1. INTRODUCTION

Project is 200MWac (DT2) photovoltaic solar power plant located about 20km
away from Tay Ninh City to the northwest through Provincial Road No. 785 /
DT785, about 80km away from Ho Chi Minh City. Existing traffic road to the project
is relatively convenient, and there is local road to the site area.

Location of the project is shown in an image below.

2. OBJECTIVE OF METHOD STATEMENT

The objective of this method statement is to describe the procedures of stringing for
22kV conductor and grounding wire.

3. SCOPE OF WORK
This procedure covers the general process, methods, equipment, tools, material
preparation for stringing work as per;
1. Specification for construction and acceptance of 10kV-66kV overhead power lines
2. Design drawings

3.1 Description of scope of work

The Dau Tieng photovoltaic power project is divided into TAYNINH 150MW DT1
and TAYNINH 200MW DT2. The two phases are designed and constructed
simultaneously. The installation capacity of the DT1 DC side is 180MW, the PV
module is made of polysilicon 330Wp specification, and the 30 polysilicon modules
form a string with the highest DC voltage of 1500V. The inverter has a capacity of
2,500 kW and with a total number of 60 units. two inverters is connected to a 5MVA
oil-immersed transformer. The high-voltage side voltage is 22kV. A total of 30 units
are installed. The high-voltage cables and communication cables between the
transformers are laid on cable trays. The height of cable trays is above the flood level,
and four oil-immersed transformers outgoing lines combined into a transmission line. It
is expected that 7~8 transmission lines will be conflated in the high-voltage power
distribution room of the substation; DT2 equipment selection and laying are the same
as DT1 The module installation capacity is 240MW, the number of inverters is 80, and
the number of oil-immersed transformers is 40. 10 transmission lines are expected to be
designed and installed

3.2 Features of the project

1. The main purpose of the tension stringing of this project is to prevent conductor
wear, ensure the quality of erection, and meet the requirements of the line anti-
corona;
2. The project is all on flat land and close to the Dau Tieng lake, convenient for
transportation.

4. Organization of the project


4.1 Manpower arrangement

The construction of the line stringing adopts the streamlined flow process
construction method: one team is responsible for the construction preparation, one
team is responsible for stringing/laying, one team is responsible for the line
tensioning and the accessories installation, and the maintenance team and the
comprehensive team cooperate with the construction. The construction plan and
schedule are planned and controlled by the project office.

4.1.1 Basic requirement

1. Workers working at height, operator of winch, surveyors, and crimpers should be
all skilled and experienced workers.
2. The supervisor or person-in-charge must be an experienced in power transmission
construction.
3. The division of work must be clear. The key steps and special operations must be
handled and managed by special personnel. The key parts of this work and special
operations are:
• Arrange and deciding on site layout, ground anchor installation,
machinery shifting and location, road obstacles cleaning.
• Operation and maintenance of tension machinery, motorized winch,
generator, hydraulic press and crane.
• Pilot rope, traction rope and ground stringing/pulling and inspection
work, crimping and lifting work.
• Directing laying of tension lines, communication and coordination
between various groups of workers, operation of balance of line
stringing.
• Guide line marking, sag adjustment and accessories installation work.
5. Preparation work

5.1 Machinery and tools/tackles

5.1.1
Clean and inspect construction equipment. All mechanical equipment shall be tested for
strength according to the safety regulations. It is strictly forbidden to put it into service if it
does not meet the requirements for use. Wire ropes, pulleys, chain blocks, shackles, steel
anchors, angle steel posts, and ground wire mesh sleeves shall be visually inspected. If they
are not qualified, they shall be treated as required.
5.1.2 The safety requirements for the use of various load bearing tools are as follows:
5.1.2.1 Wire rope
When splicing the wire rope eye, the length shall not be less than 15 times the diameter of
the wire rope and not less than 300mm. Splice and loops should be inspected

1. Pulleys deformed and cracked or severe worn on the edges, with damaged or worn-out
bearing shall not be used. If cracks or obvious deformation is spotted on hook, it shall not
be used.
2. If the shackle has serious wear and deformation or cracks, or pins cannot be screwed on,
it shall be removed from service.
3. Chain blocks may not be used if hand chain is not jammed, the chain is worn, and the
parts are damaged.

