Preface

This report contains updated information regarding activity in the blocks


awarded since 2015 after passing of the Energy Reform in Mexico. It tries to
offer a quick reference of timelines and general information regarding the
operators of these blocks (except PEMEX) and their current activities, as well
as outlook into the next couple of years.

You will find a table of contents where you can click on the desired block or
area which will the automatically take you to the chosen segment. The index
is organized by bidding rounds and includes the operating company. At the
bottom of the document you will also find an index by company.

There is an executive summary after the table of contents that will give you a
quick glimpse on how the bidding rounds were organized and what the general
characteristics are for each one of them.

Finally, in each awarded area/block, you will find contact details, work
program and general information about the specific block. This document will
be updated on a regular basis.

Executive Summary
As part of Mexico’s Energy Reform to increase private and foreign investment in the Oil & Gas
industry, the National Hydrocarbons Commission (CNH) started in 2015 the licensing rounds for the
bidding of offshore exploration and production in areas and blocks located in the Gulf of Mexico. So
far, two rounds containing several bids have been completed and awarded. This document explains
how the areas have been awarded to each of the participating companies, which ones are involved
in what contractual area either, individually or as a consortium, description of the areas/blocks,
contractual commitments and current working plans from each operator. The offshore license
rounds have been divided as following:
 Round 1.1: 14 Shallow water areas covering a total of 4,222 km2 at the Southeast Basins.
This has been the most explored and with biggest percentage of accumulated production
province in Mexico. Out of the 14 areas, only two of them were actually awarded, the other
twelve were declined by the bidders. These awarded areas are located between 20 to 60km
away from the shores of Veracruz and Tabasco, and with water depths of up to 170m.
 Round 1.2: The second bid from license round one consisted in 5 shallow water areas
covering 278.5 km2 at the Marina Suroeste and Litoral Tabasco regions which are also part
of the Southeast Basins. The 3 awarded areas in this round are located at about 30 to 50 km
from the shores of Tabasco and Campeche and with water depths between 28 to 45m.
 Round 1.4: The fourth bid from the first licensing round belongs to 10 deep water blocks
covering a total area of 23,835 km2 and located at both Perdido Area and Saline Basin. Only
two blocks from these 10 were declined by bidders, the other eight awarded blocks are
located at about 120 to 280 km away from the shores of Tamaulipas and Veracruz with
water depths of 500 to 3,600m.
 Round 2.1: The bid consisted in 15 shallow water blocks covering a total of 8,909 km2 at the
oil provinces of Tampico Misantla, Veracruz and Southeast Basins. Ten blocks were awarded
out of the fifteen, these are located at 20 to 80km away from the shores of Veracruz,
Tabasco and Campeche with water depths of 30 to 500m.
 Round 2.4: The bid consisted in 29 contract areas covering a total area of 66,424.9 km2 at
the oil provinces of Perdido Fold Belt, Cordilleras mexicanas, Salina basin, Salina del bravo.
Nineteen blocks were awarded by CNH in July 2017 out of the twenty-ninth, these are
located at 40 to 60 miles from the cost of Tamaulipas, Veracruz and Tabasco. Nine of these
areas are located in the perdido fold belt, ten in the cordilleras Mexicana’s and ten more
are located in the Salina Basins Oil Provice
 Round 3.1: The bid consisted in 35 contract areas covering a total area of 26,042.9 km2
shallow water blocks at the oil provinces of Burgos Basins, Tampico-Misantla-Veracruz and
Southeast Basins Oil Provice. Sixteen blocks were awarded by CNH in March 2018 out of the
twenty-ninth, these are located in front of the coast of Tamaulipas, Nuevo León, Tabasco
and Campeche. Thirteen of these areas are located in the Burgos Basin, fourteen in the
Tampico-Misantla-Veracruz province and eight are located in the Southeast Basins Oil
Provice.
 Farmouts: There’s only one offshore farmout assigned, Trion Field, covering an area of
1,285km2 and located at the Perdido Area at around 180km away from the shores of
Tamaulipas with a water depth of up to 2,570m.

License Round 1.1 – Shallow Water
The first licensing round bid consisted in 14 shallow water areas covering a total of 4,222
km2 at the Southeast Basins. Out of the 14 areas, only two of them were actually awarded
by the CNH in September 2015, the other twelve were declined by the bidders. These
awarded areas are located between 20 to 60km away from the shores of Veracruz and
Tabasco, and with water depths of up to 170m.

