• VOYAGE DATA RECORDER, OR VDR, IS A DATA RECORDING SYSTEM DESIGNED TO COLLECT DATA FROM VARIOUS
SENSORS ON BOARD A VESSEL. AS PER IMO RES.A.861(20) OF MAY 1999 IT BECAME MANDATORY FOR ALL NEW
PASSENGER AND CARGO VESSELS BUILT ON OR AFTER 01 JULY 2002 TO INSTALL A VDR.
• IN 2005 IMO AMENDED RES.A.861 ADDING A REQUIREMENT FOR A SIMPLIFIED VOYAGE DATA RECORDER (S‐
VDR), WHICH IS A LOWER COST SIMPLIFIED VERSION OF VDR FOR EXISTING CARGO SHIPS BUILT BEFORE 01 JULY
2002 AND REQUIRES ONLY BASIC SHIP'S DATA TO BE RECORDED.
• UNDER THE ABOVE REQUIREMENT, THE FINAL RECORDING MEDIUM HAVING STORAGE CAPACITY FOR 12 HOURS OF
DATA IS REQUIRED TO BE FITTED IN A TAMPER PROOF UNIT THAT MAY BE A FIXED RETRIEVABLE CAPSULE OR A
FLOAT‐FREE DEVICE [DATA RETENTION PERIOD 2 YEARS].
• FURTHER REVISED PERFORMANCE STANDARDS FOR VDR VIDE MSC.333(90) OF 22MAY12, MAKES IT NECESSARY
FOR ALL VESSELS INSTALLED WITH VDR ON OR AFTER 01JUL14 TO HAVE :
• FINAL RECORDING MEDIUM WITH STORAGE CAPACITY FOR 48 HOURS OF DATA MOUNTED ON BOTH A FIXED
RETRIEVABLE UNIT [DATA RETENTION PERIOD 2 YEARS] AS WELL AS A FLOAT‐FREE DEVICE [DATA RETENTION
PERIOD 6 MONTHS] AND ALSO A LONG TERM RECORDING MEDIUM WITH STORAGE CAPACITY FOR 30 DAYS
DATA, REACHABLE FROM AN INTERNAL EASILY ACCESSIBLE AREA OF THE SHIP.
• IN ADDITION TO OTHER RECORDED DATA, CONFIGURATION INFORMATION OF THE VDR AND ITS CONNECTED
SENSORS MUST BE RECORDED.
• IF FITTED, DATA FROM ELECTRONIC LOG BOOK MUST ALSO BE RECORDED.

VDR / S‐VDR – WHAT IS THE PURPOSE?
• T HE PRIMARY PURPOSE OF THE VDR IS TO PERMIT SUBSEQUENT ANALYSIS OF FACTORS SURROUNDING AN
INCIDENT.
• TO THIS END, THE VDR DIGITIZES, COMPRESSES AND STORES IN A SECURE AND RETRIEVABLE FORM, COLLECTED
INFORMATION IN AN EXTERNALLY MOUNTED PROTECTIVE STORAGE UNIT.
• THE PROTECTIVE STORAGE UNIT SHOULD BE RETRIEVABLE SO AS TO ENABLE RECOVERY OF THE STORED DATA.
• OTHER VALUABLE USE OF RECORDED DATA PROVIDES FOR PREVENTIVE MAINTENANCE, PERFORMANCE EFFICIENCY
MONITORING, HEAVY WEATHER DAMAGE ANALYSIS, ACCIDENT AVOIDANCE, NEAR MISS ANALYSIS AND TRAINING
PURPOSES TO IMPROVE SAFETY AND REDUCE RUNNING COSTS.

VDR / S‐VDR – GENERAL REQUIREMENT
• THE VDR SHOULD CONTINUOUSLY MAINTAIN SEQUENTIAL RECORDS OF PRESELECTED DATA ITEMS RELATING TO THE
STATUS AND OUTPUT OF THE SHIP'S EQUIPMENT, AND COMMAND AND CONTROL OF THE SHIP.
• IT SHOULD NOT BE POSSIBLE TO MANIPULATE THE DATA BEING RECORDED OR ALREADY RECORDED OR THE AMOUNT
OF DATA BEING RECORDED.
• ANY ATTEMPT TO TAMPER WITH THE INTEGRITY OR RECORDING OF DATA SHOULD BE ITSELF RECORDED.
• E ACH ITEM OF THE RECORDED DATA MUST BE CHECKED FOR INTEGRITY AND AN ALARM GIVEN IF A NON ‐
CORRECTABLE ERROR IS RECORDED.
• THE METHOD OF RECORDING SHOULD ENSURE THAT VARIOUS DATA ITEMS CAN BE CO‐RELATED IN DATE AND TIME
DURING PLAYBACK ON SUITABLE EQUIPMENT.
• THE FINAL RECORDING MEDIUM FOR A VDR OR S‐VDR SHOULD BE INSTALLED IN A TAMPER PROOF PROTECTIVE
STORAGE UNIT.
• THE VDR OR S‐VDR SHOULD BE CAPABLE OF OPERATING FROM THE SHIP’S EMERGENCY POWER. IF EMERGENCY
POWER FAILS, IT SHOULD CONTINUE TO RECORD BRIDGE AUDIO FROM A BUILT‐IN RESERVE SOURCE OF POWER FOR
AT LEAST TWO HOURS.
• RECORDING SHOULD BE CONTINUOUS.
• ALL STORED DATA ITEMS SHOULD BE RETAINED FOR AT LEAST 12 HOURS [48 HOURS FOR INSTALLATIONS AFTER
01JUL14]. AFTER THAT, OLDER DATA ITEMS MAY BE OVERWRITTEN WITH NEW DATA.

