MEMORANDUM
An artificial turf field was installed at the Walter Johnson High School stadium field in 2010
as part of the modernization project. The average life cycle of an artificial turf field
is approximately 10 years, which will be surpassed at the time of the proposed field replacement.
The Department of Facilities Management solicited bids for the replacement of the artificial turf
field at Walter Johnson High School. This solicitation included the requirement of the submission
of turf product selections that included pricing for three types of shock pads, two types of natural
infill, and a detailed recycling plan for the artificial turf and infill to be removed from the field.
The recycling of the existing artificial turf is an important factor in the selection of the contractor
to perform the replacement project. This project will be funded by a field replacement fund, which
is supported by revenue from field use partnership agreements, utility savings, and Community
Use of Public Facilities.
WHEREAS, Sealed bids were received on November 27, 2019, for the replacement of the artificial
turf field at Walter Johnson High School; and
WHEREAS, Staff in the Department of Facilities Management evaluated the bids and requisite
documentation submitted for product data information and recycling plans that would
be in the best interest of Montgomery County Public Schools; and
WHEREAS, The following responsive sealed bids were received on November 27, 2019,
for the replacement of the artificial turf field at Walter Johnson High School, to include the Brock
YSR pad and Brockfill infill:

WHEREAS, The low bidder, Sprinturf, LLC, did not meet the intent of the removal and recycling
plan set forth in the specifications; and
WHEREAS, The second low bidder, Burke Construction Group, Inc., provided the recycling plan
that was the most comprehensive, complete, and in the best interest of Montgomery County Public
Schools; and
WHEREAS, There are limited opportunities for Minority Business Enterprise subcontracting
on this project; and
WHEREAS, Burke Construction Group, Inc. successfully has completed similar work for other
jurisdictions; now therefore be it
