I. INTRODUCTION

765/400/220 KV Sub-Station, WARDHA Situated in MIDC area at Deoli , Dist. Wardha ,


Vidarbha region of Maharashtra with its geographical coordinates Longitude: 078° 29.667’ E ,
Latitude: 20° 40.207’ N and approx. 20 kms from world famous ‘Sewagram Ashram. Wardha
Substation commissioned on 400 KV level on 31.03.2009 and upgraded to 765 KV level on
28.2.2012. The first 1200 KV line from Wardha to Aurangabad is being under construction.

This substation is strategically located at the Centre part of India where Power Evacuation
carried out from Eastern region of India ( Chhattisgarh) to Western part of India. This
substation is also part of Power Evacuation carried out from Eastern region of India to
Southern part of India through 400 KV Wardha Parli D/c lines.

In this respect the Sub-Station provides operational flexibility for the power system in the
interest of grid stability and power transfer, taking into account the availability and quality of
power which are of prime interest for POWERGRID.

The Sub-Station has 19 nos. of 765 KV bays, 27 nos. of 400 KV bays and 11 nos. of 220 KV
bays. There are 3 nos. of 1500 MVA, 765/400KV Auto-transformers, 2 nos. of 315 MVA,
400/220KV Auto-transformers, 1 no. of 240 MVAR, 765KV Bus Reactor, 1 no. of 330 MVAR,
765KV Bus Reactor #2 , 2 nos. of 240MVAR 765KV Line Reactor, 6 nos. of 330MVAR 765KV
Line Reactors, 1 no. of 50 MVAR 400KV Bus Reactor, 4 nos. of 63 MVAR Line Reactor and 8
nos. of 765 KV, 10 nos. of 400 KV and 2 nos. of 220 KV transmission lines.

This substation has its uniqueness as being fully automated & is going to be Remote
operation from NTAMC Gurgaon in the near future . The construction of 400KV substation
has been carried out by M/s BHEL, M/s JSL, M/s SIEMENS & M/s GET on Turn-Key Basis
and The construction of 765KV substation has been carried out by M/s ABB, M/s ALSTOM &
M/s JSL , M/s. TBEA on Turn-Key Basis. Necessary engineering required and approvals have
been prepared by POWERGRID corporate centre.

III. OPERATING PROCEDURES FOR LINE /ICT/REACTOR/FSC

1. Normal Charging/Synchronising of Line:

During charging of Line following points are to be ensured.

 ALL PTW/SFT/NBFC on Line /Substation in MAIN-CB & TIE-CB of respective


bays should be cancelled , and no PTW/SFT/NBFC should remain pending. The
same should be ensured from remote end also.
 All men and materials working in line and substation equipment’s in associated
bays should be removed and all Earth-switches in MAIN-CB and TIE-CB bay
should be in open condition.
 Now clearance for charging should be taken from Substation Incharge/ Competent
authority.
 Ready for Charging is to be conveyed to CPCC – Nagpur, and necessary code for
Charging should be taken from CPCC/WRLDC/NLDC though SAP.
 After Receipt of Code for charging, MAIN-CB and TIE-CB should be ensured for
being “OPEN”.
 WRLDC/NLDC code for charging is to be verified with remote end.
 Line Isolator 89L should be closed after ensuring remote end line earth switch is
open.
 765 KV BUS Voltages should be noted down of Wardha end and Remote End.
 As per normal Procedure the substation with low Bus voltage out of the two s/s
should first attempt to charge the line and the other s/s with more Bus Voltage than
the other end should synchronise.
 During closing of Line the remote end control room operation staff should be taken
ON LINE Over PHONE/PLCC phone.
 If the remote end is charging the line , the line voltages in SCADA should be
checked.
 On receipt of Line Voltages in SCADA and SYNC OK signal in SCADA the Line
should be attempted for synchronising through Main CB and all phase currents
should be checked and thereafter Tie CB should be closed.
 Charging during high voltage conditions it is to keep in notice that while charging
lines at voltages above 780 KV the line should be synchronised within
OVERVOLTAGE Time delay generally 5 to 7 seconds, otherwise the line will not
be able to hold on. If line is not holded through SCADA, an attempt shall be taken
from kiosk TNC switch in coordination with remote end shift operator.
 Convey the charging timing details for charging to Substation Incharge and CPCC.

2. Normal Charging of ICTs :


 ALL PTW/SFT/NBFC on ICT in MAIN-CB & TIE-CB of respective bays should be
cancelled , and no PTW/SFT/NBFC should remain pending. The same should be
ensured from remote end also.
 All men and materials working in line and substation equipment’s in associated
bays should be removed and all Earth-switches in MAIN-CB and TIE-CB bay should
be in open condition.also Main CB and earthswitch OPEN on 220 KV side should be
checked.
 Now clearance for charging should be taken from Substation Incharge/ Competent
authority.

 Ready for Charging is to be conveyed to CPCC – Nagpur, and necessary code for
Charging should be taken from CPCC/WRLDC/NLDC though SAP.
 After Receipt of Code for charging, MAIN-CB and TIE-CB should be ensured
for being “OPEN”.
 WRLDC/NLDC code for charging is to be verified with remote end.
 For 765 KV ICT , Charge the ICT with Main CB as CSD ( controlled switching
device ) is commissioned in Main CB for 765 KV ICTs.
 For 400 KV , charge the ICT from 400 KV Main CB though no CSD installed in
400 KV CBs. Then charge the Tie CB.
 Wait for inrush current to damp down to zero or minimum magnitude.
 Close the 220 KV CB for loading on ICTs.
 Check the loading parameters on ICT and convey the details to Substation in
charge and CPCC accordingly.

3. Shut Down / Outage in Line.


On receipt of outage code from WRLDC/NLDC for outage/shutdown of any line following
are the procedures.
 The outage code received is to be confirmed with the respective remote end
substation.
 The information regarding receipt of outage code is to be given to Substation
incharge/ Competent authority .
 After code confirmation from the remote end, all the system parameters of
the substation are to be noted down and Bus voltages of both the substation
at Wardha and respective remote end station is to be noted down.
 Thereafter any persons working online in the respective bay or nearby places
are to be informed about the outage and removed out from the bay during
tripping .
 Now the line is to be hand tripped from the end having High BUS-
VOLTAGE as compared to other.
 While tripping the line the other remote end should be taken online over
phone/ hot line.
 Hand tripping if being done from Wardha , first TIE CB should be opened
then Main CB should be opened. Also Direct Trip Send signal should be
confirmed from SCADA, and it to be ensured that other CB’s are also opened
on hand tripping of line from Wardha end.
 After tripping of Line the respective Bay Currents and Voltages are to be
checked for ensuring proper and correct opening of all three poles of Main
and Tie CB both.
 The information about the tripping time has to be noted and conveyed to
CPCC, Nagpur and Competent Authority in Substation.

4. OPERATING PROCEDURES FOR Shut Down ICT’S

 The information regarding receipt of outage code is to be given to Substation


incharge/ Competent authority .
 All the system parameters of the substation are to be noted down .
 Thereafter any persons working online in the respective bay or nearby places
are to be informed about the outage and removed out from the bay during
tripping .
 For 765 KV ICT , Trip the ICT with Main CB as CSD ( controlled switching
device ) is commissioned in Main CB for 765 KV ICTs.
 After this trip Tie CB .
 400 KV side breakers will trip on intertrip signal from 765 KV protection
system to 400 KV system.
 Check both 400 KV CBs are opened.

