KOTLI DEVELOPMENT PACKAGE

District Kotli is the most populated city of Azad Kashmir with


774,194 people and covers an area of 1,862 km2. But when it comes to
infrastructure, Kotli is lacking in most basic amenities like insufficient health
care facilities, non-availability of safe drinking water and poor road network
etc.

In a meeting held with honorable chief secretary, following development


projects were discussed;

1- Kotli Ring Road Project

The city of Kotli AJ&K, with a population of nearly 0.2 million, is


expected to grow at a rate of 1.5% per year. At this growth rate, Kotli’s
population is expected to double every 20 years, putting immense pressure
on infrastructure and services. Such a rapid increase in the city’s population
will require large investments in the communication infrastructure. A well-
functioning and extensive road network is an essential requirement for any
major city. A city that is lacking in a proper transport infrastructure
subtracts greatly from its residents’ quality of life. Frequent traffic jams,
hours lost driving and a lack of connectivity to other areas of the city add
to citizens’ frustrations and worries. Thus, to prevent such issues, it is
essential that the city be provided with an extensive communication
infrastructure. The construction of Kotli Ring Road will serve as the main
route around the city and will disperse the traffic volume from existing
major and link roads. The road will be 2 lanes approximately 25 km long
with 33 feet formation width and 24 feet carriage way. The project will
originate near the Rehman Bridge and end at Aghar Jamalpur locality
encompassing the whole Kotli city.

2- Development Of Walking Track & Road Alongside


Protection Wall Funded By NDRMF

PC-1 for flood prevention work (Gabion wall) for Kotli Mandi on
1868.9m portion at left bank of river Poonch is submitted to NDRMF
in Dec 2018. Provision for 3.65 m track (stone soling) including G.I
pipe railing has been made in design of Gabion wall.

As there is enough free space behind wall, a road can be constructed


above the embankment if compacted earth is strengthened by
reinforced earth or any other suitable technique.This road is a part of
“Kotli Ring Road Project” as mentioned above.
3- Development of resort, park & view point on bank of
Gulpur hydro power Project Lake (Reservoir).

Gulpur Lake (reservoir) is located 12 km southwest of Kotli city


and is located on the junction of the Kotli-Mirpur and Kotli-Rawalpindi road.
It is a 6 km manmade lake that formed after the construction of Gulpur
Dam. Because of its beautiful landscape and spectacular scenery people
from across the Kotli city and beyond visit this place as a picnic spot. It is
about 167 km from Federal Capital Islamabad and is approachable directly
from Islamabad by a two-lane, all weather paved, and partly mountainous
road. The location of the Project is about 28 km upstream of Mangla Dam
Reservoir.

This project aims to create a precedent of successful tourism business in


Gulpur. It is expected that the ideas will be replicated by other community
members within a four-to-five year period and similar businesses will be
launched. It is expected that the environment will benefit through the
increased awareness of local residents and the livelihood diversification
decreasing the pressure upon the natural resource base. Tourism will create
jobs in the local tourism sector as well as in related sectors. It will attract
investments in the region and also promote local economic diversification
systems with income opportunities throughout the year. Ecologically
sustainable tourism will underline the importance of the natural resources
of the Gulpur Lake in the economic and social development process of the
region and contribute to their protection.

5- 100 Kms Roads Linking District Kotli

Detailed assessments of road conditions are subject to


considerable error. Normally there is a period of about five to eight years
during which paved roads in fair condition can be restored by rehabilitation
or strengthening; after that time more costly measures become necessary.
The existence of many roads in poor condition suggests, that reconditioning
is needed quickly if these roads are to be saved before they decline to worst
condition. Following 100 Km roads network have been identified to be
constructed/Reconditioned linking District Kotli.

