any other
contractors employed by the purchaser, and his workmen or for the workmen of
the purchaser, who may be employed in the execution of near by the site of the
work not included in the contract or of any contract in connection with or ancillary
to the work and in default the contractor shall be liable to the purchaser for any
delay or expense incurred by reason of such default, provided always that if the
exercise of these powers shall cause any damage to the contractor he may and
when such damage arises make a statement of the same to the Engineer who shall
from time to time certify to the purchaser the value in his judgment of such
damage and purchaser shall from time to time pay to the contractor the amount (if
any) so certified by the Engineer. The contractor shall not, however, on account of
any such modified new or extra work executed by or for the sake of the purchaser,
be entitled to claim relief from the obligation to execute other works.
A.46 MATERIALS BROUGHT ON TO THE SITE OF WORKS
A.46.1 All materials, tools and tackles brought to and delivered upon, the site for the
purpose of the work shall from the time of their being so brought vest in and be
the property of purchaser but may be used for the purpose of the work only and
shall not on any account be removed or taken away by the contractor or any other
persons without the express permission in writing of the Engineer, but the
contractor shall nevertheless be solely liable and responsible for any loss or
destruction thereof, damage thereto unless resulting from causes beyond the
contractor's control.
A.46.2 The purchaser shall have a lien on such materials tools and tackle for any sum or
sums which may at any time prior to the completion of the works be due or owing
to him by the contractor under in respect of or by reason of the contract and the
purchaser shall be at liberty to sell and dispose of any such materials tools and
tackle and in such manner as he so thinks fit and to apply the proceeds in or
towards the satisfaction of such or sums so due or owing as aforesaid but subject
to a lien and power of sale and disposal. Such surplus materials, tools and tackle
shall belong to the contractor and may be removed and disposed of by him as he
shall think fit.
A.47 LABOUR STRENGTH REPORT
In addition, labour strength report shall also be submitted in triplicate on
Saturday of every week, clearly indicating the category of labourers. Engineers
and other employed by them with their individual strength employed in every
week.
A.84 ARBITRATION :-
The arbitration clause is not applicable to this contract.
A.85 JURISDICTION
No suit or any proceedings with regard to any matter arising in any aspect under
this contract shall be instituted in any court save in the city civil court of Chennai
or the court of small cause at Chennai and it is agreed that no other court shall
have jurisdiction. In case any part of cause of action arises within the jurisdiction
of any of the courts of Tamilnadu and not in the courts of Chennai City, then it is
agreed to between the parties that such suits or proceedings shall be instituted in
a court with in Tamilnadu and no other court outside the State of Tamilnadu shall
have jurisdiction even though any part of the cause of action might arise within the
jurisdiction of such courts.
A.85(A) Black Listing
The firms or the bidder will be Black listed if the particulars produced by the
bidders such as Auditor certificate, Annual Accounts Sales Tax clearance
certificate and Experience etc., are found to be false at a later date.

A.86 LEAD PARTICULARS
NOTE:
2. The contractors have to verify the quarries themselves personally about the
quality and quantity. It is the responsibility of the contractors to arrange
for the best class of materials as per ISS.
3. The TANGEDCO is not responsible for any variation in the above particulars and
the contractor is not eligible for any payment due to variation in the lead

B.TECHNICAL
B. 1.3 DRAWINGS
Engineer will furnish drawings required to show areas to be excavated/filled, sequence of
priorities etc. contractor shall follow strictly such drawings.
B. 1.4 GENERAL
(a) Contractor shall furnish all tools, plants, instruments, qualified supervisory personnel, labour
materials, any temporary works, consumables, any and everything necessary, whether or not
such items are specifically stated herein for completion of the job in accordance with
specification requirements.
(b) Contractor shall carry out the survey of the site before excavation and set properly all lines
and establish levels for various works such as earth work excavation, filling basement,
foundations, plinth fillings, roads, drains, cable trenches etc such survey shall be carried out
by taking accurate cross sections of the area perpendicular to established reference / grid
lines at 3m intervals or near or as determined by Engineer based on ground profile. These
shall be checked by Engineer and there after properly recorded.
(c) The excavation shall be done to correct lines and levels. This shall also include, where required,
proper shoring to maintain excavations and also the furnishing, creating and maintaining of
substantial barricades around excavated area and warning lamps at night for ensuring safety.
B. 1.5 CLEARING
The area to be excavated / filled shall be cleared off fences, trees, plants, logs, stumps,
bush, vegetation, rubbish, slush, etc. and other objectionable matter. If any roots or
stumps of trees are met during excavation, they shall also be removed. The material so
removed shall be burnt or disposed off as directed by Engineer. Where fill is intended, the
area shall be stripped of all loose / soft patches, top soil containing objectionable
matter/material before fill commences.

All gold, silver, oil minerals, archealogical and other findings of importance, trees cut or other
materials any description and all precious stones, coins treasures, relics, antiquities and other
similar things which may be found in or upon the site shall be the property of owner. The
contractor shall duly preserve the same to the satisfaction of owner and from time to time
deliver the same to such person or persons as owner may from time to time authorize or
appoint to receive the same.
B.1.7 EXCAVATION
a. Excavation for permanent work shall be taken out to such widths, lengths, depths and profiles
as are shown on the drawings or such other lines and grades as may be specified by Engineer.
Rough excavation shall be carried out to a depth 150mm above the final level. The balance shall
be excavated with special care. Soft pockets shall be removed even below the final level and
extra excavation if so instructed by Engineer, should be carried out just prior to laying the
sand.
b. All excavations shall be done to the minimum dimensions as required for safety and working
facility. Prior approval of Engineer shall be obtained by Contractor in each individual case, for
the method he proposes to adopt for the excavation, including dimensions, side slopes,
dewatering, disposal, etc. This approval, however, shall not in any way relieve contractor of his
responsibility for any consequent loss or damage. The excavation must be carried out in
the most expeditious and efficient manner. Side slopes shall be as steep as will stand safely
for the actual soil conditions encountered. Every precaution shall be taken to prevent slips.
Should slip occur, the slipped material shall be removed and the slope dressed to a modified
stable slope, removal of the slipped earth not be paid for.
B.2.2 The contractor shall not fill in around any work until it has been approved by the Executive
Engineer. In case where excavated foundation-soil is to be used for refilling, it shall be
brought back from the place where it was temporarily deposited and the trenches or other
excavations shall be filled up to the height of the original surface with this earth carefully
rammed in regular layers of not more than 20 cm. in thickness and consolidated by the
addition of water to each layer as and if found necessary according to the directions of the
Engineer.
B.2.3 The dimensions of consolidated earth shall be measured for the purpose of payment, where
returning, filling and ramming of excavated earth is not described with the item of
excavation. The dimensions of filling shall be measured correct to the nearest cm and
cubical contents worked out correct to places of decimal.

B.3.5 MEASUREMENT:
In the event that state, city or other government bodies have requirements more
stringent than those set forth in this specification, such requirements shall be considered
part of this specification and shall supersede this specification where ever applicable.
B.4.1.1 The ingredients to be used in the manufacture of standard concrete shall consist solely
or a standard type Portland cement, clean sand, natural coarse aggregate, clean
water, and admixtures, if specially called for on drawings or specifications.
B.4.1.2 The quality of materials, method, control, manufacture and transportation of all
concrete irrespective of mix, whether reinforced or otherwise, shall conform to the
applicable portion of this specification.
B.4.1.3 Engineer shall have the right to inspect the sources of materials, the layout and
operation of procurement and storage of materials, the concrete batching and mixing
equipment, and take quality control system such an inspection shall be arranged of
concrete work.
B.4.2 CEMENT:-
B.4.2.1 Unless otherwise specified in or called for by Engineer/ Owners, cement shall be
ordinary Portland cement confirming to Grade 43 and above graders of relevant I.S and
in 50- kgs bags. The use of bulk cement will be permitted only with the approved of

Engineering Changing of brands or type of cement within the same structure will not be
permitted without approval of Engineer.
B.4.2.2 While purchasing cement or before commencing the work for every batch of cement
consignment, the Contractor should satisfy himself about the quality of cement by
conducting initial test on cement cubes in the presence of the representative of the
Purchaser and only after establishing the suitability , the cement should be used on
work. To have quick evaluation results, the above specimens should be cured by steam
curing and tested immediately at Contractor’s cost at an approved laboratory
Contractor shall not be entitled to any claim of any nature on this account.
B.4.2.3 The contractor shall procure cement required for the works only from reputed cement
factories (main producer or their authorized agents, manufacturing cement to BIS
standard) acceptable to the Engineer – in – Charge The contractor shall be required to
furnish to the engineer – in charge. The contractor shall be required to furnish to the
Engineer in charge bills of payment and test certificate issued by the manufacturers or
their authorized agents to authenticate procurement of quality cement from the
approved cement factory.
B.4.2.4 The contractor shall procure cement in standard packing of 50 kg. per bag of OPC
grade 43 and above of bearing manufacturers name and ISI making from the
authorized manufactures. The Contractor shall make necessary arrangements at his
own cost to the satisfaction of Engineer in charge for actual weighment of random
sample from the available stock and shall confirm with the specification laid down by
the Indian Standard Institutions as the case may be Cement shall be got tested for
all the tests at his cost including through destructive and non- destructive test
materials etc., as directed by the Engineer – in charge in advance before the use of
cement bags. In case test results indicate that the cement arranged by the
contractor does not conform to the relevant code, the same shall stand rejected and
shall be removed from the site by the Contractor at his own cost within a day’s time
of written order from the Engineer- in charge to do so.
B.4.2.5 The contractor will furnish air entraining agents and admixtures required . the use of
such admixtures and agents shall be made as per the instructions of the Engineer-in-
charge.The cost of cartage/storage, handling,batching mixing shall be borne by the
Contractor and shall be included by him to unit rate tendered for concrete
B.4.2.6 The cement shall be brought at site as decided by the Engineer-in-charge for works. The
cement Godown of suitable capacity as decided by the Engineer-in-charge to store shall
be constructed by the Contractor at site of work,For which no extra payment shall be
made. The contractor shall facilitate inspection of the Cement GOdown by the
Engineer-in-charge at any time
B.4.2.7 The contractor shall further at all times satisfy the Engineer-in-charge on demand by
production of records and test book or by submission of returns and other proofs as
directed that the cement is being used as tested and approved by the Engineer-in-
Charge for the purpose and the contractor shall at all times, Keeps his records up to
date and enable the Engineer-in-Charge to apply such checks as he may desire

B.4.2.8 cement which has been unduly long in storage with the contractor or alternatively has
deteriorated due to inadequate storage and this become unfit for use on the works will
be rejected by the Department and no claim will be entertained. The contractor shall
forth with remove from the work area any cement the Engineer-in-charge may disallow
for use in work and replace it by cement complying with the relevant Indian standards
B.4.2.9 FOR THE FIRST BATCH OF MIX (for the day’s work)
The Contractor should add cement 25kg(1/2 bag) for the first mix fed into the mixer for
the day’s work in addition to the cement used in order to compensate the loss of cement due to
sticking of cement inside the mixer drum, as directed by the Engineer
B.4.3 AGGREGATES;
B.4.3.1 ‘Aggregate’ in general designates both fine and coarse inert materials used in the
manufacture of concrete.’ Fine Aggregate’ is aggregate most of which passes through 4.75mmIS
sieve. ‘Coarse Aggregate’ is aggregate most of which is retained on 4.75mmIS sieve
B.4.3.2 All fine and coarse aggregates proposed for the use in the work shall be subject to
Engineer’s approval and after specific materials have been accepted, the source of supply of such
materials shall not be changed without prior approval of Engineer
The percentages of deleterious substances in sand delivered to the mixer shall not
exceeds the following.
B.4.4.3 GRADATION
Unless and otherwise directed or approved, the grading of sand shall be within the
limits indicated hereunder.
Where the grading falls outside the limits of any particular grading zoneof sieves, other
than 600 I.S. sieve, by total amount not exceeding 5 percent, it shall be regarded as
falling within that passing the 600 micron I.S. sieve or to percentage passing any other
sieve size on the coarser limit of Grading Zone.I or the finer limit of Grading Zone.IV.

Fine aggregates conforming to Grading Zone.IV shall be used unless mix designs and
preliminary tests have shown its suitability for producing concrete of specified
strength and workability.
The sand shall have fineness Modulus of not less than 2.2 or more than 3.2. The
fineness modulus is determined by adding the cumulative percentages retained on the
following I.S. sieve sizes (4.75mm, 2.36mm, 1,18mm, 600 micron, 300micron and
150micron) and dividing the sum by 100.
B.4.5.1 GRADING
Coarse aggregate shall be either in single size or graded. In both cases, the grating
shall be within following limits.
The pieces shall be angular in shape and shall have granular or crystalline surfaces.
Friable flaky and laminate pieces, mica and shale if present shall be only in such
quantities that will not, in the opinion of Engineer, affect adversely, the strength
and/or durability of concrete. The maximum size of coarse aggregate shall be 40mm
for PCC and 20mm for RCC works. The maximum size of coarse aggregate shall be the
maximum size specified about but in no case greater than ¼ of the maximum thickness
of the member, provided that the concrete can be placed without difficulty so as to
surround all reinforcement thoroughly and fill the corners of the form. For

