Proclamation

According to the United Nations, an estimated 1.6 billion people live in inadequate shelter around the world, and 10
million people die as a result of substandard housing and living conditions. In addition, a child who lives in inadequate
housing is 10 times more likely to contract serious health problems than his counterparts who have adequate housing, and is
less likely to graduate from high school.

Habitat for Humanity, founded in 1976 by Millard and Linda Fuller, is a nonprofit organization dedicated to
eliminating poverty housing and homelessness from the world and make decent shelter available for all. Worldwide, they
have built more than 350,000 houses, providing more than 1.75 million people in 3,000 communities with safe, decent and
affordable shelter.

This year, the United Nations General Assembly is observing the 25th World Habitat Day, a time to unite in a
worldwide effort to eradicate poverty housing. By raising awareness and advocating for universal decent housing, we can
change the systems that reinforce poverty housing and make affordable homes a reality for all.

Habitat for Humanity in Hawai‘i and the U.S. Department of Housing and Urban Development are committed to the
development of affordable and decent homes for low income residents in our community. Affordable and decent housing
provides safety, security, dignity, pride and stability for our island ‘ohana. A healthier, livable and sustainable environment
improves lives and educational and job prospects for the community.

Locally, housing is a severe cost burden for 76 percent of low-income households due to high housing prices. A
minimum wage earning household must work approximately 173 hours per week to afford rent for a two bedroom. During
these challenging economic times, the homeless population is increasing in Honolulu. To help address housing issues facing
our state, Habitat for Humanity, with the support of volunteers, family partners and generous donors, has built nearly 250
homes.

THEREFORE, I, LINDA LINGLE, Governor, and I, JAMES R. “DUKE” AIONA, JR., Lieutenant Governor of
the State of Hawai‘i, do hereby proclaim October 4, 2010, as

WORLD HABITAT DAY

in Hawai‘i, and encourage our residents to help support Habitat for Humanity’s to raise awareness and take action to help
families improve their living conditions.

DONE at the State Capitol, in the Executive Chambers, Honolulu, State of Hawai‘i, this twenty-ninth day of September
2010.
