Subject: Corrupt - malpractices adopted by the Brij Kishor Gupta, Evaluation & Monitoring
Officer with Central Zoo Authority, conflict of interest as joined as Project Director with
Reliance Foundation: Greens Zoological Rescue and Rehabilitation Kingdom - CZA permission
be withdrawn, confiscating all wildlife - exotic species including Hippo & elephants.

Break criminal syndicate between CZA official became Project Director of the Greens
Zoological Rescue and Rehabilitation Kingdom, during process of the proposal, granting
establishment consent of CZA, same permission may kindly be withdrawn as proposal was
unjustified, confiscating all animals including Hippo & Elephants, violation of CZA terms &
conditions, establishing proper coordination between AWBI, CZA, NBWL with NTCA &
others.

Kindly refer to the CZA letter No. 20-1/2019-CZA (PKR)/258/2019 dated 14-2-2019, through
which CZA granted Establishment approval with certain conditions to Green Zoological Rescue
and Rehabilitation Kingdom of Reliance Foundation, keeping in view, Red List of IUCN with
CITES, it is impossible as NTCA communication, confirmed that Cheetah reintroduction was not
possible, were whereas concerned dealing officials of CZA Brij Kishor Gupta, Evaluation &
Monitoring Officer, resigned after issuing said approval dated 14-2-2019, invited conflict of
interest, his integrity became doubtful, because:

1. CITES, the Convention on International Trade in Endangered Species of Wild Fauna and
Flora, is an international agreement between Governments, CITES is a multilateral treaty
to protect endangered plants and animals. It was drafted as a result of a resolution
adopted in 1963 at a meeting of members of the International Union for Conservation of

Nature. The convention was opened for signature in 1973 and CITES entered into force
on 1 July 1975.
2. The IUCN Red List of Threatened Species, also known as the IUCN Red List or Red
Data List, founded in 1964, is the world's most comprehensive inventory of the global
conservation status of biological species. It uses a set of criteria to evaluate the extinction
risk of thousands of species and subspecies.
3. Brij Kishor Gupta, Evaluation & Monitoring Officer with Central Zoo Authority, conflict
of interest as joined as Project Director with Reliance Foundation, how he played with
the system?
4. Application under RTI, bearing No. CZAUT/R/2019/50034 and then appeal No.
CZAUT/A/2019/60004, their point 11 invited attention that Brij Kishor Gupta breached
his seniors trust, misguided with false report to safe guard the interest of Reliance
Foundation.

Hence, at the level of Brij Kishor Gupta, Evaluation & Monitoring Officer, all rules &
regulations of CZA, surrendered before Reliance Foundation, immediately invited to:

1. Suspend the Establishment approval of Green Zoological Rescue and Rehabilitation


Kingdom of Reliance Foundation as Brij Kishor Gupta, exchanged his seat from dealing
of CZA to Green Zoological Rescue and Rehabilitation Kingdom as its Project Director.
2. Green Zoological Rescue and Rehabilitation Kingdom, functioning without permission -
approval under section 38-H of the Wildlife Protection Act, 1972, besides it purchased all
animals including elephants, playing with laws of land as criminal conspiracy.
3. Green Zoological Rescue and Rehabilitation Kingdom, explaining all truth in its
proposal, submitted but all concerned Government officials surrendered their duties &
functions, to justifying proposal, which have major objections as 140 flora species with
following species of fauna claimed
“The proposed site has following fauna in and adjoining areas recorded by their
presence and indirect presence which included animal’s faecal materials, bones, skin,
feathers, animal call, pug marks, scales etc:

A). Mammals 7 species

B). Birds 46 species

C). Reptiles 6 species

D). Amphibians 2 species

E). Butterflies 10 species

F). Dragonflies 2 species

Whereas 90 species of fauna including exotic species, in which some species as Cheetah extinct
from India, special project for reintroduction of Cheetah was approved but not concluded due to
some feasibility, keeping in view rejections, it’s not possible to accept proposal, besides it
proposed animals were already purchased, which is not acceptable, illegal as well.

It would be pertinent to mention here that Cheetah, Hippo, Giraffe, Kangaroo, African lion,
elephant etc, from serial No. 65 to 90, not feasible to import due to Convention on International
Trade in Endangered Species along with Red list of International Union for Conservation of
Nature read with clearance in compliance to import Quarantine health rules of the Government
of India & Directorate General of Foreign Trade (DGFT), these provisions ignored while
observations of the Expert Group on Zoo Designing of the CZA communicated vide letter F. No.
20-1/2019-CZA (PKR)/227/2019 dated 14-2-2019 along with CWLW of Gujarat letter No.
WLP/T.26/B/9428-30/2018-19 dated 23-1-2019; hence proposal was not feasible, needs
immediate rejection, all animals in their custody needs confiscation, legal actions as well,
whereas domesticated Yak is not possible to display for educational purpose in India,
communication with AWBI attached here with as ready references along with communication
with CZA & NTCA (Govt. of India), related to introduction of Cheetah in India.