heavily reinforced concrete member, the nominal maximum clear distance between the
reinforcing main bars or 5mm less than the minimum cover to the reinforcement
whichever is smaller. The amount adherent shall not exceed 1% when determined by
laboratory sedimentation tests as per I.S.2386. After 24 hours immersion in water, a
previously dried sample shall not have gained more than 10% of its over dry weight in
air, as determined by I.S.2386.
B.4.6 WATER
B.4.6.1 Water used for both mixing of mortar/concrete and curing shall be free from injurious
amounts of deleterious materials. Potable waters are generally satisfactory for mixing
of mortar/concrete and curing concrete. The relevant essentials water tests pertaining
to access the suitability for construction standards shall have to be done before
commencement of work.
B.4.6.2 The suitability of water for making concrete shall be ascertained by the compressive
strength and initial setting time test specified in I.S.456. The sample of water taken
for testing shall be typical of the water proposed to be used for concreting, due
account being paid to seasonal variations. The sample shall not receive any treatment
before testing than that envisaged in the regular supply of water proposed for used in
concrete. The sample shall be stored in a clean container previously rinsed out with
similar water.
B.4.6.3 Average 28 days compressive strength of at least three 150mm concrete cubes
prepared with water proposed to be sued shall not be less than 90% of the average
strength of three similar concrete cubes prepared with distilled water.
B.4.6.4 The initial setting time of test block made with the appropriate test cement and the
water proposed to be used shall not be less than 30 minutes and shall not differ by
more than 30 minutes from the initial setting time of control test block prepared with
the appropriate test cement and distilled water. The test blocks shall be prepared and
tested in accordance with the requirements of I.S.4031.
B.4.6.5 Where water can be shown to contain an excess of acid, alkali, sugar or salt, Engineer
may refuse to permit its use. As a guide, the following concentrations represent the
maximum permissible values.

B.4.6.6 To neutralize 20ml sample of water, using phenolphthalein as
indicator, it should not require more than 2ml. of 0.1. Normal
NaOH. The details of test shall be as given in I.S.3025.
B.4.6.7 To neutralize 200ml sample of water using methyl orange as an
indicator, it should not require more than 10ml of 0.1 Normal HCL.
The details of test shall be as given in I.S.3025.
B.4.6.8 Presence o solids, when tested in accordance with the method indicated below, shall not
exceed the following Limits.
The concrete mix shall be designed to have an strength corresponding to the values specified
for preliminary tests in table 1 of IS. 456 - 2000. The proportion chosen should be such that

the concrete is of adequate workability for the conditions prevailing on the work in question
and can be properly compacted with the means available.
The maximum total quantity of aggregate by weight per 50 Kg of cement shall not exceed
450 kg except where other wise specifically permitted by the engineer in charge.
In proportioning concrete the quantity of both cement and aggregate should be determined
by weight. Where the weight of cement is determined by accepting the makers, weight per
bag, a reasonable number of bags should be weighed separately to check the net weight
where the cement is weighed on the site and in bags it should be weighed separately from
the aggregate. Water should be either measured by volume in calibrated tanks or weighed.
All measuring equipments. Should be maintained in a clean serviceable condition and the
accuracy periodically checked. It is most important to maintain the water cement ratio
constant at its correct value. To this end determination of moisture content in both fine
and coarse aggregates should be made as frequently as possible, The frequency for a given
job being determined by the engineer in change according to water conditions, The amount
of the added water should be adjusted to compensate for any observed variations in the
moisture contents for the determination of moisture content in the aggregates. IS 2386
(part-III) 1963 methods of test for aggregate for concrete part -III specific gravity,
Density, Voids, absorption and building may be referred to allow for the variation in weight
of aggregates due to variation in their moisture contents suitable adjustments in the
weight of aggregates should be made.
B.4.7.5 WORKABILITY
Workability of concrete should be checked at frequent intervals the slump test or where
facilities exist the compacting factor test in accordance with IS 1199-1959 may be adopted
for this purpose.
A competent authority should be employed whose first duty will be to supervise all stages
in preparation and placing of the concrete. All works test specimen should be made and site
test carried out under his direct supervision.
B.4.7.6 Ordinary concrete
Where it is considered not practicable to use controlled concrete ordinary concrete may be
used for concrete of grades M.100, M.150, M200, AND M.250,. The proportions of materials
for nominal concrete mixes for ordinary concrete shall be in accordance with table-III of IS
456-2000.
In proportioning concrete the quantity of cement should be determined by weight. The
quantity of fine and coarse aggregate may be determined by volume, but these should also
preferably be determined by weight, In the later case the weight should be determined from
the volume specified in Table II of IS 456-1964 and the weight per litre of dry aggregate. If
fine aggregate is moist and volume batching is adopted, allowance shall be made for bulking in
accordance with IS 2386(part -III) 1963.
The water cement ratio shall be more than those specified in table III of IS 456 -1964.
The cement of the mix specified in table III of IS 456-1964 for any nominal mix may be
increased if the quantity of water in a mix has to be increased to over come the difficulties
of placement and compaction, so that the water cement ratio specified in table -III of IS
456-1964 is not exceeded.

Allowances should be made for surface water present in the aggregate when computing the
water content. Surface water shall be determined by one of the filed methods described in
IS 236 (part-III) - 1963, In the absence of exact data the amount of surface water may be
estimated from the value given as below.
Cement and sand shall be measured in accurate proportion and well mixed in dry state, thrice
over, on a clean dry platform of wood or slabs with tight and even joint so that there may be
no wastage of mortar of difficult in mixing. As much quantity of aggregate washed and
cleaned of dirt and allowed to dry as can be mixed and laid with 15 to 20 min after water is
added to the mixture shall then be laid on the platform and shall then be laid on the
platform and shall be spread on the dry mixture of cement and sand in correct proportion.
The 50 Kg weight of cement is to be taken as 35 litre and measuring boxes are to be used to
maintain the correct proportions of sand and broken stone. A convenient size of measuring
box inside dimensions would be of 40 cm long 35cm wide and 25cm deep. The mixing
platform should be large enough to enable the continuous procedures of two batches being
mixed, to avoid partial sets of the concrete between laying of successive batches. The
whole mass shall than be thoroughly mixed with shovel turning over atleast three times
and adding sufficient quantity of water with a sprinkling until the colour of the cement is
uniformly, distributed throughout the whole mass.
The whole operation shall be arranged as to take the minimum time possible so that the
mixed concrete shall be placed in position before initial setting begins, Concrete which has
begun to set or which has been condemned by Executive Engineer shall be rejected and
removed from the work spot.