These contracts are based on a shared production mechanism and have a duration of 30
years with two additional extensions of 5 years each. The national content required for the
evaluation period should be at least 13%, then 25% for the first year of development and
afterwards it should be increasing at a constant rate every year expecting to have a 35% at
2025.

Production reservoirs are estimated to be found mostly between lower Pliocene and lower
Miocene and some in fractured Cretaceous formations.

Work Program:

Talos Energy has “Pakal-1” as the only committed exploration well to be drilled at contractual area
no. 2. The drilling activities for this well are scheduled for 1Q 2019. Contractual commitments cover
also wells and special geophysics registry, pressure and fluid formation analysis, nucleus study and
sampling including special nucleus analysis, PVT tests, reprocessing and interpretation of seismic 3D;
the seismic reprocessing and interpretation. According to the provided seismic information, Talos
Energy estimates that reservoirs formations are located between lower Miocene and lower Pliocene.

October 30 2018, the consortium requested at CNH approve the modification of the percentages of
participation in the consortium to add Hokchi Energy (subsidiary of Pan American). The CNH approved
the modification at 47.5% Hokchi Energy, Sierra Blanca 22.5%, Talos 20% y Premier 10%.

November 2018, Talos presented his annual program and budget 2019. In the program, Talos
reported that it had identified prospects that were more attractive than its initial target of Pakal-1,
previously scheduled for drilling in 2018. The company will drill the exploration well in 2019. They
used 2018 to reprocess seismic data and conduct shallow geohazard and geotechnical studies, in
order to select a new drilling target.

February 25 2019, CNH authorize Hokchi Energy to drill the exploratory well Acan-1 EXP located at
14 kilometers of Coatzacoalcos coast. The well has prospective resources of 30.8 million barrels of
oil equivalent, mainly medium oil, with 22 API gravity. The drilling program will be from 5-11 of April.
For this program the consortium will hire a jack up owned by Borr drilling enterprise, with a drilling
capacity if 10,688 m and a maximum depth water of 107 m.

It is expected that the first barrels will be produced in 2020, reaching its production peak in that
same year. With a short-term investment of 320 million dollars.

Work Program:

For contractual area no. 7, Talos Energy has one committed exploration well, “Zama-1”, in which
drilling activities started in May 2017. As in area no. 2, contractual commitments include seismic
reprocessing, interpretation and the associated analysis and tests.

Zama-1 exploration well concluded drilling operations in July 2017, reaching a total depth of 4,109m.
Well results confirmed the 200m reservoirs width, with no penetration of an oil-water-contact. No
additional hydrocarbons were found at deeper formations. This was a very successful exploration
well, in which estimated reserves increased to between 1,400 to 2,000 MMboe at the upper Miocene
compared to the estimated 112MMboe at the bidding process. Talos finished drilling operations ahead
of schedule and under budget, suspending the well as a future producer. Currently the data gathered
from Zama-1 well is being analyzed and evaluated.

At the end of 2018 Talos began the appraisal of the Block 7, this process includes the drilling of two
wells along with a sidetrack and a well test. Mexico’s National Hydrocarbons Commission approved a
$325 million budget for appraisal drilling in September 2018. They will use the Ensco 8503 floating
drilling rig, also used to drill Zama 1.

Talos Energy began the drilling of the exploration well “Zama-2”. It well is located at the 2.1km north
of the “Zama-1” discovery well, with the aim of confirm the presence of oil reserves, reaching the top
of the Zama reservoir at a depth of approximately 3,279m. In addition, this well drilling will go 500m
under the basin to discover the exploratory area named “marte”. The appraisal confirmed that the
reservoir quality of the Zama-2 well was similar to that of Zama-1 and in line with the consortium’s
expectations, with a higher net-to-gross ratio of 73% compared to Zama-1’s 63%. About the Marte
reservoir they did not find any hydrocarbons.

Another exploratory well drilling will be done in the south part of zama-1: “Zama-3”. This well has
the purpose of delimiter the basin and gather geological information. The appraisal and drilling
program is expected to be complete by the end of 2019. They are expecting to start production in
2022.