5.2 Construction materials

5.2.1 Count the number of grounding wires and fittings, and formulate a material use plan
according to the construction plan.
5.2.2 Check whether the model, specification and design drawing of each material are
consistent; the crimped ground wire can only be transported to the site after passing the test.
5.2.3 Check the appearance of the insulator. It is strictly forbidden to use the damaged
materials.
5.2.4 Check the appearance of the hardware, any parts found to be rusty and deformed
should be separated. It is strictly forbidden to use. The qualified products are trial
assembled in strings according to the design drawings to ensure that the accessories are
matched with the insulators.

5.3 Lifting pulleys for stringing conductor and ground wire

5.3.1 Pulleys
5.3.1.1. Straight line poles
1. Assemble the insulator string according to the assembly drawing number, and install the
single-wheel f pulley on the hanging hole below the insulator head hanging plate (Note:
When it is a straight-angle tangent pole, the pin of the pulley beam should be installed on
the outboard side).
2. There are three hanging holes in each phase on the poles. When it is a single string, it is
hung on the middle hanging hole, and the number of pieces meets the design requirements;

5.3.1.2 Strain tower


1. Suspend the pulley through the Φ13.5 wire rope sleeve, and lift outboard side of the
pulley with the chain hoist for angular offset . As shown in the following figure, pay
attention that the pin of the pulley beam with the chain shall be installed on the outboard
side.
2. In case the turning angle of the line is too large, if the angle is greater than 30o, it is
necessary to hang two pulley if necessary.
3. If the pulling operation is conducted at the strain tower, and the guide rope does not pass
through the tension tower, pulley will not be installed on strain tower. if the traction rope
goes straight through the tension tower, only one pulley can be installed.
5.3.1.3 Bending tower
Towers that may be bending upwards under load should be installed with anti bending
type of pulleys or by using pulleys for pressing and pressing the ropes.

5.4 Shifting of materials

5.4.1 Material transported includes grounding wires, insulators and fittings. The ground
wire is loaded and unloaded by crane, and transported to the tension field by truck.
5.4.2 loading and unloading requirements and issues to be paid attention to:
Crane loading and unloading shall be carried out in accordance with the relevant provisions
of the Safety Regulations for Hoisting Machinery. The following checks must be made
before loading and unloading by crane:
• Check that the parts of the crane are working properly.

• Whether the working place of the crane is flat and avoid the ditch, the hole and the
soft soil, check whether the crane outrigger are rested on a solid ground and pads.
5.4.3 The load shall be securely lashed and rigged, and the insulators or hardware in a
whole case should be lifted with at least two lifting points to keep the load balance after
clear of the ground. The drum of grounding cable should be loaded and unloaded by a solid
steel bar inserted trough the center hole of the drum.
5.4.4 The hook hanging point should be on the same vertical line as the center of gravity of
the load. The plane of the hook wire rope should be perpendicular to the ground. It is
strictly prohibited to drag the load or sideloading; when the hook is being lowered,
sideloading should be prevented ; in case the load is not secured, the load on hook cannot
be released.
5.4.5 The maximum boom angle of the crane must not be exceed.
5.4.6 The ground wire drum must not be stacked on each other. The drums must be placed
on the ground and elevated with wooden blocking.
5.4.7 Lifting operations must be carried out by riggers, and the signals must be clear and
accurate.

6.Ground cable laying

6.1.2
Reeve the guide rope into the puller machine at the traction field. The direction is from
inside to outside, enter from upside and exit from upside, and the rope head is wound onto
the rope reel on the rope rack.