B.4.7.9 Rate
The concrete rate are to include the cost of mixing, conveying placing ramming, watering,
borrowing tools and all appliances required to complete the concrete in position. They shall
also include the cost of bailing and pumping for keeping the excavation free of water unless
otherwise specified centering shall be measured and paid separately.
B.4.7.10 Quantities
The standard data for the division is to be followed for the quantities of materials and
labours and required for the various items of work. The relevant schedule item will define
the proportion of cement to sand in water 1:2 or 1:3 etc.,
B.4.8 REINFORCEMENT
B.4.8.1SUPPLY
Reinforcement bars to be arrange by contractor shall be either plain round mild bars
Grade.I as per I.S.432 (Part.I) or medium tensile steel bars as per I.S.432 (Part.I) or
hot rolled mild steel and medium tensile steel deformed bars as per I.I.1139 or cold
twisted steel bars as per I.S.1786 or TMT bars as shown and specified on the approved
drawings. Wire mesh or fabric shall be in accordance with i.S.1566. Substitution of
reinforcement will not be permitted except upon written approval from Engineer.
B.4.8.1.1 STORAGE
B.4.8.1.2 The reinforcement shall not be kept in direct contact with the ground but stacked on top
of an arrangement o timber sleepers or the like.
B.4.8.1.3 If the reinforcing rods have to be stored for long duration, they
shall be coated with cement wash before stacking and or be kept
under cover or stored as directed by Engineer.
B.4.8.2 QUALITY
B.4.8.2.1 All steel shall be Grade.I quality unless specifically permitted by Engineer. No re- rolled
material will be accepted. If demanded by Engineer, contractor shall submit the
manufacturers test certificate for steel. Random tests on steel supplied by Contractor
may be performed by Owner as per relevant Indian Standards. All costs incidental to
such tests shall be at “Contractor’s” expense. Steel not conforming to Specifications
shall be rejected.
B.4.8.2.2 All reinforcement shall be clean, free from grease, oil and paint, dirt loose mill scale,
loose rust, dust bituminous material or any other substances that will destroy or reduce
the bond. All rods shall be thoroughly cleaned before being fabricated. Pitted and
defective roads shall not be used. All bars shall be rigidly held in position before

concreting. No welding or rods to obtain continuity shall be allowed unless approved by
Engineer. If welding is approved, the work shall be carried out as per I.S.2751
according to best modern practices and as directed by Engineer. In all cases of
important connections, tests shall be made to proves that the joints are of the full
strength of bars welded. Special precautions, as specified by Engineer, shall be taken in
the welding of cold worked reinforcing bars and bars other than mild steel.
B.4.8.2.3LAPS
Laps and splices for reinforcement shall be as shown on the drawings. Splices in
adjacent bars shall be staggered and the locations of all splices, except those specified
on the drawings, shall be approved by Engineer. The bars shall not be lapped unless the
length required exceeds the maximum available lengths of bars at site.
B.4.8.3 BENDING
B.4.8.3.1 Reinforcing bars supplied bent or in coils, shall be straightened before they are cut to
size. Straightening of bars shall be done in cold and without damaging the bars. This is
considered as a part of reinforcement bending fabrication work.
B.4.8.3.2 All bars shall be accurately bent accordingly to the sizes and shapes shown on the details
working drawings/bar bending schedules. They shall be bent gradually by machine or
other approved means. Reinforcing bars shall not be straightened and re-bent in a
manner that will injure the material. Bars containing cracks or splits shall be
rejected. They shall be bent cold, except bars of over 25mm in diameter which may
be bent hot if specifically approved by Engineer, Bars which depend for their strength
on cold working, shall not be bent hot, shall not be heated beyond cherry red colour
(not exceeding 845 C) and after bending shall be slowed to cool slowly without
quenching. Bars incorrectly bent shall be used only if the means used for
straightening and re-bending be such as shall not, in the opinion of Engineer, injure
the material. No reinforcement shall be bent when in position in the work without
approval, whether or not it is partially embedded in hardened concrete, Bars having
kinks or bends other than those required by design shall not be used.
B.4.8.4 FIXING
Reinforcement shall be accurately fixed by any approved means and maintained in the
correct position shown in the drawings by the use
of blocks, spacers and chairs as per I.S.2503 to prevent displacement during placing
and compaction of concrete. Bars intended to be in contact at crossing points shall be
securely bound together at 16 such points with number 16 gauge annealed soft iron wire.
The vertical distances required between successive layers of bar in beams or similar
member shall be maintained by the provision of mild steel spacer bars at such intervals
that the main bars do not perceptibly sag between adjacent spacer bars.

B.4.8.5 COVER
B.4.8.5.1 NOMINAL COVER
Nominal Cover is the design depth of concrete cover to all steel reinforcements,
including links. It is the dimension used in design and indicated in the drawings. It shall
be not less than the diameter of the bar.
However for a longitudinal reinforcing bar in a column nominal cover shall in any case not
be less than 40mm or less than the diameter of such bar. In the case of columns of
minimum dimension for 200mm or under, whose reinforcing bars do not exceed 12mm a
nominal cover of 25mm may be used. For footing minimum cover shall be 50mm.
B.4.8.6 INSPECTION
Erected and secured reinforcement shall be inspected and approved by
Engineer prior to placement of concrete.
NOTE:
For most of the placing conditions, internal vibrators ( needle vibrators) are
suitable . The diameter of the needle shall be determined based on the density and spacing or
reinforcement bars and thickness of Sections. For tremie concrete, vibrators are not required to
be used.
B.4.8.7.2 In the “Very low” category of workability where strict control is necessary, for
example pavement quality concrete, measurement of workability by determination of
compacting factor will be more appropriate than slump( see.IS 1199) and a value of
compacting factor of 0.75 to 0.80 is suggested.
B.4.8.9.2 CONSISTENCY:
Slumps tests shall be carried out as often ad demanded by Engineer
and invariably from the same batch of concrete from which the
test cubes are made. Slump tests shall be done immediately after
sampling.
B.4.8.9.3 TESTS:-
The contractor at his own cost should made arrangements for the tests to be carried
out on cement, sand, coarse aggregate, steel and water in accordance with the relevant
Indian Standards.

concrete shall be of such size and design as to ensure a practically continuous
flow of concrete during depositing without segregation of materials considering
the size of the job and placement location.
B.4.8.10.2 TIME INTERVAL BETWEEN MIXING AND PLACING:
Concrete shall be placed in its final position before the cement reaches its initial
set and concrete shall normally be compacted in its final position within thirty
minutes of leaving the mixer and once compacted it shall not be disturbed.
B.4.8.10.3 AVOIDING SEGREGATION:
Concrete shall in all cases be deposited as nearly as practicable directly in its
final position and shall not be re-handled or caused to flow in a manner which
will cause segregation, loss of materials, displacement of reinforcement,
shuttering or embedded inserts or impair its strength. For locations where direct
placement is not possible and in narrow forms Contractor shall provide
suitable drop and “Elephant Trunks” to confine the movement of concrete.
Special care shall be taken when concrete is dropped from an height, especially
if reinforcement is in the way, particularly in columns and thin walls.

