Employee Development Programmes In Safety

(i) Safety Observation & Intervention

The safety Observation and Intervention can proactively prevent


Incidents and injuries through the monitoring, trending and
management of safe vs. Un-safe behaviours. It is a simplified
behavioural safety initiative to care for workers, instil in them safe
work practices and reduce the incidence of at –risk work behaviours.

Workshop Highlights:

- Awareness reg. workers psychology behind “at – risk” behaviours.

- Safety perception survey.

- Steps to implement Observation & Intervention –


Scan - - Act - - Follow up - - Evaluate.

- Creating a checklist for Observation & Intervention.


(ii) Participative Management on Safety

The rationale for involving employees directly in Industrial Safety and


Hazard Management Programmes is based on the fundamental that
“Front line workers have the most experience with how a task is
performed every day and can help identify hazards that others may
overlook”. Safety Committee is the best participative arrangement to
tap into this knowledge.

Workshop Highlights:

- How every employee can participate and contribute directly or


thru or as a Safety Committee member for better Management of
Plant’s Safety.

- How to enhance performance of Safety Committee.

- How Safety Committee members can generate awareness and on


the other hand gather more information reg. Hazards / Risks / Un-
safe Actions / Unsafe Conditions and Near – Miss Incidents.

(iii) Safety Inspection and Safety Survey

A safety inspection is a documented or formalised procedure that is


often carried by a safety specialist to identify potential hazards
whereas a safety survey is an organisations internal systematic
evaluation to check safe operations and practices.

This Workshop highlights:

- How to inspect physical conditions and work practices in a


workplace.

- How to prepare checklist prior to inspection.

- How to examine equipments and to ensure all the safeguards are


in their place.

- How to analyse whether any operation presents any hazard.

- How to conduct Surveys on regular basis to detect Unsafe


Conditions due to negligence, malpractices, short cuts, improper
storage, m/c wear & tear, fire hazards, no or improper use of PPEs,
etc.

(iv) Post Accident Management & Legal Implications

Post accident management depends on the advance preparation of


emergency response plans. The preparation is in accordance to worst
case scenario. Post accident legal implications start from reporting
reportable accidents to factory Inspectorate to penal actions for
contravention of provisions, as per Factory Act 1948 and other
statutes, to prevent any contravention.
This Workshop highlights:

- The key issues in preparedness planning and Post accident


implementation.

- Need of participation of all employees in Mock- Drills.

- Awareness regarding On-site and Off-site emergency Plans.

- Key elements in accident investigation & analysis report.

- Statutory reporting and compliances after an accident.

(v) Safety in Storage, Handling and Use of Chlorine and other


Hazardous Chemicals.

We’ve a bitter experience of MIC leakage at Bhopal so even a minor


leakage panics the employees and public at large. Several advance
engineering controls, PPEs and SOPs are developed to prevent
leakage and also to minimise harm.

The Workshop highlights:

- What is a Chemical Hazard & types of Hazardous Chemicals and


How, they are harmful?
- Important Provisions of “Manufacture, Storage, Import of
Hazardous Chemical Rules 1989”.

- Chemical & Physical properties of hazardous chemicals as per their


MSDS.

- Storage methods with detection alarms in case of emission &


leakage.

- Importance of strictly adhering to SOPs, Work instructions and use


of PPEs.

- Emergency response and evacuation plan in case of bulk leakage


or release.

(vi) Safety Management & Statutory Provisions

Safety is every body’s responsibility. There is an implied moral


obligation on an employer as well as on every employee to ensure
that all activities and the place of work remain safe always and there
are legislative monitoring and requirements, in the shape of
Provisions thru so many statutes respectively for all the industrial
activities, on how this is to be achieved.

The Workshop highlights:

- Defines how the organisation is set up to manage Risk.

- Key issues in the management system to identify risks and


implement suitable preventive and control measures.
- How to sustain effective & timely communication across all the
levels.

- Awareness regarding essential Statutory Provisions given in


important statutes like Factory Act 1948, SMPV(unfired) Rules
1981, MSIHC Rules 1989, Gas Cylinder Rules 2004, Petroleum
Rules 2002, Explosives Rules 2008, Boilers Act 1923 and their
amendments from time to time.
