Message from Hon’ble Chief Minister
Housing and Urban Development Department has been at the forefront in driving the
implementation of effective strategies to bring in an urban transformational reform.
Intensive efforts have been made towards infrastructure development, technological
solutions and capacity building. The formulation of historic legislation – Land Rights
to Slum Dwellers, the successful implementation of Aahaar – affordable hygienic meal
for the urban poor and needy, Odisha bagging top three positions in three consecutive
years in AMRUT reforms, enhanced revenue base of urban local bodies, improved
management of public finances, pipe water supply coverage in Every Street of Every
Ward of Every ULB are some of the praiseworthy citizen-centric initiatives of Housing &
Urban Development Department.
I Compliment the Department and its partner organisations for their achievements as
the State gallops on the path towards this transformational journey. I am confident
that Odisha will continue to lead by example and will provide long-term inclusive and
sustenance models to facilitate replication across the country. This book is a reflection
of some of the key initiatives undertaken by the Department.

Message from Hon’ble Minister
Odisha is one of the fastest developing states in India. The state is also emerging as one of the most
favoured investment destinations in India. Infrastructure development that precedes and succeeds
economic development has direct bearing on the economic growth of the State & the quality of life
of its people. My Department has implemented number of initiatives to bring out a transformation
in the urban landscape of the state.
With consistent efforts from Team Urban Odisha at the Housing & Urban Development Department,
the State has been able to succeed in its path-breaking initiatives. The team has been proactively
contributing in various urban domains in time bound delivery of the initiatives, with continuous
support in implementation and effective monitoring. This collaboration has kept us ahead in
improving urban governance, increasing citizen- engagement, leading to inclusive growth and
sustainable development.
I commend my Team Urban Odisha at the Housing & Urban Development Department for their
untiring efforts in this transformational journey and also for bringing out a booklet to showcase the
Niranjan Pujari highlights of some of the accomplishments and activities.

Message from Chief Secretary
Odisha is one of the fastest growing States in India. In recent years, economic activities in Odisha
have surged in various sectors resulting in a high growth rate of the State GDP as compared
to the National growth rate. The rapid growth of urbanization has posed huge challenges for
infrastructure development of the state.
It is a matter of great pride that the Housing & Urban Development Department, has implemented
interventions with pro-poor and urban focus. The H&UD Department has been taking concrete
measures for efficient management & delivery of civic services like land rights to slum dwellers,
provision of affordable housing, safe drinking water, sanitation including solid waste management,
sewerage, roads, public transport, energy efficient street lighting and creation of livelihood
opportunities by accelerating economic growth in urban locations. All the interventions have
been implemented with ample people’s participation.
I am pleased to see that Odisha is steadily and surely heading towards an urban transformation.

Message from Secretary

Citizen Centric services & System improvements have been the focus of the
Department. Land Rights to Slum Dwellers, JAGA Mission to transform slums into
Liveable Habitats, Pipe Water Supply to cover all the streets & wards in all Urban
areas, Large Scale Creation of quality public space, AAHAAR, Dedicated Municipal
Cadres, Revenue Enhancements for Self Reliance of ULBs, e-Municipality, livelihood
promotion, Decentralized Faecal Sludge & Septage Management to prevent ground
water & River contaminations are a few to mention.
The outcomes of our interventions have been very encouraging and heartening
which gave us the desire to document them & bring out this booklet. The successes
encountered and the encouragements received in the course of this journey have
helped us to scale up & speed up the interventions.