B.4.8.10.4 PLACING BY MANUAL LABOUR:
Except when otherwise approved by Engineer, concrete shall be placed in the
shuttering by shovels of other approved implements and shall not be dropped
from an height more than 1.0 metre or handled in a manner, which will cause
segregation.
B.4.8.10.5 PLACING BY MECHANICAL EQUIPMENT:
The following specification shall apply when placing of concrete by use of
mechanical equipment is specifically called for while inviting bids or is warranted
considering the nature of work involved. The control of placing shall begin at the
mixer discharge. Concrete shall be discharged by a vertical drop into the middle of
the bucket or hopper and this principle of vertical discharge of concrete shall be
adhered to throughout all stages of delivery until the concrete comes to rest in its
final position.
B.4.8.10.6 TYPE OF BUCKETS:
Central-bottom-dump buckets of a type that provides for positive regulation of the
pamount and rate of deposition of concrete in all dumping position shall be employed.
B.4.8.10.9CONCRETE IN LAYERS:
Concreting, once started shall be continuous until the pour is completed. Concrete shall
be placed in successive horizontal layers of uniform thickness ranging from 150 to 900
mm as directed by the Engineer. These shall be placed as rapidly as practicable to
prevent the formation of cold joints or planes of weakness between each succeeding
layer within the pour. The thickness of each layer shall be such that it can be
deposited before the previous layer has stiffened. The bucket leads or other units of
deposit shall be spotted progressively along the face of the layer with such overlap as
will facilitate preading the layer to uniform depth and texture with a minimum of
shoveling. Any tendency to segregation shall be corrected by shovelling stones
intomortar rather than mortar on to stones. Such a condition shall be corrected by
redesign 0f mix or other means as directed by the Engineer.
B.4.8.10.10 BEDDING OF LAYERS
The top surface of each pour and bedding planes shall be approximately horizontal unless
otherwise instructed.

B.4.8.10.11 COMPACTION:
Concrete shall be compacted during placing with approved vibrating equipment until the
concrete has been consolidated to the maximum practicable density is free of pockets of
coarse aggregate and fits rightly against all form surfaces, reinforcement and embedded
fixtures. Particular care shall be taken to ensure that all concrete placed against the
form faces and into corners of forms or against hardened concrete at joints is free from
voids or cavities. The use of vibrators shall be consistent with the concrete mix and
caution exercised not to over vibrate the concrete to the pointing that segregation result
B.4.8.10.12 TYPE OF VIBRATORS..
Vibrators shall conform to IS specifications. Type of vibrator to be used shall depend on
the structure where concrete is to be placed. Shutter vibrators to be effective, shall be
firmly secured to the form work which must be sufficiently rigid to transmit the vibration
and
strong enough not to be damaged by it. Immersion vibrators shall have “no load” frequency,
amplitude and acceleration as per I.S.2505 depending on the size of the vibrator.
Immersion
vibrators in sufficient numbers and each of adequate size shall be used to properly
consolidating all concrete. Tapping of external vibrating of forms by hand tools or
immersion
vibrators will not be permitted.
B.4.8.10.13 USE OF VIBRATORS:
The exact manner of application and the most suitable machines for the purpose must be
carefully considered and operated by experienced men. Immersion vibrators shall be
inserted
vertically at joints not more than 450mm apart and withdrawn when air bubbles cease to
come to the surface. Immersion vibrators shall be withdrawn very slowly. In no case shall
immersion vibrators be used to transport concrete inside the vibration at the top of a lift
(e.g ) in column or wall
B.4.8.10.14 PLACEMENT INTERVAL
Except when placing with slip forms each placement of concrete in multiple life work,
shall be allowed to set for atleast 24 hours after the final set of concrete and before
the start of a subsequent placement.
B.4.8.10.15 SPECIAL PROVISION IN PLACING
When placing concrete in walls with opening, in floors, of integral slab and beam
construction and other similar conditions, the placing shall stop when the concrete
reaches the top of the opening in walls or bottom horizontal surface of the slab, as the
case may be. Placing shall be resumed before the concrete in place takes initial set,
but not until it has time to settle as determined by Engineer.
B.4.8.10.17BLEEDING
Bleeding or free water on top of concrete being deposited into the forms shall be a
cause to stop the concrete pour and the conditions causing this defect corrected
before any further concreting is resumed.
Vertical joints shall be formed against a stop board: horizontal joints shall be level and
wherever possible arranged so that the joint lines coincide with the architectural
features of the finished work. Battens shall be nailed to the form work to ensure a
horizontal line and if directed, shall also be used to form a grooved joint. For tank walls
and similar work joints shall be formed as per I.S.3370.
Concrete that is in the process of setting shall not be disturbed or shaken by traffic
either on the concrete itself or upon the shuttering. Horizontal and vertical
construction joints and shear keys shall be located and shall conform in detail to the
requirements of the plans unless otherwise directed by Engineer. Where not described,
the joint shall be in accordance with the following.
B.4.8.10.21 COLUMN JOINT
In a column, he joint shall be formed 75mm below the lowest soffit of the beams
including haunches if any. In flat slab construction, the joint shall be 75mm below the
soffit to column capital. At lease 2 hours shall elapse after depositing concrete in
columns, piers or walls, before depositing in beams, girders or slabs supported there on.
B.4.8.10.22 BEAM AND SLAB JOINTS
Concrete in a beam shall be placed throughout without a joint but if the provision of a
joint is unavoidable the joint shall be vertical and at the centre or with in the middle
third of the span unless or otherwise shown on drawings. Where a beam intersects a
girder, the joints in the girder shall off set of distance equal tow twice the width of
the beam and additional reinforcement provided for shear. The joint shall be vertical
throughout the full thickness of the concrete member. All joints in a slab shall be
vertical and parallel to the principal reinforcement. Where it is unavoidably at right
angles to the principal reinforcement, the joint shall be vertical and at the middle of
the span.