6.1.3
Special personnel equipped with walkie-talkie shall be stationed to monitor the operation at
The corner tower in the stretch section, the uplift tower, each line of the straight line tower
and the important crossroads,
6.1.4
The person in charge should have an overall understanding and check before the
commencement of work. The main contents are as follows:
1. Check if the persons monitoring line at each point along the line are in place. Whether the
communication equipment is in good condition, whether there are any remaining problems
and knows how to deal with them.
2. Whether the guide ropes are clear of ground and in a normal state, and the condition of
each pulley is in a good state.
3. Whether the anchor is reliable, the orientation is correct, and whether it is grounded.
4. Whether the pulling machine and tension machine are operating normally.
5. Whether the grounding pulley has been hung up. and the drum is monitored by worker he
knows how to brake rotation of the drum.
6. After the guide/pilot rope and ground cables are inspected and meet the requirements, the
on-site person-in-charge will give command to start, the tension machine will start, and then
the pulling machine will be started to release the line. attention shall be paid to the
following aspects;
• The starting speed of the pulling machine should be slow. After the whole section is
normal, it can be pulled at full speed, and speed is controlled at 40~60 m/min.
• Persons monitoring Near-ground sections, crossing section, tangent poles, and uplift
tower should report the situation of stringing. The operator of machines should
adjust the tension and traction according to the command order, but must report in
time when approaching the set value.
• The tension machine operator should be notified every time the pulling machine
starts to pull or stop. The tension machine operator should also be notified when the
pulling machine accelerates or decelerates. The two machines should be working in
sync.

8. When the bending-resistant connector being pulled and approaches the pulling machine,
speed should be decelerated, and notify the operator of tension machine. After the joint is
wound into the drum for 3 to 4 laps, stop the machine.
9. replace the traction rope
9.1 When the rope head approaches the pulling machine, the speed should be reduced and
the tension field should be notified.
9.2 When the rope head is wound into the drum for laps, stop the rope and pull the tail rope
back to the rope drum. Return the rope tray and withdraw the rope drum to disassemble the
bending connector.
9.3 Install the empty rope drum, lift the bracket and fix the rope head on the rope drum and
tighten the tail rope.
9.4 Inform the tension field to change the drum and continue to pull.
10. replace the cable reel
10.1 When any cable is released to half of the last wrap, the traction field is notified to
decelerate, and the pulling is stopped when 4 to 5 laps remain.
10.2 Spread polythene on the floor between the tension machine and the spool frame, and
use clip to clamp on the wire of the tension machine and secure it on the frame with φ20
synthetic rope;
10.3 Pull out the remaining cable on the reel, remove the empty reel, hang the new reel and
lift it up, and remove the guard to lead the cable.
10.4 The front and rear ends of the two ends are connected with a double-headed net sleeve
(the tail is wrapped with φ2 iron wire for a length of 40mm), and the φ50 open rubber hose
is placed on it, and the remaining wire is wrapped back on the reel, and adjust Brake disc,
keep the tension on end section and remove the cable clip.
10.5 After the reels are ready, notify the pulling machine operator to slowly pull. When net
sleeve has been released from the tension machine for 10~15 meters, stop the machine, set
up a ladder 5~8 meters in front of the connecting net sleeve, and install a clamp., and a
φ25×800 open rubber hose is placed on the conductor behind the wire clamper, and the
tension machine is started to make the conductor loosely lowered to ground.
10.6 Remove the connecting net sleeve and connect the straight pipe as required. After
inspection, install the protective cover. The two ends of the protective sleeve tube are
bundled with φ2 iron wire for 5 laps, and the knot is wrapped with insulation tapes, and

