Chapter 1

THE PROBLEM AND ITS BACKGROUND

This chapter contains the purpose and background of the study, conceptual
framework, statement of the problem, its significance and assumption as well as
scope and limitation of the study and definition of terms.

Background of the Study

Since the early days humans stay in groups. They hunt, eat, celebrate and

die with their closed ones. They are eager to start their family that they find it secure

to be in group, hence, humans are called social animals.

Abraham Maslow's hierarchy of needs is a theory in psychology which

focuses on describing the stages of growth in humans. Maslow used the terms

"physiological", "safety", "belonging and love", "esteem", "self-actualization", and

"self-transcendence" to describe the pattern that human motivations generally

move through. Maslow's theory suggests that the most basic level of needs must

be met before the individual will strongly desire (or focus motivation upon) the

secondary or higher level needs.

Physiological needs are the physical requirements for human survival. If

these requirements are not met, the human body cannot function properly and will

ultimately fail.

Once a person's physiological needs are relatively satisfied, their safety

needs take precedence and dominate behavior. Next is the economic safety – due

to economic crisis and lack of work opportunities – these safety needs

manifest themselves in ways such as a preference for job security, grievance

procedures, savings accounts, insurance policies, disability accommodations, etc.

After physiological and safety needs are fulfilled, the third level of human

needs is interpersonal and involves feelings of belongingness. This need is

especially strong in childhood and it can override the need for safety as witnessed

in children who cling to abusive parents.

According to Maslow, humans need to feel a sense of belonging and

acceptance among social groups, regardless whether these groups are large or

small. This need for belonging may overcome the physiological and security

needs, depending on the strength of the peer pressure.

In considering human needs, study of human nature is never far behind.

If a person has been entangled in a difficult situation, they tend to adapt and cope

with the new situation they are in. This is normally where life goes on without any

sort of disturbances, the incentives to do something out of ordinary that does not

exist.

The Town of Teresa, a 2nd rating of the province of Rizal. Was founded in

the year 1853. According to the 2015 census, it has a total population of 57,755

people. The town is rapidly modernized as it now has commercial buildings and

stores such as Jolibee, McDonalds, Primark, etc that other towns of Rizal don’t

have. It is located in Luzon between the Municipalities of Antipolo and Morong.

Teresa was first named “Oroquieta” and was a barrio of the Municipality of

Morong. Its name was changed to “Santa Rosa” for being a non-independent town

in honor of the town’s patron saint, St. Rosa of Lima. People were forced by will so

then Santa Rosa was annexed to Antipolo leading between two towns to animosity.

However, most of the residents preferred to be under jurisdiction of Morong. As

time passes with unstable conditions, led militant leaders like Messra, San

Esteban, and others to clamor for the town’s independence. In 1877, a Spanish

lawyer named Don Mariano Rodriguez Candelaria assisted the people in

appealing to the Spanish Governor General for separate ownership for the town.

In 1900, the people agreed to change the name from Santa Rosa to “Teresa” in

honor of the Spanish Lawyer’s mother, Doña Teresa Candelaria.

1903, rebellion broke out, Teresa was once again annexed to the

Municipality of Antipolo. 1907, the people of the town moved again for the town’s

independence with the assistance of the Provinicial Governor, Eulogio Rodriguez,

Sr. However, this move was a failure due to political reasons.

With the help extended by Senator Rafael Palma, the independence of

Teresa was approved and declared by the Governor-General Charles E. Yeater on

January 1, 1919 through Executive Order No. 57 (Signed December 16, 1918).

Roberto de Jesus was appointed as the first “Municipal President”. As the town

functions independently, Teresa comprised three barrios at the time named: May-

iba, Pantay, and San Roque.

After three years of independence, the town acquired a municipal building

of its own on November 8, 1921, which was called the Presedencia. Paulino de la

Rosa was the second Municipal President of Teresa, Rizal. During his term, an

elementary school building was inaugurated and located in the barangay of Dalig.

In his honor, a portrait of him hangs proudly as the first grand entrance of the

Municipal building in Teresa, Rizal for all the works he had done.

Moving on, cement is a homogeneous product characterized by geographic

markets/industries. The way it is manufactured is basically resource-based with

cement plants located and found in or near limestone quarry areas. Cement has a

limited shelf time span and is characterized by relatively high transports and

handling costs. It is delivered by both land and water in all of Luzon, Visayas, and

Mindanao.

The article “Can Imports Discipline Collusive Firms?” also states:

“Due to the economic slumps in early 1970’s, cement firms pushed for

government regulation to prevent cut-throat competition. The Government

allocated supply, controlled prices and regulated entry in the industry.

However, in the absence of the necessary firm-level information to

efficiently perform these tasks, the government delegated the setting of

production quotas to the industry association.”

Historically, this also implied in the economic slumps of the manufacture

before. Republic Cement in Dulumbayan Teresa, Rizal owned by the ACRH Aboitiz

Company has made great histories over the past couple of years. The manufacture

was first named “La Farge” but when as others said, mostly the ones who works

there, they (the workers/employees) said that Aboitiz Company lost in a bidding.

Therefore, Aboitiz Company lost huge amounts of money that led the manufacture

in the brink of bankrupt (Not close to fully bankrupt). However, the company did

not frail in the chaos and did quick strategic actions in the manufacture’s

contingencies and so then the name “Republic Cement” takes the place of the old

name.

The corporation is composed of workers from different companies that are

partnered with like Hammerhead, Solid, etc. Some are from other places inside

Teresa that are only hired and did not came from said companies.

Republic Cement won and took home the Presidential Mineral Industry

Environmental Award-Platinum Achievement Award for the Quarry Operations at

the 64th Annual National Mine Safety and Environment Conference in Baguio City.

The honor that the manufacture received from the award came from companies

that exhibited high and outstanding position of reputations towards the

environment protection, safety and the health management and community

developments.

Aside from taking home the Platinum Achievement Award for Quarry

Operations, Republic Cement also took home the runner-up award for Safest

Quarry Operation. Therefore, the local Government of Teresa, Rizal, endorsed the

cement manufacture as the 2017 Miss Universe tour stop and was able to get

support from Miss Earth Candidates for the corporation’s safety and environmental

advocacies.

The purpose of this research is to know the impacts of Republic Cement

Corporation to the economic progress of Teresa, Rizal and how they have been in

unison with the objective of the national government in sustaining progress and

development of our country.

Republic Cement Corporation is known in the province of Rizal as one of

the biggest manufacturer of cement products and as it is strategistically located in

Teresa, Rizal, the opportunities and threats accompanied by the changes brought

by the company among the constituents and the community where it created huge

impact among the lives of its people and nearby town is the subject of this study.

Theoretical Framework

The study was anchored on Rubbins Burling’s theory called “Maximization

Theories and the Study of Economic Anthropology”. It states that Economics

comes along with religion, kinship, and all other subjects that makes up table of

contents of innumerable anthropological monographs that has confidently felt to

include acceptable definition of human behaviors when it comes to Economy.

7

Based on this theory, people communicate with each other well when they

speak of economic things such as the activities, motives and groups, even when

people fail to provide these explicit definitions when it comes to Economic. As

stated above again by Mr. Robbins Burling, Economics is said that deals with

material things to every man’s existence, economically.

Conceptual Framewok

The Conceptual Framework of this research is based on the System

Approach by Coombs which the three phases are the input, process and output.

The Input phase compose of Questionnaire checklist that contains

characteristics of the proposed questions for the study “The Social and Economic

Impact of Republic Cement Company as Influential Factor in the Development of

the Town of Teresa, Province of Rizal”.

The Process phase contains survey/interview, interpretation and document

analysis about “The Social and Economic Impact of Republic Cement Company

as Influential Factor in the Development of the Town of Teresa, Province of Rizal”.

Finally, the Output phase contains the outcome of the research which is to

determine “The Social and Economic Impact of Republic Cement Cement

RESEARCH METHODOLOGY

This chapter presents the various methods and sources of the data

gathered for the development of the study. Specifically, it includes the research

design, setting and subject of the study, source of data, and statistical treatment

necessary to top the study.

Research Design

The researchers made use of descriptive method (utilizing researchers-

made questionnaire checklist). The descriptive were used to attain the desired

design and evaluation of the social and economic impact of Republic Cement

Company as Influential Factor in the Development of the Town of Teresa, Province

of Rizal.

Descriptive research is a research based on the systematic description of

facts about the project design.

Descriptive method is something more and beyond just data gathering the

tabulating method about prevailing conditions, process, trends and cause-effect

relationship and then making adequate and accurate interpretation about such

data with or without the I.D of statistical method according to Bitara et.al.

The principal aim of employing this method is to describe the nature of a

situation as it exists at the time of the study and to explore the causes of a particular

phenomena according to Travers et.al.

It is considered descriptive study as an appropriate method to be employed

to the present study since the primary aim is to describe and determine the impacts

of Republic Cement Corporation to know if these impacts affects the development

of Teresa, Rizal positively or negatively.

Moreover, in determining “The social and economic impacts of Republic

Cement Company as Influential factor to the Development of the town of Teresa,

province of Rizal”, the researchers made a questionnaire checklist for data

gathering to determine the study.

Setting of the Study

The Study was conducted at Teresa National High School (TNHS)-SHS in

Teresa, Rizal. Teresa National High School was founded in 1995 at F. Changco

Street Dulumbayan Teresa, Rizal. On June 13, 2014 Teresa National High School

has an expansion by adding an annex campus in Bagumbayan Teresa, Rizal

during the term of Ronald Rio Principal III. Until it became the main campus for

Junior High School in 2017 during the term of Amihan R. Fenis Principal III and the

campus in Dulumbayan became Senior High School.

In 2016, there were only two (2) tracks offered by the school. The Academic

track which includes Accountancy, Business and Management (ABM) and

Humanities and Social Sciences (HUMMS) strand. The Technical-Vocational track

Industrial Strand that includes Electrical Installation and Maintainance and Home