B.4.8.10.23JOINT IN LIQUID RETAINING STRUCTURES
Vertical construction joints in water tight construction will not be permitted unless
indicated on the drawings. Where a horizontal construction joint is required to resist
water pressure, special care shall be taken in all phases of its construction to ensure
maximum water tightness.
B.4.8.10.24 DOWELS
Dowels of concrete work, not likely to be taken up in the near future, shall be wrapped
in tar paper and burlap.
B.4.9.4.1 Form work may be of timber, plywood, metal, plastic or concrete. For special finishes
the formwork may be lined with plywood, steel sheets, oil tempered hard board, etc.,
Sliding forms and lip forms may be used with the approval of Engineer.
B.4.9.4.2Form shall conform to the shapes, lines, grades and dimensions including camber of
the concrete as called for on the drawings. Ample studs, walers, braces, ties, straps,
shores, etc., shall be used to hold the forms in proper position without any distortion what
so ever until the concrete has set sufficiently to permit removal of forms. Forms shall
be strong enough to permit the use of immersion vibrators. In special cases form
vibrators may also be used. The shuttering shall be close boarded. Timber shall be well
seasoned, free from sap, shake, loose, knots, worm holes, wraps or other surface
defects in contract with concrete. Faces coming in contract with the concrete shall be
free from adhering grout, plaster, paint, projecting nails, split, or other defects, joints,
shall be sufficiently tight to prevent loose of water and fine materials from concrete.
B.4.9.4.3 Plywood shall be used for Exposed Concrete surfaces. Where called for, Sawn and
wrought timer maybe used for unexpected surfaces, inside faces of forms for concrete
surfaces, which are to be rubbed finish shall be paned to remove irregularities or
unevenness in the face. Formwork with linings will be permitted.
B.4.9.4.4 All new and used form timber shall be maintained in a good condition with respect to
shape, strength, rigidity, water tightness, smoothness and cleanliness of surface. Form
timber unsatisfactory in any respect shall not be used and if rejected by Engineer shall
be removed from the site.
B.4.9.4.5 Shores supporting successive storeys shall be placed directly over those below or be so
designed and placed that the load will be transmitted directly to them. Trussed
supports shall be provided for shores that cannot be secured on adequate foundations,.
B.4.9.4.6 Formwork, during any stage of constructions showing sings of distortion or distorted to
such a degree that the intended concrete work will not conform to the exact contours
indicated on the drawings shall be repositioned and strengthened. Poured concrete
affected by the faulty formwork, shall be removed entirely and the formwork
corrected prior to placing new concrete.
B.4.9.4.7 Excessive constructions camber to compensate for shrinkage, settlement etc., that my
impair the structural strength of members will not be permitted.
B.4.9.4.8 Forms for substructure concrete may be omitted when in the opinion of Engineer the
open excavation is firm enough to act as the form. Such excavations shall be slightly
larger than required by the drawings to compensate for irregularities in excavation and
to ensure the design requirements.

B.4.9.4.9 Forms shall be do designed and constructed that their removal will not damage the
concrete. Face formwork shall provided true vertical and horizontal joints conforming
to the architectural features of the structure as to location of joints and be as
directed by Engineer.
B.4.9.4.10 Where exposed smooth or rubbed concrete finished are required the form shall be
constructed with special care so that resulting concrete surfaces require a minimum
finish.
B.4.9.5 BRACINGS, STRUTS AND PROPS:
B.4.9.5.1 Shuttering shall be strutted, propped and so supported that it shall not deform under
weight and pressure of the concrete and also due to the movement of men and other
materials. Bamboo shall not be used as props or cross bearers.
B.4.9.5.2 The shuttering for beams and slabs shall be so erected that the shuttering on the
sides of the beams and under the soffit of slabs can be removed without disturbing
the beam bottoms. Re – propping of beams shall not be done except when propos have
to be reinstated to take care of construction loads anticipated to be in excess of the
design load. Vertical props shall be supported on wedges or other measures shall be
taken where by the props can be gently lowered vertically while striking the
shuttering. If the shuttering for column is erected for the full height of the
column, one side shall be left open and built up in sections as placing of concrete
proceeds or windows may be left for pouring concrete from the sides to limit the
drop of concrete to 1.0 M or as directed by Engineer.
B.4.9.5.3 Care shall be taken to see that the faces of formwork coming in contact with concrete
are perfectly cleaned and two coats of mould oil or any other approved materials
applied before fixing reinforcement and placing concrete such coating shall be
insoluble in water, non –staining and not injurious to the concrete. It shall not become
flaky or be removed by rain or wash water. Reinforcement and or other items to be
cast in the concrete shall not be placed until coating of the forms is complete .
Adjoining concrete surfaces shall also be protected against contamination from the
coating material.
Laying of Bricks:
1) Bricks shall be laid on a full bed of mortar. While laying the bricks shall be slightly pressed
so that the mortar can get in to all parts of the bricks surface to ensure proper adhesion,
cross joints and wall joints shall be properly flushed and packed with mortar so that no
hollow spaces are left properly. Filled joint ensure maximum strength and resistance in
penetration of moisture which takes place mainly through joints.
2) Before laying of Bricks all loose materials, dirt and set lumps of mortar which may be lying
over the surface over which brick work is to be freshly started shall be removed with a
wire brush.
a)All the bricks shall be thoroughly socked in clean water immediately before use.
b)The surface over which the brick work is to be started shall be slightly wetted.
3) The first course it self shall be made horizontal by providing enough
mortar in the bed joints to fill up any undulation in the bed course.
4) All the joints shalls, as far as possible be thin.
5) Care shall be taken to see that there is no thorough joints and the lap is not less than
half the width of the brick and that all the vertical joints are properly filled with mortar.

6) The vertically of the wall and horizontally of the course shall be checked very often with
plumb bob and sprit level, respectively.
7) No portion of the work shall be left more than a metre lower than the other where the
masonry as one part has to be delayed work shall be “ racked back” suitably at an angle not
exceeding 45 according to bond and not toothed.
8) Where plastering is required to be done all the vertical as well as horizontal joints shall be
raked to a depth of about 1 cm while the mortar in wet and this will ensure satisfactory
adhesion between the plastered and brick work.
9) Care shall be taken to ensure that the brick work is kept wet for seven days
commencing from 24 hours as the course is laid.
B.5.6 Measurements :
(i) Brick masonry generally shall be measured in cubic metres unless otherwise
specified.
(ii) Walls half bricks in width and less shall be measure separately in square metre
stating thickness.
iii) Brick walls of width over half bricks shall be measured multiples as half brick which
shall be deemed to be inclusive as mortar joints, irrespective of excess as
executed width.
Whenever the specification or the items of work calls for water proofing the contractor
shall provide the percentage of water proofing compound as specified in the items of work.
B.6.6 MEASUREMENT
Plastering on roofs, ceiling and walls shall be measured separately. The quantity of work to
be paid for under this item shall be calculated by taking the projected surface of the area
plastered after making necessary deductions for opening doors windows, fan opening etc., The
actual plaster works carried out on jambs of doors, windows, opening etc. shall be measured and
added. However for purpose of payment under this items, plaster work carried on surface of items
of work which includes plaster finishes shall not be taken into account.
Mortar to be used for stone masonry shall consist of mixes of cement and fine aggregate, cement
lime and fine aggregate, of lime stone pozzolona and
fine aggregate in a suitable proportions. The mortar shall also be duly workable, stand up well on
the towel and spread out easily, shall stiffen up quickly as rubble is laid, shall adhere strongly to
the wall unit and shall develop sufficient compressive strength on the masonry work.

