1.0. PURPOSE
The purpose of this procedure is to summarize the numbering schemes applied to different types of
documents and drawings generated during the life cycle of Duqm Refinery Project.
CONTRACTOR shall apply to each document the numbering system as per COMPANY’s
requirement and CONTRACTOR’s Internal Document Numbering, all the details of documents
numbering are explained in the following sections. CONTRACTOR’s Internal Document Numbers is
included herein for COMPANY’s reference.
2.0. SCOPE
This procedure encompasses all controlled documentation applicable to Duqm Refinery Project
including technical documents, drawings and general documents issued by Petrofac International Ltd
and its vendors/subcontractors.
3.1. DEFINITIONS
VENDOR: All companies, firms, bodies, entities and partnerships providing Goods for
the project.
SUBCONTRACTOR: All companies, firms and partnerships to whom any part of the Work has
been subcontracted by CONTRACTOR.

Document Originator is responsible for ensuring that the document is numbered in accordance with
the requirements of this procedure.
Document Controller is responsible for accurately identifying the correct folder, where the issued
documents are stored.
Project Director has overall responsibility for ensuring the implementation of this procedure.
All project technical documents and drawings shall be numbered in accordance with this procedure.
Project document and drawing numbers shall not be duplicated under any circumstances.
If the numbering segment is alphabetical, and there is no expressly-intended value to fill the required
number of fields, leave blank space(s) except as otherwise specified in this procedure.
If the numbering segment is numeric, and there is no expressly-intended value to fill the required
number of fields, add a leading zero(s) except as otherwise specified in this procedure.
All project documents are to include a revision code and revision status in the appropriate space on
the title sheet as per the below table:
All documents (not drawings) that are revised at all revisions shall show changes and additional text
highlighted in yellow. The front page shall not include any yellow marking and/or text added to explain
what yellow marking means.
Drawing revisions shall be annotated with revision clouds. In addition, revision clouds shall be used to
identify any changes made to P&IDs subsequent to those used in the Preliminary HAZOP reviews.
For the changes made to the document but under same revision, the numeric sequence number shall
be used to differentiate the document revisions (e.g. A1, A2, A3…etc)
The Vendor document/Drawing revision shall start with O1, O2, O3... and after final approval by
PSJV it will be submitted in B1 (IFD) / R1/S1 (IFC) and Z1 (As-built) as per document nature.
The Subcontractor document/Drawing revisions shall start with O1, O2, O3... and after final approval by
PSJV/Company it will be submitted in B1 (IFD) / R1/S1 (IFC) and Z1 (As-built) as per document nature,
except for Engineering drawings for building subcontractors. For Engineering drawings from building
subcontractor internal revision shall be followed between subcontractor and contractor as O1A, O1B, R1A,
R1B..etc.
Sequence numbers for shared Units between EPC1 Contractor and EPC2 Contractor shall follow the
below reserved blocks of numbers.
Process Units EPC Contractor shall use 0001-0499
Offsite & Utilities EPC Contractor shall use 0500-0999
These documents include specifications, procedures, reports, design criteria, technical standards,
system descriptions, requisitions, non-deliverables, calculations and engineering lists which shall be
numbered according to the following convention.

OUF: Originating party of the document (Utilities & Offsite EPC Contractor)
TSD: Document type which can be selected from Appendix 1 in this procedure
E: Discipline Type (Electrical) which can be selected from Appendix 2 in this procedure
000: Unit Code which can be selected from Appendix 3 in this procedure, and for General documents
unit code shall be 000. In Case of any document which is applicable to multiple units, unit number
000(Common to all Units) shall be used.
123: This is the sequence number of the document which shall be from 001 to 999.

Notes:
- Datasheet sequence number shall match the equipment item tag sequence number.
- If the equipment is located within a train, the first digit of the 3 digit sequence number indicates
the train number. Units not arranged as trains will use “0” (zero) as the first digit of the sequence
number.
- Equipment Tag sequence numbers for Units split between EPC Contractors shall use the below
reserved blocks of numbers. See EPC Scope of Work documents for details of shared units.

999).
Instruments, Relief Valves, Control Valves (Modulating Services), Operated On/Off Valves
individual datasheets shall be numbered according to the following convention:

Notes:
8000 series tag number is for Incoming and Outgoing Battery Limit P&IDs
- If the instrument is associated with trained units, the first of the four digits in the sequence
number shall be used to differentiate, i.e. 1 = Train 1, 2 = Train 2, etc.
- For instrument data sheets with multiple tag numbers shown on the data sheet, use the
instrument type and MTAG for the instrument number.

Individual datasheets for Instruments, Relief Valves, Control Valves (Modulating Services),
Operated On/Off Valves shall be combined and issued as a binder of datasheets. The numbering

General Notes:
On receipt of the first issue of a Vendor Document, it will be allocated a unique Document
Sequence Number by the Document Management Group. This number must be clearly shown on
all subsequent issues of the document by the Vendor.