each side is wound 5 times to prevent the protective sleeve from falling off damage the
adjacent conductors.
10.7 The tension machine is rotated in reverse direction, the reel is tightened, the anchor
point is dismantled, the cable clamp is removed, and the person-in-charge is notified.
Pulling/stringing operation is resumed.
11. Temporary fixing
When the one-phase conductor is stringed, the conductor should be anchored on the ground
or on the pole at both ends of the stretch field to maintain the tension and being elevated.
11.1 The distance of conductor to the ground is not less than 5 meters;
11.2 Stringing should be arranged as far as possible to complete one phase a day. If it cannot
be finished for some reason, anchoring should be done as required; in addition to fixing
reel/drum and the brakes, the 5t chain block is used to fix. In the tension field, in addition to
the reel is secured by a jack, the brake is used, and the conductor is anchored in front of the
machine with a 3t chain block and a clamp. The conductors that have been released should
have a sufficient safety distance to the ground (generally greater than 5 meters).
12. Precautions for tringing the grounding cables:
12.1 The tension machine can not be rotated backwards, so the length of the guide rope
head should not be too long to facilitate construction.
12.2 Since the grooves on drum of the tension machine and the pulling machine are shallow
and there is no rim on the edge, the tail rope of the reel and the reel must be tightened
during operation. In case it jumps out of the groove.

7. Tension conductor and grounding cables

7.1 Inspection before tensioning

7.1.1 Whether the conductor/cable is twisted or not.
7.1.2 Whether the position of the conductor/cable in the pulley is correct
7.1.3 Whether the position of the connection sleeve can meet the design and specification
requirements after the tightening line.
7.1.4 whether the damage of the conductor has been fully rectified and made good
7.1.5 Whether the sag observation preparation is completed

7.1.6 Whether the tight line tools are in working order and whether the ground anchors are
suitable and safe.
7.2 Arrangement of monitoring points
7.2.1 Arrange e sag observer, equipped with a thermometer, telescope, theodolite and
walkie-talkie.
7.2.2 Arrange the monitoring personnel in the boundary line, equipped with walkie-talkies,
and the tools to remove the anchors.
7.2.3 At places where lines are close to ground, and points of crossing, each Pole is assigned
special personnel to guard and equipped with walkie-talkies and simple equipment for
climbing up poles.
7.2.4 The above-mentioned personnel must perform the marking work in the vicinity after
the adjustment of the sag is completed.
7.3 Machinery used for tensioning lines
7.3.1 Two sets of machines for each phase of the line are used in tandem .
7.3.2 The 2t guide pulley is installed at anchor, and the wire rope is reeved into the winch
after passing through the pulley.
7.3.3 When the straight line is being tightened, after the tightening, the round anchor is set
in the straight tower. The connection method is the clamp-over-wheel anchor line—5t chain
block-ground anchor
7.4 Grounding cable/conductor tensioning
7.4.1 general Tightening sequence: tighten the grounding cable first, then tighten the
conductor. For single-circuit line conductors, first tighten the phase line located in the
middle and then tighten the phase line located at side; for double-circuit or multi-circuit
conductors, first tension the left and right upper phases, then the left and right middle
phases, and finally the left and right lower phases.

7.4.1.2. Arrangement of temporary anchor pulley

7.4.1.3 In the connection between the tight line segment and the tightening line segment, the
guide (ground) line is linearly crimped, the line end of the guide (ground) line is removed,
and the grounding line is lifted from the ground to the air. Lift off for the loose anchor.
7.4.1.4 Lifting the anchor should follow the steps below:
• Install the cable clamp at the end of the line to be tightened, and connect the wire
rope at the end. Pass the steering block to tighten the wire so that the cable end is not
anchored;
• Remove the line end of the line to be tightened and the line that is already tight.
• Tighten the press line block to force it, then slowly loosen out the wire rope instead
of the line end anchor. When the wire rope is not stressed, remove the wire tie.
• Slowly release the crimping block and lift the guide (ground) line;
• When the pressure roller block is loose to the unstressed force, pull the pull-off rope
to make the pressure line block turn over and untie the press line block.4
8. Accessories installation
Accessories installation is the last process of line stringing. The quality problems existing
in the previous process should be remedied before this step or processed together in this
step.
After the tensioning, the line has reached the design tension. The distance between each
strand of conductor in the pulley is small. The conductors installed have tendency to whip
against one another. Therefore, the accessory installation should be completed as soon as
possible. Temporary grounding shall be installed before installing accessories and removed
after completion of work.

