Chapter 1 – General Information

1.1. Introduction

Tambler Tower/Navaids Facility is an Air Navigation Facility (ANF) under the Air Navigation Service
which is mandated to operate and establish a Communications facility and Navigational Aids facility
at General Santos City International Airport, commonly known as Tambler International Airport.

The Tambler Tower/Navaids facility provides the following Services:

1.1.1. Communication Services

Used by air traffic services, that is, air traffic control tower (ATCT), for their control,
coordination and flight briefing to airline pilots as well as other stakeholders.

1.1.2. Navigation Services

Radio and Visual aids are available during the aircrafts en-route, approach and landing phase.
Radio navigational aids such as DVOR, DME and ILS are on operation to ensure safe and
reliable flight to aircrafts. Visual navigational aids are likewise available to aircrafts such as
approach lights, runway lights, PAPI (Precision Approach Path Indicator) lights, etc., whether
in good or inclement weather situations.

1.1.3. Meteorological Services

Weather information and condition within the aerodrome are continuously collected.

1.1.4. Maintenance

Competent CNSSO and ALPT personnel are on watch 24 hours to assure equipment
operational standards are met. Preventive and corrective maintenance activities are carried
out in accordance to equipment manuals and ICAO standards and recommended practices.

In order to gauge the safety and efficiency of these services compliance to the regulatory
performance/requirements is imperative. Thereby, this operations manual is promulgated in
adherence to practices and activities required.

1.2. Objective

1.2.1. This manual is designed to establish procedures and practices relative to the operation and
maintenance of CNS Services/Air Navigation Facilities in conformance to the provisions stated
in the Civil Aviation Regulations for Air Navigation Service (CAR-ANS).

1.2.2. This manual shall serve as reference document concerning ANS regulations, policies and
procedures including standards and recommended practices based on CAR-ANS.

1.3. Scope of Application

1.3.1. This manual shall be primarily used by all Tambler Tower/Navaids Facility ANS personnel in
carrying-out their respective Duties and Responsibilities.

1.3.2. These policies shall be followed by the Tambler Tower/Navaids Facility ANS personnel in the
conduct of their tour of duty, including operation, safety and maintenance activities.

1.4. Availability of this Manual

1.4.1. The official version of this Tambler Tower/Navaids Facility Manual shall be available at the
facility.

1.4.2. All other copies of this manual, whether digital or hard copy, are considered “Uncontrolled”.

1.5. Compliance With This Manual

1.5.1. Each assigned user must comply with policies and procedures provided in this manual.

1.5.2. Should the user identify any policy or procedure that might not be consistent with CAAP
requirements, that information should immediately be communicated to their assigned
supervisor/ FIC.

1.6. Ownership and Maintenance of this manual

1.6.1. This manual and its contents are owned and are intended for use only at Tambler
Tower/Navaids facility.

1.6.2. Tambler Tower/Navaids Facility personnel are not required to maintain a printed copy of this
manual.

1.6.3. For personal, but “un-official” reference, personnel are authorized, for training and day-today
reference, to—

1.6.3.1. Print an unofficial paper copy; and/or

1.6.3.2. Download the digital file for their personal computers.

1.6.4. Tambler Tower/Navaids Facility personnel are expected to use Tambler Tower/Navaids
Facility Operation Manual as maintained at the direction of the Facility in-Charge.

1.6.5. Any printed or digital copy must be relinquished to the appropriate Personnel in the event of
the user’s retirement, termination, and transfer or contract termination.

1.7. Formats Used In This Manual

The following formatting standards shall be used throughout the Manual

1.7.1. Cover. Hardbound, 3 Holes, Black

1.7.2. Font Type and Size.

1.7.2.1. Chapter Titles. Calibri, size 12, bold

1.7.2.2. Contents. Calibri, size 11, normal

1.7.3. Margins. Margins for Left, Top and Bottom – 1”. Margins on Right – 0.7”.

1.7.4. Paper Size. A4

1.7.5. Header.

1.7.5.1. Header Margin is 0.5”

1.7.5.2. Horizontal line is 0.66” to the right of the page and 0.09” below page

1.7.5.3. Logo location is 0.7” to the right of page and 0.3” below page

1.7.5.4. Logo size is 0.7” x 0.88”.

1.7.6. Footer.

1.7.6.1. Footer Margin is 0.5”

1.7.6.2. Horizontal line is 0.7” to the right of the page and 10.9” below page

1.8. Proposing Revision to this Manual

1.8.1. Suggestions For Revision Are Welcome. Refer to 1.9 of this manual.

1.8.2. The success of the CAAP policy and procedure implementation depends on employees and
other users bringing professional insights. The Tambler Tower/Navaids Facility Personnel
welcomes and encourages such communication to ensure that the company operates at peak
performance.

1.9. Suggesting Revision Content

1.9.1. Any user of this manual may propose changes to the manual text. These proposals should be
addressed to the Tambler Tower/Navaids Facility in-Charge.

1.9.2. The Tambler Tower/Navaids Facility in-Charge is responsible for the content of the text of this
manual and has the authority to revise the content as necessary to ensure proper guidance.

1.9.3. Tambler Tower/Navaids Facility in-Charge may delegate the authority to develop the content
of a revision to another Tambler Tower/Navaids Facility personnel, but does not delegate the
approval authority.

1.10. Changes In Contents of this Manual

1.10.1. When it is very difficult to execute air navigation facility services according to this Facility
Operations Manual due to geographical conditions or special circumstances, the FIC may
change or omit a part of this regulation with the approval of the Assistant Director
General/Officer-In-Charge of ANS through appropriate channels.

1.10.2. Inserting Revision to This Manual

How this document will change in the future will be dependent on the type of revision.
There are two primary methods of revising the text of this manual.

1.10.2.1. Formal Manual Revision. These revisions will include updating of the list of
effective pages, table of contents and index and include the insertion of the
revision will be recorded by the user in the Record of Revisions.

1.10.2.2. Supervisory Revision. “Supervisory” revisions may be issued by ANS management


as necessary to make simple changes to policy and procedure.

1.10.3. Recording Revision

1.10.3.1. To indicate inclusion of a revision, effective date of the revision will appear after
the appropriate revision number on the Record of Revisions page located in the
front of the manual.

1.11. Agreements

1.11.1. If necessary, in order to manage the air navigation facilities, the FIC can initiate
Memorandum of Agreement (MOA), Letter of Agreement (LOA) or Memorandum of
Understanding (MOU) with the other FICs for smooth coordination and delegation of
responsibilities.

1.11.2. Consistent with the effectivity and validity of rules and regulations, the FIC must obtain the
approval of the Assistant Director General/Officer-In-Charge through channels before he
concludes, revises or abolishes such agreements.

1.11.3. Upon recommendation of ADG/OIC ANS and approval of the Director General, any
amendment or revision of this Manual is valid and effective.
