Enquiry for: Non-Comprehensive AMC for Package/Compact Sub-Station

1) AMC of 11 KV, 1500KVA Indoor 11/0, 433 KV ABB Make Package/ compact, Non-
Walk in type substation comprising of
 HT Switchgear :- 2 way, 11KV, 20KA/3 sec, SF 6 insulated non-extensible compact
switchgear consists of fixed manual load break switch and one no fixed manual vacuum
circuit breaker with self-powered series trip microprocessor based numerical over current
and earth fault relay (IDMTL + Inst.) for protection
 Transformer:- 1500 KVA, 11KV/433 V, Dyn 11, cast resin dry transformer with off
circuit Tap links of rating -5% to 5% @ 2.5% on HT site of the transformer.
 433 V, LT Indoor panel with copper/ Aluminum bus bar with fixed manual type 50 HZ,
50 KA, 4P ACB of ratings 2500 Amp, with microprocessor based O/C and E/F
protection.

 Cost to be quoted through: Physical Sealed Bid.

Detailed Description:
1. Period of Contract : 1st April 2017 to 31st March 2018
2. Quotation to be sent for: Yearly charges for Non-Comprehensive AMC for
Package/Compact Sub-Station
3. PLEASE NOTE that your quotation shall be in sealed envelope (Sealed with
adhesive tape). Also please mention enquiry number and date on the envelope and it
should be address to “Procurement department”.
4. Vendor Visit required: Service Provider will have to visit the site before sending
quotation.
5. Payment Terms: At the end of every 6 months.
6. Submission of Company profile, client list and last audited balance sheet is mandatory for
service providers intending to participate in bidding.

7. Documentation and Compliances related

 Service Provider should comply with and undertake to comply with all applicable laws
(State and/or Central Govt.) and/or any other law/regulation/rules/scheme including but
not limited to the Minimum Wages Act, Employees State Insurance Act, Provident Fund
and Miscellaneous Provision Act, Payment of Bonus Act, Payment of Wages Act,
Workmen’s Compensation Act, Industrial Disputes Act, as also any other order,
ordinances, notifications, rules, regulations, legislation or provision of or having the force
of law and all modifications thereto for time being in force, whether central state,
Municipal or otherwise, related or pertaining to the execution. And also responsible to
ensure payment to its personnel in accordance with the applicable laws in respect of
Minimum Wages Act, Provident Fund, ESIC, Privilege leave, National holidays,
Gratuity, House Rent Allowance and any other law, which may be enforced by an
enactment as prescribed /revised by Government and should be able to submit their ESIC,
PF, PT etc. challans.

8. Work related: Following service level parameters required to be followed by the


service provider.

 There will 4 preventive maintenance visits per year, in normal business hour (5 X 8).
Maintenance where the equipment will be thoroughly checked and tested. There will be
no limit on break down and emergency calls to be attended by the Service Provider for
which no additional charges will be paid by the company.

 The Service provider shall not be entitled to assign or sub contract to a 3rd party this
Contract or of any of its rights, duties or obligations hereunder without the prior written
consent from the Company.
 All engineers who will be attending calls should be very well trained and experienced.
Engineers should be having at least 3 to 4 years of experience in handling similar type of
Package/Compact Sub-Station.

9. Scope of Work under Preventive Maintenance for Package/Compact Sub-Station:

 The type of AMC will be non-comprehensive AMC where in the Consumables are
chargeable at actual by submitting bills for the same.
 If at all any consumables / part to be replaced, Service provider will inform Company’s
authorized personnel immediately. Upon confirmation from the Company’s the part will
be replaced immediately and preform invoice will be raised by the Contractor.
 Service provider will maintain a logbook/ equipment maintenance card of all the
observations.
 Service provider will submit maintenance reports to Company’s Admin Department
regarding the status of their Observations.
 The AMC charge is inclusive of the Conveyance, Salary or any other charges of the
Manpower deployed by the Contractor at Company’s site irrespective of the seniority
level of the Manpower. This will stand for entire tenure of the Contract period.
 Service provider’s manpower will be always backed up technically by contractors head
office consisting of Engineers and senior supervisors when the situation demands.
 Any complaint received by the service provider shall be attended to promptly at the
company’s premises where the equipment is installed.

10. Service supports in terms of response and up time

 Response 4 hrs. From the time of call logging on all working days.
 Resolution 12 hrs. From the time of call logging on all working days.
 Replacement of parts 24 hrs. From the time of call logging on all working days.
 In case of Major breakdown or replacement response time & resolution time to be
maximum 2 to 3 days.

11. Scope of Work:

 To carry out inspection of the said Package/Compact Sub-Station. To carry out minor
adjustments & repair if required. To give expert advice guidance to operator for the
proper maintenance & efficient working of Package/Compact Sub-Station.
 Replacement of any worn-out, defective parts and components from the spare stock
available with Company or provided by contractor at additional cost.
 All visits of service representative will be acknowledged by Company by signing the
service report.
 Service offered under this contract will be in accordance as given below.

Preventive Maintenance of Dry Type Transformer


 Opening, Cleaning of HV and LV covers.
 Cleaning of HV & LV Insulators, Tap Links, Core assembly
 Visual Inspection of all components
 Tightening of nut bolt of busbars, cables, mechanical components
 Checking of IR Value of HV & LV side
 Checking of winding resistance of HV side
 Re fitment of all -covers
 General up keep & misc. works

Annual Preventive Maintenance Of HT Compact Type RMU Breaker

 Removing covers of cable chambers


 Visual Inspection of Mechanisms & Insulator for any damages
 Cleaning of mechanism & cable leads & bushings
 Tightening of hardware & contacts as necessary
 Lubrication of mechanisms
 Checking of ONN OFF operation and Interlock
 Checking of IR value of RMU
 General up keep & miscellaneous works

Annual Preventive Maintenance of LT ACB Breaker

 Removing covers of panels


 Visual inspection of ACB and panel for any damages
 Cleaning of ACB mechanism & lubrication
 Cleaning Busbars, Cable leads & bushings
 Tightening of hardware & contacts as necessary
 Checking of ON OFF operation and Interlock
 Checking of IR value of ACB panel
 General up keep & Misc.works

Routine Inspection Visit of Substation

 Physical inspection of the equipment in the substation


 Inspection of cable leads
 Checking of any abnormality & reporting
 Checking the earth test values for all transformers
 Minor rectification if any.

Minor Breakdown Visit

 Attending the site as and when necessary & rectification on faults such as operational
 problems of breaker, Relay settings, indicators not operating etc.
 Providing Technical support for any operational difficulties and on various needs.

12. Contractor’s Obligations:

 Service Provider should have all valid licenses to carry services related to this contract.
 The Services provided hereunder shall be performed by Contractor in a professional
manner by qualified personnel, trained and skilled in the performance of the specific
services involved.
 Service Provider should comply all statutory compliance related to the employment of
visiting engineers/ staff.
 All required insurance for staff should be taken by the Service provider.
 Service Provider’s staff will not indulge themselves in to any activity which may cause
damage to any of the company property, ambiance, systems and structure etc.
 Service Provider to ensure 100% uptime of the systems maintained by them under this
contract.