 If intertrip signal not available in scheme , then trip Main CB followed by
Tie CB.
 For 400 KV ICTs , trip main CB first followed by Tie CB.
 Trip 220 KV CB.
 After tripping of ICT , Bay Currents and Voltages are to be checked for
ensuring proper and correct opening of all three poles of Main and Tie CB
both.
The information about the tripping time has to be noted and conveyed to CPCC,
Nagpur and Competent Authority in Substation.

5. Procedure for 765 KV switchable Reactors at Wardha. Sample bay taken 716 Bay. Same is
applicable for 713 , 719 & 722 Bay

Operating Procedure for 765 KV Wardha Abad # 1 line. 716 Bay

A. When Line Reactor to be charged alongwith line.

6. Spare ICT Switching scheme- applicable for 765/400 KV ICT-1,2,&3.

At present Wardha substation has 3 x 500 MVA three ICT Banks namely ICT-1 ,2 & 3.All
these ICTs are of CGL Hungry Make and for these three ICT banks one spare unit has
been commissioned for making spare unit from rest Nine single phase units. Here
example ICT-1, Y-phase unit taking out of service and making spare unit as ICT-1 Y-phase
is being explained.

The same procedure is applicable for all the units of ICTs.

The process of taking Spare in Service can be done off line only. When once it is decided
to take spare unit in service due to any reasons thereof following procedure is to be
followed.

4.1 For taking spare unit in Service necessary permission from Station Incharge is
required and code for tripping of ICT is required from WRLDC/NLDC.

4.2 After receipt of code the ICT-1 is to hand tripped through Main CB , during
hand tripping it is to be ensured that CSD relay should be in service and the
ICT is to be tripped finally through CSD only .

4.3 After Hand Tripping the transformer isolators 703-89AT -R/Y/B & 404-89AT-
R/Y/B of all three phases on both sides of ICT-1 is to be opened.

4.4 Now the ICT-1 is to be earthed for changing of jumpers of 33 KV Tertiary bus
and Neutral aux. Bus from ICT-1 –Y phase to spare unit. The earthing of ICT is
done using 703-89AT-RE/YE/BE and 404-89AT-RE/YE/BE from both sides. Also
the Spare Bus Earth Switch of Spare Isolator 709-89ATS2E and 409-89 ATS2E is
to be closed for earthing of spare ICT.

4.5 Now the Physical jumper connections of Tertiary Bus in ICT-1 Y-phase is to be
opened . This Jumpers are to be used in connection of Spare ICT tertiary
auxiliary bus making correct configuration of tertiary to be connected in Delta.
The connection shall be strictly verified by Substation incharge / O&M
incharge .

4.6 The Neutral jumper in ICT-1 Y-phase is to be disconnected and the spare
neutral bus is to be connected with ICT-1 Neutral Bus. The connection shall be
strictly verified by Substation incharge / O&M incharge

4.7 After ensuring correct connections in primary circuits of 33 KV tertiary and


neutral of spare ICT- unit in place of ICT-1 – Y-phase, all the Earth switches
closed in point no. 4.4 are to be opened viz. 703-89AT- RE/YE/BE , 404-89AT-
RE/YE/BE and 709-89ATS2E and 409-89 ATS2E.

4.8 Close 765 KV 89 T isolators e.g. R & B phase in this particular case and keep
remained open Y ph of ICT-1. Close 400 KV 89 T isolators e.g. R & B phase in
this particular case and keep remained open Y ph of ICT-1.

4.9 Spare bus back to back connected Isolators 703-89ATS1 &S2- Yph is to be
closed in 765 KV side and 404-89ATS- Yph on 400 kV side. PLEASE ENSURE
703-89AT-Y ph and 404-89AT-Y ph is OPEN.

4.10 After completing all above steps the Spare ICT physical connections are ready
for taking into service and Y-phase ICT-1 is out of service . Following
protection related steps are to be followed.

4.11 The Spare ICT isolator operation in 765 KV side is associated with Metering CT
switching circuits in 400 KV side and Protection REF CT Switching circuits in
765 KV Side, hence it is to be ensured that Protection and CT switching is
correctly put in service.

4.12 It is mandatory that “MAIN ICT BANK OUT OF SERVICE relay” should be
picked up in ICT-1 Relay Panel and “SPARE ICT IN USE relay” should be
PICKUP in all ICT-1 ,2 and 3 relay panels. Also “PROTECTION SWITCHING
RELAY” in ICT-1 relay panel for Y-phase should be RESET, however for
healthy phases Phase – R & B the Protection switching relay should be
“PICKEDUP”.

4.13 The ICT-1 is can be taken in service after receipt of Charging code from
WRLDC/NLDC.

4.14 Charging of ICT is to be carried out through CSD by closing Main- CB 703-52
for reducing inrush currents after successful charging through Main CB , the tie
CB 705-52 is to be closed to complete the Dia.

4.15 After Charging of ICT-1 all the three phase currents are to be checked and
ensured that all CT currents are properly coming.

7. Spare Reactor Switching Scheme – Applicable for Seoni-1 , Seoni-2 and BUS-REACTOR-1

This section describes about the procedures for taking Spare Reactor for 765 KV Seoni-
Line- Reactor of Ckt-1 &2 and Bus Reactor-1 . Here For example 765 KV Seoni Ckt-1 -
LINE REACTOR (701 LR)- Y-phase unit taking out of service and making spare unit as
LINE Seoni Ckt-1 -LINE REACTOR (701 LR) - Y-phase is being explained.

The process of taking Spare in Service can be done OFF-LINE only. When once it is
decided to take spare unit in service due to any reasons thereof following procedure is to
be followed.

5.1 For taking spare unit in Service necessary permission from Station Incharge is
required and code for tripping of Line and LINE REACTOR is required from
WRLDC/NLDC.

5.2 After receipt of code the Line and LINE REACTOR is to hand tripped as per
normal procedure for Hand tripping of LINE .

However In case of hand tripping in case of BUS- REACTOR it is to be ensured


that CSD relay should be in service and the BUS- REACTOR is to be tripped
finally using CSD only i.e 707-52 CB ( MAIN CB) .

5.3 After Hand Tripping the Reactor isolators 701-89LRB -R/Y/B of all three phases
of LINE REACTOR is to be opened.

5.4 Now the LINE REACTOR is to be earthed for changing of jumpers of Neutral
Side Bus from LINE REACTOR –Y phase to spare unit. The earthing of 701-LR
is done using 701-89LRB-RE/YE/BE . Also the Spare Bus Earth Switch of Spare
Isolator 707-89LRS2E is to be closed for earthing of spare REACTOR.

5.5 Now the Physical jumper connections of Neutral Bus in 701-LR- Y-phase is to
be opened . This Jumpers are to be used in connection of Spare Reactor Neutral
bus.

5.6 After shifting of Neutral Jumper connections from Y-phase 701 LR to Spare
Reactor unit. The Neutral Bus jumper in Spare Neutral Bus is to be connected
to 701 LR – Neutral Bus.

