Layyah lying on the east bank of Indus River administratively declared as District in 1982 with 03 Tehsils i.e. Layyah, Karor Lal Eison and Choubara. It consists of 44 Union Councils and declared as poorest district of the Punjab province in 1998 census report. The total population of the District is 1.7 million and majority of population is ranked as plebeians with limited income resources. In general, average income of the household ranges between Rs.3000 to 3500. Agriculture and Live-stock are main sources of family income work either in the field as daily wage labor or as tenants. Main crops of the District are Sugarcane, Rice, Cotton and Wheat. It is important to mention that Tehsil Choubara is comprised totally of barren and sandy land while other two Tehsils are partially rain fed but on the target of Indus flood. Every year thousands of peoples of these Tehsils become effectees of flood with heavy losses to their crops and live-stock. In 2005, district Layyah have faced very terrible flood which affected thousands of families and turned them shelter and resource less. FLOOD SITUATION - JULY 2010 In the last week of July 2010, historically most terrible flood has been faced by the marginalized families of the District Layyah. This washed out their all assets and left them in a very miserable condition. Bloody flood have deadly affected every side of their life and displaced more than three hundred thousand inhabitants. Besides this direct loss to their resources, a number of Schools, Basic
Heath Units and Animal Dispensaries have been destroyed leaving them far away to these basic needs of life. School going children and women are directly suffering in the field of education and mother health respectively. In response to prevailing situation of flood affected areas of district Layyah, there is dire need to launch a perfect rehabilitation program so that miserable lives could be change into normal lives early as possible. Provision of shelters, education and health facilities are very necessary along with restoration of their financial resources i.e. Agriculture and Live-stock. Moreover, social viability, skill enhancement and visioning of natural resources are important areas to be addressed.
SUSTAINABLE LIVELIHOODS IN BARANI AREAS PROJECT (SLBAP)
SLBAP was designed to improve the life standard of poor community of 10 Barani Districts of Punjab, Layyah being one of them. In three Tehsil of Layyah Distt. 13 Union Councils were declared Barani and included in project area. For each U/C, Rs: 9 million were allocated to carry out development process with community participation. In this regard, 39 schemes were indicated and implemented. Unfortunately, out of 13 Barani U/C, 07 are badly affected by current flood; hence number of schemes are damaged including Roads, Water Courses and LTST centers. Beside this, work of some ongoing schemes and schemes to be started has been delayed. However, staff of SLBAP has taken active and admirable part in relief process and voluntarily worked with different organization. They got donations and delivered food, shelter and medicine to flood affected community.
