ACTIVITY 2
THE PARTNER INSTITUTION

A : Historical Background

Carmona, in the early 19th century, was a part of Hacienda of Binan, but inhabited by

natives of silang. Early settlers cleared the area, built their homes and tilled the land until

community was organized. As their population grew and there came a need to establish

religions services, a decree issued on March 09, 1746 by Don Pedro Calderon Enriquez,

declared that area of Hacienda of Binan, a part of the mission town of silang and became

known as Barrio Latag. Historical accounts from the Arzobispo de Manila showed that as

early, as 1823, a movement to separate from their Mother town started. It was a long struggle,

a competition of strength, courage, and cit, and finally, the brave people of Latag won their

coveted dream to become an independent town. By virtue of a decree issued by Gov. Gen.

Ramor Montero of the Superior Gobierno de las islas Filipinas, Latag became a town and was

named Carmona on February 20, 1857.

Having been recognized as a municipality, the people of Carmona proved their worth.

They tilled the soil and made it productive. To give everybody a fair chance, the agricultural

land was considered communal and divided into parcels for the distribution to family heads,

who shall have the right to till for three (3) years, and in case of competition, an auction for

such right small be administered, known then as “Subasta delas Tierras Communales del

Peublo de Carmona”. The subasta or auction became a lottery or”Sorteo” in response to the

growing population and competition for the right to till the communal land.