5.7 After ensuring correct connections of Neutral Bus all the Earth switches closed
in point no. 5.4 are to be opened viz. 701-89LR- RE/YE/BE and 707-89LRS2E. The
connection shall be strictly verified by Substation incharge / O&M incharge

5.8 Now only 765 KV isolators are remaining to put the spare unit as Y-phase of
701-LR. 765 KV Spare Bus back to back connected Isolators 701-89LRS1 &S2-
Yph is to be closed in 765 KV side . For remaining Y & B phase 701-89LR-R/B is
to be closed , PLEASE ENSURE 701-89LR-Y ph IS OPEN.

5.9 After completing all above steps the Spare ICT physical connections are ready
for taking into service and Y-phase of 701-LR is out of service . But before
charging steps below are to be followed.

5.10 The Spare Reactor isolator operation in 765 KV side is associated with CT
switching and Protection Switching circuits in 765 KV Side, hence it is to be
ensured that Protection and CT switching is correctly put in service.

5.11 It is mandatory that “MAIN REACTOR-Yph OUT OF SERVICE relay” should


be “PICKEDUP” in 701-LR Relay Panel and “SPARE Reactor IN USE relay”
should be PICKUP in rest all relay panels Viz 704 –LR Relay Panel and 707- LR
relay panel. Also “PROTECTION SWITCHING RELAY” in 701-LINE
REACTOR relay panel for Y-phase should be “RESET” in 701-LR relay panel,
however for rest all healthy phases Phases – R & B the Protection switching
relay should be “PICKEDUP”. For Ensuring additional safety in CT circuits the
CT Loop resistance in Spare Reactor MB is recommended.

5.12 The LINE REACTOR is can be taken in service after receipt of Charging code
from WRLDC/NLDC.

5.13 Charging of Line Reactor is to be carried out as per normal procedure of


charging of Line with Reactor .

However in case spare unit is utilised for BUS- REACTOR-1( R/Y/B) the reactor
charging is to be carried out through CSD by closing Main- CB 707-52 after
successful charging through Main CB , the tie CB 708-52 is to be closed to
complete the Dia.

5.14 After Charging of Seoni-2 Line with Line reactor using Spare unit all the three
phase currents are to be checked and ensured that all CT currents are properly
coming.

Note – Kindly ensure during normal conditions when Spare ICT/Reactor is not in
service , Neutral of ICT/reactor shall be earthed through Jumper or Local
earthing as per IOM received from CC AM.

Procedure to take feeder on TBC

CASE:- 203 Bay to be shifted on TBC

Assumption:- 203 Bay connected to Bus#1

1) Close 89A isolator of TBC Bay.


2) Close 89T isolator of TBC Bay.
3) Close 89T isolator of 203 Bay – with this Transfer Bus will charged.
4) Put 203 Bay in Transfer mode by clicking on Transfer button in 203 Bay.
5) Close TBC Circuit Breaker.
6) Open 203 Bay Circuit Breaker with this current shifted to TBC.
7) Open 89A isolator of 203 Bay .
8) Open 89L isolator of 203 Bay

Option 2:- Transfer Bus can be charged through by closing of TBC Breaker
provided transfer mode shall be selected.

Procedure to Restore Feeder from TBC


CASE:- 203 Bay is presently on TBC & connected to Bus#1.
1) Close 89A isolator of 203 Bay.
2) Close 89L isolator of 203 Bay
3) Close 203 CB.
4) Open 207 CB TBC – current shifted 203 Bay.
5) Put mode in Normal Mode (203 Bay).
6) Open 203 89T.

IV. OPERATING PROCEDURES FOR TAKING SFT/PTW.

ISSUE OF PTW ON INDIVIDUAL EQUIPMENT:

Note: Before issuing PTW on Individual Equipment, respective bay Circuit Breaker
should be opened first before isolation of equipment. Proper earthing leads are to
be connected both on equipment terminal and if possible remove jumper for
avoiding any danger to person working on it.

1. PTW ON LINE:
 Ensure steps A.3 aforesaid mentioned for line outage/Tripping.
 Ensure line isolator open both at local as well as at remote end.
 Take NBFC ( No back feeding certificate ) in communication with remote end.
 After confirmation of NBFC , close line earth switches both at local as well as at
Remote end.
 Permit To Work (PTW) can be issued to line maintenance staff. All the permits
request and issue shall be done through SAP.

2. PTW ON SHUNT REACTOR:


 Avail permission code from CPCC for shut down of the line reactor. Convey the
same code to the remote end.
 Note down the system parameters of all the lines/ ICTs.
 Open the Main CB
 Open the Tie CB
 Open the Reactor Isolator
 Permit To Work (PTW) can be issued to maintenance staff. All the permits request
and issue shall be done through SAP
(If the line is to be opened from the remote end both the Main & Tie CBs at local end
should be opened on receipt of PLCC Direct Trip Carrier. Also check the individual
phase voltage and current on Station HMI Screen to ensure isolation of the line from
both the ends.)

3 PTW ON LINE CVT/ LA/ WAVE TRAP.


After ensuring that the line is earthed from local end as well as remote end, PTW can
be issued on CVT/LA/WAVE TRAP. PTW can be issued with the condition of
removing the jumpers before HV testing.

4 PTW ON MAIN CB & CT :


Ensure that the Isolators 89A and 89B are open.
Close the Earth switches 89AE & 89BE.
PTW can be issued on Main CB as well as CT.

(CAUTION: It must be noted that CORE-1 & 2 are used for the Bus Bar protection and
proper care should be taken while working on CT. Also extra precaution is needed if
the line is in service through Tie bay.)

5 PTW ON TIE CB & TIE CT:


Ensure that the isolators 89A & 89B are open.
Close the earth switches 89AE & 89BE.
PTW can be issued on tie CB as well as Tie CT . However precaution should be taken
while working on Tie CT if line is in service through Main Bay.

6 PTW ON ISOLATORS:
PTW on following isolators can be issued after complying with stated conditions for
ensuring adequate safety. While working at top of isolator, it must be ensured that
isolator is earthed locally/through earth switch from both sides.
If line is charged through Tie CB , One end of isolator of Main CB will be in charged
condition , in that case for any work Line / Bus shutdown shall be availed depending
upon type of maintenance being carried out.

V OPERATING PROCEDURES FOR EMERGENCY CONDITIONS.

Emergency Outage/ Hand tripping in cases of emergency.


Following are certain conditions which are categorised under emergency conditions.
a. HOT SPOT found in particular Bay/Equipment.
b. Circuit Breaker Pole Stuck conditions.
c. Visual Sparking found in any Particular Bay/ Equipment.
d. Abnormality observed in any CT/PT/ control wiring Circuits.
e. Ingress of Water/Moisture in any Marshalling boxes relay panels, Relays etc.
f. Abnormality Discovered due to any wrong operations.
g. Fire/Short circuit faults in secondary / control wiring circuits.
h. Equipment failures and non- isolation of failed equipments.
i. Miscellaneous contingencies not covered above.

1. LINE /ICT OVERLOADING

Shift Incharge of Sub-station.


i) Note down parameters of all lines & transformers and immediately inform CPCC.
ii) Contact connected sub-stations for any abnormalities and also alert them.
iii) All maintenance & testing works (with or without shutdown) in the bays of the
particular line should be suspended till load is contained below the above limit.
iv) Depute one person to the switchyard for observing the equipments of the concerned
line for hot spot etc. if any.
v) Constantly monitor the loading and maintain record of the same.
vi) Contact CPCC for feedback & further action.
If the overload persists, CPCC shall interact with the WRLDC and SEBs for reducing
the load; by load shedding, backing down of generation or alternating the load pattern
of the particular area.
vii) If SPS operated on 400 KV Wardha-Parli Lines , the same shall be conveyed to CPCC
and get the excel sheet for loading pattern of both the lines for further forwarding to
CPCC/ WRLDC.

