PORNOGRAFIA VIOLENTA: CONSELHO DA EUROPA VAI ELABORAR

RELATÓRIO SOBRE PROPOSTA DE MENDES BOTA

O Bureau da Assembleia Parlamentar do Conselho da Europa decidiu hoje elaborar um

relatório na base da Proposta de Recomendação que o deputado Mendes Bota
apresentou na sessão de Janeiro último, subordinada ao título “Pornografia violenta:
uma ameaça à dignidade e aos direitos das mulheres”.

Mendes Bota pretende “que os 47 Estados membros do Conselho da Europa adoptem

medidas legislativas que tornem ilegal a produção, a comercialização e o consumo de
materiais pornográficos que explicitamente promovam a violência e a degradação das
mulheres, fazendo a glorificação da violação sexual, muitas vezes perpetrada por
vários homens, e que chega à simulação da morte das mulheres, havendo registo de
incidentes nos chamados “snuff vídeos”, em que as vítimas foram mortas na realidade.

Este tipo de pornografia violenta, em que as mulheres são apresentadas como objectos
disponíveis e trocáveis apenas para o prazer sexual dos homens, significa o ultrapassar
de todos os limites da desumanização das relações entre um homem e uma mulher.

É um verdadeiro atentado à dignidade e aos direitos das mulheres, que urge combater.
É um crime que não pode continuar impune. E há que atacá-lo na fonte de produção,
na intermediação e no destino final deste tipo de produtos abomináveis que nenhum ser
humano com um mínimo de decência deveria consumir.”

Mendes Bota é presidente da Comissão para a Igualdade de Oportunidades entre

Mulheres e Homens da Assembleia Parlamentar do Conselho da Europa, a comissão
que o Bureau encarregou de proceder à elaboração do relatório, que se prevê esteja
pronto daqui a seis meses para discussão e aprovação em plenário.

Violent pornography: a threat to women’s dignity and rights

Motion for a recommendation

1. Our society is becoming more and more exposed, almost everywhere, to images of
women emphasizing their sexual appearance: at the bus stop - on posters advertising anything
from perfume to underwear; in cafés and in shops - in magazines and newspapers (for example,
“page 3 girls” in tabloids), at home – in films, songs, videogames and on the internet.

2. What is new is the rise in explicitly violent pornography which is not only degrading for
women, but which is sadistic in nature - e.g. glorifying rape, often by several men (“gang bang”).
This violent pornography even sometimes goes so far as to simulate the killing of women – and
there are incidents of so-called “snuff videos”, where the women involved are killed in reality.

3. The wide and repeated exposure to violent pornography in which women are portrayed
as disposable and interchangeable objects existing only for the sexual pleasure of men has a
dehumanising effect, including a negative effect on the sexual relationships of women and men
in real life. For example, both (private) consensual sex and rapes are sometimes filmed on
mobile phones and put on the internet without the women’s knowledge or consent, violating the
victims’ right to privacy. Violent pornography thus not only poses a threat to women’s dignity,
but also to their rights – in particular, their right to live their lives free of sexual violence.

4. The Parliamentary Assembly recommends that the Committee of Ministers take the
appropriate steps against violent pornography to protect women’s rights and dignity.
