The
City
of
Franklin
is
updating
the
Comprehensive
Outdoor
Recreation
Plan.
This
plan
is
important
to
qualify
the

City
for
cost‐sharing
programs
that
assist
with
acquisition
and
development
of
park,
open
space,
and
outdoor

recreation
projects.

The
following
are
key
opportunities
to
tell
your
decision
makers
what
you
want
in
your

community.

at

in

Municipal
Court
Room.

Rick
Oliva

A
registered
Sex
Offender
was
recently
found
to
be
residing
in
the
10500
block
of
W.
Cortez
Circle.

He
was
taken

into
custody
for
a
warrant,
served
with
a
copy
of
our
residency
ordinance,
and
ordered
to
vacate
the
premises.

This

is
the
5th
Sex
Offender
that
has
been
kept
out
of
Franklin
in
2010
and
the
16th
since
the
ordinance
has
been
in
effect.


SOLDIER
FUNERAL
SERVICE


A
funeral
service
will
be
held
for
U.S.
Army
soldier
Thomas
Nagorski.

Spc.
Scott
Thomas
Nagorski,
27,
a
graduate
of

Franklin
High
School,
was
killed
in
Afghanistan
during
an
attack
by
insurgents
that
also
killed
four
other
soldiers
in

Kunar
province.

His
funeral
service
was
at
Max
Sass
Funeral
home
in
Franklin
on
Wednesday,
November
24,
2010.


Visitation
took
place
at
10:00
AM
with
a
service
at
12:00
noon.



EARLY
ALERT
WARNING
SIRENS


I
am
pleased
to
report
that
ears
have
not
gone
out
of
style!

After
decades
of
debate
and
citizen
petitions
requesting

tornado‐warning
sirens,
the
sirens
were
installed
on
Sunday,
November
21st.

It
could
take
30
days
for
the
electric

installation
by
WE
Energies.
The
sirens
are
expected
to
be
in
operation
by
the
end
of
the
year.
The
3rd
District
siren

is
located
at
the
south
end
of
the
Pleasant
View
School
playground.

FOODBORNE
ILLNESS


The
City
of
Franklin
Health
Department
has
been
working
with
the
State
investigating
an
outbreak
of
foodborne

illness
that
involved
as
many
as
20
residents
and
visitors
participating
in
a
wedding
reception
on
Nov
20th.








THE
2011
BUDGET

The
public
hearing
for
the
2011
budget
took
place
on
November
16th.

The
Council
voted
to
delay
the
addition
to
the

municipal
water
building.

The
property
tax
rate
is
set
at
$6.23,
a
1.92%
change.
The
impact
for
a
home
valued
at

$232,000
will
be
about
$19.
The
tax
levy
increased
2.6%.
However,
due
to
reassessments,
at
least
two
thirds
of

taxpayers
will
see
no
change
or
a
decrease
in
property
taxes.



There
is
no
perfect
solution
and
while
not
prefect,
this
is
a
realistic
budget
that
maintains
quality
services
at
a

reasonable
cost.
With
record
unemployment
and
foreclosure
rates,
everyone
across
the
system
is
feeling
powerless

in
the
face
of
a
changing
economy
and
the
expanding
impersonal
complexity
of
the
modern
world.
For
some,
there

is
a
disconnect
between
expectations
of
services
and
the
costs
to
provide
them.

It
is
easy
to
criticize.
The
fact
is

with
decreased
revenue
and
increased
cost
of
services,
either
we
cut
services
or
work
to
strike
a
balance.

When
our

tax
bills
arrive,
please
pay
attention
to
the
entire
bill
not
just
the
(24%)
City
tax
portion.

In
addition,
in
is
important

to
note
that
when
comparing
different
municipal
tax
rates,
many
communities
have
separate
charges
for
water,

sewer
and
garbage
pick
up.
Franklin
residents
receive
one
bill.
This
is
a
time
to
realize
that
we
are
in
this
together

and
must
pull
together.

Franklin
has
a
high
quality
of
life
and
the
2011
budget
is
a
good
compromise
to
maintain

the
services
expected
from
our
citizens.



COLLEGE
AVENUE

For
the
many
residents
who
have
been
endlessly
requesting
safe
pedestrian
access
along
the
County
owned
and

maintained
College
Avenue,
you
will
be
pleased
to
learn
the
resolution
in
support
of
pedestrian
access
passed

unanimously.

According
to
an
email
I
received
from
Jack
Takarian,
Director
of
Milwaukee
County
Transportation

and
Public
works,
Milwaukee
County
required
a
resolution
passed
by
the
City
of
Franklin,
City
of
Greenfield
and
or

Village
of
Greendale
in
order
for
pedestrian
access
to
receive
proper
funding,
and
further
if
Milwaukee
County
did

not
have
a
signed
resolution
by
January,
the
full
cost
if
desired
later
would
be
at
the
full
cost
of
the
local

municipality.





There
is
NO
QUESTION
College
Avenue
needs
repair.
However,
I
have
been
informed
the
County
is
designing
a
4‐
lane
cross
section
(Hwy)
to
accommodate
the
2035
speculated
traffic
count
of
more
than
14,000
cars
per
day.

You

should
be
aware
that
this
“2035”
design
will
double
the
size
of
the
roadway
all
the
way
to
51st
Street.
This
will

greatly
increase
the
construction
costs
and
require
the
purchase
of
additional
right‐of‐way
from
several
property

owners.