2. OVER VOLTAGE
If the bus voltage on 400 kV bus exceeds 425 Kv and 765 kV bus exceeds 815 KV it
should be treated as probable emergency condition.
1) Shift Incharge of sub-station
i) Immediately inform CPCC.
ii) Not down MW, MVAR of all lines & ICT with tap position, also read voltage recorder,
frequency recorder for any sudden variation inform CPCC.

If over-voltage still persists CPCC shall advise concerned sub-station to hand trip the
lightly loaded/least compensated lines after getting concurrence from WRLDC.

3. TRIPPING OF LINE
In case any line trips on faults (This does not include hand tripping of lines) the
operating staff shall take the following action.

1) Shift Incharge of Sub-station


i) Immediately inform CPCC/Sub-station incharge & testing staff.
ii) Continuously monitor the parameters of other lines and ICTs.
iii) Not down all the relay indications, facts, fault locator reading and PLCC counter
(transmit and receive) readings.
iv) Take the printout of D/R and E/L; also get the fault recorder data..
v) Collect the relay indications, facia, fault locator and PLCC reading details from the
remote end. Also the details of the disturbance record & E/L at the remote end are to
be collected.
vi) Inform all the above details to CPCC.
vii) Depute a person to yard to observe the abnormality in the yard.
viii) Interpret the relay indications for the nature of fault and check for the correctness of
the same.
ix) Take the clearance for charging the line from sub-station incharge and testing staff and
inform to CPCC.
x) Take the clearance from the remote end of the line.
xi) Take the clearance from CPCC for charging the line.
xii) Note down the parameters before charging the line.
xiii) Charge the line and inform the remote sub-station and CPCC.
xiv) In case the line again trips with the line fault indications, the line is to be declared
faulty in concurrence with the sub-station incharge, and thereafter inform to the
concerned line staff, along with the fault locator reading and other relay indications.
xv) If the line successfully got auto reclosed, note down all the relay indications, facia &
PLCC readings. Inform to CPCC. Take out D/R & E/L printout & check for
correctness of auto reclosure at both ends.
xvi) Enter the details in SAP through ZT Notification

If the line tripped due to the mal-operation of protection and the line is critical for the
system get the clearance from sub-station in-charge / testing in-charge inform CPCC
for immediate charging the line. The mal-operated protection is to be taken out of
service and arrange for the on line testing.

4. EQUIPMENT PROBLEM
1) Sub-station operating staff.
i) Immediate inspection to be carried out for assessing the severity of the problem.

ii) In case it is imminent danger to human being or equipment, the same may be hand
tripped immediately and information to all the concerned may be given later. The
shift in charge shall take decision in this case.
ii) Inform immediately to the maintenance staff for further inspection and necessary
action. After detailed inspection by Maintenance Staff inform to CPCC, to alert them,
if necessary.
iv) Inform sub-station in-charge. He shall also assess the situation and takes the decision
regarding isolation of equipment, if situation warrants.
v) In case if the isolation is required, concurrence from CPCC is sought, along with
other relevant data and expected time of outage.

5. LOCK OUT BREAKER CONDITION


While opening or closing of any breaker in S/S, sometimes breaker lock out condition
appears, following action should be taken by S/S operating staff :-
1) One trial of hand tripping of the faulty breaker should be taken.
2) If breaker does not trip, isolate the faulty breaker by opening the isolators on both sides
with ensuring following.
a) After ensuring that connecting bus of faulty breaker is dead or
b) After ensuring that Line/ICT is charged through other circuit breaker and minimum 3
other diameters are in service.

6. AUXILIARY SUPPLY FAILURE


The DG Set shall be started automatically after 1 minuite , after LT failure.
The following points to be checked.
Sub-station Operating staff
i) lubricating oil level, cooling water and diesel level etc. are to be monitored.
ii) The reasons for the failure of the aux., supply will be enquired from the local SEB and the
tentative time for the restoration shall be found out.
iii) The redundant load on D.G. Set, if any shall be cut off.
iv) Inform sub-station incharge if the duration of failure is more than 30 min. and depute a
person to SEB, if required.
v) The parameters of the DG set are to be monitored, as per guidelines.
vi) Local SEB shall be interacted for ensuring the earliest restoration of the supply. If required
through CPCC, the matter may be pursued with the SLDC.
vii) System shall be automatically normalised, as soon as the aux. Supply is restored.

7. FIRE ON TRANSFORMER/REACTOR
1) Sub-station Operating Staff
i) Confirm the tripping on 765/400/220 KV Breaker of the equipment. If not tripped, trip
breakers manually.
ii) Raise the emergency alarm and inform, fire brigade, maintenance & testing staff, sub-
station incharge and CPCC.
iii) Open the isolator on both sides of equipment under fire.
iv) Isolate LT Aux. Supply / 220 V DC supply going to the equipment.
v) Confirm the operation of Emulsifier system. If the auto system of FFS has not worked
operate the solenoid valve manually.
vi) Use Hydrant system and foam type extinguishers to extinguish the fire on surroundings.
vii) After extinguishing the fire, detailed investigation is to be carried out regarding the
extent of damage and the reason.

8. PLCC/PROTECTION FAILURE.
In case of failure of both the channels of the PLCC / both the protections of the line, the
following actions shall be initiated.
1) Sub-station Operating staff
i) Immediately inform CPCC along with flow parameters. Also inform local T&C incharge
and to the remote end substation via possible media. Take the clearance to trip the line if the
PLCC/protection is not restored (in consultation with testing engineer/Sub-station
incharge/RHQ (OS)).
ii) After getting the concurrence from CPCC, the line shall be tripped after 10min. and
informed to CPCC.

Note: 1).In Case of failure of one protection/ PLCC channel. S/I should inform CPCC and sub-station
I/C to either bypass the protection or Keep the line in service in consultation with testing
engineer.
2). In case of failure of both the protection of the line trip the same immediately after confirming
the failure of protection.

9. FIRE ON CONTROL CABLES

i) Raise the emergency alarm.


ii) Inform maintenance/testing staff, Sub-station in charge & CPCC.
iii) Take all necessary actions to put off the fire. Use foam, DCP or Halogen extinguishers
and hydrant system if possible.
iv) Identify the section of cables where the fire occurred, and trip the concerned feeders to
be tripped.
v) Inform CPCC and contact remote end Sub-station to hand trip the above feeders from
their end.
vi) In case the breakers did not trip from control panel, if possible the breaker shall be
tripped from local. Otherwise the same shall be isolated by tripping all the other
breakers connected to the bus.
vii) Isolate the DC and AC to the cables in the affected area.
viii) After extinguishing of the fire, restore the normalcy after identifying the faulty cables,
with special emphasis to the CT Cables.