Besides these the portion from Beure to Kohuta length 15Km is in poor condition &
needs Re-conditioning. The Estimated Cost for its reconditioning is Rs. 450.00 million.
6- Establishment Of New 200 Bedded Hospital

DHQ kotli hospital was established in 1981. Besides providing


health services to 0.8 million residents of district kotli it also serves patients
from adjoining areas of district Palandri and district Poonch through offering
health care facilities unavailable at the local hospitals, on a hospital-to-
hospital referral basis. As population grew the demand for health care
services continued to increase and with present facilities it is very difficult
to provide adequate relief to patients.

The current building at D.H.Q hospital is very old and deteriorated. It has
been maintained few times without real improvement. At present there is
no ICU in hospital and there are only 30 beds for gynae, 20 beds for children
and 15 beds for emergency ward.

The proposed Project aims at constructing a new Buildings at D.H.Q


Hospital in Kotli city, which is expected to dramatically improve the
efficiency and quality of health care delivery for the coming 10 years.
Moreover, it also helps to provide skill based trainings facilities for different
levels of health care workers.

Sports Stadium

This project is broadly in line with the targets for development of


infrastructure to promote the sports activities in the state.The ultimate
objective of project is to promote harmony, positivity and good health by
attracting youth to the games resulting in eradication of negative activities
like drug usage, restlessness etc.

The significant health, social and economic benefits of sport are widely
recognized. Sport can build better community relations and deliver a better
understanding and respect for the rights and traditions of everyone, while
contributing to the building of a cohesive society. The availability and use
of community sport infrastructure enables physical activity and, by
extension, supports health and wellness in our communities. It provides a
space for people of different walks of life to connect around common
objectives, it supports employment, and it is a critical requirement for live
able cities and neighborhoods

Without community sport infrastructure, delivery of the combined health,


social and economic benefits outlined in this report would not be achieved.
Positive social and health outcomes occur through participation in
recreation-based activities.

8- Construction Of Tatta Pani Bypass Road L-06km

Tatta Pani is situated about 07 Km away from Line of control.


More than two Lac peoples are living in surrounding. It is junction of Hajira-
Tatta Pani, Nakal-Tatta Pani and Madarpur-Tatta Pani road. Traffic Jam is a
huge problem of this city. Construction of Bypass road will resolve the issue
hence reducing people’s worries. Hence, construction of By-Pass road 06
Km has been proposed. It will be 2 lane road with PCC Hard Shoulders and
drain. The project will serve a number of heavily populated areas like
Nakyal, Goi, Madarpur, Sehra, Battal, Dahramsal, Hajira, Mandhole.
Average annual daily traffic (AADT) is expected to be 800 to 1000
approximately.

9- Slow Sand Filtration Plant (Urgent Needs)

Kotli city is mainly facing the problem of poor quality of water.


Total water demand for the city is approximately 15, 00000 gallons per
day. Surface water contributes to over 65% of Kotli city’s total water supply
besides underground water resources (tubewells). There is no proper
system of water treatment and the quality of the river water is deteriorated
day by day through untreated municipal wastes and industrial effluent
waste. Moreover, in many parts of the district Kotli, obtaining water for
drinking purpose requires an enormous diversion of time and effort. And
beyond reduced productivity, the lack of clean water has very serious health
consequences: Dirty water can transmit parasites, bacteria, and viruses
and can inhibit sanitation, resulting in hundreds of cases of water-borne
diseases each year, many deadly. There is immediate need for a filtration
plant to overcome unhygienic condition of drinking water supplies in the
city.

10- Construction Of P.C.C Link Roads Kotli City


(Urgent Needs)

According to area & population the District Kotli is the largest


district of AJ&K, which have six tehsiles. Kotli is head quarter of
District Kotli & its population is approximately 03 lac. There is a lot
of traffic flow in Kotli city & most of the traffic flows through Kotli
Bypass road and main Kotli City road. These two roads are not
fulfilling the traffic flow requirements. So to control the increasing
traffic flow some link roads need to be constructed on priority bases.