8.1 Main quality requirements in Construction and Acceptance Specifications

8.1.1 Bolts on insulators, conductors and various fittings on the grounding. Pins and spring
pins shall comply with the following requirements in addition to as specified on the
installation drawings:
• The spring pin of the hanging string will be inserted from the side of the small
number. The bolts and the pins can be inserted from the small number side to the
large number side. In special conditions, side line penetrates from the inside to the
outside. From left to right.
• The spring pin, bolt and pin on the string are all worn from top to bottom. If It is
impossible, from the inside to the outside on outboard side, and the center line is
from left to right.
8.1.2 Only one connecting pipe and two repair pipes are allowed on each conductor or
lightning conductor in one gear, and the following requirements are required.
• The distance between the connecting pipe or the repair pipe and the tension clamp is
not less than 15 meters.
• The distance between the connecting pipe or the repair pipe and the suspension
clamp is not less than 5 meters.
8.1.3 After the installation of the accessory, the conductors and grounding cables shall meet
the following requirements;
• Allowable deviation of sag: ±2.5% of design value.
• The allowable deviation of the phase sag is ±200 mm.
8.1.4 After the suspension clamp is installed, the insulator string shall be perpendicular to
the plane. In some cases, the displacement between the line and the vertical position shall
not exceed 5°, and the maximum offset shall not exceed 400 mm.
8.1.5 Anti-vibration hammer should be perpendicular to the ground, and the installation
distance deviation should not exceed ±30mm.
8.1.6 The jumper installation shall be carried out according to the design requirements. The
clearance shall meet the requirements, and the line shall be approximately naturally
drooping. The connection surface of the connecting plate should be flat, smooth and meet
the following requirements:

• Before installation, check whether the connection surface is flat. The smooth surface
of the tension-resistant clamp drainage board must be in contact with the light-
cleaning surface of the drainage line.
• Clean the dirt on the joint surface with gasoline and apply a layer of conductive
grease. Use a thin wire brush to remove the surface oxide film coated with
conductive grease.
• Keep the conductive grease, and tighten the connecting bolts one by one to ensure
good contact.

8.2 Straight poles accessories installation

8.2.1 Operational regulations


8.2.1.1 The installation of the accessory of the straight poles must be carried out after the
end of the stringing conductors
8.2.1.2 It is not allowed to remove the pulley and install the suspension clamp on the same
phase conductor at the same time.
8.2.1.3 Before the workers climb to where conductors are located, the life lines should be
placed on the cross arm or the tower. Double life lines or rope grab should be used, and
then move down the insulator string slowly. When moving down, the appearance quality of
the insulator should be checked and check Whether it is installed or not, it should be
handled in time if there is any defect.
8.2.1.4 The side of the bearing tool of the lifting wire is hung on both sides of the three
hanging holes of the cross arm or the hanger. If it is a double suspension, it needs to be
squared on the outer side of the side hole and burlap cloth. A φ13×1500 mm steel wire rope
is sleeved thereon, and a shackle of M33 and φ27 is connected to a total hoisting rope of

8.2.2.2 Protect the printing points.

8.3 Jumper production and installation

In this project, there are jumper single string insulator strings and double string insulators
installed. No suspension string jumper sag is strictly constructed according to design values
and acceptance specifications. Install jumper insulator strings. Jumper sag should not be
closest to the tower body. Less than the acceptance specification requirements. Pay
attention to the following points when constructing jumpers.
8.3.1 The selected wire should not have heavy bending and deformation, and maintain its
original curvature. It is best to use untensioned wire.
8.3.2 When the drainage tube at both ends is crimped, it should correspond to the direction
of the drainage connecting plate on the tensile tube. The direction should not be
wrong. The quality requirements of the crimping are the same as those of the tensile
tube.
8.3.3 The figure number, string number and jumper installation diagram number and
group number of the wire jumper string are detailed in the pole tower list.
8.3.4 Press the drainage tube on one side first, then cut off the excess wire after the test,
and press the drainage tube on the other side.