10. FAILURE OF BATTERY SETS

a) FAILURE OF BOTH 220 VOLTS BATTERY SETS

1) Sub-station Shift Incharge
i) In case of failure of both battery sets of 220V immediately inform maintenance and
testing staff for attending problem.
ii) Inform CPCC for reducing the load on lines/ICT emanating from S/S to enable hand
tripping of all the lines/ICT from remote end sub-station Inform to remote end S/S if
requires.
iii) Ensure chargers are in service.
iv) Restoration of at least one battery set and restore the lines/ICT if tripping carried out
one by one in consultation with CPCC.

b) FAILURE OF BOTH 50 V BATTERY SETS


Same instruction as that of failure of 220 V set to be followed.
NOTE: In case of failure of only one battery set, entire load should be shifted on to the
healthy battery set.

d. SEQUENCE OF OPERATION FOR TAKING THE BATTERY / CHARGER INTO


SERVICE:

d.1 PTWs issued on Battery/ Charger must be cancelled.


d.2 Check the charger to be in FLOAT (charging) mode.
d.3 Check physically the Battery/Charger for any abnormality.
d.4 Check that the fuses of battery & charger switch are in circuit.
d.5 Ensure the close position switch 1C of Battery Bank.
d.6 Switch on the charger. The charger output voltage (in FLOAT mode) should be at its
rated value.
d.7 Close the DCDB bus coupler switch for connecting the Battery Bank to DCDB &
imposing load on battery bank. Ensure this by increase in current of the battery bank &
reduction in current of Battery charger of another DCDB.
d.8 Open the DCDB I & II Coupler switches of both DCDB-I and II, to isolate DCDB-I
and DCDB-II.
d.9 Connect the battery charger to DCDB by closing the Battery Charger switch . Ensure
this condition by decrease in current of Battery bank & increase in current of Battery
charger.
d.10 Ensure that the load on charger is within limits.

load on battery bank. Ensure this by increase in current of battery bank & decrease in
current of Battery charger of another DCDB.
d.8 Open the DCDB I & II Coupler switches of both DCDB-I and DCDB-II, to isolate
DCDB-I and DCDB-II.
d.9 Connect the battery charger to DCDB by closing the Battery Charger switch. Ensure
this condition by decrease in current of Battery bank & increase in current of Battery
charger.
d.10 Ensure that the load on charger is within limits.

Note- Separate DCDB system is provided for 765 KV System at Wardha S/s. The procedure
under section D is same applicable for 765 KV DCDB System.

E. LT SUPPLY SYSTEM

Main Components of LT supply system are:


1. Main Switch Board (MSB) Panel No.1A
2. AC Distribution Board (ACDB) Panel No.2A
3. Main Lighting Distribution Board (MLDB) Panel No.3A
4. Emergency Lighting Distribution Board (ELDB)

There are two supply for LT supply systems:

1. 11KV/ 415 V 630 KVA XMER HT supply: The 415 Volt AC auxiliary supply to
Substation power supply have been tapped from 11 KV Feeders originating from
MSEB Deoli Substation. The MSEB 11 KV Feeder have been terminated at H pole
structure outside the Substation premises. The CT, PT and energy meter which
belongs to MSEB has been installed at metering room at main gate to monitor
electricity consumption. One 630 KVA 33/0.415 KV Transformer located near
Control room Building, have been energized through 11 KV Cable from outgoing of
metering cubicle and output 415 V terminal connected to Main Switch Board (MSB)
Incomer-I housed in ACDB Room in control Room through underground cable .

2. Second source is taken through 33/0.415 KV , 800 KVA Transformer which is


connected to 33 KV tertiary of 400 KV ICT # 1. Presently 22 KV CT & PT
procurement is under progress .
This source shall be acting as standby source to 11 KV supply source and shall be
taken into service after problem in 11 KV feeder and DG set. Prior permission shall
be taken from SE , MSEDCL for taking 33 KV source into operation.

Following points should always be taken into consideration while operating LT supply
systems:

For MSB Panel No.1A following combination of operating conditions are possible:
1. Incomer-I & Bus coupler On & Incomer-II Off.
2. Incomer-II & Bus coupler On & Incomer-I Off
3. Incomer-I & II On & Bus coupler Off.

For ACDB Panel No.2A following combination of operating conditions are possible:
1. Incomer-I & Bus coupler On and Incomer-II & DG Incomer Off.
2. Incomer-II & Bus coupler On and Incomer-I & DG Incomer Off
3. Incomer-I & II On and Bus coupler & DG Incomer Off.
4. DG Incomer On and Incomer-I, Incomer-II and Bus coupler Off.

For MLDB Panel No.3A following combination of operating conditions are possible:
1. Incomer-I & Bus coupler On & Incomer-II Off.
2. Incomer-II & Bus coupler On & Incomer-I Off
3. Incomer-I & II On & Bus coupler Off.

Note- Separate ACDB system is provided for 765 KV System at Wardha S/s which is
being fed from 400 KV ACDB room.

For MLDB Panel No.3A following combination of operating conditions are possible:
1. Incomer-I & Bus coupler On & Incomer-II Off.
2. Incomer-II & Bus coupler On & Incomer-I Off
3. Incomer-I & II On & Bus coupler Off

For safer and easy operation point of view side , 765 KV ACDB is charged through
only one feeder from 1A panel from 400 KV ACDB room.

3 11 KV FEEDER BAY:

A) TO TAKE BOTH THE FEEDERS IN SERVICE:


i) Ensure that incomer-1 & incomer-2 for 630 KVA Transformer & 800 KVA are in open
condition
ii) Bus coupler between two MSEB feeders should be open.
ii) Incoming AB Switch of both the feeders are to be closed.
iv) Outgoing AB Switches to the respective feeder to be closed.

NOTE:“Bus coupler AB Switch should not be closed when incoming AB Switches of both feeders are closed”

4 SHUTDOWN ACTIVITIES

A) OUTAGE REQUIRED BY MSEB FOR 11KV FEEDER CONNECTED TO 630KVA


TRANSFORMER TO ISSUE NBFC

i) Check that ACB of Incomer at ACDB panel is open.


ii) Check the healthiness of the DG Set.
iii) Hand Trip the ACB of Incomer-1 (Main Switch Board) coming from 630KVA
Transformer and remove fuses & key of ACB of incomer -1 of MSB Panel & keep it in
your custody.
iv) The DG will starts automatically, If DG fails to start automatically then start the DG
manually from the panel of DG. Check the voltage & frequency of DG Set to 415V & 50
Hz respectively. Ensure there is No hunting or abnormality in DG Set
v) Then Hand Trip the ACB of Bus coupler of ACDB panel.
vi) The DG incomer at ACDB Panel will be closed automatically.
viii) Then close the ACB of Bus coupler of ACDB panel.
ix) Open incoming isolator/AB switch of the 11KV MSEB feeders on 11KV line side at
Local end as well as at DEOLI (MSEB S/S) end.

viii) Put “DO NOT OPERATE” board on the respective ACB / AB switches / Isolators etc.
If there is facility for locking of these devices then put lock on these & keep it in your
custody.
ix) Issue No Feed Back Permit (NBFC) to authorised person of MSEB.

