EXECUTIVE SUMMARY
M/s. SNF Flopam India Pvt. Ltd. proposes to start (Poly Acrylamide) Manufacturing Plant at Survey
no. 141/1/2 and 142/1, S. no. 139/1 of Varsana and 147/1 of Padana of village: Varsana, Ta: Anjar,
Dist: Kutch.

The company intends to manufacture Acrylamide, PolyAcrylamide Powder, Poly Acrylamide Liquid
and Poly Acrylamide Emulsions. Total manufacturing capacity shall be 2,58,000 MT/Year (considering
Acrylamide 100 %). The Proposed project places high value for environment, health and safety which
is evident from the stringent requirements incorporated in various operations as well as compliance
of and beyond environment, health and safety legislations.

E-1 SITE DETAILS

The project site is located in Kutch District of Gujarat State. The choice of the land/Project confers
several advantages, which are summarized below:

 Existing manufacturing Industrial land having permissions of water, Electricity and


Environmental Infrastructures.
 Import of raw material as well as easy local transport of finished goods will be facilitated.
 There are many industries already operational in the vicinity.
 There are no ecologically sensitive areas nearby.
 Housing colonies, educational facilities, recreational facilities and other amenities are
available nearby for employees.
 Site is near to NH 8A vicinity of mundra port.

E.3.1 INVESTMENT OF THE PROJECT


The existing unit was manufacturing unit only land/building to be utilized as the proposed expansion
is to be carried out in existing infrastructure; there would be requirement of modification.
Estimated expenditure would be approximately Rs. 400 Crores (Proposed) to be incurred from
captive funds. Cost of Environment management system shall be around Rs. 2.5 Crore.

E.3.2 LAND REQUIREMENT


Existing Land Use Pattern
Currently the land (70.32 Acres) is occupied by Project Proponent. No agricultural activities are done
on this land. Adjoining land of 28.31 Acres have been recently occupied and converted to industrial
land as per prevailing norms. The same is incorporated in layout for final utilization.

The area allocated at site for various manufacturing and other plant facilities are provided in below
table.

E.3.3 WATER REQUIREMENT

The raw water will be supplied by GWIL (Gujarat Water Infrastructure Limited). Surface Water from
Narmada will be used for process, boiler, cooling, washing & domestic purpose.

The industrial effluent generation is 621 m3/day; out of which approximately 396 m3/day effluent is
RO reject and 118 m3/day from ancillary activities like cooling tower and boiler blow downs. Total
effluent shall be treated at in-house ETP and it (meeting GPCB norms) will be partially re-used for
cooling purposes (400 m3/day) and reminaing (221 m3/day) along with treated sewage (24 m3/day)
be used for plantation within premises. Total 245 m3/day water meeting criteria for on land
dsisposal shall be used for on land irrigation in 94000 m2 land.

As the surface water from GWIL is going to be used and RO reject ratio shall be maintained in such a
way that TDS concentration in outlet of ETP shall meet concentration of disposal criteria for on land
disposal.

E.4 DESCRIPTION OF ENVIRONMENT


To predict the impact of the proposed activities on the surrounding environment, the current
baseline environmental status was studied by collecting the data and carrying out monitoring for the
period of Summer Season (March to May 2017). The environmental quality has been analyzed with
respect to ambient air quality, water quality, noise levels, soil characteristics, land use land cover,
ecological environment including flora & fauna and parameters concerning human interest by socio
economic. Based on the data, the relevant impacts on various environmental components were also
predicted by using appropriate mathematical models as well as impact assessment techniques. An
appropriate environmental management plan was also delineated to minimize the adverse impacts.

E-5 AIR ENVIRONMENT


AMBIENT AIR QUALITY MANAGEMENT

The ambient air quality monitoring was carried out at eight AAQM locations, to assess existing air
quality status. At all these sampling locations; PM10, PM2.5, SO2 & NOx, CO, VOC and Ammonia etc
were monitored at site.

Ambient air quality of the area has been assessed through a network of monitoring stations. The 98th
percentile value of PM2.5 & PM10 concentrations were found to be in the order 30.55 – 36.04 g/ m3
and 62.09– 70.37 g/ m3 respectively.

The 98th percentile concentration of SO2 and NOX were in the range of 14.40 – 20.34 μg/ m3 and
22.22 – 30.01 μg/ m3 respectively.

WATER ENVIRONMENT
Surface Ground water samples have been collected from neighbouring villages within 10.0 km radius
distance from the site. The TDS concentration in the ground water samples has been found to vary
between 205 and 742 mg/L and hardness in the range of 70.4 and 142.8 mg/L. The water quality
data indicate that any industrial waste, sewage water does not pollute the ground water quality.
There are few lakes/ponds in the study area. However, this water is not used for domestic/industrial
activities; as the raw water is easily available through pipelines of local authorities. The water quality
is good and meets the drinking water standards. The TDS concentration of samples collected from
lakes, were ranging between 522 mg/L to 612 mg/L. other parameters are also well within the range
of acceptance criteria for drinking water as per IS:10500. However, it run only during monsoon as
the study was carried out in summer there was no water in sang river.

NOISE ENVIRONMENT
The Study area comprises of rural area with few industries. The main source of noise pollution in the
study area is vehicular traffic on national highway. In the study area, the values of noise levels during
day-time varied from 51.6 dB(A) to 69.7 dB(A). The values of noise levels during night time varied
from 41.3 dB(A) to 61.1 dB(A).

Soil Environment
Soil samples were collected at eight sampling sites. Samples collected from identified locations
indicate that the soil is neutral; pH value ranging from 7.16 to 8.26. Soil texture is mostly sandy.
According to analysis results it appear that soil is not contaminated because of industrial waste.

SOCIO-ECONOMIC ENVIRONMENT
An assessment of socio - economic environment forms an integral part of an EIA Study. The
population data were compiled from CD of primary Census abstract 2011. Only data for the study
region like basic amenities & Land break up etc. has been collected from District Census Handbook
2001. It includes employment, Pattern No of house hold, Literacy Profile, details of demographic
pattern, population etc. This data establishes a baseline for prediction of likely impacts of proposed
activity on the socioeconomic environment.

Total population of study area is 58645. Average family size is 4.24. Average sex ratio (number of
female per 1000 male) is 760 with village-wise Sex Ratio ranging from lowest to highest.

E-6 ECOLOGY AND BIODIVERSITY


The proposed project site is in the existing industrial premises; hence, there will not be any clearing
of natural vegetation due to proposed project. On the contrary, the project proponent has
developed green area within and surrounding periphery. It is planned to develope 33% land as green
area.

E-7 ENVIRONMENT IMPACT AND MITIGATION MEASURE


 Impacts on Air Environment

Impact on ambient air due to the plant operations will be due to operation of proposed Boiler &
fugititve emissions.

The unit will utilize Natural Gas as fuel for the Boiler. Unit has proposed to install 5 DG sets for
power back up. However, looking at the uninterrupted electricity supply in this region, unit will not
need to operate the same frequently. The flue gas emission will be released through adequately
designed stack of require height as per the statutory norms. There are no process gas emissions. The
Fugitive emissions shall be controlled by scrubber before discahrging through stack of adequate
height.

As cleaner fuel Natural Gas will be usedin Boiler and dust are kept to be used for emergency power
only. Hence, it can be concluded that flue gas emissions from manufacturing plant operations will
cause negligible impact on air quality.

 Impact on Noise Environment


The sources generating noise are; Motors, blowers, D. G. Set, handing of the material,
transportation. The Noise would be controlled through timely lubrication and enclosures.

 Impact on Water Environment


The raw water will be supplied by GWIL (Gujarat Water Infrastructure Limited). Water will be used
for process, boiler, cooling, washing scrubber & domestic purpose.

Water environment may be affected by the proposed project in different ways. The water
environment may be surface or ground water or both. Water environment may be affected by the
industry due to withdrawal of water, discharge of polluted water / waste water, by contaminated
leachate from land disposal / dumping of solid waste, and by change in drainage pattern of the area.
The present activities are scrutinized in light of the above factors and its impact is predicted
accordingly.

 Impact on Land Environment


The unit will make its solid waste storage/treatment areas impervious to water and leachate
migration. This will prevent soil contamination.
Effluent shall be treated at the in-house ETP and treated effluent shall be partially recycled in cooling
ancillary activities and partially used on land for plantation/gardening purpose. The quality of
treated effluents shall meet discharge norms for meets on land disposal.
Minor changes may be required in proposed plant. Since this is a industrial land, no major impact on
land is envisaged due to the construction activities. Hence, soil quality will not be adversely
impacted by the plant operations.

 Impact on Ecological Environment


The impact due to the proposed project on the ecological parameters like natural vegetation, crops,
fisheries and aquatic life, forests and species diversity is summarized below:

 The proposed project will be establish in the existing industrial premises; hence, there will
not be any clearing of natural vegetation due to proposed project. On the contrary, the
industry will developed green area within and surrounding periphery.
 Since the proposed project is on non-agricultural land, it is not likely to alter the crop
production and pattern in the area. The air quality modelling shows that there will not be
major increase in PM in ambient air beyond permissible limits so it is not likely to cause
adverse effect on the crop in the surrounding area.
 There is no Reserve forest in study area.
 Proper mitigative measures have been taken to reduce the dust emission and adequate
stack height is provided for proper dispersion of pollutants so there is very negligible impact
envisaged due to propose project on the flora and fauna in the study area.

 Impact on Socio – Economic Environment


The proponent is already in possession of land, which will accommodate the proposed project. Thus
no displacement of population is involved. The industry will raise direct employment for the local
people. Also there will be employment in tertiary sector as there will be increase of traffic due to
additional movement of raw material and product and people can generate employment from it.

A. Mitigation Plan
 Water Environment:
The proposed activities may cause adverse impacts on environment due to drainage of domestic
sewage if proper mitigative measures are not taken. The land has been already procured and
developed partially as existing unit. Following measures are recommended to minimize the negative
impacts on water environment.

 Wastewater Management
The waste water is treated in physico-chemical at in-house facility. Then, it will be partially recycled
to cooling tower and remaining to be sued for plantation within industrial premises. Unit has allotted
94000 m2 land for disposal of 245 m3 treated wastewater meeting GPCB norms. Sludge will be
disposed off to TSDF site. Domestic effluents shall be disposed through septic tank & Soakpit.

The dust generation would be there as a part of handing of raw material and product, this dust
generation would be taking place during loading, unloading and material transfer stages. The
following measures will be taken to control the fugitive dust generated from the said activities:

 Air monitoring in the Work-zone to ensure proper functioning of fugitive emission control
facilities. Adequate plantation in and around premises.
 Workers will be provided with adequate protective measures to protect them from inhaling
dust.

 Noise Environment
Following measures are implemented for reduction of noise in ambient air;
 Loading/unloading shall be done from minimum height
 Green belt will be developed along the periphery and within premises, which absorbs the
noise.
 Ear-muffs will be provided to the workers in the high noise area.
 Periodical lubrication all moving parts/machines.

 Solid Waste Management Plan


 Quantity of Hazardous and Solid wastes generation along with management disposal by
various methodologies.
 All the Solid / hazardous waste will be stored at separate Hazardous Waste Storage Area
before disposal.
 The unit has got the membership of TSDF at SEPPL.

The industrial unit generates direct and indirect employment resulting in positive socio-economic
development. The industry proposes following social-welfare activities. Proponent will follow
statutory guidelines for CSR activities. Require fund will be allotted and required activities will be
carried out in consultation with local authorities.

the plant.

E-10 PROJECT BENEFITS


Public consultation would be conducted as per the provisions of EIA notiofication and required
concerns of all affected people/agencies would be attended. Proposed project will become
beneficial to the surrounding area or community in terms of infrastructural development, Social
development, employment and other tangible benefits. The proposed project has a potential for
employment of skilled, semi-skilled and unskilled employees during construction phase as well as
operational phase.

E-11 ENVIRONMENTAL MANAGEMENT PLAN

 To manage all the pollutants i.e. air emission, liquid effluents & solid waste, which
contribute to the degradation of environment with appropriate technology.
 To comply with all the regulations stipulated by central/state pollution control boards
related to air emission and liquid effluents discharge as per Air & water pollution control
laws.
 To encourage, support and conduct development work for the purpose of achieving
environment standards and to improve methods of environment management.
 To promote further plantation in the surrounding areas of the plant.
 To create good working conditions (devoid of air & noise pollution) for employees.

Overall, direct and indirect employment opportunities, improvement in basic infrastructures by
development of industry etc. will be observed with negligible impact on environment. It can be
concluded that on positive implementation of mitigation measures and environmental management
plan during the construction and operational phase, there will be negligible impact on the
environment.
Conclusion
The salient features of the impact on environment due to the proposed project can be summarized
as follows:
 Construction phase will not impart significant impact, as indicated mitigation measures will be
followed.
 Negligible impacts will occur on air quality during operation phase. However, all the necessary
air pollution control measures will be provided.
 No ecological damage will occur
 No adverse impacts will occur on water environment
 Economic status of the local population will be improved due to the increased business
Opportunities. The industry will generate employment.
 Various other environmental parameters like Forest/ National Park/ Sanctuary and
Religious/Historical Places will not be affected.
 Environmental Management Plan has been formulated to control all the pollution control
measures and Environmental Management Cell has been set-up to follow the formulated
environmental plan.
Thus, the proposed expansion will have overall minor negative impacts on the environment and
these impacts will be encountered with proper mitigative measures.