VDR / S‐VDR – GENERAL REQUIREMENT
• THE PROTECTIVE STORAGE UNIT :
• MUST BE A TAMPER‐PROOF UNIT DESIGNED TO WITHSTAND THE EXTREME SHOCK,
IMPACT , PRESSURE AND HEAT , WHICH COULD BE ASSOCIATED WITH A MARINE
INCIDENT (FIRE, EXPLOSION, COLLISION, SINKING, ETC.).
• M UST MAINTAIN THE RECORDED DATA FOR A PERIOD OF AT LEAST 2 YEARS [6
MONTHS FOR FLOAT‐FREE UNITS INSTALLED AFTER 01JUL14].
• MAY BE A RETRIEVABLE FIXED OR FLOAT‐FREE UNIT FITTED WITH A DEVICE TO AID
LOCATION.
• FIXED UNIT REQUIRES AN UNDERWATER ACOUSTIC BEACON LOCATOR DEVICE WITH
BATTERY LIFE OF 30 DAYS.
• F LOAT ‐ FREE LOCATOR MUST HAVE A FLASHING LIGHT AND TRANSMIT HOMING
SIGNALS ON 121.5MHZ AND HAVE A BATTERY LIFE OF 7 DAYS.
• FLOAT‐FREE LOCATORS MAY BE COMBINED WITH A 406MHZ EPIRB.
• WHEN THE SHIP SINKS IN A MARINE ACCIDENT THE LAST 12 HOURS [48 HOURS
FOR INSTALLATIONS AFTER 01JUL14] OF STORED DATA IN THE PROTECTED UNIT CAN
BE RECOVERED AND REPLAYED BY THE AUTHORITIES OR SHIP OWNERS FOR INCIDENT
INVESTIGATION.
• B ESIDES THE PROTECTIVE STORAGE UNIT , THE VDR SYSTEM MAY CONSIST OF A
RECORDING CONTROL UNIT AND A DATA ACQUISITION UNIT, WHICH ARE CONNECTED TO
VARIOUS EQUIPMENT AND SENSORS ON BOARD A SHIP.

VDR / S‐VDR – IMPORTANT REMINDER
• IMPORTANT : IMMEDIATELY FOLLOWING AN INCIDENT , THE RECORDED VDR DATA SHOULD BE SAVED
[PRESERVED] OTHERWISE THE DATA WILL BE OVER‐WRITTEN AFTER THE 12H / 48H RECORDING PERIOD HAS
ELAPSED.
• IF POSSIBLE THE INCIDENT DATA SHOULD BE DOWNLOADED ONTO EXTERNAL MEDIA AND THE VDR CAN THEN BE
RESET AND RESUME RECORDING.

DOWNLOAD AND REPLAY OF STORED DATA IN AUDIO
VISUAL FORM.

VDR / S‐VDR – OWNERSHIP & RECOVERY
• THE SHIPOWNER OWNS THE VDR AND ITS DATA. HOWEVER, IN CASE OF AN INCIDENT THE SHIPOWNER SHALL
MAKE AVAILABLE ALL DECODING INSTRUCTIONS REQUIRED TO RECOVER THE RECORDED INFORMATION.
• THE SHIPOWNER IS RESPONSIBLE FOR ENSURING PRESERVATION OF THIS EVIDENCE.
• IN CASE OF ABANDONMENT, MASTER’S SHOULD WHERE POSSIBLE TAKE STEPS TO PRESERVE THE VDR INFORMATION
UNTIL IT CAN BE PASSED TO AN INVESTIGATOR.
• DURING THE COURSE OF AN INVESTIGATION, THE INVESTIGATOR WILL HAVE CUSTODY OF THE ORIGINAL VDR
INFORMATION.
• THE INVESTIGATOR IS RESPONSIBLE FOR ARRANGING FOR THE DOWNLOADING AND READ OUT OF INFORMATION
AND MUST KEEP THE SHIPOWNER FULLY INFORMED AT THE EARLIEST.
• A COPY OF THE VDR INFORMATION MUST BE PROVIDED TO THE SHIPOWNER AT AN EARLY STAGE IN ALL
CIRCUMSTANCES.