5 FOR OUTAGE OF 630 KVA TRANSFORMER REQUIRED BY POWER GRID

i) Check that ACB of DG Incomer at ACDB panel is open.


ii) Check the healthiness of the DG Set.
iii) Hand Trip the ACB of Incomer-1 (Main Switch Board) coming from 630KVA
Transformer and remove fuses & key of ACB of incomer -1 of MSB Panel & keep it in
your custody.
iv) The DG will starts automatically, If DG fails to start automatically then start the DG
manually from the panel of DG. Check the voltage & frequency of DG Set to 415V & 50
Hz respectively. Ensure there is No hunting or abnormality in DG Set
v) Then Hand Trip the ACB of Bus coupler of ACDB panel.
vi) The DG incomer at ACDB Panel will be closed automatically.
x) Then close the ACB of Bus coupler of ACDB panel.
xi) Open incoming isolator/AB switch of the 11KV MSEB feeders on 11KV line side at
Local end as well as at DEOLI (MSEB S/S) end .
x) Put “DO NOT OPERATE” board on the respective ACB / AB switches / Isolators etc.
If there is facility for locking of these devices then put lock on these & keep it in your
custody.
ix) Ensure local Earthing of transformers using discharge rods
x) Issue permit to work (PTW) for 630KVA Transformer to authorised person of
POWERGRID.

 WHEN BUS COUPLER IS NOT IN SERVICE

1) When the ACB of bus coupler of MSB is ‘OFF’ and both ACB’s of the incomer-1 & 2 of
MSB are “ON”. It means there is separate supply for Bus section # 1 & 2 of MSB, Bus
section # 1 is charged by 630KVA & Bus section # 2 is charged by 800KVA transformers.
2) Hand Trip ACB of Incomer -1 of MSB.
3) Close the ACB of Bus coupler of MSB.
4) Close the ACB of Incomer -2 of MSB.

Note: At a time out of three CB’s (incomer-1 , incomer-2 and bus coupler) only two will be
in service.

5 FOR OUTAGE OF 800 KVA / Cable from ACDB to 800 KVA TRANSFORMER
REQUIRED BY POWER GRID

i) Trip 33 KV Breaker in switchyard.

ii) Open 33 KV Isolator in switchyard.
iii) Check incomer # 1 from 110 KV is OFF.
iv) Put DG set operation in Non auto mode
iii) Hand Trip the ACB of Incomer-2 (Main Switch Board) coming from 800KVA
Transformer.
iv) Rack out the incomer # 2 ACB.
v) Rack in the incomer # 1 ACB
vi) Take the load on Incomer # 1 .
vii) Then close the ACB of Bus coupler of ACDB panel
viii) Put “DO NOT OPERATE” board on the respective ACB / AB switches / Isolators
etc. If there is facility for locking of these devices then put lock on these & keep it
in your custody.
ix) Ensure local Earthing of transformers using discharge rods.
x) Issue permit to work (PTW) for 800KVA Transformer to authorised person of
POWERGRID.

4.0 D.G.SET:

4.1 STARTING PROCEDURE:

A) PRILIMINARY CHECKS: (INCOMER-I & II ACB are OPEN):


1) Check adequate HSD fuel available in the fuel tank
2) Check also for oil lubricating level
3) Check for water level in radiator.
4) Physically check for any fuel, lubricating oil and water leakage in the DG set.
5) Check for battery healthiness by checking the voltage (Voltage should be 24V), connection
of battery and battery charger is in trickle mode.
6) Check for no annunciation in the control panel of DG Set.
7) Open door shutter of the building for adequate and fast cooling of DG set.
8) No permit is pending on the set.

B) STARTING AND RUNNING OF DG SET:

Auto Starting / stopping of DG set:


As soon as the power supply fails then DG set starts automatically. If fails to start
automatically then start manually.Then ensure the tripping of ACB of Incomer -1 &
Incomer – 2 both of ACDB panel (Panel No.2A). Thereafter trip the BC of ACDB panel.
After tripping of BC the ACB of DG incomer will close automatically. Then close the BC
for extending DG power supply to rest of the ACDB panel feeders.

When the power supply restores, then Close the Incomer-1 of Main switch board (MSB).
As soon as the power supply is extended to either incomer-1 or incomer-2 of ACDB panel,
then ACB of DG incomer trips automatically & the corresponding ACB either incomer-1 /
incomer-2 of ACDB will close automatically. Then After a few minutes the DG set stops
automatically.

Check points during the running of DG set:


1) Ensure that generator picks up the speed to 1500 RPM i.e. Frequency to 50 Hz +3% and
Voltage to 415V+10V.
2) Ensure that sound of set is proper and no abnormal sound is coming.
3) Ensure there is no voltage or frequency hunting is observed in DG Set.
4) If above parameters are within limits, close circuit breaker of DG Set located in ACDB.
5) Again check frequency and voltage of DG Set. Values should be as mentioned in point no 2
above.
6) Record the engine oil pressure, Temperature of Engine and load current. These reading
should be checked on hourly basis till DG Set is running.

Note:

1) If load current is high or near to maximum load current, try to cut off some of the lighting
loads to bring the current to approx 90% of load current.
2) If oil temperature is reaching the above mentioned alarming limit, again check water level
in the radiator tank and ensure the availability.
3) If oil temperature is increasing, again check lubricating oil level.
4) If discrepancy is observed, inform maintenance incharge and substation incharge.

Note – Wardha S/s is having 02 nos of DG set. 250 KVA DG set commissioned in existing
400 KV ACDB system which works on Auto mode.
500 KVA DG set is commissioned with 765 KV ACDB system and is kept under non-Auto
mode.

F. FIRE FIGHTING SYSTEM:

Fire fighting system is basically divided into two main groups

A) PRESSURISATION SYSTEM:

1) Jockey Pump: 8.0 kg/cm2. pressure maintaining by Jockey pumps in hydrant pipeline.
Pump starts when water pressure in the hydrant pipeline comes down to 6.5 kg/cm2.
and stops at 8.0 kg/cm2.There are two sets of Jockey pump one kept in Auto Mode and
another should be kept in Manual Mode.
2) HVW (Electrical Operation): Used for maintaining adequate pressure in the system
pressure remains at 8 kg/cm2 +3%, HVW starts at 4.5 kg/cm2. and stops manually and
kept always in AUTO Mode.
3) HVW ( Engine Operation ): Used for maintaining adequate pressure in the system
System pressure remains at 8 kg/cm2 +3%, HVW starts at 3.5 kg/cm2 and stops
manually and kept always in AUTO Mode.

B) WATER SPRAY SYSTEM:

1) HYDRANT SYSTEM: Hydrant system works when water spray starts through any of
the hydrant outlet.

C) SHUT DOWN OF ONLY ONE HVW MOTOR:

1) Switch “OFF” the Motor of HVW motor pump from Main switch Board in control
room to be taken under shutdown, if it is in running condition.
2) Ensure other Diesel Engine operated HVW pump is kept in AUTO mode and in
healthy condition.
3) Hang display board “DO NOT SWITCH ON” at the feeder of HVSW motor at Main
Switch Board.
4) Close incoming valve from tank and out going valve to the hydrant pipe line.
5) Issue PTW on the HVSW Motor operated pump & Motor.

D) SHUT DOWN OF DIESAL ENGINE HVW PUMP :

1) Switch “OFF” the DIESAL ENGINE HVWS PUMP from control panel at fire fighting
room, if it is in running condition.

2) Ensure other Motor operated HVW Pump is kept in AUTO mode and in healthy
condition.
3) Isolate battery charger and battery by switch off from control panel at fire fighting
room.
4) Hang display board DO NOT SWITCH ON.
5) Close incoming valve from tank and out going valve to the hydrant pipe line.
6) Issue PTW on the compressor.