B.7.5 Cement:
Cement to be used for stone masonry mortar shall be ordinary Portland cement pozzolona Portland
cement etc.,
B.7.6 Water:
Water is to be added for the mixture only when the water is required for use. It shall be cleaned
and free from injurious amounts of deleterious materials method of construction.
B.7.7 Dressing:
Stone shall be hammer-dressed on the face the sides and the beds to enable it to come in
proximity with the neighbouring stone. The bushing on the face shall not be more than 4 cm on an
exposed face.
B.7.8 Insertion of chips:
Chips and spalls of stones shall be used wherever necessary to avoid thick mortar beds or joints
and it shall also be ensured that no hollow spaces are left any where in the masonry. The chips
shall not be used below hearting stones to bring these up to the level of face stones. The use of
chips shall be restricted to the filling of interstices between the adjacent stones on hearting and
these shall not exceed 20% of the quantity of a stone masonry.
B.7.9 Hearting stone:
The hearting or interior filling of a well face shall consist of rubble stones not less than 15 cm in
any direction, carefully laid hammered down with a wooden mallet into position and solidly beded in
mortar. The hearting should be laid nearly level with facing and packing.
1) Stones shall be sufficiently wetted before laying to prevent absorption of water from
mortar.
2) The stone shall be laid so that the pressure is always perpendicular to the natural bed.
3) The quions shall be laid header and strecher alternatively Every stone shall be carefully
fitted to the adjacent stone so as to form neat and close joint. Face stone shall extend and bond
well in the back these shall be arranged to break joints as much as possible and to avoid long
vertical lines of joints. All joints shall be full of mortar. The maximum thickness of joints shall be
20 mm for random rubble.
4) Vertical joints shall be staggered as for as possible.
6) When there is a break in masonry work the masonry shall be raked in sufficiently long steps
for facilitating jointing of old and new work. The stepping of the raking shall not be more than 45
with the horizontal.
7) Masonry Construction with two thin faces, tied up with occasional rough stones or filled up
with dry packing or small size aggregate shall be strictly prohibited.
8) Covering:
Green work shall be protected from rain by suitable covering.
9) Masonry work and cement of composite mortar shall be kept constantly moist on all the
faces for minimum period of seven days.
Measurements :
Works executed in the following conditions shall be measured separately
Stone masonry generally shall be measure din cubic meters and face work in square meters.
Before pointing the R.R. masonry has shall be cleaned brushed free, from any dust of loose
materials.
When sufficiently air to allow of rubbing the pointing shall be rubbed over with thin bar
trowels until a shining polish is given to the mortar surface to the joints.
The work shall be executed as rapidly as possible ( and not again touched after it has begin
to set ) and kept wet for 7 days thereafter.
B.8.2. MEASUREMENT
The are pointed shall be calculated in square from dimensions shown on drawings less
opening and shall be paid for.
b. Deductions for opening exceeding 0.5 m2 but not exceeding 3m2 each shall be made
as follows and no addition shall be made for reveals, jamps, soffits, sills
etc., of these openings.
1. When both faces of wall are pointed with the same type of pointing, deduction shall be
made for one face only.
2. When two faces of wall are pointed with different types of pointing or if one face is
plastered and the other pointed deduction shall be made in the plaster or pointing on
the side on which the width of reveals is less than that on the other side, but no
deduction shall be made in the plaster or pointing on the side on which the width of
reveals is less than that on the other side, but no deduction shall be made from plaster
or pointing on the other side, where widths of reveals of both faces of wall are equal
deduction of 50 percent of area of opening on each face shall be made from areas of
plastering and pointing as the case may be.
4. When only one face is pointed and the other is not pointed full deduction shall be made
from pointing of width of reveal on the pointed side is less than that on up pointed

side but if widths of the reveals on both sides are equal or width of reveal on
pointed side is more no deduction shall be made nor any addition shall me made for
reveals jambs, soffits, sills etc.,
Each coat of white wash is to be allowed to dry and should be inspected by the subordinate
incharge before applying the next coat. The contractor shall take precaution to prevent
white wash being splashed on the wall, floor and other surfaces and articles not be white
washed. The contractor shall clean all such items to the satisfaction of the Executive
Engineer at his own cost ladders, poles, scaffolding etc shall be covered with gunny bags to
prevent damage or scratching of the walls and floors.
B.10 Colour Washing :
For decorate as well as water repellent washing on the external surface of buildings Cement
Paint and other ingredients may be used.
B.10.1. Mixing and Preparation :
Before the wash is applied the surface should be rubbed and cleaned of all loose dust and
dirt and washed with water and wetted. The mixed cement should then be applied evenly
with board distemper brushes. Second coat should be applied after 4 hours and during this
period the surface should be kept moist.
B.10.2 Curing :
After application of the cement, the surface should be kept moist for atleast two days by
frequent light sprinkling of water. Surface should be protected from hot sun and drying
winds by hanging hession cloth on the scaffolding and periodically wetting it with water.

B.10.3 Covering Capacity :
One expert washer (white washer) and one boy coolee can wash 30 sq.m. to 40 sq.m. per day
for first coat and 40 sq.m. to 50 sq.m. per day second coat.
B.10.4 Booking of Dimensions:
In booking of dimensions, the order shall consist and generally in the sequence of length,
breadth or width and height.
B.10.5 Description of items:
description of each item shall unless otherwise stated be held to include where necessary
conveyance, delivery , handling , unloading, storing, waste return of packings, necessary
scaffolding, protecting cover cleaning stains from floors, walls & glass panels etc.,
B.10.6. Number of coats:
Decorative treatment shall be fully described stating the number of coats in each case.
B.10.7 Preparatory work:
Preparatory work such as brooming down steel wore brushing, scraping, washing & rubbing
down shall be described and included in the main item.
Preparatory work on new surface and primary coats, if any shall be described and included
in the main item.
B.10.8 Classification:
Various decorative treatments shall be measured separately under the various
classifications as given below & materials and typoe of surfaces to be treated shall be fully
described.
(a) White wash, colour wash etc.,
B.10. 9 Walls & Ceilings etc :
Works on walls ceilings sloping roofs shall each be measured separately.
B.10.10Measurement :
All works shall be measured not in the decimal system as executed and as given
below :-
(a) Dimensions shall be measured to the nearest 0.01m and areas of
individual items shall be worked out to the nearest 0.01m2.
(b) White washing colour washing and distempering except where
other wise stated shall be measured in square metres.
B.10.11 Deductions :
For jambs, soffits, sills etc,m for opening not exceeding 0.5m2 each in
area, for ends of joist, beams, gisders, steps etc., not exceeding 0.5m2
each in area and for opening exceeding 0.5m2 and not exceeding 3m2
each in area, deduction and addition shall be made in the following
manner.
(a) No deduction shall be made for ends of joist, beams, posts etc &
openings not exceeding 0.5m2 each & no addition shall be made for
reveals, jambs, soffits, sills of these openings no for finish around ends
of joists, beams, posts etc.,
(b) Deduction for openings, exceedings 0.5m2 but not exceeding 3m2

each shall be made as follows and no addition shall be made for
reveals, jambs, soffits, sills etc of these openings.
c) When both faces of wall are provided with the same finish, deduction
shall be made for one face only.
e) When only one face is treated & other face is not treated full deduction
shall be made if width of reveal on the suffits and reveals shall be
measures. No deduction shall made for attachments such as casings
conduits, pipes, electric wiring and light.
f) When only one face is treated & other face is not treated full deduction
shall be made if width of reveal on the treated side is less than that on
the untreated side but if width of reveal is equal or more than that on
the untreated side either deduction for the opening nor addition for
reveals, jambs, soffits, sills etc., shall be made.
In case of openings of areas above 3m2 each deduction shall made for openings, but
jambs, soffits & reveals shall be measured no deduction shall made for attachments,
such as casings, conduits, paper electric wiring & the like.
B.11. PAINTING SPECIFICATION :
Materials :
All paints, oils and other materials and labour for the painting shall be provided by the
contractor should be included in his rate per 10m2 unless otherwise defined in the scheduled
item wording or relevant supplementary specification.
When the contractor is specifically permitted to obtain the paint by direct purchase and not
by purchase from the department the paint shall be obtained by the contractor and
inspected by the department officer in charge of work, in the original container as issued by
manufacturer before the containers are opened by the contractor.
B.11.1 General :
For painting, varnishing, wood oiling etc., All painting & varnishing shall be neatly and
carefully finished. Any damage done by dropping or smearing paint or varnish shall be made

good by contractor at his own cost. Super flous patches or staines of paint or varnish shall
be removed by means of turpentine.
B.11.2 Rate :
The contract rate for paint per 10m2 shall include the cost of paint preparing surface to be
painted, brushes, cleaning materials and labour the whole complete in accordance with this
specifications for the no of coats specified including scaffolding etc unless other method of
payment is specified or defined in the relevant schedule item.
B.11.3 Painting priming coat on wood iron surface materials :
The prming coat for wood work, iron work or plastered surface shall be as specified in the
description of the item. The priming coat shall be prepared at the site of work or ready
made primer of approved brand & manufacturer shall be used.
B.11.4 Preparation of surface :
(a) Wood Work :
The wood work to be painted shall be dry and free from moisture.
The surface shall be throughly cleaned. All uneveness shall be rubbed down smooth with
sand paper and shall be well dusted. Knots if any shall be covered with preparation of red
lead made by grinding red lead in oil and mixing withstrong glue size and used hot.
The surface treated for knoting shall be dry before painting is applied after the priming
coat is applied the holes and indentation on the surface shall be stopped with glaziers putty
or wood putty.
Stopping shall not be done before the priming coat is applied as the wood will absorb the oil
in the stopping and the latter is therefore liable to crack.
B.11.5(b) Iron and Steel work :
All rust and scales shall be removed by scraping or by brushing with steel wire brushes hard
skin of oxide formed on the surface of wrought iron during colling which becomes loose by
rusting shall removed.
All dust and dirt shall be thoroughly wiped away from the surface.
If the surface is wet, it shall be dried before priming coat is under taken.
B.11.6 Application :
The primer shall be applied with brushes worked well into the surface and spread even and
smooth. The painting shall be done by crossing and laying off.
The brush shall not be dipped deep into the paint as the brustles get overloaded and the
heat gets filled with paint there by the brush looses its flexibility & shape as a general rule.
The brush shall be dipped to three fourth of the total length of the bristles. After the

brush is initially dipped, the end is wiped against the walls of the container to ensure that
paints does not dribble off the end of the bristles when painting is started. The paints shall
be mixed periodically during brushing.
For keeping paint in small quantities during application by brush use of a paint container may
be found advantageous. These containers are filled about three fourths during application
cleaning of these container is done only with paint thinners which are compatible with the
paint to be filled.
The paint shall be applied first using vertical strokes until the surface are covered, and then
brushed cross-wise for complete coverage with light strokes, so as to smooth out laps and
brush marks and finally laid of with vertical strokes.
During painting every time after the paint has been washed out of the brush bristles or
after the brush has been unloaded the bristles of the brush which are drawn together due
to the high surface tension of the small quantities of paint left in between the bristles shall
be opened up by striking the brush against a portion of the unpainted surface with the end
of the bristles hold at right angles to the surface.
So that bristles thereafter will collect the correct amount of paint when dipped again into
the paint container. A new bristles brush is properly conditioned by suspending it in raw
linseed oil for a period of 24 hours. The oil soaks into the bristles which makes it further
impervious to paint pigments.
Before use, the linesed oil is removed from the brush by washing it in a thinner compatiable
with the paint subsequently used.
After each days work the brush shall be cleaned in mineral turpentine or any other suitable
thinner, ensuring that the paint and pigment are completely removed from the heel of the
brush.
Warm water and soap shall be used to clean the brushes used in water bound paints or
emulsions. After cleaning the brushes are wrapped in heavy paper of water-proof for

storage. If it is to be used the next day, it shall be hung in a thinner or linseed oil in a
container. On no account shall brushes be made to stand on the bristles.
No deduction shall be made for openings not exceedings 0.5m2 each and no addition shall be
made for painting to beading moulding edges, jambs, soffits, sills etc. of such openings.
In case of Fabricated structural steel and iron work priming coat of paint shall be included
with fabrication subsequent coats of paint shall be measured separately on the basis of
weight of steel work or iron work or in m2. If event heads, bolt heads, nuts are picked out in
a tint different from that of adjoined work these shall be enumarated and measured as
extra over.
Painting upto 10cm in width or in girth and not in conjuction with similar painted shall be
measured in running metres and shall include cutting to line where so required.
Cutting to line where not included in the item shall be measured separately in running
metres.
Small articles upto 0.1 m2 of painted surface where not in conjuction with similar painted
work, shall be enumarated.
Painting on eavee gulters rain water pipes soil and ventilating pipes and steel poles shall be
measured in running metres stating the size of girth. Fittings such as bends shoes branches
heads etc., shall be included in the length.
Painting on small articles such as gate and turn strape metal ceiling roses metal switch-
blocks, heads and nuts or bolts, articles of builders hardware and the like when picked out in
a different tint or not in conjection with similar painted work shall be enumerated.
Flags, staffs, chimneys, aerial masts, water tanks, flood light towers, over-head electric
masts spires and the like requiring special scaffolding shall be measured separately stating
size, height and average girth.
