A. Primary Care Benefit (PCB) and Expanded Primary Care Benefit (EPCB) Packages:
PhilHealth is expanding its primary care benefit package to be known as PhilHealth Konsulta (PhilHealth
Konsultasyong Sulit at Tama) to cover all Filipinos and to ensure access to essential, preventive, promotive, and
curative services. This is in support of the Universal Health Care Act.
1. The PCB and EPCB Packages shall be transitioned into PhilHealth Konsulta package by CY 2020. As such,
all applications for PCB and EPCB accreditation (initial, renewal, re-accreditation) for CY 2020 shall not be
accepted pending issuance of the guidelines for the PhilHealth Konsulta package.
2. All PCB and EPCB providers and other interested public and private providers such as but not limited to
hospitals, infirmaries/primary care facilities, ambulatory surgical clinics, rural health units/centers and medical
out-patient clinics are advised to undertake self-assessment to evaluate their readiness in implementing the
PhilHealth Konsulta. The self-assessment tool for the proposed expanded primary care benefit for health
facilities can be obtained from, and submitted (once accomplished) to the nearest PhilHealth Office.
1. Currently accredited birthing homes, TB DOTS or two-in-one providers shall submit their applications for
accreditation for CY 2020 within the last quarter of 2019 up to January 31, 2020. Documentary requirements
to be submitted shall be based on PhilHealth Advisory 2019-0038, as applicable.
2. The accreditation fee shall be Php 1,500 regardless whether the facility is a sole package or 2-in-1 provider.
3. Currently accredited 3-in-1 (MCP, TB DOTS, PCB) providers may submit their application as two-in-one (MCP
and TB DOTS) only. They may also conduct self-assessment to assess their capability as a provider of the
PhilHealth Konsulta package and submit the requirements to the nearest PhilHealth Office, they shall no
longer pay an additional accreditation fee.
Incomplete applications shall not be accepted and shall be returned to the applicant for compliance.