The
need
for
this
right‐of‐way
is
speculative
and
based
on
this
25‐year
traffic
projection.

In
these
difficult

economic
times,
and
with
the
fiscal
issues
facing
State,
County
and
local
budgets,
I
question
if
this
is
a
wise

expenditure.

Construction
of
a
smaller
cross‐section
that
accommodates
pedestrians
will
solve
the
most
pressing

problem
and
save
money
while
not
compromising
future
expansion
at
the
time
it
is
needed.



I
have
been
requesting
the
County
provide
public
input
on
the
project
but
it
has
yet
to
be
scheduled.

According
to

last
years
County
Capital
Improvement
Budget,
an
appropriation
of
$2,103,000,
including
$3,000
in
capitalized

interest,
was
budgeted
for
the
basic
planning,
design,
and
the
right‐of‐way
acquisition.
Financing
figures
listed

included
$1,680,000
in
Federal
funds,
$421,000
in
general
obligation
bonds,
and
$2,000
in
investment
earnings.

Given
the
amount
of
federal
tax
dollars
for
this
1.5‐mile
section
of
residential
road,
I
will
be
providing
updates
as

available
from
the
County.



27TH
WisDOT
PROJECT


WisDOT
held
a
series
of
public
meetings
on
the
construction
of
27th
Street.

The
latest
was
at
held
on
November
18th

at
St.
James
Church.
Elimination
of
access
points
along

(termed
access
management)
was
a
concern
of
many
in

attendance.

The
DOT
has
provided
to
the
City
the
set
of
plans,
which
were
on
display
at
the
November
18th

meeting.

City
staff
has
the
plan
on
display
in
the
Hearing
Room.

The
project
construction
will
extend
west
of
27th,

partially
down
roads
such
as
College,
Rawson
and
Drexel.

If
you
missed
the
meeting,
please
stop
in
to
review
the

available
plans
as
there
may
be
proposed
changes
to
your
property.

For
example,
the
plans
call
for
the
elimination

of
the
Mobil
station
at
the
intersection
of
27th
and
Rawson,
impacts
to
the
veterinarian
business
parking
lot
and

possible
changes
to
the
residential
area
retaining
wall.

soon
take
its
place.
The
ground
breaking
for
the

Dental
Associates
Clinic
at
6833
S.
27th
St.
was
held
on
November

approved

Business

in
the
multi‐tenant

Elements
Massage
is
no

longer
in
the
same
building
but
continues
its
business
at
various
locations
elsewhere
in
the
greater
Milwaukee
area.

Street,
near
Moondance
Café

in
the
former
location

of
Three
Cellars,
which
had
moved
some
time
ago
to
76th
Street.




 WALGREENS


Told
Development
received
approval
to
build
to
relocate
the
current
Walgreens
near
the
former
Sentry
Food
store.

The
new
location
will
be
in
the
approximate
address
at
7158
South
76th
Street
but
will
be
rebuilt
in
the
present

parking
lot
near
Chase
Bank.

This
will
allow
for
a
drive‐thru
pharmacy
not
currently
available
at
the
present

location.




 GOLDEN
CORRAL

Many
questions
are
asked
about
what
happened
to
the
approval
for
the
Golden
Corral
Restaurant
that
was
to
be

built
on
27th
near
Gander
Mountain.

The
City
Engineer
recently
informed
the
Plan
Commission
of
a
5‐year
no

compete
clause
in
the
development
agreement
with
Omega
Restaurant.
Last
word
was
it
is
anticipated
to
be
built

after
the
time
period
has
been
met.


OFFICIAL
HARLEY
DAVIDSON
CLOSURE


Notice
of
facility
closure
for
Harley
Davidson’s
Franklin
Distribution
Center
was
received
in
a
letter
dated
Nov
18th

to
Mayor
Tom
Taylor.

Final
closure
is
expected
to
be
Jan
16th,
2011.
Union
employees
affected
by
the
workforce

reduction
will
be
converted
to
“layoff
status”
with
many
employees
retaining
recall
rights.
Non‐union
employees

will
not
have
recall
rights.
Due
to
the
relevant
collective
bargaining
agreement,
some
employees
may
have

bumping/displacement
rights
at
other
Harley
Davidson
locations.
153
jobs
are
expected
to
be
impacted.



MOBIL
HOME
PARK


The
Franklin
Mobil
Home
Park
on
27th
Street
recently
received
a
welcomed
new
look
with
the
re‐paving
of
the

Park’s
private
drive.

The
owner
has
been
making
needed
improvements
in
the
past
year.

Not
long
ago,
a
letter
was

sent
to
the
WDNR
in
support
of
hooking
the
Park
up
to
city
water
and
that
had
been
in
progress.

During
the
DNR

review
process
changes
were
made
to
allow
upgrades
to
the
existing
well
system
bringing
the
system
up
to
current

WDNR
code.

This
was
made
mandatory
by
the
WDNR
after
the
system
was
compromised
this
past
summer
with
a

leaking
buried
pressure
tank.

Several
changes
and
repairs
appear
to
have
solved
the
unreliable
water
pressure.

According
to
the
project
manager,
currently
there
are
two
fiberglass
bladder
style
pressure
tanks
located
next
to

well
and
they
are
exposed
to
the
elements.
They
have
requested
approval
to
proceed
with
protection
methods
to

prevent
any
system
disruption
due
to
freezing.
