Officer with Central Zoo Authority, conflict of interest as joined as Project Director with
Reliance Foundation.
Greetings,
Kindly refer to the CZA letter No. 20-1/2019-CZA (PKR)/258/2019 dated 14-2-2019, through
which CZA granted Establishment approval with certain conditions to Green Zoological Rescue
and Rehabilitation Kingdom of Reliance Foundation., whereas concerned dealing officials of
CZA Brij Kishor Gupta, Evaluation & Monitoring Officer, resigned after issuing said approval
dated 14-2-2019, invited conflict of interest, his integrity became doubtful, because:
1. Brij Kishor Gupta, Evaluation & Monitoring Officer with Central Zoo Authority, conflict
of interest as joined as Project Director with Reliance Foundation, how he played with
the system?
2. Application under RTI, bearing No. CZAUT/R/2019/50034 and then appeal No.
CZAUT/A/2019/60004, their point 11 invited attention that Brij Kishor Gupta breached
his seniors trust, misguided with false report to safe guard the interest of Reliance
Foundation.
Hence, at the level of Brij Kishor Gupta, Evaluation & Monitoring Officer, all rules &
regulations of CZA, surrendered before Reliance Foundation, immediately invited to:
Whereas 90 species of fauna including exotic species, in which some species as Cheetah extinct
from India, special project for reintroduction of Cheetah was approved but not concluded due to
some feasibility, keeping in view rejections, it’s not possible to accept proposal, besides it
proposed animals were already purchased, which is not acceptable, illegal as well.
It would be pertinent to mention here that Hippo, Giraffe, Kangaroo, African lion, elephant etc,
from serial No. 65 to 90, not feasible to import due to Convention on International Trade in
Endangered Species along with Red list of International Union for Conservation of Nature read
with clearance in compliance to import Quarantine health rules of the Government of India &
Directorate General of Foreign Trade (DGFT), these provisions ignored while observations of
the Expert Group on Zoo Designing of the CZA communicated vide letter F. No. 20-1/2019-
CZA (PKR)/227/2019 dated 14-2-2019 along with CWLW of Gujarat letter No.
WLP/T.26/B/9428-30/2018-19 dated 23-1-2019; hence proposal was not feasible, needs
immediate rejection, all animals in their custody needs confiscation, legal actions as well,
whereas domesticated Yak is not possible to display for educational purpose in India,
communication with AWBI attached here with as ready references.

Mrs. Sukanya Berwal, Commissioner of Education, Scouts & Guides for Animals & Birds, reported
that all exotic species, proposed by Green Zoological Rescue and Rehabilitation Kingdom of
Reliance Foundation, which are been accepted by CZA letter No. 20-1/2019-CZA (PKR)/258/2019
dated 14-2-2019 without NOC from Red list of IUCN, CITES, National Tiger Conservation
Authority / Project Tiger, Consent of all Zoo from Indian & Abroad territories to exchange their
surplus animals, Directorate General of Foreign Trade, Wildlife Crime Control Bureau, National
Biodiversity Authority via State Biodiversity Board and BMC at Jamnagar, Animal Welfare Board
of India via Animal Welfare Division, Project Elephant of the Ministry via National Board for
Wildlife and Clearance of customs for Animal Quarantine in compliance to import Quarantine
health rules of the Government of India, hence supply me the status - copies of above said No
objections from each of every Departments as stated above:
1. List of exotic flora & fauna proposed by Green Zoological Rescue and Rehabilitation Kingdom of
Reliance Foundation.
2. List of species, proposed to import & No objections from Red list of IUCN & CITES
3. List of natural habitat of flora & fauna, propose to be import in India
4. Supply me all copies of No objections from National Tiger Conservation Authority / Project
Tiger, Consent of all Zoo from Indian & Abroad territories to exchange their surplus animals,
Directorate General of Foreign Trade, Wildlife Crime Control Bureau, National Biodiversity
Authority via State Biodiversity Board and BMC at Jamnagar, Animal Welfare Board of India via
Animal Welfare Division, Project Elephant of the Ministry via National Board for Wildlife and
Clearance of customs for Animal Quarantine in compliance to import Quarantine health rules of

5. Copies of observations of the Expert Group on Zoo Designing of the CZA communicated vide

No. WLP/T.26/B/9428-30/2018-19 dated 23-1-2019 along with noting sheets while processing all
concerned references & application of Green Zoological Rescue and Rehabilitation Kingdom of
Reliance Foundation for recognition to CZA
6. Role of Brij Kishor Gupta, Evaluation & Monitoring Officer with Central Zoo Authority, while
dealing of all references as stated above
7. Action taken reports on all complaints received related to Green Zoological Rescue and
Rehabilitation Kingdom
8. Rules & Regulations for wild animals trading including elephants. It is possible to purchase
elephants
9. Complete details about natural habitat of domesticated Yak with terms & conditions to display

Scouting for use of animals for educational purposes, exempted chapter V of the Prevention of Cruelty to
Animals Act, 1960 as per section 27 (b) but so called claimed to serve animals, people oppose
coexistence of domesticated animals with human beings, whereas AWBI mandate to prevent unnecessary
pain & sufferings, never prohibit use of animals, whereas AWBI never regulate their presence with
students for educational purposes, if AWBI failed to perform without visionary eye then Scouts & Guides
for Animals & Birds, regulate use of animals for educational as a active part, explaining their anatomy,
structure, shape & size with their natural habitats & eating habits, besides it nose roping - shoeing, a
tactics of petting allowed under section 11 (3) of the Prevention of Cruelty to Animals Act, 1960 but
chopping of feathers never explained cruelty against five freedoms.
Greens Zoological Rescue and Rehabilitation Kingdom under the establishment of Reliance at Jamnagar
functioning, details awaited as asked under RTI, if RIL took animal welfare projects in their hand then I
be happy to work with them without profit.

G.S.R. 619 (E). Whereas the High Court of Delhi in C.W.P No. 890/91 by its order dated 21st August,
1997 directed that the Central Government may take up the notification dated 2-3-1991 for consideration
afresh and take into consideration such material as may be available with it or it may choose to collect
through any of the authentic agencies or such other agency or committee of experts as it may choose to
appoint, Whereas in pursuance of the order of the Hon’ble High Court of Delhi, the Central Government
constituted a Committee under the Chairmanship of Additional Inspector General of Forests (Wildlife) to
have a fresh tool at the notification G S P No.252 dated 2-3-1991 in the light of the additional material
available with any authenticated agencies such other agency persons. Whereas the said Committee
submitted its report to the Central Government, Whereas the Central Government has taken into
consideration the report of the said Committee, Now, therefore, in exercise of the powers conferred by
section 22 of the Prevention of Cruelty of Animals Act, 1960 (59 of 1960), and in supersession of the
Notification of the Government of India in the erstwhile, Ministry of Environment and Forests G.S.R. No.
252 dated 2-3-1991 and G.S.R. No. 485 dated 7-8-1991, except as respects things done or omitted to be
done before such supersession, the Central Government hereby specifies that the following animals shall
not be exhibited on trained as a performing animals, with effect from the date of publication of this
notification, namely
1.Bears 2. Monkeys 3. Tigers 4.Panthers 5. Lions
