I. INTRODUCTION
According to the DDB's 2015 National Household Survey, there were around 1.8
million drug users in the country wherein 38.36% of which are unemployed. As of Febru-
ary 2016, PDEA reported that 26.91% or 11,321 out of the country's 42,065 barangays
were "drug affected" (mostly in urban areas), A barangay is said to be drug-affected
when there is a proven existence of drug user, pusher, manufacturer, marijuana cultiva-
tor or other drug personalities regardless of number in the area. On record, NCR has the
highest rate of affectation with 92.96% of the region's barangays, followed by CALA-
BARZON at 49.28%. Based on PDEA's 2015 arrest data, methamphetamine hydrochlo-
ride or shabu (90%) reportedly tops the list of most abused illegal drugs, followed by ma-
rijuana and costly party drugs like cocaine and ecstasy. The afore-cited statistical data
is indicative of the worsening drug problem that has victimized mostly the underprivi-
leged and impoverished sector of the society. Although much has already been done
and accomplished in the national campaign to eradicate illegal drugs, yet the prob-
lem persists and it continues to breed social ills. Apparently, in the quest to go after high
level drug traffickers, the government seems to have overlooked the worsening drug
problem at the grassroots level. The archipelagic set-up of the Philippines is exploited by
traffickers to transport illegal drugs and controlled precursors and essential chemicals
into the country. The international and local airports and seaports, mail and parcel ser-
vices and the vast expanse of coastline are being utilized as entry and exit points.
There are (3) three transnational drug organizations operating in the Philippines,
namely: a. The Chinese or Filipino-Chinese drug syndicates dominate the drug market in
the country. They facilitate production, manufacturing and bulk smuggling of danger-
ous drugs in the country. These activities ensure the supply of drugs in the market. Their
activities are largely concentrated within their group, with the inclusion of very few and
well-selected locals; b. The African Drug Syndicate (ADS) is responsible for smuggling
drugs through the airports using drug couriers/swallowers; and c. The Mexican-Sinaloa
Drug Cartel is a new drug group operating in the Philippines. They associated with the
Chinese drug Group to penetrate the Philippine market.
What would be the purpose of the Double Barrel? With the Pronouncement of
President Rodrigo R. Duterte to get rid of illegal drugs during the first six months of his
term with the memorandum Circular (MC) No. 89 entitled "Implementation and Institu-
tionalization of the National Anti-Drug Plan of Action" dated December 17, 2015. This
Command Memorandum Circular sets forth the general guidelines, procedures and
tasks of police offices/units/stations in the conduct of the Philippine National Police
(PNP) Anti-Illegal Drugs Campaign Plan - PROJECT: "DOUBLE BARREL" in support to the
Barangay Drug Clearing Strategy of the government and the neutralization of illegal
drug personalities nationwide.
Oplan Double Barrel would be is the PNP’s campaign against high-value
drug targets, which resulted in killing of drug suspects. Also, is a practical and realistic
means of accelerating the drive against illegal drugs in affected barangay. This con-
cept involves the conduct of house to house visitation to persuade suspected illegal
drug personalities to stop their illegal activities. “TOKHANG” is from the bisaya words,
“totktok” and “hangyo” which mens to knok and to request. The lower barrel is to stop
their illegal activities. While project HVT is for the upper barrel, is the massive reinvigorat-
ed conduct of anti-illegal drugs operations targeting high profile illegal drug personali-
ties and drug syndicates.
II. DISCUSSION& ISSUES
With the pronouncement of his Excellency Rodrigo R. Duterte, President of the
Republic of the Philippines, to eradicate illegal drugs during the first (6) six months of his
Presidential term, the PNP is now concentrating its efforts in the fight against illegal
drugs. The PNP’s campaign plan Double Barrel aims to address these pressing concerns
through Project Tokhang ( Lower Barrel Approach) and the Project HVT ( Upper Barrel
Approach).
Despite the objectives of Double Barrel the PNP has once again become the
subject of the public scrutiny of human rights advocates, academe, congress, as well
as the local and international media due to the allegations of the relatives of drug per-
sonalities who claimed that those who died during armed confrontations are victims of
police abuses. The simultaneous conduct of police operations nationwide were appre-
ciated by the public in general. However, some sectors alleged that the operating units
have violated the rights of the accused. When such incidents, though mere allegations,
become apparent, all anti-illegal drugs efforts of the PNP and the whole administration
be considered ineffective and will not gain the peoples support because the allega-
tions that the police have resorted to shortcuts and unlawful operations.
III. Recommendation

On the basis of the conclusions, the following recommendations are offered:

1. Conduct seminars to all barangays to inform the public how Oplan Double Barrel
is conducted and includes the strategies so that the people will not be afraid in its im-
plementation, with the right dissemination of information regarding the oplan there is a
chance to influence and change the people’s perception and hopefully join in sup-
porting it.

2. PNP personnel should undergo training or seminars for proper approach of indi-
viduals regarding the Oplan Double Barrel, with this the PNP will avoid the commonly
mistake in apprehending persons subjected to. The trainings or seminars will boost the
confidence of the PNP personnel and will no longer be subjected in media for the mis-
takes of the police officers in their duty, which protects the image of the PNP Organiza-
tion.

3. We strongly suggest that the PNP Organization can also conduct the giving away
of advertisement like pamphlet, magazines, and so on, as a relevant sequence of giv-
ing the ideas and seek the cooperation of the public.

IV. Conclusion

In the light of the foregoing findings, the following conclusions are conceived:

1. A lot of people in different places commonly mistaken to the real objectives


of the Oplan Double Barrel. The perception of the public regarding this oplan
is to harm those individuals who use drugs and related syndicate, this actually
often come up through the influence of the media and other newspapers
causing the fear of the public in its implementation.

2. One of the problems the PNP organization if facing is the mistakes done by
the personnel in approaching or apprehending individuals which makes the
image of the PNP a bias organization, the public will look the police as the vi-
olators of the human rights instead of implementing laws.

3. A lot of people don’t support the Oplan Double Barrel, which makes it hard
for the PNP to have additional help and information about incidents of drugs.
The opportunity of the PNP to do their job is lessen without the cooperation of
the public.