E) SHUT DOWN OF JOCKEY PUMP:

1) Switch “OFF” the respective Jockey pump


2) Close out going valve from jockey pump to hydrant pipeline.
4) Close incoming valve to Jockey pump.

F) SHUT DOWN OF HYDRANT SYSTEM

1) Close incoming valve from both the Jockey pumps.


2) Bring both Jockey pumps and both HVW motors to “MANUAL MODE”.
3) Close outlet valve from Water Tank.

G) OPERATING PROCEDURE FOR FIRE FIGHTING:

 HYDRANT SYSTEM:
1) Open the cap of nearby hydrant point. Take out the hose-pipe from the hydrant box.
2) Unroll the hose pipe and fix one end of the pipe to the hydrant point.
3) Hold other end of hose pipe firmly. Open the hydrant valve and start spraying the
point of fire.
4) Check water is coming with pressure, if not coming then check the following
a) Header pressure is available at 7.5 to 8.0 kg/ sq cm.
b) Check all the valves in between the discharge point and spray point are in open
condition.
c) Water is available in water storage tanks
5) After opening the hydrant discharge, hydrant motor pump (if AC supply is available)
/ Diesel Engine pump should start to maintain the pressure of water at Hydrant point.
If pump is not starting in AUTO MODE”, select “MANUAL MODE” and start the
pump on manual mode by operating push button. If still problem persists then call
maintenance Incharge.

 EMULSIFIER SYSTEM :
Emulsifier system normally works on “AUTO MODE”. It automatically works on
breaking of sensing bulb (on achieving 120oC). It is to be operated manually if sensing
line fails to operate automatically.
1) As soon as it fails to operate the system and it does not start automatically, break the
glass of local control panel (installed near to reactor/transformer). By this solenoid will
actuate and make deluge valve to operate and water will start sprinkling on the
reactor/Transformer.

2) Still if system does not start, open the detection line valve to drain out the detection
line water. By this deluge valve will operate and water will start sprinkling on the
reactor/Transformer.
3) Still if deluge valve is not operating, then open the by pass valve manually.

If water from sensing line is drained but still emulsifier does not start, then check for
the following:
a) Check all the valves in between the discharge point and spray point is open.
b) Emulsifier pump and Diesel engine are in ‘AUTO MODE’.
c) Water is available in water storage tanks.

H) GENERAL MONITORING OF FIRE FIGHTING SYSTEM

1) Water in both water storage tanks should be up to full level.


2) Check hydrant line pressure, Emulsifier line pressure and HP Tank pressure. Pressure in
all the lines should be 8.0 kg/sq.cm.
3) Check deluge valve pressure at all the reactors and transformers. It should be between
7.5 to 8.0 kg/sq.cm.
4) Check reading of timer of Jockey pump and compressor and subtract the reading of
same shift of last day and calculate running hours. If running is more than one hour in a
day inform maintenance incharge
5) Check battery voltage of Diesel engine.

G. AIR CONDITIONING PLANT:

There is split type of AC are provided in Control Rooms and in Kiosks window type.
Check the temperatures inside the kiosk.
Alarm is configured for 30 deg cel in SCADA.
If temperature crosses more than 30 deg cel, inform to Maintenance incharge.

VII OPERATION OF EVENT LOGGER AND DISTURBANCE RECORDER

A) EVENT LOGGER: The WARDHA substation is an Automation type of substation. The


micro-SCADA station HMI is having the facility for event logger function. All the
indications are incorporated in Micro-SCADA station HMI. At the time of any fault or
operation the sequence of events is recorded in Micro-SCADA station HMI. For the
purpose of fault analysis the same may be retrieved, printed & saved in soft copy as
well as in hard copy. There is facility to view the events for a particular period for a
particular purpose.

B) DISTURBANCE RECORDER

DR OF AREVA MAKE (MICOM-P442) : WARDHA substation is constructed based on


automation & remote operation. There are IEDs for protection & control functions. The
same IED is having functions of Disturbance Recorder (DR). All the defined disturbance
are recorded in IEDs & the same may be retrieved form a HMI PC having the appropriate
software i.e. PCM for AREVA make IEDs. This DR may be printed, saved in soft as well as
hard copy. Following type of IEDs are available at Wardha.

1. AREVA MAKE IED (i.e. P442)


2. GE MAKE IED (i.e.D60)
3. ABB MAKE REL 670
4. SIEMENS MAKE 7SA522
5. ABB/SIEMENS/AREVA make Transformer & Reactor Relays

VIII ACTION PLAN WHEN ANNUNCIATION/ALARM IS RECEIVED

A) CIRCUIT BREAKER ANUNCIATION

1) Breaker auto trip


i) Check whether the breaker has tripped.
ii) Check and note down other relay indications, if any.
iii) Ascertain the reason for operation of breaker from the D/R & E/L printout or list.
iv) If the indication appears, during the closing of the breaker, check up for the fulfilment
of closing interlocks.
v) Reset the indication by giving the trip command manually after informing remote end.

2) Breaker Fail Relay (BFR) or Local Breaker Back-up (LBB) function operated

This relay/ function block shall operate when the concerned breaker fails to trip, in
case of fault. The operation of this relay shall trip all the breakers connected to the bus, as well
as the remote end breaker of the line.
i) Check the flag / Station HMI indication of LBB protection relay / function Block.
ii) Check for the following relay indications :-
a) Operation of Gr. A and Gr. B for other breaker of the diameter.

b) Operation of bus bar trip relays of the concerned bus.
iii) Ensure the isolation of the faulty breaker. Check up whether all the breakers connected
to the bus bar are opened. Also confirm whether the remote end breaker of the feeder
for which the LBB has operated also tripped.
iv) Inform CPCC.
v) Inform maintenance staff for attending to the non opening of the breaker.

3) TRIP CKT. 1 AND 2 FAULTY

i) When the above window indication is received in station HMI, confirm whether trip
coil-1 or trip coil-2 ckt has become faulty from relay indications as below :
ii) a) For trip coil-1 circuit – 195R, 195 or 195 B.
b) For trip coil-2 circuit- 295 R, 295 Y or 295 B
i) Confirm/identify the breaker in which the TC-1 or TC-2 circuit , fault has occurred.
ii) Check for the a hydraulic operated & gas pressures of the breaker which also can cause
failure of trip circuit.
iii) If pressures are found normal, inform maintenance engineer for rectification.
iv) If TC-1 & TC-2 both is confirmed to be failed, breaker is to be isolated by making the
concerned bus dead AFTER APPROVAL FROM S/S INCHARGE AND CPCC.

4) BREAKER POLE DISCREPANCY

i) After confirmation of the breaker for which pole discrepancy has operated, physical
opening of all three poles is to be ascertained locally.
ii) If any of the poles of the breaker is not open, breaker should be immediately isolated
by making the concerned bus dead.
iii) Breaker having pole discrepancy shall not be charged until it is thoroughly
investigated & trouble is rectified.

5) CB OPERATION LOCKOUT

A) Hydraulic Operated CB.


i) Check for the hydraulic pressure & SF6 gas pressure locally. Ensure running of
compressor if hydraulic pressure is low, confirm availability of both DC sources in
breaker.

6) C.B. LOW HYDRAULIC / SF6 GAS PRESSURE ( Hydraulic operated breaker)


i) Check for the Hydraulic pressure (8 kg/cm2for 400 KV System ) & SF6 gas pressure (
for 400KV :7.5 kg/cm2 and for 220 KV: 6.8 kg/cm2) locally. Ensure running of
compressor if hydraulic pressure is low.