September 21 2018, Talos and PEMEX signed a preliminary unification agreement in relation to certain
segments within the Amoca-Yaxcha-03 assigned to PEMEX in Round 0 and the block 7 (Zama). The
duration of this agreement is two years. The agreement allows to share information for the evaluation
of the extension of the Zama discovery.

Significant appraisal, engineering and design work will be required to move forward with the
development program of the field. Zama is planned to be developed with three production platforms.
Each platform installation will comprise a single jacket and topsides, and will be able to support
production rates of up to 100,000 barrels of oil per day.

Produced oil will be transported via a pipeline to Dos Bocas terminal located onshore, approximately
70km away from the project site.

The deadline to complete the minimum work program is September 4, 2019.

License Round 1.2 – Shallow Water
The second bid from license round 1, consisted in 5 shallow water areas located at about
30 to 50 km from the shores of Tabasco and Campeche and with water depths between 28
to 45m. These contractual areas cover 9 fields which were already discovered by Pemex,
including exploration work; therefore, these areas have to be evaluated with appraisal wells
for their development. The CNH assigned 3 out of the 5 areas in November 2015, the other
two were declined by the bidders.

These contracts are based on shared production mode and have a duration of 25 years with
two additional extensions of 5 years each. The national content required for the evaluation
period should be at least 17%, then 25% for the first year of development and it should be
increasing at a constant rate every year expecting to have a 35% at 2025. The appraisal
period is intended to last between 2 to 3 years to consequently start with the development
period.

Production reservoirs are estimated to be found at mid-Pliocene period for Areas 1 and 2;
and at the Jurassic period for Area 4.

Work Program:

For Area 1, which covers the Amoca, Mizton and Tecoalli fields, Eni committed to drill 4 wells. ENI
already finalized 5 well drilling: Amoca-2, Amoca-3DEL, Mizton-2, Tecoalli-2 and Amoca-4DEL. As per
drilling results, the two Amoca and the Mizton wells successfully confirmed that production reservoirs
are located at lower and mid-Pliocene, but most important, the estimated production was increased
to up to 1,000MMboe from Amoca field and 100MMboe for a total of 1,400MMboe from area 1, from
which at least the 90% is oil. Amoca-2 and Amoca-3 wells were drilled to up to 3,500m and 4,330m
respectively, this last one with a net pay oil of 410m with API 25-27o. API 28-33o was confirmed at
Mizton well.

Eni submited the Amoca development plan by December 2017. ENI completed and exceed the
minimum investment plan by 27.6%. Also, they completed all the geophysical studies and records,
MDT, core analysis, PVT tests, extended range production test / reprocessing and 3D seismic
interpretation.

The National Hydrocarbons Commission (CNH) reports a total of 412.5 million barrels of oil
equivalent in 2P reserves. ENI will start production of the Mitzón field in the first quarter of 2019,
with a production of 90 thousand barrels per day, with an investment of 7,496 million dollars in 22
years, according to its development plan. They will be the first time an FPSO will be used for
offshore production in Mexico.

65% interest and the operatorship of the Block 24. The new
blocks are closed to Area 1 block and, in the case of a successful exploration campaign they will allow
significant operational synergies.

Work Program:

Hokchi Energy completed its appraisal well campaign at early October with 5 wells, all located at
approximately 30km from shore. Well testing was through a small FPSO and offloaded to Pemex
infrastructure. The evaluation of the field and its reservoir potential finalized; part of the evaluation
estimates that production reservoirs are located at sands from Cenozoic Era. The appraisal confirmed
the existence of reserve for more than 187 million barrels of oil equivalent.

The deadline to complete the minimum work program was January 2018.

The development plan was presented to CNH on December 2017 and was approved on April 2018.
Hokchi Energy initiated execution at 2H 2018, its plan included:

Hokchi infrastructure will be independent from Pemex’s existing infrastructure.

According to its development plan, Hokchi will invest 2,500 million dollars in the next 25
years. The goal of producing is 147.8 million barrels of oil and 45.4 trillion cubic feet of
gas, with a production peak of 29 thousand barrels per day in 2021 and a minimum of 15
thousand barrels in 2040.

In the first stage, $800 million will be allocated for the construction of two production
platforms, laying of marine and land pipelines and the installation of an oil and gas
processing plant in Paraiso, Tabasco. The plant began construction in October 2018 (50%
of progress on February 2019). It will be used to treat oil, gas, water, water injection and
electricity generation.

