CERTIFICATION RECORD:

The drilling rig is Desco Rig-30, also known as EMSCO GC-350T fitted with
B-127 drilling mast, previously with 290,000 lbs. static hook load as per
specification. The substructure and other various packages were modified
from its original design by Continental Emsco in 1981. This modification
includes the parallelogram type substructure and installation of the
drawworks on the drill floor.

Desco, prior to acquisition in 2004, got the services of Oilfield Equipment

Services (OES) based in Dubai, UAE to conduct Pre-Purchase Equipment
Audit in New Zealand and Post Purchase Equipment Audit which was
conducted here in the Philippines. Desco passed the audit. (Reference:
OES Report No.: 05-138R dated 12.04.05)

Desco, after passing the Post Purchase Equipment Audit conducted by

Oilfield Equipment Services (OES) then prepared the rig for load testing
to 270,000 lbs., This was carried out by Desco, Inc. after the Structural
Engineering Analysis has been performed by Loadmaster Derrick &
Equipment, Inc.. Actual load testing was witnessed by Unocal and 3rd
Party certifying body, ABS Consulting of Singapore, represented by Mr.
German L. Lastrella. ABS Load Test Certificate reference as follows:
