will take place on both April 25 and

outbreak, many U.S. and
other foreign companies
had been rethinking their
presence in China and
considering their options
for relocating elsewhere,
possibly elsewhere in
Asia. That is partly be-
cause President Donald
Trump has imposed tar-
iffs on $360 billion in Chi-
nese imports in a war over
Beijing’s economic poli-
cies and partly because
Chinese labor and other
costs have been rising.
But skeptics doubt that
many American compa-
nies with deep roots in
China might abandon the
country purely over the
virus. For one thing, no
one knows how long the
viral outbreak will last or
how much damage it may
inflict. And it takes signif-
icant time for companies
to choose suppliers or lo-
cations for their factories.

said it was “ridiculous’’ to
think the viral outbreak
would result in a signifi-
cant return of business to

Trump’s tax cuts
are exploding
the deficit
The nonpartisan Congressional
Budget Office issued yet another
warning Tuesday that the federal
government is heading down a dan-
gerous fiscal path, racking up debt at
an alarming rate. The CBO projects
that deficits will average $1.3 trillion
a year over the coming decade, with
the economy settling into steady but
sluggish growth. That’s the most
disturbing thing about the report: the
expectation that giant deficits will be
allowed to continue even when there’s
no recession driving up spending
on federal safety net programs and
causing tax revenue to plummet.
It’s not inherently bad for the
federal government to borrow money;
extra spending by the government
can help stimulate the economy
during a downturn. But sustained
and heavy deficit spending can have
the opposite effect, raising borrowing
costs and slowing GDP growth. The
CBO projects that the fastest grow-
ing part of the federal budget will be
interest payments on the rising debt
— spending that delivers no tangible
benefit for taxpayers while leaving
less money for programs that do.
Rising healthcare costs and an ag-
ing population are contributing to the
federal budget mess. But the problem
has been exacerbated by the large
and irresponsible tax cuts Republi-
cans pushed through in 2017. The
cuts were sold as a way to trigger a
sustained surge in economic growth;
instead, GDP bumped up only briefly,
held back in part by the tariffs Presi-
dent Trump slapped on a broad array
of imports.
We’ve seen this movie before.
Some supposed fiscal conservatives
will demand more tax cuts to try to
jump-start faster growth (in fact,
Trump and House Republicans float-
ed just such an idea before the 2018
election and again last year). Others
will blame the problem on federal
spending and demand cuts — not to
the military and security programs
that Trump has vastly expanded, not
to the vast tax giveaways and subsi-
dies, but to the safety net programs
the administration is already trying
to restrain.
Slashing programs such as Med-
icaid and food stamps to help pay for
the GOP tax cuts would be redistrib-
uting wealth in the worst way — from
the impoverished to the well-to-do.
The right answer starts with law-
makers rolling back the tax-cut and
spending excesses of the Trump ad-
ministration. They can then work on
a longer-term plan to bring spending
and revenue back into line.

ment will participate.
Starkville Police De-
partment has six officers
certified to train other
officers in active shooter
response, said SPD Chief
Mark Ballard, but partic-
ipating in the upcoming
training will allow them
to work with other law
enforcement agencies —
something that would be
extremely important in
an actual ac-
tive shooter
event, when
respond-
ers have to
work quick-
ly and com-
municate
e f f e c t i ve l y Ballard

“What the training
does is teach all depart-
ments common move-
ments, common tactics,”
he said.
One thing instructors
must emphasize for offi-
cers is where their prior-
ities should be.
“When your first re-
sponders show up, their

two-day course Jenkins
teaches involves training
officers to provide first
aid such like triages or
tourniquets.
“Stop the killing, stop
the dying,” he said.
Instructors emphasize
communication, especial-
ly as more agencies arrive
at an active scene.
“If I go in one side of
a building and neutralize
a threat, there could be
another officer coming
through that sees me with
a gun in my hand and not
recognize the uniform
and there could be blue-
on-blue incident where
one officer has shot an-
other officer, and that’s
what we don’t want,” he
said.
Columbus Fire and
Rescue is particularly
good at setting up inci-
dent command, said Jen-
kins, which helps with
communication and co-
ordination at large events
with lots of injuries. He
and Ballard both said
officers have to learn to
communicate with those
commands and other re-
sponders quickly and ef-
fectively.
“Time matters,” Bal-
lard said. “The faster the
response, the more effec-
tive the response.”
Other things to em-
phasize are to avoid a
“herd mentality” — if
the next officers to ar-
rive parks right behind
the first officers, Jenkins
said, then how is an am-
bulance going to get as
close as it needs to? —
and reminding officers
that just because some-
one is uncooperative does
not mean they’re a threat.
The civilians in the shoot-
ing are often in shock and
are always scared and
confused.
It’s especially im-
portant for officers to be
careful how they commu-
nicate with children in
these situations, Jenkins
said. Officers can’t yell
at small children when
the last armed man who
yelled at them was try-
ing to shoot them or shot
their friends.
“These are things that
we have to think of as offi-
cers,” he said.
Jenkins said it’s “al-
ways interesting” to see
how officers handle the
reality-based simulation,
involving a pretend of-
fender and often pretend
victims, so they can try
their hands at what they
just learned.
“(Officers think), ‘OK,
yeah, I know that I’m
going,’ but ... when the
adrenaline gets to going
and things like that, a lot
of times we have to slow
them down,” he said.
“‘OK, now what do you
need?’ Make them start
thinking (that) they’re
not just going after the
bad guy.”
Jenkins said while he
hopes the officers never
have to use the training in
an actual active shooter
situation, the tactics are
still helpful for anyone on
an everyday patrol. But it
also allows them to make
mistakes in a simulation
and training scenario,
rather than a real situa-
tion.
“When you can move
confidently into a situa-
tion, you’re more effec-
tive,” Ballard said. “When
lives are at stake, there’s
nothing more important.”

“Mia and Fa are spe-
cial, and especially hav-
ing two of them, it’s really
fun to watch,” Ricketts
said Thursday during the
team’s preseason media
availability. “It’s impres-
sive even when you see it
every day. You just kind of
stop and go, ‘Wow. That
press — notching 11 of
their 18 turnovers in the
game’s opening 20 min-
utes.
Sophomore point
guard Myah Taylor was
noticeably out of sorts.
Fighting through the
physical Auburn pres-
sure, Taylor struggled to
find open teammates as
she pushed toward mid-
court — lofting balls over
the end line, out the side-
line and into traffic.
“As a point guard I got
frustrated, and I can’t do
that, because it starts
with me,” she said post-
game, noticeably shaken
from the performance.
“If my teammates see me
frustrated, it just trickles
down, so I have to be bet-
ter as a point guard.”
“It’s definitely some-
thing that’s eye opening
for me,” Taylor contin-
ued. “It’s something that
I’m going to have to go to

want to do — even though
I’m not going to let them.”
Knowing they might
not see as many hittable
pitches as most players,
Davidson and Leilua will
have to keep calm and
rely on their teammates.
“We’ve just gotta keep
our heads cool and just
take what they give us
and trust the team, be-
cause we know the team
can do it just as well as we
can,” Davidson said.

Ricketts has penciled her
in as the team’s starting
shortstop, though she will
hit near the bottom of the
order for now.