Hokchi’s operating facilities are located in Paraiso (Dos Bocas Port), Tabasco.

Work Program:

Fieldwood Energy has completed the drilling of appraisal wells and is currently performing their
evaluation in both Ichalkil and Pokoch fields, it’s known that most of the production reservoirs are
located at limestones formations.

In January 2019, the CNH approved the proposed development plan. 7,572 million dollars will be
invested for the duration of the contract, which will be in force until 2041. The incorporation of
reserves reached 563.2 mmbpce (millions of barrels of crude oil equivalent), 7 times the volume of
reserves considered in the auction. It is expected to have a production peak of 104 thousand
barrels per day in 2026.

The development plan includes the drilling of 21 wells, plus one injector well for wastewater. It is
intended to recover 455 million barrels, and 567 million cubic feet of gas.
Bidding processes will be managed from Mexico and information will be published in Mexican
newspapers as well as company website.

Operating facilities are located in Ciudad del Carmen, Campeche.

License Round 1.4 – Deep Water
The fourth bid from the first licensing rounds correspond to 10 deep water blocks covering
a total area of 23,835 km2 located at both Fold Belt Area and Saline Basin. Only two blocks
from these 10 were declined by bidders, the other eight blocks were awarded by CNH in
March 2017, these are located at about 120 to 280 km away from the shores of Tamaulipas
and Veracruz with water depths ranging from 500 to 3,600m.

These contracts are based on a license mode and have a duration of 35 years with two
possible extensions of 10 and 5 years respectively, which should be requested as established
in contract. Exploration and appraisal period is intended to last 4 years with two additional
extensions of 3 years each. The national content required for the exploration is 3% for initial
period, 6% and 8% at first and second additional periods respectively; to 4% from the
moment that the development plan is approved until the start of regular commercial
production; and 10% from the beginning of the regular commercial production.

Production reservoirs of light and superlight oil are estimated to be found mostly between
Paleogene and Neogene for the Areas at Perdido; and from upper Jurassic to Neogene for
the Saline Basin Areas.

CNOOC presented in September 2017 the Area 1 exploration plan. April 2018, Mexico’s National
Hydrocarbons Commission has approved a plan by China’s CNOOC to drill two to four wells in the
Fold Belt Area. Exploration will start in early 2019. According to the exploration plan, they will
invest 289 million dollars in exploration work.

Area 1, from which the original coverage of 3D seismic data is 100% completed. Targeted super light
oil reservoirs are expected to be found at Paleogene containing sandstones with fine to medium
grains.

The company in 2019 will drill the Ameyali-1 well, which has a water depth of 1,450 meters and will
reach a depth of 4,700 meters, which would target upper Wilcox objectives that represent the best-
imaged structure to date on the blocks, CNH information. That could result in the incorporation of
reserves of up to 225 million barrels. If it is successful, the company will proceed to drill Ameyali-2
a delineation well, or if it does not succeed, the exploratory well Tlami-1 will be drilled. According to
CNOOC estimates, the block could contain reserves of up to 225 million barrels.

This project and Area 4 are handled by CNOOC International with its HQ in Beijing.
The deadline to complete the minimum work program is April 17, 2021.

Work Program:

Total has presented their exploration work plan to CNH, and it was approved on March 2018.

There was a contractual commitment to drill two wells, although first activities include seismic
processing. Original coverage of 3D seismic is 80% of the block’s surface, so additional seismic needs
to be acquired. The target reservoir is in the Paleogenic, containing sandstones from fine to coarse
grains. Other than the seismic processing at this time, there is no other immediate activities on the
horizon.

The 2,976-sq-km block is believed to contain some 1,440 billion barrels of oil equivalent in mostly
light and extra light crude as well as natural gas, according to energy ministry data

The four-year exploration plan for the block in the Perdido Fold Basin just south of the U.S.-Mexico
maritime border calls for drilling either one or two exploration wells in the block in 2019. The first is
drilling only Etzil-1 with a total depth of 7,000 meters. The second plan is to drill Etzil-1 and another
well at the end of 2020, each with a depth of 4,900 meters. The company committed 145 million
dollars for the drilling of the ultra-deepwater structure Etzil, this will be the first deepwater well.

Etzil’s exploration targets are the Oligocene and Wilcox, both proven plays in the region. This second
well would drill the untested Miocene horizon. Etzil is the most prolific structure identified in an
exploration program approved by CNH to date of blocks awarded at Mexico’s deepwater hydrocarbon
auction Round 1.4. Total and ExxonMobil has estimated it has 50% probability of holding as much as
2.7 billion barrels of oil equivalent of prospective resources. Incorporate as much as 916 million boe
from the 80 sq km structure.

Etzil is 100 km southwest of Pemex’s prolific Maximino-Nobilis deepwater project, which has 700
million boe of proven, probable and possible reserves of light oil and gas. The area is also 10 km east
of Vasto-1 and Melanocetus-1, two Ubicación
gas producing exploratory wells.

Work Program:

Chevron owns the rights from Perdido Fold Belt’s Area 3 exploration block. Only seismic information
is available and is currently being processed. Since reservoir’s formations are sub saline, processing
will take significant time, expecting to continue at least into next year. If results come out as
expected, a field development plan could include offshore work around year 2021.

There is no current drilling commitment and Chevron will probably wait until next year’s Mexican
presidential elections to decide path forward. Vendor management will be according to their internal
processes through their procurement area. All current operations are headed by their office in
Houston, Texas, and they plan to have no more than 5 people in Mexico in the short term.

Chevron presented the exploration plan on Agust 23 2017 and it was approved on March 02 2018.
According to the plan Chevron committed to execute 5 exploration studies and 8,000 km2 of 3D
seismic processing.

Chevron also have identified two potential exploration targets in Perdido, but CNH has not disclosed
their prospective resources. However, Chevron does not have a plan to drill at the moment.

Work Program:

CNOOC which is now looking for potential partners for this area, and as in Area 1, they presented in
September 2017 the exploration plan for Area 4, which was approved on April 24, 2018. There is only
one committed well to be drilled. 3D seismic data has been completed and acquired by CNOOC and
will send bidding document for rental of one drilling ship in the 1H of 2018 for one wild cat drilling
program. Target reservoirs are expected to be found between Paleogene and Neogene, also
containing sandstones with fine to medium grains. At this moment, only seismic data is being
processed.

Mexico's National Hydrocarbon Commission (CNH) on February 2019 approved the acquisition of a
30% stake in CNOOC's Block 4 in the potentially rich Perdido Fold Belt deepwater region by Malaysia's
PC Carigali.

CNOOC will drill Xakpun-1EXP in Q2 2019, which has over 320 million barrels of prospective resources
and an estimated geological success rate of 42%. If CNOOC is successful, the well would add 135
million barrels of light oil reserves to the area, the regulator said previously. With an investment of
172 million dollars.

Xakpun-1EXP has a water depth of 1,500 meters and a total depth of 5,500 meters. Its exploratory
target is 1,490 meters deep in theUbicación
Upper Wilcox formation. CNH said the play is a frontier and
technically complex block due to the presence of a large subsalt formation with a maximum thickness

This block presents potential opportunities in Neogene, Paleogene and fractured Cretaceous
reservoirs with mostly sandstones, but also some limestone lithology. There can be anything from
heavy to light oils and wet gas.

Work Program:

Murphy presented in September 2017 the exploration plan for Area 5, which was approved on May
14 2018. The exploratory plan consists of carrying out 11 exploratory studies, acquisition and seismic
processing of 5 km2 and drilling of one well. The plan included a proposed $90 million work
programme overall which would see the well drilled in about 750m of water some 120 km off Tabasco
state

They will be drilling to 2,000m to 3,000m depth, and will explore multiple plays in partial salt traps,
mostly sandstone, but also some limestone reservoirs on the southeast borders of the block.
Depending on seismic analysis results, they may expand their initial work to include one or two
additional exploration wells.

Their operational base will most probably be set up in the city of Villahermosa with access to sea in
the port of Dos Bocas. Neither have been set up as of yet. Contracting and supplier evaluation and
vetting will be handled initially through their Houston office, and follow their corporate guidelines,
however, local contractors, or contractors with local offices will always be preferred.

Reservoir conditions are similar to the ones in block 4, with Eugene and Fractured Cretaceous
Limestones. Heavy and light oils, as well as wet gas may be present.