8.3.5 The contact surface of the drain plate should be smooth, coated with conductive

8.4 Conductor protection for accessory installation


8.4.1 The steel rope and the steel hook for accessory installation shall be covered with
rubber, and the contact length of the wire hook and the conductor shall be more than
50mm.
8.4.2 When removing the pay-off tackle, first install a protective hose on the conductor,
and release the steel rope on the cross-arm to avoid the direction of the wire harness
to prevent the tackle and release the steel rope from wearing the conductor.
8.4.3 Small tackles for transfer the tools or materials, and nylon ropes can not hit the
conductor; do not hit the wire with hard tools. Choosing short and smooth wooden
stick to hit if necessary.
8.4.4 Workers in high work shouldn't wear hard-soled shoes to work on the line. The tools
of the workers must be installed in the tool bag to prevent the tools from hitting the
wires.
8.4.5 Marked first before installing the anti-vibration hammer, installed it in one time to
avoid pushing and installing the conductor.
8.4.6 When crimping the jumper, the canvas or textile tape should be placed on the
ground, and the jumper should be straightened out without being torsion.
8.4.7 When lifting the jumper, the lashing point takes the position of the two ends or both
ends of the jumper and the midpoint clamp to make it rise in a natural arc shape.
When the jumper is raised across the crossbar, a special person must push the wire
on the crossarm to prevent the jumper from colliding with the crossarm and other

9.1 Quality safety measure
9.1.1 Tension stringing has high mechanization and complicated process. Therefore,

9.1.2 Before construction, all personnel who participate in the work must accept the
disclosure of “Construction and Inspection Specifications”, “Safety Work Regulations” and
“Technical Measures for Stringing Construction”.
9.1.3 Professional training: stringing driver training, hydraulic work training,
communication monitoring work training, sag observation training, accessory installation
work training, etc.
9.1.4 Strengthen professional quality, safety inspection and supervision.
Formulating the project quality is to strictly follow the prescribed procedures and conduct
quality inspection and supervision of the quality and safety of the full-time quality safety
personnel for important processes.

9.2 Quality Requirements
9.2.1 Wires or lightning protection wires of different metals, different specifications and

when the wires or lightning conductors are hydraulically connected, they must be trained
and qualified by qualified technicians, crimped After the completion and inspection, the
operator's stamp is placed on the connecting pipe.
9.2.2 The connecting pipe and the tensile tube used for the connection of the grounding
wire shall be applied to the construction after the hydraulic holding strength of the test is
greater than 95% of the breaking force of the wire.
9.2.3 Special care should be taken when cutting the aluminum strands of the wire. It is
strictly forbidden to injure the steel core. The connecting part of the guiding and grounding
lines shall not be defective in cable stranding, strand breaking, lack of stock, etc., and there

9.2.10.1 After the sag is qualified, the accessories shall be installed in time to avoid
damage to the wind and vibration surface of the guide and ground.
10.0 Safety Assurance Measure

10.1 Tension and stringing is a more complicated flow-through process, and each staff

10.1.1 Safety responsibility of high workers

• Physical examinations must be carried out once a year of high-work people, and no

10.2 Safety measure

anchored. The load of each steering block shall be balanced and shall not be overloaded.

10.2.11 The hydraulic pump operator should work closely with the crimping pliers
operator and pay attention to the pressure indication, and must not overload.
10.2.12 The safety relief valve of the hydraulic pump shall not be adjusted at will,
and the relief valve shall not be used for unloading.
10.2.13 The grounding line must be used for the lifting of the grounding line. It is
strictly forbidden to use the human line directly. The lifting operation should be carried out
one by one and closely cooperate with the tight line operation. When the lifting line is
lifted in the corner tower, the line of the grounding line is bent. There must be no people on
the inside corner.
10.2.14 The horizontal distance of the traction anchor pile from the tight line

10.2.17 When the wire is hung, the traction should be stopped when the connecting
fitting is close to the hanging point, and then the operator can operate from the safe
position to the hanging point. After the thread is hung, the traction rope should be slowly
