Nueva, 10th Floor San Antonio, TX 78205-3482 Re: Public Safety Radio System — Portable Fire Radios Dear Judge Wolff and Commissioners: ‘The purpose of this correspondence is to express the collective position of all Bexar County Emergency Service Districts regarding the Public Safety Radio System. As you are aware, we were very disappointed with the City of San Antonio’s selection of Dailey-Wells and their Harris products in 2018 for the Public Safety Radio System contract. Independent testing, surveys of fire department personnel and other analysis at the time overwhelmingly showed the Harris portable radios to be inferior to the Motorola portable radios. Our opinion then was that the Motorola portable radios were far superior in all aspects than the Harris portable radios. Our opinion has not changed. The Motorola portable radios remain a vastly superior product than the Harris portable radios, particularly in the area that is most important: reliability in high-hazard environments. As you know, reliability in these environments is critical to the safety of our First Responders and the citizens of Bexar County. The safety of our First Responders and of the citizens of Bexar County is the top concer of all of us. The Public Safety Radio System contract between the City of San Antonio and Dailey- Wells, as well as the associated Interlocal Agreement between the City of San Antonio, CPS and Bexar County, allow for the purchase and use of the best portable fire radio available. This ean be a Harris radio, Motorola radio or any other portable radio that operates on a P25-compliant system. On behalf of every Bexar County Emergency Service District, including our personnel and the citizens we are responsible for protecting, we respectfully request that Bexar County choose Motorola as the supplier and servicer of portable fire safety radios. We appreciate your cooperation and your desire to put the safety of our First Responders, as well as the citizens of Bexar County, as a top priority by selecting Motorola over Harris for all portable fire radios.