Murphy will kick off drilling of its first prospect, Palenque, in the fourth quarter of 2019. The well is
set to be a first-of-its kind deep-water probe in the southern Salina del Istmo basin, which has been
a prolific producer in shallow waters but has seen little exploratory activity in deeper waters. It will
aim to target middle and lower Miocene objectives, with a total target depth of 4000 metres. If
successful could also opt to drill a delineation well, which would bring the investment closer to $158
million.

Murphy sees a mean pre-drill estimate for the prospect at 200 million barrels of oil equivalent with
500 million boe as an upside, with a net well cost to the company of about $15 million.

License Round 2.1 – Shallow Water
The first bid of the second licensing round consisted in 15 shallow water blocks covering a
total area of 8,909 km2 at the oil provinces of Tampico Misantla, Veracruz and Southeast
Basins. Ten blocks were awarded by CNH in March 2017 out of the fifteen, these are located
at 20 to 80km away from the shores of Veracruz, Tabasco and Campeche with water depths
of 30 to 500m.

The contracts of this round are based on shared production mode with a duration of 30
years with two possible extensions of 5 years each. Exploration and appraisal period is
intended to last 4 years with two additional extensions of 2 years each. The national content
required for the exploration period is 13% or 15%, for the evaluation period is 13% or 17%,
then 26% for the first year of development and afterwards it should be increasing at a
constant rate every year expecting to have a 35% at 2025 or 12% up to 17% (percentage
difference will depend on assigned block).

Production reservoirs are estimated to be found from upper Jurassic up to upper Pliocene.
Light oil is expected at these blocks as well as some heavy oil.

March 2018 the Area 2 exploration plan. In October 2018, CNH approved the work plan and

This contract was signed Sept 26, 2017. Ecopetrol presented in March 2018 the Area 6 exploration
plan, it was approved by CNH in November 2018. The contract includes commitment to drill one
well. Block 6 has 86% coverage of seismic data, which means there is still data to be acquired for

Ecopetrol acquired in 2018 more than 60,000 km of 2D seismic for the interpretation of the
Salina basin in the Gulf of Mexico.

This contract was signed Sept 25, 2017. Ecopetrol presented in March 2018 the Area 7 exploration
plan, it was approved by CNH in September 2018. The contract includes commitment to two well
drillings, acquisition of 3D NAZ RTM seismic, processing seismic information and pressure samples in
Pliocene and Miocene targets.

The operator will drill two exploratory wells (Yatzil-1 and Ixchel-1). Also, contemplates the existence
of an incremental scenario, which foresees the potential drilling of a third exploratory well (Ehecatl-
1) subject to the results obtained from the exploratory studies and seismic interpretation proposed
in the Exploration Plan. ENI will invest in area 7 a total of 110 million dollars, of which 70%
will be for the drilling of at least two exploratory wells.
ENI is also very active in other blocks, so their local operations are one of the most developed of the
new players in Mexico.

PEMEX in consortium with Ecopetrol signed at the end of September 2017 the contract for the
assigned Area 8 from license round 2.1. Currently reservoirs of light oil for this area are expected
between early Miocene to mid-Pliocene. Original coverage of 3D seismic data is 100% completed.

Pemex presented in March 2018 the Area 8 exploration plan, it was approved by CNH in October
2018. The contract includes commitment to perform exploratory studies, acquisition and processing
of 3D seismic and reprocessing. In case of positive results in the analysis of the seismic, the drilling
of an exploratory well called Pinacatl-1 and the reprocessing of 602km2 is considered, as well as

Work Program:

The block is about 50Km offshore with multiple attractive prospects in a variety of plays. This is a
production sharing contract. This contract was signed Sept 25, 2017. Cairn presented in March 2018
the Area 9 exploration plan, it was approved by CNH in November 2018. The details of the plan are
not public yet.

2018, the company opened an office in Mexico City and established a local team to work on programs
for the first two exploration wells on block 9. Cairn Energy expects to drill its first wells offshore
Mexico in the second half of 2019.

A rig tendering process has concluded. Cairn hired a Maersk Drilling semi-submersible drilling rig for
its drilling program offshore Mexico. Cairn will have four option wells to further extend the contract
for the 2009-built semi-submersible drilling unit, potentially keeping the rig busy till June 2020.
Estimated the dayrate of the drilling unit at around $150.000.

lock. For the drilling of Sáasken-1 the company estimates an investment of 51 million dollars.

