Regulation UE 305/2011

C.P.R.= Construction Product Regulation

C.P.R. regulation concerns any power and telecommunications cable, both in copper
and optical fiber, to install in building works (fixed installations), included both
buildings and civil engineering works, subject to the performance requirements
regarding the reaction to fire.

C.P.R. seeks to ensure reliable information on construction products with regard to


their performances and to ensure greater safety.

C.P.R. provides a common technical language and evaluation methods and uniform
Euroclasses related to the performances of the cables.

Entry into force: The Construction Product Regulation has been in force for all EU
member states since 1st July 2013. The applicability to electrical cables has become
effective since 10th June 2016 with the publication of the Regulation EN 50575. Since
10th June 2016 a coexistence process has begun (during which it is possible to put
indifferently cables on the market that meet or not the C.P.R. regulation) and it will
end on 1st July 2017.

Definitions

Regulation: it is binding in all its dispositions, it is directly applicable in all the


Member States, without transpositions into national law. CPR Regulation is in every
respect a state’s law.

Construction Product: “Construction product”, any product or manufactured kit which


is placed on the market for incorporation in a permanent manner in construction works
and the performance of which has an effect on the basic requirements of the works.
(art. 2 comma 1 of CPR)

Civil engineering work: civil engineering works are construction, maintenance,


repair, demolition, conservation, redevelopment, restoration or equipment works, the
transformation, renovation or dismantling of fixed, permanent or temporary masonry,
reinforced concrete, metal, wood or other materials works, including the structural
parts of the electrical lines and the structural parts of the electrical installations, road,
railway, hydraulic, maritime, hydroelectric works and, only for the part that involves
building or civil engineering works, land reclamation, forestry arrangement and
excavation works. Moreover, building construction or civil engineering works are
diggings, and the assembly and disassembly of prefabricated elements used for the
realization of building or civil engineering works.
Civil engineering works mainly include: homes; industrial and commercial buildings,
offices, hospitals, schools, recreation centers and agricultural buildings; bridges, roads
and highways, railways, pipeline networks, stadiums, swimming pools, piers, wharves,
docks, locks, canals, dams, towers, tanks, tunnels, etc.

Placing on the market: a product is placed on the market when it is made available
for the first time on the EU market by the manufacturer or importer.

Making available on the market: a product is made available on the market when it
is supplied for distribution, consumption or use on the EU market in the course of a
commercial activity, whether for reward or free of charge.

tests and conformity evaluation methods.

EN 50399: test methods for cables under fire conditions – heat release and
smoke production measurement on cables during flame spread test.

EN 60332-1-2: test for vertical flame propagation for a single insulated wire or
cable.

Features of C.P.R. cables
The reference standards provide for two essential specifications:


Reaction to fire:response of a material under specific test conditions, to take part,
through its decomposition, in a fire to which it is exposed.

The reaction to fire is defined by the euroclass to which they belong.


Release of dangerous substances: response of a material to avoid the emission of
dangerous substances into the surrounding environment.

The release of dangerous substances is defined by supplementary criteria.

In total 7 euroclasses of reaction to fire have been defined.

s = smoke opacity. It varies from s1 to s3

d = dropping of incandescent particles which could spread a fire.

Declaration of Performance (DoP)


Following validation tests, the cable/family is declared belonging to a class of
reaction to fire/performance.

Drawing up a DoP, the manufacturer assumes responsibility for the product’s


conformity with the declared performance.

CE marking shall not be affixed in the absence of a DoP.

DoP will be downloadable from the website WWW.PECSO.IT at the CPR link in the
User guide and regulations menu or on the specific page of the selected Family of
cables.
