LOCATION OF THE PROJECT
Batangas is a first-class province of the Philippines located on the southwestern part

of Luzon in the CALABARZON region. The province is composed of a land area of 3,165.81

km2, 4 cities, 31 municipalities, 1078 barangays and districts starting from 1st to 4th districts of

Batangas. Lipa is one among the three cities in the province of Batangas, Philippines, the others

being Batangas City, Santo Tomas City and the City of Tanauan. It is situated 80 kilometers south

of Manila, 1hour drive from NAIA via SLEX and ACTEX Tollway. (CPDO 2019)

Figure 1 shows a detailed map of the whole Batangas Province. It can be seen there the

exact location of each city, municipalities and barangays.

Lipa is a first-class component city in the PROVINCE OF BATANGAS in the Philippines.

It is located almost at the heart of Batangas Province. It covers an area of 20,940 hectares

(209.4 km2) and virtually sitting majestically on top of a mountain with an elevation of 1025 ft.

above sea level which makes the climate generally cool throughout the year with an average

minimum temperature of 18.7” to 23.2” and average maximum temperature of 30.7” to 37.6”. The

nautical location is at longitude of 13.4 degrees north and latitude of 121.25 degrees east on the

Figure 2 demonstrates the whole map of Lipa City. It comprises the detailed National Road,

Old Rail Road Track, Barangay Road, STAR Tollway, Creeks and Rivers and Barangay Boundary.

Lipa City is bounded by the town of Santo Tomas in the northeast, San Pablo City of

Laguna and San Antonio of Quezon in the east, the municipalities of Padre Garcia and Rosario in

the southeast, the municipalities of Ibaan and San Jose in the southwest, the municipalities of

Cuenca and Mataas na kahoy and Taal Lake in the west and the municipalities of Balete and

Malvar in the northwest.The Southern Tagalog Arterial Road (STAR) and South Luzon

Expressway (SLEX) provide convenient access to the city. (CPDO 2019)

Figure 3 shows the full Lipa City Network Map. The said map includes the not only the complete

location of each barangays but also the streets and alleys that can be found in Lipa City.

OBJECTIVES OF THE STUDY
The main objective of this study is to improve upon the transportation sector in Lipa Hub.

In order to attain this objective, the proponents specifically shall fulfill the following:

1. To assist the Lipa City Government in accomplishing the Local Public Transport Route

Plan (LPTRP) thru the City Planning and Development Office (CPDO) and City Public

Order and Safety Office (CPOS) to be submitted to the Land Transportation Franchising

and Regulatory Board (LTFRB) and to the Department of Transportation (DOTr).

2. To review the existing traffic condition at Lipa Hub through conducting surveys including

Vehicle Count Survey, Passenger Load Count, License Plate Survey and Pubic Transport

Boarding and Alighting Survey.

3. To statistically determine the passenger demand through the demographic profile of Lipa

City on a per Barangay level which is an aid to perform the Origin-Destination Survey.

4. To produce a simulation of the Lipa Hub’s existing traffic flow.

5. To propose solutions, depending upon the result of the gathered data and simulations,

including but not limited to, the following:

o Route Modification

o New or Developmental Routes

o Road Widening

o Loading and Unloading Areas

o Recommendations for Franchise Issuance

o Projection of Traffic with the proposed public transport in the next 5 years

LIMITATIONS OF THE PROJECT
1. The application of the study is limited only to the intra-city public transport routes of Lipa

Hub.

2. Specifically, the surveys to be conducted would be limited to following:

a) Vehicle Count Survey - the proponents selected the major intersections which were

the most congested areas along the Lipa Hub. The said survey was only to be

conducted on one weekend and one weekday, as per the advised of City Planning

and Development Office (CPDO).

b) Passenger Load Count Survey – this survey would be conducted at the same time

with the Vehicle Count Survey. However, this would only last for 2 hours during

on-peak hours and another 2 hours for off-peak hours. There would be a 15-minute

interval for every count.

c) License Plate Survey – among the 14 terminals only 5 were the study area in this

survey. These were chosen based on the variety of vehicles on queue.

d) Public Transport Boarding and Alighting Survey – some routes that travel on the

same trunk line will be boarded only once. Also, the extent of the survey would be

limited to Lipa City boarders as prescribed by the City Planning and Development

Office (CPDO).

e) Origin-Destination Survey – based on the demographic profile provided by the City

Planning and Development Office (CPDO).

3. The simulation software would be limited to the data gathered and the Artificial

Intelligence (AI) present in the software. Also, the road network layout would be

constricted due to the limited data gathered.