Being one of the early movers in Mexico, their learning curve will be much shorter at this stage than
other players of this round, so we could potentially see the engaging in the offshore drilling campaign
as early as 2019. This block, combined with activity in the Amoca field of round 1.2 has ENI very
busy. They already have significant operations in the coastal area of Tabasco.

Work Program:

Lukoil signed the contract with CNH in late September 2017 of Area 12 from license round 2.1. This
exploration block lies north of the coast of Tabasco. The target reservoir is sandstone and
lies approx. 3.5 km below seabed. Contractual commitment is such that 1 exploration well
needs to be drilled, and is currently scheduled for mid-2019. Lukoil is especially interested in
understanding the “Norwegian offering” in Mexico. So far, operational support is coming from
Houston based personnel, but eventually, operations will be set up in Mexico, either in
Tabasco or Campeche states.

Lukoil presented in March 2018 the Area 12 exploration plan, it was approved by CNH in
September 2018. Exploratory plan activities are based on geophysical studies, survey and seismic
interpretation, mainly, the program includes until 2020 with two wells visualized: Otomi East and
West, of around 3,000 meters of depth that they expect to obtain 163 million barrels of oil equivalent
oil. The exploration plan considers an investment of 165 million in the exploration and evaluation of
its block.

They consider drill its Otomi-Oeste well between September and November 2019, with an investment
of 72 million dollars. 124.9 million barrels of crude oil equivalent to the average probability

This block is mainly a gas play in sandstone reservoirs. It´s closeness to the shoreline off the coast
of Campeche makes Cd, and includes estimated prospective resources of up to 496 million barrels of
oil over an area of 375 square miles (972 sq. km). Del Carmen the logical operational base for Total.
However, no wells have been committed in the exploration field.

The fourth bid of the second licensing
round consisted in 29 contract areas
covering a total area of 66,424.9 km2
at the oil provinces of Perdido Fold
Belt, cordilleras mexicanas, salina
basin, salina del bravo. Nineteen
blocks were awarded by CNH in July
2017 out of the twenty-ninth, these
are located at 40 to 60 miles from the
cost of Tamaulipas, Veracruz and
Tabasco. Nine of these areas are
located in the perdido fold belt, ten in
the cordilleras Mexicana’s and ten
more are located in the Salina Basins
Oil Provice.

The contracts of this round are based on License Contract mode with a duration of 35 years
with two possible extensions of 10 and 5 years each. Exploration and appraisal period is
intended to last 4 years with two additional extensions of 1 year each. The national content
required for the exploration period is 3% that will increase to 6% and 8% for the first and
second additional exploration period. For the evaluation period, the percentage will be the
same at the exploration in the moment of development. The national content 3% during
the Initial Exploration Period, 6% during the First Additional Exploration Period and 8%
during the Second Additional Exploration Period. 4% from the approval of the Development
Plan, and 10% from the start of Regular Commercial Production.

Dry and wet gas, also light and heavy oil are expected at these blocks.

License Round 3.1– Shallow Water
The first bid of the third licensing
round consisted in 35 contract areas
covering a total area of 26,042.9 km2
shallow water blocks at the oil
provinces of Burgos Basins, Tampico-
Misantla-Veracruz and Southeast
Basins Oil Provice. Sixteen blocks were
awarded by CNH in March 2018 out of
the twenty-ninth, these are located in
front of the coast of Tamaulipas,
Nuevo León, Tabasco and Campeche.
Thirteen of these areas are located in
the Burgos Basin, fourteen in the
Tampico-Misantla-Veracruz province
and eight are located in the Southeast
Basins Oil Provice.

The contracts of this round are based on shared production mode with a duration of 30
years with two possible extensions of 5 years each. Exploration period is intended to last 4
years with two additional extension of 2 years each. The appraisal period is two years from
the approval of the Appraisal Plan. The national content required for the exploration period
is 13% or 15%, for the evaluation period is 13% or 17%, then 26% for the first year of
development and afterwards it should be increasing at a constant rate every year expecting
to have a 35% at 2025 or 12% up to 17% (percentage difference will depend on assigned
block).

Light oil is expected at these blocks as well as some heavy oil.