B) LINE PROTECTION SCHEMES ANNUNCIATIONS

1) Main 1/Main II Protection operated.

i) Confirm the tripping of line at both ends and note down the relay indications.
ii) Take out disturbance recorder & event logger printout & confirm the fault in the line & its
nature.
iii) Take the reading of the fault locator.
iv) Collect the remote end relay operations & fault locator reading and correlate with the relay
operations at both ends. Check for proper operation of relays at both end & for exact
location of fault. Also note PLCC counter advancement at both ends.
v) If any wrong operation / non-operation of relays is observed, testing engineer is to be
informed for rectification.
vi) An attempt may be made to test charge the line only once from the charging end, after
taking clearance from testing engineer and CPCC. In case of tripping again, line should be
declared as faulty.
vii) Inform the maintenance staff along with fault locator reading & involved phase. Request
them for patrolling the line & rectification.

2) Over voltage protection operated

i) Confirm the tripping of line at both ends & note down the relay indications.
ii) Check whether time delayed or instantaneous element has picked up.
iii) Check for the operation of over voltage function block.
iv) Take out the Disturbance Recorder & Event Logger printouts. Measure voltage magnitude
from D/R and confirm for the correct operation of over voltage relay.
v) In case of mal-operation of relay inform testing engineer for rectification.
vi) Note relay indications of remote end and also record PLCC counter advancements at both
ends.
vii) Line is to be charged after taking into consideration, the system voltage and clearance
from CPCC.

3) Carrier Channel I / II Fail.

i) Check for the supervision relay flag indication in Relay panel and LED indication in the
PLCC cabinets of carrier channel I / II. It can be confirmed which channel (out of the two)
has failed from the LED indication in PLCC cabinets.
ii) Check the faulty PLCC panel. If power supply MCB of the panel the same panel is found in
OFF condition same may be switched on. If it trips again, inform testing staff for
rectification.
iii) If PLCC panel at local end is found to be healthy, inform remote end for similar
checking/rectification.

4) DR Group-1( AREVA Make IED) / DR Group-II (GE Make IED) faulty
i) Check the healthiness of both IEDs for functioning of DR.
ii) If any problem is found inform testing staff for rectification.

5) Main I / Main II protection unhealthy / CVT fuse fail


i) Check for the supervision relays/ healthiness of IEDs for their operation.
ii) Inform testing staff for rectification.

6) Main I / II protection start.


i) Check for the relay flag / IED LED indication operation.
ii) Confirm from D/R & E/L print out whether some fault has occurred.
iii) Confirm from remote end S/S for any fault on the other section at their S/S.
iv) In case of wrong annunciation, inform testing staff for testing of the relay.

7) Fault locator faulty


i) Check for supervision relay flag indication.
ii) Inform testing staff for rectification.

8) Main 1/Main II inter trip carrier signal received.


i) Check for the relay flag operation.
ii) Check PLCC counter readings of local & remote end and any relay flag operation at remote
end.
iii) Analyse for correct operation of carrier inter trip signal.

C) DC FAILURE ANNUNCIATION
i) Check for the supervision relay 80 has operated.
ii) Check the fuses & restore dc supply.
iii) If fuse blows again inform testing engineer for rectification.

D.) Transformer /REACTOR PROTECTION ANNUNCIATIONS


1) Bus 1/II CVT fuse fail
i) Confirm the operation of fuse failure function of concerned IED.
ii) Inform maintenance staff to replace CVT fuse immediately.
iii) CVT supply may be changed over to another Bus by operating changeover relay.

3) Transformer Over fluxing


i) Confirm the operation of over fluxing function of IED. Note Voltage & frequency and
calculate V/f ratio & confirm with the relay setting.
ii) Check for any sudden changes of voltage & frequency from recorders.
iii) Inform CPCC for immediate action to restore normalcy.
iv) Constantly monitor Voltage & frequency till normalcy is restored.

4) Gr. A / Gr. B protection operated

i) Confirm the operation of 86A / 86B relay & opening of all the breakers of REACTOR.
ii) Note all the relay indications & inform CPCC.

iii) The Gr.-A / Gr.- B relay can be initiated by following protections.

5) Buchholz / Oil temp. high / Wdg. temp high / PRV-1/2 Alarm


Check for the relay operation on REACTOR panel & following action to be taken:

I) Buchholz Alarm: -
i) Check for any gas accumulation in Buchholz relay.
ii) Inform maintenance staff.
iii) If gas collection is found, REACTOR is to be isolated after getting clearance from
CPCC. The gases shall be analysed for fault. In case of presence of faulty gases,
REACTOR shall not be charged.
iv) In case the gas is not found in the Buchholz relay the reason for operation of relay is to
be investigated.
v) In case of air accumulation in Buchholz relay, the REACTOR can be charged after
releasing the air.

II) Oil temp. high alarm


i) Check actual oil temp. of REACTOR & compare with alarm temperature setting
provided.
ii) Inform maintenance staff for necessary action.
iii) In case temperature is found to be increasing abnormally obtain clearance from CPCC
& sub-station incharge for isolating the REACTOR.

III) Winding temp. high alarm


i) Check actual winding temp. of REACTOR & compare with alarm temperature setting
provided.
ii) Inform maintenance staff for necessary action.
iii) In case temperature is found to be increasing abnormally, obtain clearance from CPCC
& sub-station incharge for isolating the REACTOR.
iv) If necessary inform CPCC for reduction of load on REACTOR

IV) PRV-½ alarms: -

REACTOR should be isolated & will be charged only after rectification/complete
testing.

6) Cooler supply fail / Low oil level / Flow


a) Cooler supply fail :-
i) Physically confirm the failure of supply of fans.
ii) Inform maintenance staff for restoration.
iii) Monitor oil & winding temperature of REACTOR to keep within limits. If felt
necessary inform CPCC for reduction of load on REACTOR.
a) Low Oil level :
i) Check actual oil level of REACTOR & confirm correct operation of alarm. Inform
maintenance staff for topping up of oil if level is found low & attend leakage if any.
ii) In case heavy oil leakage is found obtain clearance from CPCC for tripping of
REACTOR.
c) Low oil flow:-
i) Due to low oil flow oil temp. of REACTOR may increase. Hence oil & wdg. Temp.
should be continuously monitored & kept within limits.
ii) Inform maintenance engineer for rectification.

E) BUS BAR PROTECTION ANNUNCIATION

1) Bus Bar protection operated


i) Check for relay operations of Bus protection IED (along with the zone and phase
information) & Trip relays of all connected breakers of faulty bus.
ii) Confirm the tripping of these breakers.
iii) Inform CPCC.
iv) Inform maintenance engineer for rectification.
v) In case of mal-operation of bus bar protection, inform testing staff to rectify the same.

2) Bus Bar protection indication / Trip ckt. Fail


i) Check for the operation of supervision relay.
ii) Inform testing staff for rectification.

3) Bus Zone- I/II/ Check zone Wire Faulty


i) Check for the Bus for which C.T. circuit supervision relay has operated.
ii) Arrange for checking the C.T. wiring of the operated Bus.

4) Bus Bar zone 1/II/Check zone Fault


i) Inform testing engineer for rectification of relay.
